Montgomery and Prince George's counties project called for the Planning, Acquisition, processing and derivative products of lidar data to be collected at a nominal pulse spacing (NPS) of 0.7 meter. Project specifications are based on the U.S. Geological Survey National Geospatial Program Base Lidar Specification, Version 1.2. The data was developed based on a horizontal projection/datum of NAD83 (HARN), State Plane, Feet and vertical datum of NAVD88 (GEOID12B), Feet. Lidar data was delivered as processed Classified LAS 1.4 files, formatted to 1,413 individual 4000 ft x 6000 ft tiles, as tiled Intensity Rasters, and as tiled bare-earth DEM; all tiled to the same 4000 ft x 6000 ft schema. Ground Conditions: Lidar was collected in early to mid 2018, while no snow was on the ground and rivers were at or below normal levels. Sensor errors in mulitple locations were identified in processing, additonal acquisition on 7/20/2018 was completed to remedy the errors. 2016 lidar data was used with approval in a single area of restricted airspace. In order to post process the lidar data to meet task order specifications and meet ASPRS vertical accuracy guidelines, Sanborn Map Company, Inc. established a total of 23 ground control points that were used to calibrate the lidar to known ground locations established throughout the project area. An additional 79 independent accuracy check points in Open Terrain and Urban landcovers were used to assess the vertical accuracy of the data. These check points were not used to calibrate or post process the data.This is a MD iMAP hosted service. The 2008 forest layer was modified using 2015 air photos, generally at the 3000’ scale. Using WSSC’s grid, various editors modified the layer on a grid-by-grid basis. Each grid also received a second review to ensure unified standards. The forest edge generally follows the edge of the forest floor. Forest quality was not determined, so this layer includes existing forest areas with a forest floor that are a minimum 50-feet wide with at least 10,000 sqft, and forests that were either planted or began to regenerate in or before 2008.Areas that were generally excluded from the forest layer include:Structures with driveways and surrounding maintenance/uses.Lawns and other uses that exclude the forest floor.New corridors of disturbance such as for utility maintenance.Ponds and large bodies of water.Unmaintained areas with no visible trees growing within the vegetation.Areas that could be included within the forest:Trails- Unpaved roads on private property with no shoulder maintenance.Small structures with an intact surrounding forest floor. Historic Preservation easements are legal instruments that provide permanent protection for historic, archaeological, or cultural resources. Property owners who convey an easement negotiate specific restrictions, such as the right to alter or demolish a building or to further subdivide a property, in return for permanent preservation. Chapter 24A, Section 13, of the Montgomery County Code provides for a historic preservation easement program for the protection of significant historic resources. Easements are held by the County in perpetuity and run with the land, so successive property owners are subject to the terms of the agreement. Easements are flexible tools that are unique to each property and may cover exterior, interior, and environmental features. Historic Preservation staff work with property owners to develop the terms of the easement and to review and approve any changes or alterations to the property once the easement is in place. The easement program can also allow for a reduction in the taxable basis of the property in return for conveying the easement. Natural Resource Inventory/Forest Stand Delineations (NRI/FSDs) and Forest Conservation Plan Exemptions (FCPEs) are intended to document and map the locations of all existing environmental on-site features, including but not limited to topography, wetlands, floodplains, streams, and specimen trees. The difference between an NRI/FSD and an FCP Exemption is the way the plans are used in our planning process. NRI/FSDs must be approved before a Forest Conservation Plan application can be submitted. FCP Exemptions, once confirmed, exempt the applicant from having to submit a Forest Conservation Plan as part of future applications. For FCP Exemptions, applicants must identify which section of Forest Conservation Law 22-5A they believe they are exempt under. For both NRI/FSDs and FCP Exemptions there are three possible levels of detail required: Full NRI/FSDs: Required where forest exists on the property and is impacted by the proposed activity. Full NRI/FSDs must include a forest stand delineation and thorough description of the forest characteristics. Simplified NRI: Appropriate where no forest exists on the property, and therefore does not need to include a forest stand delineation or description of forest characteristics. Existing Conditions Plan: Simplified plan showing only basic site details in addition to extent of disturbance proposed. Applicants must receive permission from Montgomery Planning Staff to submit an Existing Conditions Plan.
