This feature service has two layers: 1) NYS Tax Parcels Public, and 2) NYS Tax Parcels Public Footprint which contains polygons representing counties for which tax parcel polygons are available in the NYS Tax Parcels Public layer. County footprint polygons display when zoomed out beyond 1:37,050-scale. Tax parcel polygons display when zoomed in below 1:37,051-scale. The NYS Tax Parcels Public layer contains 2024 parcel data only for NY State counties which gave NYS ITS Geospatial Services permission to share this data with the public. Work to obtain parcel data from additional counties, as well as permission to share the data, is ongoing. To date, 36 counties have provided Geospatial Services permission to share their parcel data with the public. Parcel data for counties which do not allow Geospatial Services to redistribute their data must be obtained directly from those counties. Geospatial Services' goal is to eventually include parcel data for all counties in New York State. Parcel geometry was incorporated as received from County Real Property Departments. No attempt was made to edge-match parcels along adjacent counties. County attribute values were populated using 2024 Assessment Roll tabular data the NYS ITS Geospatial Services obtained from the NYS Department of Tax and Finance’s Office of Real Property Tax Services (ORPTS). Tabular assessment data was joined to the county provided parcel geometry using the SWIS & SBL or SWIS & PRINT KEY unique identifier for each parcel. The MCAD Tax Parcel Point View was updated in early 2024 to streamline the data schema and improve data accuracy. Instead of including a centroid for every parcel in the county (~300,000 parcels), the updated point layer now only includes parcels with anomalies that may impact mapping or other GIS products. The following types of anomalies qualify a parcel to be included in this view:Multiple Owners: Parcels with more than three listed owners.Example: Parcel at 2827 Waterbend Cove, Spring, TX, with 6 listed owners.Disconnected or Multi-part Parcels: Parcels that are split into multiple parts (more than one polygon).Example: Parcel 51296, which is split into 3 separate parts.Because the point layer is focused on these special cases, the record count for the Tax Parcel Point View has decreased significantly after the May 2024 update. The City of Clarksville incorporated area has changed over time due to annexations by the City. GIS mapping capabilities have also progressed over time. An evaluation of the City Boundary was conducted in 2018 due to new annexations, Growth Plan Amendments, 2020 Census, and known discrepancies with the Parcel dataset managed by the Montgomery County Tax Assessor's office. The Clarksville-Montgomery County Regional Planning Commission is responsible for processing annexation requests and so has a need to update the City boundary. The Regional Planning Commission worked with Austin Peay State University' s GIS Center to identify discrepancies between the current City Boundary and the parcel data. A number of parcels are partially within the City and partially with the unincorporated portion of the county. The split parcels and other deviations were documented by the GIS Center. The GIS Center presented the information to the Regional Planning Commission who then further investigated each discrepancy and going through each corresponding annexation's legal description and/or map when available. Several discrepancies were due to original mapping not snapped to parcel lines or conducted at the same scale causing slivers. After reviewing and correcting erroneous slivers the Regional Planning Commission sent the GIS files to the Tax Assessor's office for review. The Tax Assessor's office reviewed the boundary and verified changes with plat information they utilize. The update was completed in May, 2019. Annexations A-1-2019 and A-2-2019 were passed by City Council on July 2, 2019 and became effective August 1, 2019. Annexation A-3-2019 was passed by City Council on August 1, 2019 and became effective August 30, 2019. Annexation A-1-2020 was passed by City Council on November 5, 2020 and became effective December 5, 2020.

The County's Water and Sewer Plan assigns a water category and a sewer category to every property in the County. These service area categories serve two functions:They identify areas approved or planned for community water or sewer service and areas intended for service by individual (on-site) systemsThey identify a mechanism for staging community service for those areas planned for community service. The mechanism consists of the use of service area categories W-1 through W- 5 (for water) and S-1 through S-5 (for sewer).The Maryland Department of the Environment (MDE) requires the County to prepare a comprehensive update of the Water and Sewer Plan every three years. Between comprehensive updates, the County approves amendments to the plan (such as service area categories, new or revised policies, and technical information) through procedures described in Chapter 1 of the Plan. The County Executive, acting through the Department of Environmental Protection (DEP), prepares the Plan's comprehensive updates and also provides recommendations to the Council for action on proposed amendments. DEP, with the assistance of other agencies, develops some amendments, typically those that involve policy issues or category changes that affect groups of properties. Property owners also propose amendments, usually those involving category changes for single properties or larger tracts intended for subdivision of new lots. Under state law, the County Council is responsible for approving the plan and its amendments. MDE maintains an oversight authority over the County’s Water and Sewer Plan and its amendments. The agency administers regulations that each county must follow in the preparation of its comprehensive plan, and acts to approve, approve with modifications, or disapprove the Plan or any Plan amendment submitted by the County. These parcel polygon features were adjusted based on aerial photography dated April 7, 1993, and road centerlines, right-of-way lines and other physical features generated from the same photography. While the imagery has a pixel resolution of 1.5 square feet, a positional accuracy of +/- 5 feet and is designed for use at a scale of 1 inch = 200 feet, the resulting PARCELS horizontal accuracy varies from reasonably accurate in the best cases to less accurate in the worst cases. Subsequent and current map update processes include metes and bounds entry from subdivision and deed information, as well as property corner locations based on GPS points and the utilization of our newest imagery datasets. While the update processes include more accurate methods, the resultant overall accuracy is still dependent on the surrounding parcel fabric's varied accuracy.
