This indicator reports the percentage of local authorities who have begun to identify and work with troubled families in their area as part of DCLG's programme.
The figure is the number of all troubled families that have been identified by upper tier local authorities to date given as a percentage of all families that authorities pledged to turn around (as indicated in the published data - see link below).
The indicator is a measure of the progress being made by local authorities at this early stage of the Troubled Families Programme. Identifying the real names and addresses and all the various family members of families that are right for this programme is not always easy as we have targeted families for the first time whose range of problems will often cut across education, crime, worklessness and other issues. This involves lots of different local agencies sharing information and making an assessment about whether families they're individually working with are the right ones for this programme.

The Local Government database covers all Councillors, Senior and Mid-Level Management Posts and key lower level functional positions across all UK Councils. This database also covers Police and Fire Services, plus Parks, Transport and Combined Authorities.
The structure of Local Authorities varies across England/Scotland/Wales and Northern Ireland and also in different areas of England. Following major re-organisation in 1995 Wales and Scotland merged all their District and County Councils creating a single Authority for each area; these are known as Unitary Authorities and provide all Council functions. In England, although some reorganisation took place, there continued to be a mixture of 'single tier' authorities - Unitary / Metropolitan / London Boroughs. With the rest of the Country covered by 'Two Tier' authorities - English Country Councils and District Councils; where functions are divided between the two authority types. Further re-organisation took place in 2007 with a number of County and District Councils being replaced with single Unitary Councils.

The figures include receipts arising from all sales included in the sales figures. Figures for a particular quarter may include receipts arising from a sale in another quarter, but do not include receipts arising from sales before 1 April 2012. These figures represent the total receipt that and authority receives from the sale of a property after the Right to Buy Discount. A portion of these receipts are reserved for costs incurred by authorities in administering the RTB scheme, paying off additional local authority housing debt, an amount for authorities to use for general capital purposes, a share required by HM Treasury, and (in a small number of cases) for buying back former council properties, the remainder of the receipts are for the funding of additional homes for affordable or social rent.

Table BUS01f provides figures on passenger journeys per head of population at Local Transport Authority (LTA) level. Population data for 21 counties were duplicated in error, resulting in the halving of figures in this table. This issue does not affect any other figures in the published tables, including the regional and national breakdowns.
The affected LTAs were: Cambridgeshire, Derbyshire, Devon, East Sussex, Essex, Gloucestershire, Hampshire, Hertfordshire, Kent, Lancashire, Leicestershire, Lincolnshire, Norfolk, Nottinghamshire, Oxfordshire, Staffordshire, Suffolk, Surrey, Warwickshire, West Sussex, and Worcestershire.
A minor typo in the units was also corrected in the BUS02_mi spreadsheet.

Total housing starts are reported by local authority and private building control organisations after the end of each quarter. A start is counted from the point at which foundation work begins. The figures are seasonally adjusted to allow comparisons with previous quarters.
Increasing the supply of housing is a key part of DCLG policy. The house building figures are the most frequent and timely indicator of housing delivery.

Seasonal factors for the house building time series are re-calculated annually back to 2000. This is usually done in the second quarter of the calendar year. Therefore the seasonally adjusted house building figures throughout the whole period change slightly at that time but are not marked as 'revised'.
