MassGIS' standardized ("Level 3") property tax parcel mapping data set was developed through a competitive procurement funded by MassGIS. Each community in the Commonwealth was bid on by one or more vendors and the unit of work awarded was a city or town. The specification for this work was Level 3 of the MassGIS Digital Parcel Standard. Standardization of assessor parcel mapping is complete for all 351 Massachusetts' cities and towns. MassGIS is now incorporating updates from municipalities into the database. This hosted feature layer is exported from MassGIS' internal database of the feature class GISDATA.L3_TAXPAR_POLY_ASSESS, which links L3_TAXPAR_POLY and L3_ASSESS. The export includes the expression: (POLY_TYPE IN ('FEE', 'TAX')) OR (POLY_TYPE IN ('ROW', 'PRIV_ROW', 'RAIL_ROW', 'WATER') AND PROP_ID IS NOT NULL) It contains several fields from GISDATA.L3_ASSESS and stacked polygons where multiple assessor records link to a parcel. It contains features that do not have an associated record in GISDATA.L3_ASSESS, except for rights of way and water bodies. ROWs and water bodies with a non-null PROP_ID are included. The data in this feature layer is used for the popups in the Massachusetts Interactive Property Map. The State Department of Revenue (DOR) has approves assessed values each fiscal year for the Somerville Board of Assessors. The assessed values and data presented reflects information available for the FY 2014-2018 actual tax bills issued January 1 of each year. Assessments for each fiscal year have an effective market date of January 1 of the preceding year.
Note that ownership information shows record owner as of January 1. However, a second line of ownership, if applicable, showing "S/O" indicates a subsequent owner who purchased the property after January 1 but prior to the following assessment. In this instance, title information including sale price, sale date, and book & page will not appear in the data base until next year.
As of February 14, 2020 this dataset will be considered archived information and will no longer be updated. First-pass property values as assessed by the Cook County Assessor in their Computer Assisted Mass Appraisal system used to assess residential properties. This dataset contains first pass values for 2019 and corresponds with residential PINs in the Cook County Assessor's Assessment Data. These are NOT final assessed values. Land, building, and total assessed values for all Cook County parcels, from 1999 to present. The Assessor's Office uses these values for reporting, evaluating assessment performance over time, and research. When working with Parcel Index Numbers (PINs) make sure to zero-pad them to 14 digits. Some datasets may lose leading zeros for PINs when downloaded. This data is parcel-level. Each row contains the assessed values for a single PIN for a single year. Important notes:Assessed values are available in three stages: 1) mailed, these are the initial values estimated by the Assessor's Office and mailed to taxpayers. 2) certified, these are values after the Assessor's Office closes appeals. 3) Board of Review certified, these are values after the Board of Review closes appeals. The values in this data are assessed values, NOT market values. Assessed values must be adjusted by their level of assessment to arrive at market value. Note that levels of assessment have changed throughout the time period covered by this data set. This data set will be updated roughly contemporaneously (monthly) with the Assessor's website as values are mailed and certified. However, note that there may be small discrepancies between the Assessor's site and this data set, as each pulls from a slightly different system. If you find a discrepancy, please email the Data Department using the contact link below. This dataset contains data for the current tax year, which may not yet be complete or final. Assessed values for any given year are subject to change until review and certification of values by the Cook County Board of Review, though there are a few rare circumstances where values may change for the current or past years after that. Rowcount for a given year is final once the Assessor has certified the assessment roll all townships. Current property class codes, their levels of assessment, and descriptions can be found on the Assessor's website.
