TwitterThis resource is a member of a series. The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) System (MTS). The MTS represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. The All Roads shapefile includes all features within the MTS Super Class "Road/Path Features" distinguished where the MAF/TIGER Feature Classification Code (MTFCC) for the feature in the MTS that begins with "S". This includes all primary, secondary, local neighborhood, and rural roads, city streets, vehicular trails (4wd), ramps, service drives, alleys, parking lot roads, private roads for service vehicles (logging, oil fields, ranches, etc.), bike paths or trails, bridle/horse paths, walkways/pedestrian trails, and stairways.

The County's Water and Sewer Plan assigns a water category and a sewer category to every property in the County. These service area categories serve two functions:They identify areas approved or planned for community water or sewer service and areas intended for service by individual (on-site) systemsThey identify a mechanism for staging community service for those areas planned for community service. The mechanism consists of the use of service area categories W-1 through W- 5 (for water) and S-1 through S-5 (for sewer). The Maryland Department of the Environment (MDE) requires the County to prepare a comprehensive update of the Water and Sewer Plan every three years. Between comprehensive updates, the County approves amendments to the plan (such as service area categories, new or revised policies, and technical information) through procedures described in Chapter 1 of the Plan. The County Executive, acting through the Department of Environmental Protection (DEP), prepares the Plan's comprehensive updates and also provides recommendations to the Council for action on proposed amendments. DEP, with the assistance of other agencies, develops some amendments, typically those that involve policy issues or category changes that affect groups of properties. Property owners also propose amendments, usually those involving category changes for single properties or larger tracts intended for subdivision of new lots. Under state law, the County Council is responsible for approving the plan and its amendments. MDE maintains an oversight authority over the County’s Water and Sewer Plan and its amendments. The agency administers regulations that each county must follow in the preparation of its comprehensive plan, and acts to approve, approve with modifications, or disapprove the Plan or any Plan amendment submitted by the County. As part of this process, MDE seeks guidance from the Maryland Department of Planning for consistency with local and State planning use goals, policies and objectives. For more information, contact: GIS Manager Information Technology & Innovation (ITI) Montgomery County Planning Department, MNCPPC T: 301-650-5620

TwitterState of Maryland municipality boundary dataset.Maryland Department of Planning (MDP) maps annexations from municipalities. This dataset is created and maintained by the Maryland Department of Planning. These boundaries are not intended to serve as a legal description. Fields:MUN_NAME (Municipality Name): Name of Municipality located in Maryland.RESOLUTION_NUMBER (Resolution Number): Local Municipality Annexation Resolution Number.ANNEXATION_DATE (Annexation Date) (DD/MM/YYYY): The Annexation Date field shows when there's been a change in the boundary. This date is known as the “Effective Date” from the municipality. The date 1/1/1997 is used as a default date of when annexation changes were first indicated in the GIS layer and not necessarily of when it was actually annexed. If there's a date of 1/1/1997, it can be assumed that the annexation occurred on this date or before. For example, for Baltimore City, the city boundary was determined hundreds of years ago. Other than that default date, the date will show when the property was annexed. ACRES (GIS Acres): GIS calculated acres.JURSCODE (Jurisdiction Code) – Four letter county code: ALLE (Allegany), ANNE (Anne Arundel), BACI (Baltimore City), BACO (Baltimore County), CALV (Calvert), CARO (Caroline), CARR (Carroll), CECI (Cecil), CHAR (Charles), DORC (Dorchester), FRED (Frederick), GARR (Garrett), HARF (Harford), HOWA (Howard), KENT (Kent), MONT (Montgomery), PRIN (Prince George’s) QUEE (Queen Anne’s), SOME (Somerset), STMA (St. Mary’s), TALB (Talbot), WASH (Washington), WICO (Wicomico), WORC (Worcester). This is a MD iMAP hosted service. TwitterExercise OnlyPurpose and Audience:The purpose of this map is to summarize the potential impact of a flood hazard in Montgomery County, Maryland. The map shows areas within the flood hazard zone and their overall vulnerability based on Social Vulnerability Index (SoVI). This map also includes an Enriched Flood Hazard layer that shows statistics on endangered households and vulnerable populations within the flood hazard area. This map is intended as a resource for the Montgomery County emergency management agency, for preparedness planning and assessment of the risk to people and property in the county. Layers and Data Sources:
The 2014 SoVI layer was obtained from the ATSDR website: https://svi.cdc.gov/SVIDataToolsDownload.html. It ranks each census tract’s vulnerability based on socioeconomic, minority status/language, household composition, and housing transportation statistics. This layer shows the total vulnerability percentile ranking within the state, 0 – 1, where 1 is the highest social vulnerability.Fire Stations, Hospitals, Nusing Homes, Public Schools, Power Plants and Substations layers were obtained from the Homeland Infrastructure Foundation-Level Data (HIFLD) Open Data Portal: https://hifld-dhs-gii.opendata.arcgis.com/. The Police Station layer was obtained from the Maryland Open Data Portal: https://data.maryland.gov/Public-Safety/MD-iMAP-Maryland-Police-County-Police-Stations/ng3f-pf6x. These layers represent valuable and vulnerable populations and facilities (i.e. Nusing Homes, Public Schools), as well as resources for responding to a disaster (Police Stations, Fire Stations, Hospitals). The Overall Place Vulnerability layer was created using the SoVI layer and data obtained from the FEMA Flood Map Service Center: http://msc.fema.gov/portal/advanceSearch. Overall Place Vulnerability was determined by the intersection of Special Flood Hazard Areas in the FEMA National Flood Hazard Layer and tracts with high social vulnerability, because high SoVI indicates the area may be more adversely affected by a hazard and less resilient in the aftermath. Areas where flood zones intersected tracts with a SoVI total percentile ranking greater than 0.80 were designated as “High”overall place vulnerability, because these tracts are more vulnerable than 80% of tracts in the state. Areas where flood zones intersected tracts with SoVi ranking between 0.60 and 0.80 were designated “Medium-High” overall place vulnerability. The product of this analysis was an Overall Place Vulnerability layer. The US National Grid (USNG) layer and Topographic basemap serve as reference and were obtained from ESRI.

Forest conservation easements protect land for existing and future forests by limiting certain activities. A forest conservation easement is a perpetual property right granted to the Maryland-National Park and Planning Commission that runs with the title of the land. Its terms, conditions, and area (shown on a record plat or recorded by a metes and bounds description), are recorded in the County’s land records. Most commonly, the agreement prohibits removing vegetation or changing the natural character of the land without written permission from Montgomery Planning. Forest conservation easements cover forest retention or planting areas and unforested high priority areas, all of which are identified on a forest conservation plan. To date, the county has protected over 10,500 acres – approximately 3.5 percent of the county – through more than 3,500 forest conservation easements. Category I easements are the most protective type. They prohibit clearing of any tree, bush, or vegetation. They prohibit construction, paving or grading of the ground. They also prohibit the dumping of unsightly materials (trash, ash, non-biodegradable materials, etc). Diseased or hazardous trees or tree limbs may be removed to prevent possible property damage or personal injury, but only after a reasonable notice is given to the Planning Board. Category I easements do not prohibit entry into the easement; homeowners are allowed access in and out of the easement, but they are not allowed to alter the natural landscape. The standard Category I legal description is available to view at the County Circuit Court Land Records Department under Liber 13178 Folio 412. Not all Category I easements are placed over existing forest. The purpose of a Category I easement is to preserve and protect existing and future forest. In some cases, through the development process, it may be determined that a developer needs to meet their forest mitigation requirements through on-site or off-site planting. In these cases, an easement will be placed over land that isn’t currently forested. These areas are typically adjacent to existing forest, stream valleys, or other areas that can be enhanced by additional forest cover. Maintenance is required, such as mowing once or twice a year to keep weeds in check until the trees are large enough to shade them out. If there are no suitable areas on the property being developed, an option for developers is to select an offsite location for protection. These easement areas can include both retention of existing forest and planting of new forest. Alternatively, developers can opt to buy into forest mitigation banks, which can involve retention of existing forest or planting of new forest at the bank location. Category II/Tree Save easements are typically placed over an area that is not forest, but features large specimen trees that are desired to remain. In a Category II easement area, activities such as mowing and clearing of understory are allowed, provided they do not damage or kill the large trees covered by the easement. Similar to Category I easements, activities such as construction, paving and grading of land are prohibited. These easements are extremely important in protecting large trees that may not be inside forest area. The standard Category II legal description is available to view at the County Circuit Court Land Records Department under Liber 13178 Folio 421. Other types of Forest Conservation Easements also protect forest and natural features throughout the county. These easements were created prior to the enactment of the Forest Conservation Law in 1992. As a part of development, conservation easements were often required over sensitive natural land. Unlike standard Category I and II Conservation easements, these easements typically have varying allowances regarding the forest on a property. The language of some of them can be more protective than others, so each easement should be taken at a case-by-case basis. Generally, though, the purpose of each of these easements is to maintain and protect the scenic beauty and natural condition of the land through preservation of forest and other natural features. For further details: https://montgomeryplanning.org/planning/environment/forest-conservation-and-trees/conservation-easements/ For more information, contact: GIS Manager Information Technology & Innovation (ITI) Montgomery County Planning Department, MNCPPC T: 301-650-5620

Land can be protected through an agreement called a Deed of Conservation Easement. This is a legal agreement between a landowner and a land trust (like Maryland Environmental Trust), which restricts the future uses of the landowner's property. It applies to all future owners of the property.
