    Description

    The 2022 cartographic boundary KMLs are simplified representations of selected geographic areas from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). These boundary files are specifically designed for small-scale thematic mapping. When possible, generalization is performed with the intent to maintain the hierarchical relationships among geographies and to maintain the alignment of geographies within a file set for a given year. Geographic areas may not align with the same areas from another year. Some geographies are available as nation-based files while others are available only as state-based files. School Districts are single-purpose administrative units within which local officials provide public educational services for the area's residents. The Census Bureau obtains the boundaries, names, local education agency codes, grade ranges, and school district levels for school districts from state officials for the primary purpose of providing the U.S. Department of Education with estimates of the number of children in poverty within each school district. This information serves as the basis for the Department of Education to determine the annual allocation of Title I funding to states and school districts. The cartographic boundary files include separate files for elementary, secondary and unified school districts. The generalized school district boundaries in this file are based on those in effect for the 2021-2022 school year, i.e., in operation as of January 1, 2022.

    Description

    The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation.     School districts within Stark County, Ohio. The districts in this layer were digitized through a collaboration between the Stark County Educational Service Center (SCESC) and the Stark County Auditor Office (SCAO). GIS staff used a combination of deeds and other legal descriptions for properties, townships, and other boundaries to create accurate district borders. This layer is static and always up-to-date, as school district boundaries rarely change according to Chapter 3311 of the Ohio Revised Code.

    From the website: *"This data reflects new and cumulative COVID-19 cases reported to schools by parents/guardians and staff. Schools are required to report cases to their assigned Local Health Department who then report to the Ohio Department of Health. A report of COVID-19 should not be interpreted as an indicator that a school district or school isn’t following proper procedures—school cases can be a reflection of the overall situation in the broader community. Families and staff should always feel free to ask questions of the school district or school.

    Description

    The 2020-2021 School Learning Modalities dataset provides weekly estimates of school learning modality (including in-person, remote, or hybrid learning) for U.S. K-12 public and independent charter school districts for the 2020-2021 school year, from August 2020 – June 2021.

    These data were modeled using multiple sources of input data (see below) to infer the most likely learning modality of a school district for a given week. These data should be considered district-level estimates and may not always reflect true learning modality, particularly for districts in which data are unavailable. If a district reports multiple modality types within the same week, the modality offered for the majority of those days is reflected in the weekly estimate. All school district metadata are sourced from the https://nces.ed.gov/ccd/files.asp#Fiscal:2,LevelId:5,SchoolYearId:35,Page:1">National Center for Educational Statistics (NCES) for 2020-2021.

    School learning modality types are defined as follows:

      • In-Person: All schools within the district offer face-to-face instruction 5 days per week to all students at all available grade levels.
      • Remote: Schools within the district do not offer face-to-face instruction; all learning is conducted online/remotely to all students at all available grade levels.
      • Hybrid: Schools within the district offer a combination of in-person and remote learning; face-to-face instruction is offered less than 5 days per week, or only to a subset of students.

    Data Information

      • School learning modality data provided here are model estimates using combined input data and are not guaranteed to be 100% accurate. This learning modality dataset was generated by combining data from four different sources: Burbio [1], MCH Strategic Data [2], the AEI/Return to Learn Tracker [3], and state dashboards [4-20]. These data were combined using a Hidden Markov model which infers the sequence of learning modalities (In-Person, Hybrid, or Remote) for each district that is most likely to produce the modalities reported by these sources. This model was trained using data from the 2020-2021 school year. Metadata describing the location, number of schools and number of students in each district comes from NCES [21].

      • The metrics listed for each school learning modality reflect totals by district and the number of enrolled students per district for which data are available. School districts represented here exclude private schools and include the following NCES subtypes:
        • Public school district that is NOT a component of a supervisory union
        • Public school district that is a component of a supervisory union
        • Independent charter district
      • “BI” in the state column refers to school districts funded by the Bureau of Indian Education.

    Technical Notes

      • Data from September 1, 2020 to June 25, 2021 correspond to the 2020-2021 school year. During this timeframe, all four sources of data were available. Inferred modalities with a probability below 0.75 were deemed inconclusive and were omitted.
      • Data for the month of July may show “In Person” status although most school districts are effectively closed during this time for summer break. Users may wish to exclude July data from use for this reason where applicable.

    Download .zipThis coverage was created from school district area maps created by the Geauga County Planning Commission.

    The coverage was digitized from the boundaries on USGS quadrangle maps utilizing a run length encoding technique sampling along horizontal lines which represented the midline of cells with a height of 250 ft. The measurement increment along these horizontal lines was one decafoot (10 feet). The quadrangle files were then merged into a county file which was subsequently converted to ARC/INFO format.

    The user should bear in mind that this coverage is only an approximation of the boundaries as originally drafted . Additional details on the digitizing process are available on request.

    *The Location Based Response System (LBRS) is an initiative of the Ohio Geographically Referenced Information Program (OGRIP). The LBRS establishes partnerships between State and County government for the creation of spatially accurate street centerlines with address ranges and field verified site-specific address locations. Funding to support the development of LBRS compliant systems is available to counties through a Memorandum of Agreement (MOA) that establishes roles and responsibilities for program participation. Participating counties provide project management and QA/QC on road names, addresses, etc to develop data that is compatible with the state's legacy roadway inventory. The Ohio Department of Transportation is the LBRS Program Sponsor, providing technical guidance, support, and QA/QC services. The program is being administered by OGRIP, the state's coordinating body for Geographic Information System (GIS) activities. Through the collaborative efforts of State and Local government the LBRS program is producing highly accurate field verified data that is current, complete, consistent, and accessible. LBRS data is maintained as an Ohio asset by local resources and is provided to the state as part of a coordinated long-term effort by OGRIP to reduce redundant data collection by developing data that meets the needs of several levels of government.
