    Description

This layer represents all the public and many of the private roadways in Massachusetts, including designations for Interstate, U.S. and State routes.

Formerly known as the Massachusetts Highway Department (MHD) Roads, then the Executive Office of Transportation - Office of Transportation Planning (EOT-OTP) Roads, the MassDOT roads layer includes linework from the 1:5,000 road and rail centerlines data that were interpreted as part of the 1990s Black and White Digital Orthophoto project. The Massachusetts Department of Transportation - Office of Transportation Planning, which maintains this layer, continues to add linework from municipal and other sources and update existing linework using the most recent color ortho imagery as a base. The attribute table includes many "road inventory" items maintained in MassDOT's linear referencing system.

The data layer published in November 2018 is based on the MassDOT 2017 year-end Road Inventory layer and results of a 2014-2015 MassDOT-Central Transportation Planning Staff project to conflate street names and other attributes from MassGIS' "base streets" to the MassDOT Road Inventory linework. The base streets are continually maintained by MassGIS as part of the NextGen 911 and Master Address Database projects. MassGIS staff reviewed the conflated layer and added many base street arcs digitized after the completion of the conflation work. MassGIS added several fields to support legacy symbology and labeling. Other edits included modifying some linework in areas of recent construction and roadway reconfiguration to align to 2017-2018 Google ortho imagery, and making minor fixes to attributes and linework.

In ArcSDE this layer is named EOTROADS_ARC.

From this data layer MassGIS extracted the Major Roads and Major Highway Routes layers.

    Description

The Road Inventory is a GIS-based asset management system for the state's highway transportation system. As such, its strengths are in describing the configuration and condition of public roads and rights-of-way. It is not designed to support route-finding (e.g., shortest path applications), nor is it designed to support geocoding (although in theory intersection-based geocoding could be set up on it). It is part of the official documentation of the state road system and is used to prepare the yearly Highway Performance Monitoring System (HPMS) report to the Federal Highway Administration (FHWA). It is a record of centerline and lane miles, which are the basis of state reimbursements to localities for road maintenance expenses (Chapter 90 funds). The Massachusetts Department of Transportation Highway Division Road Inventory contains the spatial linework for all the public and a good portion of the private roadways in Massachusetts, along with roadway attributes covering the roadway classification, ownership, physical conditions, traffic volumes, pavement conditions, highway performance monitoring information, and more. This version has been processed to eliminate overlaps among features in the original distributed by MassDOT and to add pavement data, which is no longer attached by MassDOT.

The April 2014 update was accomplished by viewing CCRTA on-line schedules and maps. http://www.capecodtransit.org/ These routes may not show all the possible routes that a bus may take, especially in the case of emergency traffic detours, but represents the general destinations served by the named bus line.Streets were selected from a MassDOT roadway inventory file, or digitized along such street centerlines, and given attributes with the name of the bus route, or the name of the bus company that travels along the route. The routes are limited to year round fixed route bus service. Updated in October 2013 based upon on-line maps from the CCRTA.

    Description

The Pavement Inventory data is collected by the Highway Division Pavement Management Section. The Section performs condition assessments on the interstate system, the National Highway System, and other DOT-owned roadways. Condition is evaluated by Pavement Serviceability Index (PSI), which utilizes a scale of 0-5, where 0 is considered impassable and 5 is free of distress. PSI is a composite index which incorporates cracking, ride quality, and other criteria. The Interstate System is tested annually, while the remainder follows a biennial schedule. Additionally, pavement work performed on roadways of 40 mph is assessed for quality assurance.

This map service contains bridge data from the Massachusetts Department of Transportation Highway Division (MassDOT) Bridge Inspection Management System (BIMS). The data is refreshed from the BIMS database on a biweekly basis. Included in this layer are: • MassDOT and municipally-owned structures with spans greater than 20 feet. These are categorized as National Bridge Inventory (NBI) structures. MassDOT inspects NBI bridges on a biannual basis. • MassDOT Highway and municipally-owned short span bridges with spans between 10 to 20 feet. These are categorized as “BRI” structures. The first complete Inspection of the short span bridge inventory is currently in progress. • MassDOT Highway and municipally-owned Culverts with spans of 4 to 10 feet. This category is incomplete and an inventory effort is underway. Structures under Federal, other State entities or Private ownership are not contained in this layer. Also excluded are minor non-highway structures such as pedestrian and bicycle overpasses. The National Highway System consists of roadways important to the nation’s economy, defense, and mobility. The National Highway System (NHS) includes the following subsystems of roadways (note that a specific highway route may be on more than one subsystem):Interstate: The Eisenhower Interstate System of highways retains its separate identity within the NHS.Other Principal Arterials: These are highways in rural and urban areas which provide access between an arterial and a major port, airport, public transportation facility, or other intermodal transportation facility.Strategic Highway Network (STRAHNET): This is a network of highways which are important to the United States’ strategic defense policy and which provide defense access, continuity and emergency capabilities for defense purposes.Major Strategic Highway Network Connectors: These are highways which provide access between major military installations and highways which are part of the Strategic Highway Network.Intermodal Connectors: These highways provide access between major intermodal facilities and the other four subsystems making up the National Highway System. A listing of all official NHS Intermodal Connectors is available. The National Highway System (NHS) includes the Interstate Highway System as well as other roads important to the nation’s economy, defense, and mobility. The NHS was developed by the Department of Transportation (DOT) in cooperation with the states, local officials, and metropolitan planning organizations (FWHA 2019). In 2020, the Census Bureau used the Census Block Group data to designate the urban boundaries by following the Census Bureau maintained road segments called TIGER. The Office of Transportation Planning, in cooperation with the regional planning agencies, adjusted the boundaries to follow the Road Inventory street segments, municipal boundaries, railroads, or water bodies. This polygon data layer represents the final version of the adjusted urban boundaries, which is used to determine the Road Inventory official roadway functional classification.
