United Nations Sustainable Development Goal 6 tackles the long-neglected economic dimension of water utilization by monitoring nations’ water use efficiency (WUE). However, it is imperative to emphasize the need for consistent spatial-temporal subnational WUE estimates, rather than relying solely on recent national trends, which can obscure crucial water use concerns and improvement opportunities. Here, a time series analysis of national, state, and sectoral (e.g., industrial, service, and agriculture) WUE from 1980 to 2015 was developed by compiling the most comprehensive and disaggregated water and economic data from 3243 US counties and 50 US states. The US total WUE increased by 181% from 16.2 (1985) to 45.6 USD/m3 (2015), driven by service sector WUE enhancements. The increased industry and service WUEs in most states were more strongly correlated with decreased per capita water withdrawal than with economic growth. Simultaneously, reductions in agriculture WUE were observed in 18 states potentially because of the complicated interaction of diverse factors specific to local communities. Expanding WUE gaps between affluent and less affluent states, and persisting WUE gaps between water-abundant andwater-scarce states highlight the need to advance policies to support under-resourced communities in effective water planning and water pricing for advancing equitable development.

The share of the primary sector in the state's GSDP has drastically declined and is replaced by the services sector. This phenomenon is particularly ascribed to the rising share of trade, communications and the government led public spending in the construction sector. However, the state is not experiencing a balanced growth pattern in its economy; some districts have become more developed relative to the other districts. It has also been seen that due to the low economic base of the state, we cannot expect that the state's socio-economic indicators will converge sooner to the_ more developed states of India.

Is smaller better for economic development? We argue that states’ past population size can be a powerful determinant of current development. Among states that gained independence shortly after World War II, states with smaller populations in their early years of independence had stronger incentives to adopt more open trade policies and employ larger public sectors. These policies “embedded” smaller newly independent states into global economy during the Cold War, building the foundations for more inclusive economic institutions and greater political stability. When the Cold War ended, smaller newly independent states were more likely to have developed the institutional infrastructure to prosper in the globalizing yet politically volatile early 21st century. We test this argument by examining the developmental trajectories of 83 states that became independent between 1946 and 1975. Newly independent states with smaller populations during this period have had on average higher levels and rates of post-Cold War development. They also had more open trade policies and larger public sectors during the Cold War. These policies correlate with more inclusive economic institutions and greater political stability in the post-Cold War era. A comparative case study of Oman and the People’s Democratic Republic of Yemen (PDRY) illustrates the mechanisms linking newly independent states’ size at independence and their post-Cold War development.
