    MassGIS' standardized ("Level 3") property tax parcel mapping data set was developed through a competitive procurement funded by MassGIS. Each community in the Commonwealth was bid on by one or more vendors and the unit of work awarded was a city or town. The specification for this work was Level 3 of the MassGIS Digital Parcel Standard. Standardization of assessor parcel mapping is complete for all 351 Massachusetts' cities and towns. MassGIS is now incorporating updates from municipalities into the database. This hosted feature layer is exported from MassGIS' internal database of the feature class GISDATA.L3_TAXPAR_POLY_ASSESS, which links L3_TAXPAR_POLY and L3_ASSESS. The export includes the expression: (POLY_TYPE IN ('FEE', 'TAX')) OR (POLY_TYPE IN ('ROW', 'PRIV_ROW', 'RAIL_ROW', 'WATER') AND PROP_ID IS NOT NULL) It contains several fields from GISDATA.L3_ASSESS and stacked polygons where multiple assessor records link to a parcel. It contains features that do not have an associated record in GISDATA.L3_ASSESS, except for rights of way and water bodies. ROWs and water bodies with a non-null PROP_ID are included. The data in this feature layer is used for the popups in the Massachusetts Interactive Property Map.     The data were developed through a competitive procurement funded by MassGIS. Each community in the Commonwealth was bid on by one or more vendors and the unit of work awarded was a city or town. The specification for this work was Level 3 of the MassGIS Digital Parcel Standard. Standardized data are available for all of Massachusetts' 351 cities and towns.

    Data source is the Office of Tax and Revenue’s Computer-Assisted Mass Appraisal (CAMA) system. The CAMA system is used by the Assessment Division (AD) within the Real Property Tax Administration to value real estate for ad valorem real property tax purposes.The intent of this data is to provide a sale history for active properties listed among the District of Columbia’s real property tax assessment roll. This data is updated daily. The AD constantly maintains sale data, adding new data and updating existing data. Daily updates represent a “snapshot” at the time the data was extracted from the CAMA system, and data is always subject to change.

    Description

    This dataset contains point features representing the approximate location of tax parcels contained in County Assessor tax rolls. Individual county data was integrated into this statewide publication by the Arkansas Geographic Information Office (AGIO). The Computer Aided Mass Appraisal (CAMA) systems maintained in each county are used to populate the database attributes for each centroid feature. The entity attribute structure conforms to the Arkansas Cadastral Mapping Standard. The digital cadastral data is provided as a publication version that only represents a snapshot of the production data at the time it was received from the county. Published updates may be made to counties throughout the year. These will occur after new data is digitized or updates to existing data are finished. Production versions of the data exist in the various counties where daily and weekly updates occur. Users should consult the BEGIN_DATE attribute column to determine the age of the data for a given county. This column reflects the date when AGIO received the data from the county. Only parcels with an associated Computer Assisted Mass Appraisal (CAMA) record are provided. This means a CAMA record may exist, but no point geometry or vice-versa. Cadastral data is dynamic by its nature; therefore it is impossible for any county to ever be considered complete. The data is NOT topologically enforced. As a statewide integrator, AGIO publishes the data but does not make judgment calls about where points or polygon lines are meant to be located. Therefore each county data set is published without topology rules being enforced. GIS Technicians use best practices such as polygon closure and vertex snapping, however, topology is not built for each county. Users should be aware, by Arkansas Law (15-21-504 2 B) digital cadastral data does not represent legal property boundary descriptions, nor is it suitable for boundary determination of the individual parcels included in the cadastre. Users requiring a boundary determination should consult an Arkansas Registered Land Surveyor (http://www.arkansas.gov/pels/search/search.php) on boundary questions. The digital cadastral data is intended to be a graphical representation of the tax parcel only. Just because a county is listed does NOT imply the data represents county wide coverage. AGIO worked with each county to determine a level of production that warranted the data was ready to be published. For example, in some counties only the north part of the county was covered or in other cases only rural parcels are covered and yet in others only urban parcels. The approach is to begin incremental publishing as production blocks are ready, even though a county may not have county wide coverage. Each case represents a significant amount of data that will be useful immediately. Users should consult the BEGIN_DATE attribute column to determine the age of the data for a given county. This date reflects when the data was received from the county. Digital cadastral data users should be aware the County Assessor Mapping Program adopted a phased approach for developing cadastral data. Phase One includes the production of a parcel centroid for each parcel that bears the attributes prescribed by the state cadastral mapping standard. Phase Two includes the production of parcel polygon geometry and bears the standard attributes. The Arkansas standard closely mirrors the federal Cadastral Core Data Standard established by the Federal Geographic Data Committee, Subcommittee for Cadastral Data.     The digital parcel data in this data layer were provided to MassGIS by communities, or their regional planning agency partners, that received parcel grants from MassGIS in 2002 and 2006. Each municipality's parcels found in this data set were provided to MassGIS separately and then appended together to form this single data layer. Most of the parcel data included in this data layer has not been updated since it was received by MassGIS in 2002/2003 and 2006. This data layer is under development. At the present time data are available for only 45 municipalities. The grant recipients were required to deliver digital parcel data complying with "Level II" of the MassGIS Standard for Digital Parcels and Related Data Sets. The data submitted by grant recipients were subjected to a rigorous quality assurance process to ensure compliance with the standard. The standard establishes requirements for how parcel boundaries are compiled. It also requires establishing a few attributes of the polygons that are unique to the standard. In addition, the standard requires that a minimum selection of information from the assessor's database be included in a separate database table that can be linked to the parcel polygons. At Level II of the standard, an "intersection table" is required, which makes it possible to correctly model the one-to-many and many-to-many relationships that exist between assessor map polygons and assessor databases. In ArcSDE. MassGIS stores the polygons as ASSESSPAR_POLY. The intersection table is named ASSESSPAR_POLY_INT and the database table is named ASSESSPAR_POLY_DATA.

Description

MassGIS' standardized assessors’ parcel mapping data set contains property (land lot) boundaries and database information from each community's assessor.The data were developed through a competitive procurement funded by MassGIS. Each community in the Commonwealth was bid on by one or more vendors and the unit of work awarded was a city or town. The specification for this work was Level 3 of the MassGIS Digital Parcel Standard.This feature service contains three feature classes and one table.Map service also available.See the datalayer page for full details.
