This data set contains debt outstanding for local government Issuers, including cities, community college districts, counties, hospital districts, independent school districts, other special districts and water districts. Not included are obligations of less than one-year maturity and special obligations not requiring Attorney General approval. Excludes commercial paper and Build America Bond subsidies. Excludes conduit debt. Data includes tax rate, taxable values, pledge, population, total principal, total interest and total debt service.

In the fiscal year of 2021, total state and local government debt in the state of New York amounted to 20.07 percent of the annual Gross Domestic Product of the state. In Kentucky, this figure amounted to 22.78 percent of the state's annual GDP, the highest of any state.

Public authorities are required by Section 2800 of Public Authorities Law to submit annual reports to the Authorities Budget Office that includes a schedule of the authorities’ debt. The dataset consists of a schedule of debt reported by Local Development Corporations that covers 8 fiscal years, which includes fiscal years ending in the most recently completed calendar year.

The 84th Legislature passed HB 1378 to increase the transparency of local government debt. Under Local Government Code §140.008, political subdivisions, including counties, cities, school districts, junior college districts, certain special purpose districts, and other subdivisions of state government must annually compile their debt obligation data from the preceding fiscal year and either: 1. report it to the Comptroller of Public Accounts for posting or, alternatively, 2. post the information on their own websites. The information presented on the Comptroller's website and retrievable using this search tool is self-reported by submitting entities or third parties on their behalf and has not been independently verified by the Texas Comptroller of Public Accounts. The inclusion of an entity's information here confirms that the Comptroller received the submitted information but does not verify the entity's compliance with the terms of Local Government Code § 140.008. Specific questions or concerns regarding an entity's debt obligations should be directed to that entity.

Submission deadline is 180 days from the last day of the entity’s fiscal year.
