    Description

    The Community Development Block Grant (CDBG) program requires that each CDBG funded activity must either principally benefit low- and moderate-income persons, aid in the prevention or elimination of slums or blight, or meet a community development need having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and other financial resources are not available to meet that need. With respect to activities that principally benefit low- and moderate-income persons, at least 51 percent of the activity's beneficiaries must be low and moderate income. For CDBG, a person is considered to be of low income only if he or she is a member of a household whose income would qualify as "very low income" under the Section 8 Housing Assistance Payments program. Generally, these Section 8 limits are based on 50% of area median. Similarly, CDBG moderate income relies on Section 8 "lower income" limits, which are generally tied to 80% of area median. These data are from the 2011-2015 American Community Survey (ACS). Stores met the definition of a supermarket or large grocery store if they reported at least $2 million in annual sales and contained all the major food departments found in a traditional supermarket, including fresh meat and poultry, dairy, dry and packaged foods, and frozen foods. The combined list of supermarkets and large grocery stores was converted into a GIS-usable format by geocoding the street address into store-point locations. Population data are reported at the block level from the 2010 Census of Population and Housing, while data on income in 2010 are drawn at the block group-level from the 2006-10 American Community Survey, and data on income in 2015 are drawn from the 2010-14 American Community Survey. These population data were aerially allocated down to 1/2-kilometer-square grids across the United States. For each 1/2-kilometer-square grid cell, the distance was calculated from its geographic center to the center of the grid cell with the nearest supermarket. Rural or urban status is designated by the Census Bureau's Urban Area definition. Low-income is defined as annual family income of less than or equal to 200 percent of the Federal poverty threshold based on family size.

    Low-income cut-offs, after tax (LICO-AT) - The Low-income cut-offs, after tax refers to an income threshold, defined using 1992 expenditure data, below which economic families or persons not in economic families would likely have devoted a larger share of their after-tax income than average to the necessities of food, shelter and clothing. More specifically, the thresholds represented income levels at which these families or persons were expected to spend 20 percentage points or more of their after-tax income than average on food, shelter and clothing. These thresholds have been adjusted to current dollars using the all-items Consumer Price Index (CPI).The LICO-AT has 35 cut-offs varying by seven family sizes and five different sizes of area of residence to account for economies of scale and potential differences in cost of living in communities of different sizes.     Community Development Block Grant (CDBG) eligible and ineligible census tracts. The U.S. Department of Housing and Urban Development requires local municipalities that receive CDBG formula entitlement funds to use the 2011-2015 ACS LMISD data file to determine where CDBG funds may be used for activities that are available to all the residents in a particular area. A CD-eligible census tract refers to 2010 census tracts where the area is primarily residential and at least 51.0% of the residents are low- and moderate-income as per the LMISD data file. For New York City, a primarily residential area is defined as one where at least 50.0% of the total built floor area is residential as determined by PLUTO 18v2.1. Low- and moderate-income persons are defined as persons living in households with incomes below 80 percent of the area median household income (AMI). The New York Primary Metropolitan Statistical Area's AMI was $70,300 for a 4-person family at the release of the 2011-2015 American Community Survey.

    Low-income cut-offs, after tax (LICO-AT) - The Low-income cut-offs, after tax refers to an income threshold, defined using 1992 expenditure data, below which economic families or persons not in economic families would likely have devoted a larger share of their after-tax income than average to the necessities of food, shelter and clothing. More specifically, the thresholds represented income levels at which these families or persons were expected to spend 20 percentage points or more of their after-tax income than average on food, shelter and clothing. These thresholds have been adjusted to current dollars using the all-items Consumer Price Index (CPI).The LICO-AT has 35 cut-offs varying by seven family sizes and five different sizes of area of residence to account for economies of scale and potential differences in cost of living in communities of different sizes.     The Puerto Rico Solar-For-All dataset provides Census Tract level estimates of residential low-to-moderate income (LMI) PV rooftop technical potential as well as solar electric bill savings potential for LMI communities at the municipality level. Each dataset is broken out by income group, defined by the Area Median Income (AMI), by tenure, and by building type. The underlying LiDAR data used the estimation were collected in 2015-2017 and the American Community Survey (ACS) data are from 2011-2015. This Puerto Rico Solar-For-All dataset is intended to extend the SEEDSII Solar-For-All estimates for the US 50-states (https://www.nrel.gov/docs/fy18osti/70901.pdf) for the territory of Puerto Rico using updated methods.     Older Adults:
    Older adults (those over age 65) have physical vulnerabilities in a climate event; they suffer from higher rates of medical illness than the rest of the population and can have some functional limitations in an evacuation scenario, as well as when preparing for and recovering from a disaster. Furthermore, older adults are physically more vulnerable to the impacts of extreme heat. Beyond the physical risk, older adults are more likely to be socially isolated. Without an appropriate support network, an initially small risk could be exacerbated if an older adult is not able to get help.

    People of color make up a majority (53 percent) of Boston’s population. People of color are more likely to fall into multiple vulnerable groups as
    well. People of color statistically have lower levels of income and higher levels of poverty than the population at large. People of color, many of whom also have limited English proficiency, may not have ready access in their primary language to information about the dangers of extreme heat or about cooling center resources. This risk to extreme heat can be compounded by the fact that people of color often live in more densely populated urban areas that are at higher risk for heat exposure due to the urban heat island effect.

    Limited English Proficiency:
    Without adequate English skills, residents can miss crucial information on how to prepare
    for hazards. Cultural practices for information sharing, for example, may focus on word-of-mouth communication. In a flood event, residents can also face challenges communicating with emergency response personnel. If residents are more socially
    isolated, they may be less likely to hear about upcoming events. Finally, immigrants, especially ones who are undocumented, may be reluctant to use government services out of fear of deportation or general distrust of the government or emergency personnel.

    Low to no Income:
    A lack of financial resources impacts a household’s ability to prepare for a disaster event and to support friends and neighborhoods. For example, residents without televisions, computers, or data-driven mobile phones may face challenges getting news about hazards or recovery resources. Renters may have trouble finding and paying deposits for replacement housing if their residence is impacted by flooding. Homeowners may be less able to afford insurance that will cover flood damage. Having low or no income can create difficulty evacuating in a disaster event because of a higher reliance on public transportation. If unable to evacuate, residents may be more at risk without supplies to stay in their homes for an extended period of time. Low- and no-income residents can also be more vulnerable to hot weather if running air conditioning or fans puts utility costs out of reach.

    People with Disabilities:
    People with disabilities are among the most vulnerable in an emergency; they sustain disproportionate rates of illness, injury, and death in disaster events.46 People with disabilities can find it difficult to adequately prepare for a disaster event, including moving to a safer place. They are more likely to be left behind or abandoned during evacuations. Rescue and relief resources—like emergency transportation or shelters, for example— may not be universally accessible. Research has revealed a historic pattern of discrimination against people with disabilities in times of resource scarcity, like after a major storm and flood.

    Medical Illness:
    Symptoms of existing medical illnesses are often exacerbated by hot temperatures. For example, heat can trigger asthma attacks or increase already high blood pressure due to the stress of high temperatures put on the body. Climate events can interrupt access to normal sources of healthcare and even life-sustaining medication. Special planning is required for people experiencing medical illness. For example, people dependent on dialysis will have different evacuation and care needs than other Boston residents in a climate event.
    Data source: Medical illness is a proxy measure which is based on EASI data accessed through Simply Map. Health data at the local level in Massachusetts is not available beyond zip codes. EASI modeled the health statistics for the U.S. population based upon age, sex, and race probabilities using U.S. Census Bureau data. The probabilities are modeled against the census and current year and five year forecasts. Medical illness is the sum of asthma in children, asthma in adults, heart disease, emphysema, bronchitis, cancer, diabetes, kidney disease, and liver disease. A limitation is that these numbers may be over-counted as the result of people potentially having more than one medical illness. Therefore, the analysis may have greater numbers of people with medical illness within census tracts than actually present. Overall, the analysis was based on the relationship between social factors.

    Low-income cut-offs, after tax (LICO-AT) - The Low-income cut-offs, after tax refers to an income threshold, defined using 1992 expenditure data, below which economic families or persons not in economic families would likely have devoted a larger share of their after-tax income than average to the necessities of food, shelter and clothing. More specifically, the thresholds represented income levels at which these families or persons were expected to spend 20 percentage points or more of their after-tax income than average on food, shelter and clothing. These thresholds have been adjusted to current dollars using the all-items Consumer Price Index (CPI).The LICO-AT has 35 cut-offs varying by seven family sizes and five different sizes of area of residence to account for economies of scale and potential differences in cost of living in communities of different sizes. Description

The Community Development Block Grant (CDBG) program requires that each CDBG funded activity must either principally benefit low- and moderate-income persons, aid in the prevention or elimination of slums or blight, or meet a community development need having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and other financial resources are not available to meet that need. With respect to activities that principally benefit low- and moderate-income persons, at least 51 percent of the activity's beneficiaries must be low and moderate income. For CDBG, a person is considered to be of low income only if he or she is a member of a household whose income would qualify as "very low income" under the Section 8 Housing Assistance Payments program. Generally, these Section 8 limits are based on 50% of area median. Similarly, CDBG moderate income relies on Section 8 "lower income" limits, which are generally tied to 80% of area median. These data are from the 2011-2015 American Community Survey (ACS).
