The Census Bureau’s urban-rural classification is fundamentally a delineation of geographical areas, identifying both individual urban areas and the rural areas of the nation. The Census Bureau’s urban areas represent densely developed territory, and encompass residential, commercial, and other non-residential urban land uses. To qualify as an urban area, the territory identified according to criteria must have at least 5,000 people or 2,000 housing units. The 2020 Census changed how urban areas are determined from the 2010 criteria. The population requirement was increased to 5,000 people from 2,500 in 2010. This value is now determined by housing unit density instead of population density. Urban areas can now also be defined by the number of housing units present. Finally, the 2020 Census does not distinguish different types of urban areas. The 2013 Rural-Urban Continuum Codes form a classification scheme that distinguishes metropolitan counties by the population size of their metro area, and nonmetropolitan counties by degree of urbanization and adjacency to a metro area. The official Office of Management and Budget (OMB) metro and nonmetro categories have been subdivided into three metro and six nonmetro categories. Each county in the U.S. is assigned one of the 9 codes. This scheme allows researchers to break county data into finer residential groups, beyond metro and nonmetro, particularly for the analysis of trends in nonmetro areas that are related to population density and metro influence. The Rural-Urban Continuum Codes were originally developed in 1974. They have been updated each decennial since (1983, 1993, 2003, 2013), and slightly revised in 1988. Note that the 2013 Rural-Urban Continuum Codes are not directly comparable with the codes prior to 2000 because of the new methodology used in developing the 2000 metropolitan areas. Frontier and Remote Area (FAR) codes provide a statistically-based, nationally-consistent, and adjustable definition of territory in the U.S. characterized by low population density and high geographic remoteness.
To assist in providing policy-relevant information about conditions in sparsely settled, remote areas of the U.S. to public officials, researchers, and the general public, ERS has developed ZIP-code-level frontier and remote (FAR) area codes. The aim is not to provide a single definition. Instead, it is to meet the demand for a delineation that is both geographically detailed and adjustable within reasonable ranges, in order to be usefully applied in diverse research and policy contexts. This initial set, based on urban-rural data from the 2000 decennial census, provides four separate FAR definition levels, ranging from one that is relatively inclusive (18 million FAR residents) to one that is more restrictive (4.8 million FAR residents).This record was taken from the USDA Enterprise Data Inventory that feeds into the https://data.gov catalog. Understanding the relationship between flood inundation and floodplains is critical for ecosystem and community health and well-being, as well as targeting floodplain and riparian restoration. Many communities in the United States, particularly those in rural areas, lack inundation maps due to the high cost of flood modeling. Only 60% of the conterminous United States has Flood Insurance Rate Maps (FIRMs) through the U.S. Federal Emergency Management Agency (FEMA). This EnviroAtlas dataset provides an estimate of the 100-year floodplain for the conterminous United States at 30-meter resolution to fill the gaps in the FIRM. The model hit rate for the CONUS was 0.79 compared to the FIRM, indicating that the model captured 79% of the 100-year floodplain identified by FEMA. This product provides complete coverage for the CONUS by identifying floodplains in areas without FIRMs, while also identifying floodplains in tributaries sometimes excluded by FEMA. To better map the urban class and understand how urban lands change over time, we removed rural roads and small patches of rural development from the NLCD developed class and created four wall-to-wall maps (1992, 2001, 2006, and 2011) of urban land. Removing rural roads from the NLCD developed class involved a multi-step filtering process, data fusion using geospatial road and developed land data, and manual editing. Reference data classified as urban or not urban from a stratified random sample was used to assess the accuracy of the 2001 and 2006 urban and NLCD maps. The newly created urban maps had higher overall accuracy (98.7%) than the NLCD maps (96.2%). More importantly, the urban maps resulted in lower commission error of the urban class (23% versus 57% for the NLCD in 2006) with the trade-off of slightly inflated omission error (20% for the urban map, 16% for NLCD in 2006). The removal of approximately 230,000 km2 of rural roads from the NLCD developed class resulted in maps that better characterize the urban footprint. These urban maps are more suited to modeling applications and policy decisions that rely on quantitative and spatially explicit information regarding urban lands. Digital maps of urban land in the United States for 1992, 2001, 2006, and 2011 are available (at a 30-m pixel resolution) as four compressed 2-bit IMG files. The map year is reflected in the file name.

HEPGIS is a web-based interactive geographic map server that allows users to navigate and view geo-spatial data, print maps, and obtain data on specific features using only a web browser. It includes geo-spatial data used for transportation planning. HEPGIS previously received ARRA funding for development of Economically distressed Area maps. It is also being used to demonstrate emerging trends to address MPO and statewide planning regulations/requirements , enhanced National Highway System, Primary Freight Networks, commodity flows and safety data . HEPGIS has been used to help implement MAP-21 regulations and will help implement the Grow America Act, particularly related to Ladder of Opportunities and MPO reforms.

This tool utilizes the census tract boundaries from 2010 because they match the datasets used in the tool. The U.S. Census Bureau will update these tract boundaries in 2020.Under the current formula, a census tract will be identified as disadvantaged in one or more categories of criteria:IF the tract is above the threshold for one or more environmental or climate indicators AND the tract is above the threshold for the socioeconomic indicatorsCommunities are identified as disadvantaged by the current version of the tool for the purposes of the Justice40 Initiative if they are located in census tracts that are at or above the combined thresholds in one or more of eight categories of criteria.The goal of the Justice40 Initiative is to provide 40 percent of the overall benefits of certain Federal investments in [eight] key areas to disadvantaged communities. The FGGD rural population density map is a global raster datalayer with a resolution of 5 arc-minutes. Each pixel classified as rural by the urban area boundaries map contains the number of persons per square kilometre, aggregated from the 30 arc-second datalayer. All remaining pixels contain no data. The method used by FAO to generate this datalayer is described in FAO, 2005, Mapping global urban and rural population distributions, by M. Salvatore, et. al.
HEPGIS is a web-based interactive geographic map server that allows users to navigate and view geo-spatial data, print maps, and obtain data on specific features using only a web browser. It includes geo-spatial data used for transportation planning. HEPGIS previously received ARRA funding for development of Economically distressed Area maps. It is also being used to demonstrate emerging trends to address MPO and statewide planning regulations/requirements , enhanced National Highway System, Primary Freight Networks, commodity flows and safety data . HEPGIS has been used to help implement MAP-21 regulations and will help implement the Grow America Act, particularly related to Ladder of Opportunities and MPO reforms.

To derive estimates for small geographic units such as census tracts, information collected annually from over 3.5 million housing units was combined across 5 years (2006-2010). As with all survey data, ACS estimates are not exact because they are based on a sample. In general, the smaller the estimate, the larger the degree of uncertainty associated with it.
The Census Bureau’s urban-rural classification is fundamentally a delineation of geographical areas, identifying both individual urban areas and the rural areas of the nation. The Census Bureau’s urban areas represent densely developed territory, and encompass residential, commercial, and other non-residential urban land uses. To qualify as an urban area, the territory identified according to criteria must have at least 5,000 people or 2,000 housing units. The 2020 Census changed how urban areas are determined from the 2010 criteria. The population requirement was increased to 5,000 people from 2,500 in 2010. This value is now determined by housing unit density instead of population density. Urban areas can now also be defined by the number of housing units present. Finally, the 2020 Census does not distinguish different types of urban areas. Areas are simply urban or rural.This layer was originally downloaded from the US Census Bureau website and clipped to the Stark County boundary.
