    Regionally-designated priority routes to assist in response and recovery in the event of an emergency. Metro and RDPO in collaboration with numerous local, regional and state agencies identified regional emergency transportation routes (RETRs) for the five-county Portland-Vancouver metropolitan region, which include Clackamas, Columbia, Multnomah and Washington counties in Oregon and Clark County in Washington. These routes will assist in the response and recovery through connecting critical infrastructure and facilities and providing access to vulnerable and isolated populations. This layer represents the routes after Phase 1 of the Regional Emergency Transportation Route (RETR) Update.     Federal highway and transit statutes require, as a condition for spending federal highway or transit funds in urbanized areas, the designation of MPOs, which have responsibility for planning, programming and coordination of federal highway and transit investments. The federally designated MPOs are made up of large urban MPOs (population areas greater than 200,000): the Portland Metro regional area, the Salem/Keizer area, and the Eugene/Springfield area; and small urban MPOs (population areas between 50,000 - 200,000): the Medford/Rogue Valley area, the Cities of Corvallis/Philomath, the City of Bend, Albany area, Middle Rogue, Longview/Kelso/Rainier and Walla Walla Valley.

    A comprehensive gray scale annotation map service for the Portland metropolitan region. Contains labels for the following features: counties, cities, highways, major arterials & streets, outdoor recreation and conservation areas (ORCA), trails, and rivers. Labels are scale dependent and some (like trails) are only visible at larger scales. Designed to be layered with the baseGray basemap. This is a vector tile version of this basemap hosted in ArcGIS Online published from a vector tile package. Custom vector styles that you create based on this vector tile package can break when updates are made to the original tile package, such as when data sources are changed, removed, or renamed.     County tax assessors tax lots, including rights of way, with associated property data, excluding ownership information. Selected items from each county assessor's file are included and standardized for all three counties. The tax lot spatial features and data associated with the tax lot are compiled by Metro from existing records created and maintained by the local county assessment and taxation offices. This is a downloadable zip file that includes the taxlots shapefile and layer files for visualizing taxlots with or without right of ways.     The classification and mapping of urban forest canopy cover was accomplished using Landsat TM digital satellite imagery. Landsat TM data includes spectral reflectance information from the visible, near-infrared, and middle-infrared portions of the spectrum and has a resampled spatial resolution of 25-meters. The wide range spectral information contained in Landsat TM data makes it ideal for classifying vegetation such as forest canopy cover. Moreover, Landsat TM data was used to produce the original 1991-based land cover map for the Portland area. These forest canopy cover classes were selected due to the proven ability of Landsat TM imagery to effectively discriminate this level of forest cover detail. In addition, other vegetation cover mapping projects in and surrounding the Willamette Valley have used these same or similar cover class discriminations. Unsupervised classification techniques were used to discriminate and map forest canopy cover. The goal in any image classification project is to determine when the image is a good predictor of the vegetative characteristic of interest, such as forest canopy cover. ERDAS Imagine digital image processing software was utilized to stratify the Landsat TM imagery into approximately 150 spectral classes based solely on the spectral information in the image data set. Spectral responses in the imagery, aerial photo and digital orthophotography interpretation, and ancillary GIS data were utilized to determine which spectral classes represent forested areas and subsequently to categorize each forested spectral class into the appropriate canopy cover class. For instance, 51 to 75% tree canopy cover in a residential area is categorized into the same class as an area of 51 to 75% forest canopy cover in a natural area.
