    Description

    MassGIS' standardized ("Level 3") property tax parcel mapping data set was developed through a competitive procurement funded by MassGIS. Each community in the Commonwealth was bid on by one or more vendors and the unit of work awarded was a city or town. The specification for this work was Level 3 of the MassGIS Digital Parcel Standard. Standardization of assessor parcel mapping is complete for all 351 Massachusetts' cities and towns. MassGIS is now incorporating updates from municipalities into the database. This hosted feature layer is exported from MassGIS' internal database of the feature class GISDATA.L3_TAXPAR_POLY_ASSESS, which links L3_TAXPAR_POLY and L3_ASSESS. The export includes the expression: (POLY_TYPE IN ('FEE', 'TAX')) OR (POLY_TYPE IN ('ROW', 'PRIV_ROW', 'RAIL_ROW', 'WATER') AND PROP_ID IS NOT NULL) It contains several fields from GISDATA.L3_ASSESS and stacked polygons where multiple assessor records link to a parcel. It contains features that do not have an associated record in GISDATA.L3_ASSESS, except for rights of way and water bodies. ROWs and water bodies with a non-null PROP_ID are included. The data in this feature layer is used for the popups in the Massachusetts Interactive Property Map.     This map service contains the Property Tax Parcel Mapping from MassGIS. The data are cached and stored as a tiled map service (levels 15-20) at ArcGIS Online for fast display.

    MassGIS' standardized "Level 3" assessors’ parcel mapping data set contains property (land lot) boundaries and database information from each community's assessor.

    The data were developed through a competitive procurement funded by MassGIS. Each community in the Commonwealth was bid on by one or more vendors and the unit of work awarded was a city or town. The specification for this work was Level 3 of the MassGIS Digital Parcel Standard. Standardized data are available for all of Massachusetts' 351 cities and towns.

    MassGIS is continuing the project, updating parcel data provided by municipalities. See the L3 Parcel Fiscal Year Status Map.To query the parcels, use the hosted feature layer.

    Visit this website for an explanation of the parcel's assessing info: https://www.mass.gov/info-details/massgis-data-property-tax-parcels#attributes-Through a series of joins, spatial joins and select by location with various datasets, the following key attribute fields were populated in the Municipal Properties dataset.Open Space/Conservation Land Attributes are: OS_ID OS_ID is a unique ID for polygons in the open space/conservation land database, [Fee_Owner], [Level_Protection], OLI_1_INT. For an explanation of the coded values used in these fields, visit: https://www.mass.gov/info-details/massgis-data-protected-and-recreational-openspace#attributes-Zoning info for the parcel is contained within [ZONECODE], [MinLot_ac], and [SubStd_Sz]. Zonecode assigned to a parcel is based on the location of the center point of the parcel. The minimum lot size is per the Town's zoning bylaws. Parcel's smaller than the bylaws minimum lot size were assigned a 'yes' value in the Substandard Size attribute column.The attribute [vacant] was assigned a 'yes' value if the assessor's Building Value > $0.00 for the parcel OR the parcel contained one or more structures per the MassGIS structures dataset.The attribute [conserved] was assigned a 'yes' value if the parcel's center point coincided with a parcel in the Dukes County Open Space & Conservation Land dataset.The attribute [AbutPot] Abutter Potential is assigned a 'yes' value if any of the following attributes contain a 'yes' value: [AbutMuni], [AbutOS], or [AbutVacPrv].The attribute [Notes] were manually added by the GIS staff based on local knowledge.Attributes dealing with Abutters: [AbutMuni] indicates if the municipal owned parcel abuts other municipally owned parcels. 'Abuts' are any parcels that thouch (share a boundary) or are within 40ft of each other. [AbutOS] indicates if the municipal owned parcel abuts a parcel which is open space/conservation land. [AbutVacPrv] indicates if the municipal owned parcel abuts a parcel which is vacant residential land. "Vacant Residential Land" was identified by the assessor's Use Code = 1300 or 1310 for the parcel.Identifying Neighbors: All municipal parcels were buffered 40ft and dissolved together. Then that resulting multi-part dataset was 'exploded' so each distinct polygon was represented by a distinct record in the attribute table. Each polygon was assigned an ID number. This output is the "Municipal Property Clusters".Via a Spatial Join, the respective Cluster (aka group ID) was assigned to the respective municipal parcel. Similarly, by finding the (a) Vacant Residential properties and (b) Conservation Land properties that intersected with the Municipal Property Clusters, the Cluster/Group ID was assigned to the respective vacant residential properties and conservation land properties. A & B each have a distinct dataset which is included in this bundle of data.By having the Group ID in the Municipal Properties dataset and the Vacant Residential and Conservation Land datasets ...let's say a parcel has a Group ID = 3 --> then you can find the abutters by finding the other Municipal Parcels with a Group ID = 3 AND look in the Vacant Residential attribute table for Group ID = 3 AND look in the Conservation Land attribute table for Group ID = 3 --AND then you have tons of info at your fingertips regarding that municipally owned parcel and its abutting vacant properties.

    MassGIS is working very closely with the State 911 Department in the state’s Executive Office of Public Safety and Security on the Next Generation 911 Emergency Call System. MassGIS developed and is maintaining the map and address information that are at the heart of this new system. Statewide deployment of this new 9-1-1 call routing system was completed in 2018.Address sources include the Voter Registration List from the Secretary of the Commonwealth, site addresses from municipal departments (primarily assessors), and customer address lists from utilities. Addresses from utilities were “anonymized” to protect customer privacy. The MAD was also validated for completeness using the Emergency Service List (a list of telephone land line addresses) from Verizon.The MAD contains both tabular and spatial data, with addresses being mapped as point features. At present, the MAD contains 3.2 million address records and 2.2 million address points. As the database is very dynamic with changes being made daily, the data available for download will be refreshed weekly.A Statewide Addressing Standard for Municipalities is another useful asset that has been created as part of this ongoing project. It is a best practices guide for the creation and storage of addresses for Massachusetts Municipalities.Points features with each point having an address to the building/floor/unit level, when that information is available. Where more than one address is located at a single location multiple points are included (i.e. "stacked points"). The points for the most part represent building centroids. Other points are located as assessor parcel centroids.Points will display at scales 1:75,000 and closer.MassGIS' service does not contain points for Boston; they may be accessed at https://data.boston.gov/dataset/live-street-address-management-sam-addresses/resource/873a7659-68b6-4ac0-98b7-6d8af762b6f1.More details about the MAD and Master Address Points.Map service also available.

    This reference contains the imagery data used in the completion of the baseline vegetation inventory project for the NPS park unit. Orthophotos, raw imagery, and scanned aerial photos are common files held here. High-quality existing photography developed by MassGIS was used as the base for the vegetation map (MassGIS 2007). A true color orthophoto mosaic was developed from a set of digital 1:5,000 scale medium resolution true color aerial images that are considered the new "base map" for the Commonwealth of Massachusetts by MassGIS and the Executive Office of Environmental Affairs (EOEA). The photography for the entire commonwealth was captured in April 2005 when deciduous trees were mostly bare and the ground was generally free of snow. The image type is 4-band (RGBN) natural color (Red, Green, Blue) and Near infrared in 8 bits (values ranging 0–255) per band format. Key information for the mosaic is summarized in Table 1. Appendix A contains additional detailed information regarding the aerial photography acquired from MASS GIS.

    The wetlands data (linear and area features) presented in the map for Dukes County were obtained from MassGIS and published by MassDEP (pub. 2017 - still most current available as of Feb. 2025). See MassGIS website for methodology details. The parcel data are those hosted by MassGIS and have been filtered to only show those parcels within Dukes County.Please refer to the respective websites to understand the level of accuracy and use constraints associated with these datasets.The stream, intermittent stream, and wetland area buffers (100ft and 200ft) were processed by the Martha's Vineyard Commission in Jan. 2025 from the MassDEP wetlands data.This web map was compiled by the Martha's Vineyard Commission for planning purposes only. The parcel data will appear once zoomed-in on the map.

Each town has their own parcel data consultant and then the data are forwarded to MassGIS for final processing. All data comply with the MassGIS Level 3 Parcel Data Standard. This file geodatabase only includes the TaxPar feature class and Assess table for each town. All TaxPar feature classes were appended into one feature class (Parcels_duk) by the MVC.Each assess table is utilized in that town's respective relationship join (1 to Many) for linking the parcel polygon to the related record(s) in the Assess table. The Assess Table contains info about ownership and assessed values. This is not a detailed building table. If there are multiple owners associated with a property, then the Assess table will have multiple records for that property/parcel (such as for condo parcels).Each building table is utilized in that town's respective relationship join (1 to Many) for linking the parcel polygon to the related record(s) in the Bldg table. The Bldg (building) table contains info about each building on the parcel (such as number of bedrooms, number of bathrooms, the living area square footage, etc.). NOTES of CAUTION: The Living Area Square Footage may not represent the exact same thing in each town. As a generalization, Living Area is interior space that is heated. Regarding West Tisbury, their building table only contains info for one building on the parcel. It is uncertain at this time if the info is the most recent, most primary, or some kind of summarization where multiple buildings on a parcel exist.The field of [assess_mYB] represents the Minimum/Earliest Year Built for any building on the parcel and is appended to the TaxPar feature class based on an analysis of the info provided in the building table. This field [assess_mYB] is utilized in the Historic Structures App found in ArcGIS OnLine.

    Description

    The statewide dataset contains a combination of land cover mapping from 2016 aerial imagery and land use derived from standardized assessor parcel information for Massachusetts. The data layer is the result of a cooperative project between MassGIS and the National Oceanic and Atmospheric Administration’s (NOAA) Office of Coastal Management (OCM). Funding was provided by the Mass. Executive Office of Energy and Environmental Affairs.

    This land cover/land use dataset does not conform to the classification schemes or polygon delineation of previous land use data from MassGIS (1951-1999; 2005).In this map service layer hosted at MassGIS' ArcGIS Server, all impervious polygons are symbolized by their generalized use code; all non-impervious land cover polygons are symbolized by their land cover category. The idea behind this method is to use both cover and use codes to provide a truer picture of how land is being used: parcel use codes may indicate allowed or assessed, not actual use; land cover alone (especially impervious) does not indicate actual use.

    See the full datalayer description for more details.This map service is best displayed at large (zoomed in) scales. Also available are a Feature Service and a Tile Service (cache). The tile cache will display very quickly in in ArcGIS Online, ArcGIS Desktop, and other applications that can consume tile services.

    This Topographic Base includes shaded relief, elevation contour lines with labels in feet, protected open space (parks, forests, preserves, etc.), hydrography (lakes, ponds, rivers, streams, wetlands), ocean, surrounding states, developed land areas, and airfields and runways.

Description

MassGIS' standardized assessors’ parcel mapping data set contains property (land lot) boundaries and database information from each community's assessor.The data were developed through a competitive procurement funded by MassGIS. Each community in the Commonwealth was bid on by one or more vendors and the unit of work awarded was a city or town. The specification for this work was Level 3 of the MassGIS Digital Parcel Standard.This map service contains three feature classes and one table.Feature service also available.See the datalayer page for full details.
