The political boundary datalayer is a polygon representation of town boundaries created from arcs developed from survey coordinates extracted from the 68-volume Harbor and Lands Commission Town Boundary Atlas for the 351 communities (cities and towns) in Massachusetts. The Atlas was published in the early 1900's and is maintained by the Survey Section of Massachusetts Highway Department. For communities with a coastal boundary, MassGIS has collaborated with Massachusetts Water Resources Authority and the Department of Environmental Protection to complete a 1:12000 scale coastline. The boundary for the coastline was defined as being the upland side of tidal flats and rocky inter-tidal zones. Note that the 351 communities are the official municipal names, not including "villages" or other sections of towns.This datalayer was created for the purposes of providing an up-to-date polygon version of the town boundaries for the 351 cities and towns of the Commonwealth of Massachusetts. The legislative intent for some boundaries could not be mapped. Boundaries where that is true are identified in the attribute information. This layer contains multi-part polygons, one for each municipality. This tile service is derived from a digital raster graphic of the historical 15-minute USGS topographic quadrangle maps of coastal towns in Massachusetts. These quadrangles were mosaicked together to create a single data layer of the coast of Massachusetts and a large portion of the southeastern area of the state.The Massachusetts Office of Coastal Zone Management (CZM) obtained the map images from the Harvard Map Collection. The maps were produced in the late 1890s and early 20th century at a scale of 1:62,500 or 1:63,360 and are commonly known as 15-minute quadrangle maps because each map covers a four-sided area of 15 minutes of latitude and 15 minutes of longitude.
The Massachusetts Sea Level Rise and Coastal Flooding Viewer was developed by the Massachusetts Office of Coastal Zone Management’s StormSmart Coasts Program. The flooding extents and water level elevations associated with sea level rise scenarios, current coastal flood zones, and hurricane surge models were developed by the National Oceanic and Atmospheric Administration (NOAA), Federal Emergency Management Agency (FEMA), and U.S. Army Corps of Engineers (USACE).The following community facilities and infrastructure were mapped: airports, commuter rail and subway stations, courthouses, dams, electrical generation facilities and substations, fire stations, harbormaster's offices, hospitals, landfills, libraries, lighthouses, long-term care residences, police stations, prisons, public colleges and universities, public water supply sources, schools (kindergarten through high school), town/city halls, municipal wastewater treatment plants, and water supply protection areas and wellheads. Public facilities and infrastructure located inland of mapped coastal flooding areas are not included in the viewer.The infrastructure layers shown in the viewer are web services hosted and updated by state and federal agencies and regional organizations such as the Massachusetts Bureau of Geographic Information (MassGIS) and Northeast Ocean Data. This product should not be used for legal, engineering, or surveying purposes. Site-specific assessments of elevations or boundaries (parcel, structure, or other) should be made by a certified survey professional.

This map service presents spatial information developed as part of the National Oceanic and Atmospheric Administration (NOAA) Office for Coastal Management’s Coastal Flood Exposure Mapper. The purpose of the online mapping tool is to provide coastal managers, planners, and stakeholders a preliminary look at exposures to coastal flooding hazards. The Mapper is a screening-level tool that uses nationally consistent data sets and analyses. Data and maps provided can be used at several scales to help communities initiate resilience planning efforts. Currently the extent of the Coastal Flood Exposure Mapper covers U.S. coastal areas along the Gulf of Mexico and Atlantic Ocean. Integrated terrain models covering 16,357 square kilometers of the Massachusetts coastal zone and offshore waters were built to provide a continuous elevation and bathymetry terrain model for ocean planning purposes. The area is divided into the following four geographical areas to reduce file size and facilitate publishing: Massachusetts Bay from the Massachusetts-New Hampshire border south to Provincetown and Scituate and east to Stellwagen Bank; Cape Cod Bay from Provincetown to Scituate and south to Hyannis; Buzzards Bay from the Cape Cod Canal southwest to the State border including the Elizabeth Islands and extending north to Fall River and Mount Hope Bay; and Nantucket and Vineyard Sounds, from Hyannis south to the border of the Massachusetts Coastal zone approximately 8 kilometers south of Nantucket. A Triangulated Irregular Network was created from public-domain bathymetric and LiDAR data using the ArcGIS terrain-model framework and then interpolated into a 32-bit GeoTiff of 10 meter resolution. The grids for each of the four geographical areas are referenced to the Universal Transverse Mercator, Zone 19, North American Datum of 1983 coordinate system, and the North American Vertical Datum of 1988. A polygon shapefile recording the source datasets accompanies each of the four grids.

The four adjacent Outer Cape communities of Eastham, Truro, Provincetown, and Wellfleet have built an intermunicipal partnership to pursue a regional approach to shoreline management. This partnership promotes short- and long-term science-based decisions that will maximize the effectiveness and efficiency of community responses to the increased threat of coastal hazards. This layer is a product of that partnership, the Intermunicipal Shoreline Management Project, a project first initiated in 2019 with funding from CZM's Coastal Resilience Grant Program.The impacts of coastal inundation have historically confronted coastal managers dealing with vulnerabilities to existing infrastructure and planning for future infrastructure improvements. Occurring on multiple temporal and spatial scales, impacts range from chronic encroachment of tides to the episodic destruction associated with coastal storms and flooding. Using lidar as a base level guide the Center for Coastal Studies accurately mapped areas through which storm tides might pass or ‘storm tide pathways’. These pathways threaten vulnerable areas of the town with inundation of varying depths. The term ‘storm tide’ refers to the rise in water level experienced during a storm event resulting from the combination of storm surge and the astronomical (predicted) tide level. Generally, storm tide pathways, by virtue of their elevation relative to the elevation of the storm tide, provide a direct connection between coastal waters and low lying inland areas. Examples of pathways that may serve as direct hydraulic connections include: low spots in built environment (e.g., roads, walkways) and low spots in natural topography. A subset of mapped storm tide pathways are used in this layer to identify ‘storm tide pathway clusters’ or areas with a relatively large number of pathways in a general area. The Coastal and Marine Geology Program of the U.S. Geological Survey (USGS) in cooperation with the Massachusetts Office of Coastal Zone Management, has compiled reliable historical shoreline data along open-facing sections of the Massachusetts coast under the Massachusetts Shoreline Change Mapping and Analysis Project 2013 Update. Two oceanfront shorelines for Massachusetts (approximately 1,800 km) were (1) delineated using 2008/09 color aerial orthoimagery, and (2) extracted from topographic LIDAR datasets (2007) obtained from NOAA's Ocean Service, Coastal Services Center. The Massachusetts Office of Coastal Zone Management (CZM) Coastal Public Access Sites data comprise a set of public access sites that represent beaches, boat ramps, coves, rocky shorelines, public landings, coastal parks, salt marshes, and other open land that has been classified as open to the public. Not all coastal access sites may be shown in this layer. The layer includes coastal sites owned by the state, cities and towns, federal agencies, and private and non-profit entities. The coastal public access sites are parcel based where available, based on the MassGIS Level 3 Assessor Parcel Data. They are symbolized by ownership of the parcel. There are currently over 1800 coastal public access sites displayed in this data layer. The purpose of this data layer is for use in the Massachusetts Coast Guide Online story map. Please visit the Massachusetts Office of Coastal Zone Management's website for more information about this product, as well as information regarding other coastal programs.The sites in Coast Guide Online were mapped using the Massachusetts Office of Geographic Information (MassGIS) Level 3 Assessors' Parcel Mapping data layer, which contains property boundaries from each community's assessor. Published documents and websites from government and nonprofit sources were used to confirm and update the information.Despite extensive quality control efforts, neither on-the-ground property boundaries nor individual ownership of all parcels has been independently verified. CZM makes no representations or warranties with respect to the definitiveness of the private or public ownership data presented in Coast Guide Online. Integrated terrain models covering 16,357 square kilometers of the Massachusetts coastal zone and offshore waters were built to provide a continuous elevation and bathymetry terrain model for ocean planning purposes. The area is divided into the following four geographical areas to reduce file size and facilitate publishing: Massachusetts Bay from the Massachusetts-New Hampshire border south to Provincetown and Scituate and east to Stellwagen Bank; Cape Cod Bay from Provincetown to Scituate and south to Hyannis; Buzzards Bay from the Cape Cod Canal southwest to the State border including the Elizabeth Islands and extending north to Fall River and Mount Hope Bay; and Nantucket and Vineyard Sounds, from Hyannis south to the border of the Massachusetts Coastal zone approximately 8 kilometers south of Nantucket. A Triangulated Irregular Network was created from public-domain bathymetric and LiDAR data using the ArcGIS terrain-model framework and then interpolated into a 32-bit GeoTiff of 10 meter resolution. The grids for each of the four geographical areas are referenced to the Universal Transverse Mercator, Zone 19, North American Datum of 1983 coordinate system, and the North American Vertical Datum of 1988. A polygon shapefile recording the source datasets accompanies each of the four grids.

The political boundary datalayer is a polygon representation of town boundaries created from arcs developed from survey coordinates extracted from the 68-volume Harbor and Lands Commission Town Boundary Atlas for the 351 communities (cities and towns) in Massachusetts. The Atlas was published in the early 1900's and is maintained by the Survey Section of Massachusetts Highway Department. For communities with a coastal boundary, MassGIS has collaborated with Massachusetts Water Resources Authority and the Department of Environmental Protection to complete a 1:12000 scale coastline. The boundary for the coastline was defined as being the upland side of tidal flats and rocky inter-tidal zones. Note that the 351 communities are the official municipal names, not including "villages" or other sections of towns.This datalayer was created for the purposes of providing an up-to-date polygon version of the town boundaries for the 351 cities and towns of the Commonwealth of Massachusetts. The legislative intent for some boundaries could not be mapped. Boundaries where that is true are identified in the attribute information. This layer contains multi-part polygons, one for each municipality. The coastline on this layer has been generalized for small-scale cartography and faster display in web map services.See the layer metadata for details.
