On July 21, 2023, OMB Bulletin No 23-01 published the planned revisions to Metropolitan Statistical Areas, Micropolitan Statistical Areas, and Combined Statistical Areas and published guidance on uses of those area.The Tennessee State Data Center created a layer of the revised delineations using the 2022 TIGER Line data from the US Census Bureau and List 1 from the OMB bulletin. Data from List 1 was published in excel format to the Census Bureau’s website in August 2023. Because Metropolitan Divisions represent subdivisions of larger Metropolitan Statistical Areas, it is not appropriate to rank or compare Metropolitan Divisions with Metropolitan and Micropolitan Statistical Areas. Revised Delineations of Metropolitan Statistical AreasPursuant to 44 U.S.C. § 3504(e)(3), 31 U.S.C. § 1104(d), and Executive Order No. 10,253 (June 11, 1951), 0MB delineates Metropolitan Statistical Areas, Metropolitan Divisions, Micropolitan Statistical Areas, Combined Statistical Areas, and New England City and Town Areas for use in Federal statistical activities. 0MB issues periodic updates of the areas between decennial censuses based on Census Bureau data. Metropolitan Statistical Areas have at least one urbanized area of 50,000 or more population, plus adjacent territory that has a high degree of social and economic integration with the core as measured by commuting ties.

The U.S. Census Grids (Summary File 1), 1990: Metropolitan Statistical Areas data set contains grids of demographic and socioeconomic data from the year 1990 U.S. census in ASCII andGeoTIFF formats for 39 metropolitan statistical areas with at least one million in population. The grids have a resolution of 7.5 arc-seconds (0.002075 decimal degrees), or approximately 250 square meters. The gridded variables are based on census block geography from Census 1990 TIGER/Line Files and census variables (population, households, and housing variables). This data set is produced by the Columbia University Center for International Earth Science Information Network (CIESIN).

The 2023 cartographic boundary shapefiles are simplified representations of selected geographic areas from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). These boundary files are specifically designed for small-scale thematic mapping. When possible, generalization is performed with the intent to maintain the hierarchical relationships among geographies and to maintain the alignment of geographies within a file set for a given year. Geographic areas may not align with the same areas from another year. Some geographies are available as nation-based files while others are available only as state-based files. Metropolitan and Micropolitan Statistical Areas are together termed Core Based Statistical Areas (CBSAs) and are defined by the Office of Management and Budget (OMB) and consist of the county or counties or equivalent entities associated with at least one urban core of at least 10,000 population, plus adjacent counties having a high degree of social and economic integration with the core as measured through commuting ties with the counties containing the core. These data layers in this collection represent urban classes and rural land 1990-2010 within Metropolitan Statistical Areas (MSAs) The data can be downloaded as a .7z archive. Once extracted, the data layers can be found in the Data subdirectory which contains a map document (CensusGHSL_MSA.mxd) to open the data and map layouts in an ArcMap project and two subfolders. The MSA_Boundaries subfolder contains the MSA boundaries of the year 2000. The Urban_Classes subfolder contains the produced urban classes based on block-level census data and GHSL for the years 1990, 2000 and 2010, and for different GHSL built-up thresholds (1%, 25% and 50%). In the Documentation subdirectory the user will find a data dictionary, and an illustrative image of the data collection (.png).

U.S. Census Block GroupsThis feature layer, utilizing National Geospatial Data Asset (NGDA) data from the U.S. Census Bureau (USCB), displays Census block groups in the 50 states, the District of Columbia, and Puerto Rico. Per the USCB, "Block Groups (BGs) are clusters of blocks within the same census tract. Each census tract contains at least one BG, and BGs are uniquely numbered within census tracts. BGs have a valid code range of 0 through 9. BGs have the same first digit of their 4-digit census block number from the same decennial census. BGs coded 0 are intended to only include water area, no land area, and they are generally in territorial seas, coastal water, and Great Lakes water areas. Block groups generally contain between 600 and 3,000 people. A BG usually covers a contiguous area but never crosses county or census tract boundaries. NDS is an interactive, web-based system, for the visualization of multidimensional neighborhood dynamics across the 50 largest US Metropolitan Statistical Areas (MSAs) from 1980 to 2010 (http://neighborhooddynamics.dreamhosters.com). Four different visualization tools are developed: (1) an interactive time slider to show neighborhood classification changes for different years; (2) multiple interactive bar charts for each variables of each neighborhood; (3) an animated neighborhood’s trajectory and sequence cluster on a self-organizing map (SOM) output space; and (4) a synchronized visualization tool showing maps for four time stamps at once. The development of this interactive online platform for visualizing dynamics overcomes many of the challenges associated with communicating changes for multiple variables, across multiple time stamps, and for a large geographic area when relying upon static maps. The system enables users to select and dive into details on particular neighborhoods and explore their changes over time.
