MassGIS' standardized ("Level 3") property tax parcel mapping data set was developed through a competitive procurement funded by MassGIS. Each community in the Commonwealth was bid on by one or more vendors and the unit of work awarded was a city or town. The specification for this work was Level 3 of the MassGIS Digital Parcel Standard. Standardization of assessor parcel mapping is complete for all 351 Massachusetts' cities and towns. MassGIS is now incorporating updates from municipalities into the database. This hosted feature layer is exported from MassGIS' internal database of the feature class GISDATA.L3_TAXPAR_POLY_ASSESS, which links L3_TAXPAR_POLY and L3_ASSESS. The export includes the expression: (POLY_TYPE IN ('FEE', 'TAX')) OR (POLY_TYPE IN ('ROW', 'PRIV_ROW', 'RAIL_ROW', 'WATER') AND PROP_ID IS NOT NULL) It contains several fields from GISDATA.L3_ASSESS and stacked polygons where multiple assessor records link to a parcel. It contains features that do not have an associated record in GISDATA.L3_ASSESS, except for rights of way and water bodies. ROWs and water bodies with a non-null PROP_ID are included. Compiled in this map are datasets from and hosted by the Massachusetts Executive Office of Energy and Environmental Affairs, Mass GIS, and the Center for Coastal Studies that focus on public access areas including: public beaches and other recreational space, conservation lands, boat ramps and marinas. Note:Open space continually changes, as explained on the MassGIS webpage, therefore please consider the Protected and Open Space layers as underdevelopment. Additionally, open space parcels are general representations and not a legal record of ownership. The following types of land included in this layer may be privately or publicly owned. Public access categories refer to legal (not physical) levels of public access and includes some areas of limited public access ( by membership only).Definitions for Level of Protection In Perpetuity (P)- Legally protected in perpetuity and recorded as such in a deed or other official document. Land is considered protected in perpetuity if it is owned by the town’s conservation commission or, sometimes, by the water department; if a town has a conservation restriction on the property in perpetuity; if it is owned by one of the state’s conservation agencies (thereby covered by article 97); if it is owned by a non-profit land trust; or if the town received federal or state assistance for the purchase or improvement of the property. Private land is considered protected if it has a deed restriction in perpetuity, if an Agriculture Preservation Restriction has been placed on it, or a Conservation Restriction has been placed on it.Temporary (T) - Legally protected for less than perpetuity (e.g. short term conservation restriction), or temporarily protected through an existing functional use. For example, some water district lands are only temporarily protected while water resource protection is their primary use.These lands could be developed for other uses at the end of their temporary protection or when their functional use is no longer necessary. These lands will revert to unprotected status at a given date unless protection status is extended.Limited (L) - Protected by legal mechanisms other than those above, or protected through functional or traditional use.These lands might be protected by a requirement of a majority municipal vote for any change in status. This designation also includes lands that are likely to remain open space for other reasons (e.g. cemeteries and municipal golf courses).None (N) - Totally unprotected by any legal or functional means. The statewide dataset contains a combination of land cover mapping from 2016 aerial imagery and land use derived from standardized assessor parcel information for Massachusetts. The data layer is the result of a cooperative project between MassGIS and the National Oceanic and Atmospheric Administration’s (NOAA) Office of Coastal Management (OCM). Funding was provided by the Mass. Executive Office of Energy and Environmental Affairs.
This land cover/land use dataset does not conform to the classification schemes or polygon delineation of previous land use data from MassGIS (1951-1999; 2005).In this map service layer hosted at MassGIS' ArcGIS Server, all impervious polygons are symbolized by their generalized use code; all non-impervious land cover polygons are symbolized by their land cover category. The idea behind this method is to use both cover and use codes to provide a truer picture of how land is being used: parcel use codes may indicate allowed or assessed, not actual use; land cover alone (especially impervious) does not indicate actual use.

The Massachusetts Coast Guide Online maps over 1,900 publicly accessible coastal sites; from parks and beaches, to harbor walks and rights-of-way. The guide also currently includes three additional maps that provide more information on public beaches, boat ramps, and trails. The Office of Coastal Zone Management's Massachusetts Coast Guide Online is a one stop site for sharing locations of public coastal space here in the Commonwealth. The Massachusetts Office of Coastal Zone Management (CZM) Coastal Public Access Sites data comprise a set of public access sites that represent beaches, boat ramps, coves, rocky shorelines, public landings, coastal parks, salt marshes, and other open land that has been classified as open to the public. Not all coastal access sites may be shown in this layer. The layer includes coastal sites owned by the state, cities and towns, federal agencies, and private and non-profit entities. The coastal public access sites are parcel based where available, based on the MassGIS Level 3 Assessor Parcel Data. They are symbolized by ownership of the parcel. There are currently over 1800 coastal public access sites displayed in this data layer. The purpose of this data layer is for use in the Massachusetts Coast Guide Online story map. This application provides users with detailed information on hunting opportunities available on Department of Conservation and Recreation (DCR), Division of Water Supply Protection (DWSP) land in central Massachusetts. This is comprised of multiple pages that provide information (as text) and two interactive maps. The first interactive map is the Hunting Map, which provides all of the information a hunter might need to plan a successful hunt. The information in this map provides a comprehensive look at where hunting is allowed, the permits required, and the locations of features like fields and stone walls (and more!). The second interactive map is the Harvest Map, which provides hunters with information on deer harvested as part of the Quabbin Controlled Deer Hunts since 2010; this map is included for interest and informational purposes only. The key data layers to this map are:Waterfowl Hunting Opportunities - a collection of points highlighting various waterbodies within the DWSP watersheds where waterfowl hunting is or is not allowed. For waterbodies that allow hunting, detailed information on exactly what is or is not allowed is provided in the feature pop-up, or in the attribute table record. Each feature pop-up also tells the user if trapping is allowed at a waterbody.Gates for Parking and Access - this layer shows the point locations of gates that can be used for parking or access onto DWSP lands. Depending on the type of point selected, the user will be provided with information on the number of parking spots available, a word of caution and (when available) photo(s) of the location. DCR-DWSP Lands by Permit Type - this polygon layer shows DWSP property boundaries and indicates if (and what type) of hunting is allowed in a certain area. These serve as a backdrop to all other data presented within the map. Click on a feature for more information, or review the attribute table to see what activities are allowed. Many layers in this map have a visibility constraint placed on them, and will only appear in the map as the user zooms in closer to an area. This helps ensure the map does not become cluttered when viewed at the full map extent. This map also contains numerous reference layers which provide important contextual information, such as the locations of marked intersections with labels for intersection number, locations of road and trails (with name and basic information on trail markings), locations of portable toilets, locations of Wildlife Management Areas (WMAs), hydrography, such as streams with names labeled, wetlands and lakes/ponds with names labeled and town boundaries. A group layer provides a collection of layers specifically relevant to the Quabbin Controlled Deer Hunts and includes: road barriers, marked intersections, hunt check-in locations, moose survey stations, deer check stations, and special road access.Together, this information provides a comprehensive map detailing where hunting and trapping is allowed within the DWSP watersheds and what specific hunting and trapping activities are allowed at each location. This map can help users plan a successful visit to DWSP property. When accessed through the ArcGIS Online Map Viewer, each layer's attribute table can be accessed, providing data in an alternative format. This map is also compatible with ArcGIS Field Maps and can be downloaded to "go offline", enabling a user access to the downloaded portion of the map when there is no cell service. Harvest Map InformationDeer Harvested by Weight - a collection of points showing where deer have been harvested during the Quabbin Controlled Deer Hunt within the Quabbin Reservoir Watershed. These points are symbolized to differentiate between male (dark blue circles with a light blue outline) and female (light red diamonds with a dark maroon outline) deer. DCR-DWSP Lands by Permit Type - this polygon layer shows DWSP property boundaries and indicates the type of permit required to hunt in any given area. This layer is configured to display four types of features; areas where a 5-Year Access Permit is required is shown in dark teal, areas where a Two-Day Deer Controlled Hunt Permit is required are shown in light orange, areas where a Deer Shotgun Season Controlled Hunt Permit is required are shown in bright yellow with dark yellow dots, and No Hunting Allowed areas are shown in a dark red. The Tisbury zoning GIS feature layer was created from on-screen digitizing of the official Tisbury Zoning map to the FY20 parcel lines. The GIS work was completed by the Martha's Vineyard Commission. The 'official Tisbury Zoning map' was created by Schoefield Barbini & Hone to the best of their ability based on the information they had at that time. Please visit the Town's website for their zoning bylaws.The overlay zoning districts are described within the Town's zoning bylaws. Some overlay zones are regarded as DCPCs (Districts of Critical Planning Concern). DCPCs are initially created and adopted by the Martha's Vineyard Commission (MVC) (the regional planning agency for Dukes County) and then adopted by the Town. The Town may choose to amend the language adopted by the MVC but only to make it more restrictive. Some overlay zones are enforced by the Board of Health and language for those zones may not appear in the Town's bylaws.The overlay zones have been compiled by the MVC from a variety & vintages of basemaps over the years based on the language within the Town's bylaws. See the attributes in the feature layer for date of last GIS edit and notes regarding compilation.The Town's parcel data is compiled by CAI Technologies per the MassGIS Level 3 parcel data standard. These data are then delivered to MassGIS for public sharing. The parcel data layer within this webmap is a direct feed from the MassGIS ArcGIS OnLine cloud. Whenever MassGIS pushes an update of the Tisbury parcels to the AGOL cloud, the parcel bounds within this webmap will automatically reflect the latest update.The property information associated with the parcel bounds is a static export and only updated at the time the parcel bounds are updated by CAI Technologies.
