    The year 2021 saw the peak in issuance of residential mortgage backed securities (MBS), at *** trillion U.S. dollars. Since then, MBS issuance has slowed, reaching *** trillion U.S. dollars in 2023. What are mortgage backed securities? A mortgage backed security is a financial instrument in which mortgages are bundled together and sold to investors. The idea is that the risk of these individual mortgages is pooled when they are packaged together. This is a sound investment policy, unless the foreclosure rate increases significantly in a short amount of time. Mortgage risk Since mortgages are loans backed by an asset, the house, the risk is often considered relatively low. However, the loan maturities are very long, sometimes decades, meaning lenders must factor in the risk of a shift in the economic climate. As such, interest rates on longer mortgages tend to be higher than on shorter loans. The ten-year treasury yield influences these rates, since it is a long-term rate that most investors accept as risk-free. Additionally, a decline in the value of homeowner equity could lead to a situation where the debtor is “underwater” and owes more than the home is worth.

    Description

    This data collection provides information on the characteristics of the housing inventory in nine selected Metropolitan Statistical Areas (MSAs). Data include year the structure was built, type and number of living quarters, occupancy status, presence of commercial or medical establishments on the property, and property value. Additional data focus on kitchen and plumbing facilities, type of heating fuel used, source of water, sewage disposal, and heating and air conditioning equipment. Data concerned with housing quality describe the condition of the walls and floors, adequacy of heat in the winter, information on heating equipment breakdowns, availability of room electrical outlets, concealed wiring, and basement and roof water leakage. Data relating to housing expenses include mortgage or monthly rent payments, utility costs, and fuel and garbage collection fees. Information solicited from respondents who moved recently included the characteristics of the previous unit and reasons for moving. Other data indicate the presence of and objection to neighborhood conditions such as street noise, crime, litter, commercial activity, and institutional industrial activity, as well as the availability of public transportation, schools, shopping facilities, police, and hospitals. Information on condominiums covers amount and frequency of mortgage payment, amount of property insurance, real estate tax, utility costs, and condominium fees. In addition to housing characteristics, data for each household member are available on age, sex, race, marital status, income, and relationship to householder. Additional data on years of school completed, Spanish origin, length of residence, and tenure are provided for the householder. Income sources identified in the data include wages, rent, dividends, Social Security, unemployment and workmen's compensation, government and private pensions, and alimony and child support.

    Description

    In this paper, we empirically examine how information about a neighborhood affects the level of lending activity in it. Specifically, do lenders deny mortgage applications at higher rates in neighborhoods where they have little experience in evaluating applications, and/or in neighborhoods where the lending community in general has little experience? The analysis uses data collected under the Home Mortgage Disclosure Act (HMDA) for 1990 and 1991 to construct denial rates for each lender in each census tract, controlling for applicant characteristics observed in the HMDA data. We then estimate the relationship between these lender-tract denial rates and both the number of applications processed by the lender in that neighborhood and the number of applications processed by all lenders in that neighborhood, controlling for other characteristics of the census tract and for the lender. We find that the more applications a lender processes from a given neighborhood, the lower the neighborhood-lender denial rates -- both statistically and economically. Furthermore, we find that the low number of applications taken by individual lenders from specific low-income and minority neighborhoods does contribute to the relatively high denial rates in these neighborhoods. These findings are consistent with recent theoretical models linking redlining to incomplete information.

    House price index is based on average new house price value at loan approval stage and therefore has not been adjusted for changes in the mix of houses and apartments sold. Interest rates is based on building societies mortgage loans, published by Central Statistics Office up to 2007. From 2008 interest rates is average rate of all 'mortgage lenders' reporting to the Central Bank. From 2014 it is based on the floating rate for new customers as published by the Central Bank (Retail interest rates - Table B2.1). The reason for the drop between 2013 and 2014 is due to the difference in methodology - the 2014 data is the weighted average rate on new loan agreements. House Construction Cost Index is based on the 1st day of the third month of each quarter. Consumer Price index is based on the Consumer Price Index, published by the Central Statistics Office. The most current data is published on these sheets. Previously published data may be subject to revision. The year 2021 saw the peak in issuance of residential mortgage backed securities (MBS), at *** trillion U.S. dollars. Since then, MBS issuance has slowed, reaching *** trillion U.S. dollars in 2023. What are mortgage backed securities? A mortgage backed security is a financial instrument in which mortgages are bundled together and sold to investors. The idea is that the risk of these individual mortgages is pooled when they are packaged together. This is a sound investment policy, unless the foreclosure rate increases significantly in a short amount of time. Mortgage risk Since mortgages are loans backed by an asset, the house, the risk is often considered relatively low. However, the loan maturities are very long, sometimes decades, meaning lenders must factor in the risk of a shift in the economic climate. As such, interest rates on longer mortgages tend to be higher than on shorter loans. The ten-year treasury yield influences these rates, since it is a long-term rate that most investors accept as risk-free. Additionally, a decline in the value of homeowner equity could lead to a situation where the debtor is “underwater” and owes more than the home is worth.
