    Description

    MassGIS' standardized ("Level 3") property tax parcel mapping data set was developed through a competitive procurement funded by MassGIS. Each community in the Commonwealth was bid on by one or more vendors and the unit of work awarded was a city or town. The specification for this work was Level 3 of the MassGIS Digital Parcel Standard. Standardization of assessor parcel mapping is complete for all 351 Massachusetts' cities and towns. MassGIS is now incorporating updates from municipalities into the database. This hosted feature layer is exported from MassGIS' internal database of the feature class GISDATA.L3_TAXPAR_POLY_ASSESS, which links L3_TAXPAR_POLY and L3_ASSESS. The export includes the expression: (POLY_TYPE IN ('FEE', 'TAX')) OR (POLY_TYPE IN ('ROW', 'PRIV_ROW', 'RAIL_ROW', 'WATER') AND PROP_ID IS NOT NULL) It contains several fields from GISDATA.L3_ASSESS and stacked polygons where multiple assessor records link to a parcel. It contains features that do not have an associated record in GISDATA.L3_ASSESS, except for rights of way and water bodies. ROWs and water bodies with a non-null PROP_ID are included. The data in this feature layer is used for the popups in the Massachusetts Interactive Property Map.     MassGIS' standardized "Level 3" assessors’ parcel mapping data set contains property (land lot) boundaries and database information from each community's assessor.

    The data were developed through a competitive procurement funded by MassGIS. Each community in the Commonwealth was bid on by one or more vendors and the unit of work awarded was a city or town. The specification for this work was Level 3 of the MassGIS Digital Parcel Standard. Standardized data are available for all of Massachusetts' 351 cities and towns.

    MassGIS is continuing the project, updating parcel data provided by municipalities. See the L3 Parcel Fiscal Year Status Map.To query the parcels, use the hosted feature layer.

    The digital parcel data in this data layer were provided to MassGIS by communities, or their regional planning agency partners, that received parcel grants from MassGIS in 2002 and 2006. Each municipality's parcels found in this data set were provided to MassGIS separately and then appended together to form this single data layer. Most of the parcel data included in this data layer has not been updated since it was received by MassGIS in 2002/2003 and 2006. This data layer is under development. At the present time data are available for only 45 municipalities. The grant recipients were required to deliver digital parcel data complying with "Level II" of the MassGIS Standard for Digital Parcels and Related Data Sets. The data submitted by grant recipients were subjected to a rigorous quality assurance process to ensure compliance with the standard. The standard establishes requirements for how parcel boundaries are compiled. It also requires establishing a few attributes of the polygons that are unique to the standard. In addition, the standard requires that a minimum selection of information from the assessor's database be included in a separate database table that can be linked to the parcel polygons. At Level II of the standard, an "intersection table" is required, which makes it possible to correctly model the one-to-many and many-to-many relationships that exist between assessor map polygons and assessor databases. In ArcSDE. MassGIS stores the polygons as ASSESSPAR_POLY. The intersection table is named ASSESSPAR_POLY_INT and the database table is named ASSESSPAR_POLY_DATA.

    This map shows tax parcels of interest within the context of the Intermunicipal Shoreline Management project, in the towns of Provincetown, Truro, Wellfleet and Eastham, MA. Tax parcels were developed from existing digital data that is maintained on MassGIS (see MassGIS Data: Standardized Assessors" Parcels). Geometry and attribute data was compiled for the planning area (parcels intersecting the project extent) in October of 2020 and updated in 2025. This dataset is appropriate for planning purposes only, field survey required. Last Updated 06/2025.

    These boundaries are for planning purposes only and are not survey grade. For the most up-to-date assessing info, please contact the Town's Assessor. The respective Fiscal Year of publication is provided in the parcel pop-up info window. Years may vary from town to town.The parcels from each town on Martha's Vineyard are included in this web map. The map must be zoomed in far enough before the parcels will display on the map. The data are served out from MassGIS. All parcel data comply with the MassGIS Level 3 Parcel Data Standard.Each Town in Dukes County hires their own parcel data consultant to maintain their GIS parcel file. In most cases, this is done once a year. At the time of data compilation, the town Assessor exports a standard info file from their database which gets associated with each digital parcel. The Town's consultant pulls the parcel bounds and assessing info table into a spatial geodatabase which is then forwarded to MassGIS. MassGIS completes a few additional data management tasks and then serves out the data through their ArcGIS OnLine organizational website.The Martha's Vineyard Commission (MVC) then pulls that parcel data feature class into this web map and sets a few things such as visibility zoom extents and how the data display in the pop-up. The MVC does not edit these data in any way.Building Info Note: If there are multiple buildings on a parcel, the building info provided is only for one building on the parcel. Which building (i.e. largest, smallest, newest, oldest) is unknown. Parcels with Multiple Owners (i.e. Condo): If there are multiple owners on one parcel, when clicking on the pop-up you'll see the option to cycle through several records worth of assessing info.Understanding the Attributes: See the MassGIS Level 3 Parcel Data website for details.

    MassGIS is working very closely with the State 911 Department in the state’s Executive Office of Public Safety and Security on the Next Generation 911 Emergency Call System. MassGIS developed and is maintaining the map and address information that are at the heart of this new system. Statewide deployment of this new 9-1-1 call routing system was completed in 2018.Address sources include the Voter Registration List from the Secretary of the Commonwealth, site addresses from municipal departments (primarily assessors), and customer address lists from utilities. Addresses from utilities were “anonymized” to protect customer privacy. The MAD was also validated for completeness using the Emergency Service List (a list of telephone land line addresses) from Verizon.The MAD contains both tabular and spatial data, with addresses being mapped as point features. At present, the MAD contains 3.2 million address records and 2.2 million address points. As the database is very dynamic with changes being made daily, the data available for download will be refreshed weekly.A Statewide Addressing Standard for Municipalities is another useful asset that has been created as part of this ongoing project. It is a best practices guide for the creation and storage of addresses for Massachusetts Municipalities.Points features with each point having an address to the building/floor/unit level, when that information is available. Where more than one address is located at a single location multiple points are included (i.e. "stacked points"). The points for the most part represent building centroids.     MassGIS Level 3 Parcel Data: Data Fiscal Year: Aquinnah 2019, Chilmark 2021, Edgartown 2021, Gosnold 2015, Oak Bluffs 2021, Tisbury 2021, West Tisbury 2021.Building Info Table: Acquired by MVC from Town Assessors in FY20.Downloaded from MassGIS,, this polygon file represents the parcel bounds for the 7 towns in Dukes County MA (Aquinnah, Chilmark, Edgartown, Godnold, Oak Bluffs, Tisbury, West Tisbury). Each town has their own parcel data consultant and then the data are forwarded to MassGIS for final processing. All data comply with the MassGIS Level 3 Parcel Data Standard. This file geodatabase only includes the TaxPar feature class and Assess table for each town. All TaxPar feature classes were appended into one feature class (Parcels_duk) by the MVC.Each assess table is utilized in that town's respective relationship join (1 to Many) for linking the parcel polygon to the related record(s) in the Assess table. The Assess Table contains info about ownership and assessed values. This is not a detailed building table. If there are multiple owners associated with a property, then the Assess table will have multiple records for that property/parcel (such as for condo parcels).Each building table is utilized in that town's respective relationship join (1 to Many) for linking the parcel polygon to the related record(s) in the Bldg table. The Bldg (building) table contains info about each building on the parcel (such as number of bedrooms, number of bathrooms, the living area square footage, etc.). NOTES of CAUTION: The Living Area Square Footage may not represent the exact same thing in each town. As a generalization, Living Area is interior space that is heated. Regarding West Tisbury, their building table only contains info for one building on the parcel. It is uncertain at this time if the info is the most recent, most primary, or some kind of summarization where multiple buildings on a parcel exist.The field of [assess_mYB] represents the Minimum/Earliest Year Built for any building on the parcel and is appended to the TaxPar feature class based on an analysis of the info provided in the building table. This field [assess_mYB] is utilized in the Historic Structures App found in ArcGIS OnLine.

    The Land Use (2005) datalayer is a Massachusetts statewide, seamless digital dataset of land cover / land use, created using semi-automated methods, and based on 0.5 meter resolution digital ortho imagery captured in April 2005.The classification scheme is based on the coding schema used for previous Massachusetts land use datasets, with modifications.These data were prepared by Sanborn. The minimum mapping unit (MMU) is generally 1 acre, but a MMU as low as ¼ acre may be found in some areas, e.g. in urban areas where assessor parcels were used to enhance the mapping of multi-family residential areas.The formerly used “MacConnell” schema combined land cover and land use categories, and was designed for manual interpretation of aerial photos. In this project, that protocol was modified so that it was useful in an automated environment, but it still maintains much compatibility with the older system.     MassGIS Level 3 Parcel Data: Data Fiscal Year: Aquinnah 2019, Chilmark 2020, Edgartown 2021, Gosnold 2015, Oak Bluffs 2021, Tisbury 2021, West Tisbury 2021.Building Info Table: Acquired by MVC from Town Assessors in FY20.Downloaded from MassGIS,, this polygon file represents the parcel bounds for the 7 towns in Dukes County MA (Aquinnah, Chilmark, Edgartown, Godnold, Oak Bluffs, Tisbury, West Tisbury). Each town has their own parcel data consultant and then the data are forwarded to MassGIS for final processing. All data comply with the MassGIS Level 3 Parcel Data Standard. This file geodatabase only includes the TaxPar feature class and Assess table for each town. All TaxPar feature classes were appended into one feature class (Parcels_duk) by the MVC.Each assess table is utilized in that town's respective relationship join (1 to Many) for linking the parcel polygon to the related record(s) in the Assess table. The Assess Table contains info about ownership and assessed values. This is not a detailed building table. If there are multiple owners associated with a property, then the Assess table will have multiple records for that property/parcel (such as for condo parcels).Each building table is utilized in that town's respective relationship join (1 to Many) for linking the parcel polygon to the related record(s) in the Bldg table. The Bldg (building) table contains info about each building on the parcel (such as number of bedrooms, number of bathrooms, the living area square footage, etc.). NOTES of CAUTION: The Living Area Square Footage may not represent the exact same thing in each town. As a generalization, Living Area is interior space that is heated. Regarding West Tisbury, their building table only contains info for one building on the parcel. It is uncertain at this time if the info is the most recent, most primary, or some kind of summarization where multiple buildings on a parcel exist.The field of [assess_mYB] represents the Minimum/Earliest Year Built for any building on the parcel and is appended to the TaxPar feature class based on an analysis of the info provided in the building table. This field [assess_mYB] is utilized in the Historic Structures App found in ArcGIS OnLine.

    MassGIS is working very closely with the State 911 Department in the state’s Executive Office of Public Safety and Security on the Next Generation 911 Emergency Call System. MassGIS developed and is maintaining the map and address information that are at the heart of this new system. Statewide deployment of this new 9-1-1 call routing system was completed in 2018.Address sources include the Voter Registration List from the Secretary of the Commonwealth, site addresses from municipal departments (primarily assessors), and customer address lists from utilities. Addresses from utilities were “anonymized” to protect customer privacy. The MAD was also validated for completeness using the Emergency Service List (a list of telephone land line addresses) from Verizon.The MAD contains both tabular and spatial data, with addresses being mapped as point features. At present, the MAD contains 3.2 million address records and 2.2 million address points. As the database is very dynamic with changes being made daily, the data available for download will be refreshed weekly.A Statewide Addressing Standard for Municipalities is another useful asset that has been created as part of this ongoing project. It is a best practices guide for the creation and storage of addresses for Massachusetts Municipalities.Points features with each point having an address to the building/floor/unit level, when that information is available. Where more than one address is located at a single location multiple points are included (i.e. "stacked points"). The points for the most part represent building centroids. Other points are located as assessor parcel centroids.Points will display at scales 1:75,000 and closer.MassGIS' service does not contain points for Boston; they may be accessed at https://data.boston.gov/dataset/live-street-address-management-sam-addresses/resource/873a7659-68b6-4ac0-98b7-6d8af762b6f1.More details about the MAD and Master Address Points.Feature service also available.

    This Land Cover-Land Use Tile Cache may be used for fast display in ArcGIS Online, ArcGIS Desktop, and other applications that can consume tile services.The statewide dataset contains a combination of land cover mapping from 2016 aerial imagery and land use derived from standardized assessor parcel information for Massachusetts. The data layer is the result of a cooperative project between MassGIS and the National Oceanic and Atmospheric Administration’s (NOAA) Office of Coastal Management (OCM). Funding was provided by the Mass. Executive Office of Energy and Environmental Affairs.

    This land cover/land use dataset does not conform to the classification schemes or polygon delineation of previous land use data from MassGIS (1951-1999; 2005).In this hosted tile cache layer, all impervious polygons are symbolized by their generalized use code; all non-impervious land cover polygons are symbolized by their land cover category. The idea behind this method is to use both cover and use codes to provide a truer picture of how land is being used: parcel use codes may indicate allowed or assessed, not actual use; land cover alone (especially impervious) does not indicate actual use.

They provide attribute query, although they will not display as quickly as the tile cache at smaller (zoomed out) scales.Add the Land Cover-Land Use Legend Map Service to an ArcGIS Online map along with this tile service to have a legend appear.
