MassGIS' standardized ("Level 3") property tax parcel mapping data set was developed through a competitive procurement funded by MassGIS. Each community in the Commonwealth was bid on by one or more vendors and the unit of work awarded was a city or town. The specification for this work was Level 3 of the MassGIS Digital Parcel Standard. Standardization of assessor parcel mapping is complete for all 351 Massachusetts' cities and towns. MassGIS is now incorporating updates from municipalities into the database. This hosted feature layer is exported from MassGIS' internal database of the feature class GISDATA.L3_TAXPAR_POLY_ASSESS, which links L3_TAXPAR_POLY and L3_ASSESS. The export includes the expression: (POLY_TYPE IN ('FEE', 'TAX')) OR (POLY_TYPE IN ('ROW', 'PRIV_ROW', 'RAIL_ROW', 'WATER') AND PROP_ID IS NOT NULL) It contains several fields from GISDATA.L3_ASSESS and stacked polygons where multiple assessor records link to a parcel. It contains features that do not have an associated record in GISDATA.L3_ASSESS, except for rights of way and water bodies. ROWs and water bodies with a non-null PROP_ID are included. The digital parcel data in this data layer were provided to MassGIS by communities, or their regional planning agency partners, that received parcel grants from MassGIS in 2002 and 2006. Each municipality's parcels found in this data set were provided to MassGIS separately and then appended together to form this single data layer. Most of the parcel data included in this data layer has not been updated since it was received by MassGIS in 2002/2003 and 2006. This data layer is under development. At the present time data are available for only 45 municipalities. The grant recipients were required to deliver digital parcel data complying with "Level II" of the MassGIS Standard for Digital Parcels and Related Data Sets. The data submitted by grant recipients were subjected to a rigorous quality assurance process to ensure compliance with the standard. The standard establishes requirements for how parcel boundaries are compiled. It also requires establishing a few attributes of the polygons that are unique to the standard. In addition, the standard requires that a minimum selection of information from the assessor's database be included in a separate database table that can be linked to the parcel polygons. At Level II of the standard, an "intersection table" is required, which makes it possible to correctly model the one-to-many and many-to-many relationships that exist between assessor map polygons and assessor databases. In ArcSDE. MassGIS stores the polygons as ASSESSPAR_POLY. The intersection table is named ASSESSPAR_POLY_INT and the database table is named ASSESSPAR_POLY_DATA.

Based on Town ID, this dataset only displays the data for the 7 towns within Dukes County MAAquinnah = 104Chilmark = 62Edgartown = 89Gosnold = 109Oak Bluffs = 221Tisbury = 296West Tisbury = 327Data are compiled by the Town's parcel data consultant. As of FY24, all towns are using Cartographic Technologies. Data are provided to MassGIS and hosted by them in ArcGIS OnLine. Data comply to the MassGIS Level 3 parcel data standard. Data are updated about once per year. The extract of assessing info is static & done at the time the data are compiled by the consultant. These boundaries are for planning purposes only and are not survey grade. For the most up-to-date assessing info, please contact the Town's Assessor. The respective Fiscal Year of publication is provided in the parcel pop-up info window. Years may vary from town to town.The parcels from each town on Martha's Vineyard are included in this web map. The map must be zoomed in far enough before the parcels will display on the map. The data are served out from MassGIS. All parcel data comply with the MassGIS Level 3 Parcel Data Standard.Each Town in Dukes County hires their own parcel data consultant to maintain their GIS parcel file. In most cases, this is done once a year. At the time of data compilation, the town Assessor exports a standard info file from their database which gets associated with each digital parcel. The Town's consultant pulls the parcel bounds and assessing info table into a spatial geodatabase which is then forwarded to MassGIS. MassGIS completes a few additional data management tasks and then serves out the data through their ArcGIS OnLine organizational website.The Martha's Vineyard Commission (MVC) then pulls that parcel data feature class into this web map and sets a few things such as visibility zoom extents and how the data display in the pop-up. The MVC does not edit these data in any way.Building Info Note: If there are multiple buildings on a parcel, the building info provided is only for one building on the parcel. Which building (i.e. largest, smallest, newest, oldest) is unknown. Medium resolution true color ortho images for the Commonwealth of Massachusetts, distributed by MassGIS. The photography for the entire commonwealth was captured in April 2005 when deciduous trees were mostly bare and the ground was generally free of snow. Original imagery pixel resolution is 1/2-meter.Original image type is 4-band (RGBN) natural color (Red, Green, Blue) and Near infrared in 8 bits (values ranging 0-255) per band format. This map service contains only the RGB bands and uses the "contrast stretched" JPEG 2000 versions MassGIS Produced from the original GeoTiff files. Image horizontal accuracy is +/-3 meters at the 95% confidence level at the nominal scale of 1:5,000. This digital orthoimagery can serve a variety of purposes, from general planning, to field reference for spatial analysis, to a tool for development and revision of vector maps. It can also serve as a reference layer or basemap for myriad applications inside geographic information system (GIS) software. MassGIS is working very closely with the State 911 Department in the state’s Executive Office of Public Safety and Security on the Next Generation 911 Emergency Call System. MassGIS developed and is maintaining the map and address information that are at the heart of this new system. Statewide deployment of this new 9-1-1 call routing system was completed in 2018.Address sources include the Voter Registration List from the Secretary of the Commonwealth, site addresses from municipal departments (primarily assessors), and customer address lists from utilities. Addresses from utilities were “anonymized” to protect customer privacy. The MAD was also validated for completeness using the Emergency Service List (a list of telephone land line addresses) from Verizon.The MAD contains both tabular and spatial data, with addresses being mapped as point features. At present, the MAD contains 3.2 million address records and 2.2 million address points. As the database is very dynamic with changes being made daily, the data available for download will be refreshed weekly.A Statewide Addressing Standard for Municipalities is another useful asset that has been created as part of this ongoing project. It is a best practices guide for the creation and storage of addresses for Massachusetts Municipalities.Points features with each point having an address to the building/floor/unit level, when that information is available. Where more than one address is located at a single location multiple points are included (i.e. "stacked points"). The points for the most part represent building centroids. This tiled cached map service contains Building Structures (2-D, from Ortho Imagery) hosted at MassGIS' ArcGIS Online account.

This dataset consists of 2-dimensional roof outlines ("roofprints") for all buildings larger than 150 square feet, as interpreted by a contractor (Rolta) for the whole area of the Commonwealth using color, 30 cm. DigitalGlobe ortho images obtained in 2011 and 2012, supplemented with LiDAR (Light Detection And Ranging) data collected from 2002 to 2011 for the eastern half of the state.

The roofprints as delivered were enhanced by MassGIS using Normalized Digital Surface Models (NDSMs) derived from the same LiDAR data. Other layers were used, including the Property Tax Parcels, to aid in review, especially where LiDAR data were not available.

MassGIS has updated the data using ortho imagery from 2019, 2021, and 2023. Some building structure features were obtained from municipal data.
