Summary File 1 (SF1) Urban/Rural Update contains summary statistics on population and housing subjects derived from the responses to the 2010 Census questionnaire. Population items include sex, age, race, Hispanic or Latino origin, household relationship, household type, household size, family type, family size, and group quarters. Housing items include occupancy status, vacancy status, and tenure (whether a housing unit is owner-occupied or renter-occupied). The summary statistics are presented in 333 tables, which are tabulated for multiple levels of observation (called "summary levels" in the Census Bureau's nomenclature), including, but not limited to, regions, divisions, states, metropolitan/micropolitan statistical areas, counties, county subdivisions, places, congressional districts, American Indian Areas, Alaska Native Areas, Hawaiian Home Lands, ZIP Code tabulation areas, census tracts, block groups, and blocks. There are 177 population tables and 58 housing tables shown down to the block level; 84 population tables and 4 housing tables shown down to the census tract level; and 10 population tables shown down to the county level. Some of the summary areas are iterated for "geographic components" or portions of geographic areas, e.g., the principal city of a metropolitan statistical area (MSA) or the urban and rural portions of a MSA. With one variable per table cell and additional variables with geographic information, the collection comprises 2,597 data files, 49 per state, the District of Columbia, Puerto Rico, and the National File. The Census Bureau released SF1 in three stages: initial release, National Update, and Urban/Rural Update. The National Update added summary levels for the United States, regions, divisions, and geographic areas that cross state lines such as Combined Statistical Areas. This update adds urban and rural population and housing unit counts, summary levels for urban areas and the urban/rural components of census tracts and block groups, geographic components involving urbanized areas and urban clusters, and two new tables (household type by relationship for the population 65 years and over and a new tabulation of the total population by race). The initial release and National Update is available as ICPSR 33461. ICPSR supplies this data collection in 54 ZIP archives. There is a separate archive for each state, the District of Columbia, Puerto Rico, and the National File. The last archive contains a Microsoft Access database shell and additional documentation files besides the codebook.

Documentation

The denominators used to calculate the address ratios are the ZIP code totals. When a ZIP is split by any of the other geographies, that ZIP code is duplicated in the crosswalk file.

**Example: **ZIP code 03870 is split by two different Census tracts, 33015066000 and 33015071000, which appear in the tract column. The ratio of residential addresses in the first ZIP-Tract record to the total number of residential addresses in the ZIP code is .0042 (.42%). The remaining residential addresses in that ZIP (99.58%) fall into the second ZIP-Tract record.

So, for example, if one wanted to allocate data from ZIP code 03870 to each Census tract located in that ZIP code, one would multiply the number of observations in the ZIP code by the residential ratio for each tract associated with that ZIP code.

CBSA definition

A core-based statistical area (CBSA) is a U.S. geographic area defined by the Office of Management and Budget (OMB) that consists of one or more counties (or equivalents) anchored by an urban center of at least 10,000 people plus adjacent counties that are socioeconomically tied to the urban center by commuting. Areas defined on the basis of these standards applied to Census 2000 data were announced by OMB in June 2003. These standards are used to replace the definitions of metropolitan areas that were defined in 1990. The OMB released new standards based on the 2010 Census on July 15, 2015.

Crime data assembled by census block group for the MSA from the Applied Geographic Solutions' (AGS) 1999 and 2005 'CrimeRisk' databases distributed by the Tetrad Computer Applications Inc. CrimeRisk is the result of an extensive analysis of FBI crime statistics. Based on detailed modeling of the relationships between crime and demographics, CrimeRisk provides an accurate view of the relative risk of specific crime types at the block group level. Data from 1990 - 1996,1999, and 2004-2005 were used to compute the attributes, please refer to the 'Supplemental Information' section of the metadata for more details. Attributes are available for two categories of crimes, personal crimes and property crimes, along with total and personal crime indices. Attributes for personal crimes include murder, rape, robbery, and assault. Attributes for property crimes include burglary, larceny, and mother vehicle theft. 12 block groups have no attribute information. CrimeRisk is a block group and higher level geographic database consisting of a series of standardized indexes for a range of serious crimes against both persons and property. It is derived from an extensive analysis of several years of crime reports from the vast majority of law enforcement jurisdictions nationwide. The crimes included in the database are the "Part I" crimes and include murder, rape, robbery, assault, burglary, theft, and motor vehicle theft. These categories are the primary reporting categories used by the FBI in its Uniform Crime Report (UCR), with the exception of Arson, for which data is very inconsistently reported at the jurisdictional level. Part II crimes are not reported in the detail databases and are generally available only for selected areas or at high levels of geography. In accordance with the reporting procedures using in the UCR reports, aggregate indexes have been prepared for personal and property crimes separately, as well as a total index. While this provides a useful measure of the relative "overall" crime rate in an area, it must be recognized that these are unweighted indexes, in that a murder is weighted no more heavily than a purse snatching in the computation. For this reason, caution is advised when using any of the aggregate index values. The block group boundaries used in the dataset come from TeleAtlas's (formerly GDT) Dynamap data, and are consistent with all other block group boundaries in the BES geodatabase.

The 1990 Census Block Statistics portion of the Archive of Census Related Products (ACRP) contains population and housing data from the U.S. Census Bureau's 1990 Summary Tape File (STF1B). The population data includes total population, age, race, and hispanic origin, while the housing data comprises number of housing Units, tenure, room density, mean contract rent, mean value, and mean number of rooms. Additional data includes land area, water area, centroids, Metropolitan Statistical Area (MSA) codes, place codes, and special area codes. This portion of the ACRP is produced by the Columbia University Center for International Earth Science Information Network (CIESIN).

Abstract (en): The National Crime Victimization Survey (NCVS), previously the National Crime Survey (NCS), has been collecting data on personal and household victimization through an ongoing survey of a nationally-representative sample of residential addresses since 1973. The survey is administered by the United States Census Bureau (under the United States Department of Commerce) on behalf of the Bureau of Justice Statistics (under the United States Department of Justice). Occasionally there have been extract or supplement files created from the NCVS and NCS data series. This extract contains two data files, a weighted person-based file, and a weighted incident-based file, which contain the "core" counties within the top 40 National Crime Victimization Survey Metropolitan Statistical Areas (MSAs). Core counties within these MSAs are defined as those self-representing primary sampling units that are common to the MSA definitions determined by the Office of Management and Budget for the 1970-based, 1980-based, and 1990-based sample designs. Each MSA is comprised of only the core counties and not all counties within the MSA. The person-based file contains select household and person variables for all people in NCVS-interviewed households in the core counties of the 40 largest MSAs from January 1979 through December 2004. The incident-based file contains select household, person, and incident variables for persons who reported a violent crime within any of the core counties of the 40 largest MSAs from January 1979 through December 2004. Household, person, and incident information for persons reporting non-violent crime are excluded from this file. The 40 largest MSAs were determined based on the number of household interviews in an MSA. The data files include three weight variables: household, person, and incident. ICPSR data undergo a confidentiality review and are altered when necessary to limit the risk of disclosure. ICPSR also routinely creates ready-to-go data files along with setups in the major statistical software formats as well as standard codebooks to accompany the data. This layer was developed by the Research & Analytics Division of the Atlanta Regional Commission to represent the United States Census Bureau's 2000 Decennial Census data at the block geography.Attributes:FIPSSTCO = The Federal Information Processing Series (FIPS) state and county codes. FIPS codes were formerly known as Federal Information Processing Standards codes, until the National Institute of Standards and Technology (NIST) announced its decision in 2005 to remove geographic entity codes from its oversight. The Census Bureau continues to maintain and issue codes for geographic entities covered under FIPS oversight, albeit with a revised meaning for the FIPS acronym. Geographic entities covered under FIPS include states, counties, congressional districts, core based statistical areas, places, county subdivisions, subminor civil divisions, consolidated cities, and all types of American Indian, Alaska Native, and Native Hawaiian areas. FIPS codes are assigned alphabetically according to the name of the geographic entity and may change to maintain alphabetic sort when new entities are created or names change. The Inflation Reduction Act of 2022 (IRA) became law on August 8, 2022. Under the law, new qualifying renewable and/or carbon-free electricity generation projects constructed in certain areas of the US, called energy communities, are eligible for bonus worth an additional 10% to the value of the production tax credit or a 10 percentage point increase in the value of the investment tax credit. The IRA does not explicitly map or list these specific communities. Instead, eligible communities are defined by a series of qualifications:

1. a brownfield site,
2. a metropolitan statistical area (MSA) or non-metropolitan statistical area with either (a) 0.17% or greater employment or (b) 25% or greater local tax revenues related to the extraction, processing, transport, or storage of coal, oil, or natural gas; and an unemployment rate at or above the national average for the previous year, or
3. a census tract containing or adjacent to (a) a coal mine closed after December 31, 1999 or (b) a coal-fired electric generating unit retired after December 31, 2009.

These maps and data layers contain GIS data for coal mines, coal-fired power plants, fossil energy related employment, and brownfield sites. Each record represents a point, tract or metropolitan statistical area and non-metropolitan statistical area with attributes including plant type, operating information, GEOID, etc. The input data used includes:

1. Brownfields – Source: EPA. No analysis was performed on this data layer. However, tract polygon layers have a column denoting brownfield presence (0 for no brownfield site, 1 if the tract contains a brownfield somewhere within the polygon).
2. Eligible Employment MSAs (“Final_Employment_Qualifying_MSAs”) – Source: US Census County Business Patterns. MSAs and non-MSA regions with employment over 0.17% in the fossil fuel industry (defined here as NAICS codes 211, 2121, 213, 23712, 324, 4247, and 486) and unemployment greater than or equal to 3.9% (the average national unemployment rate in 2021, according to the Bureau of Labor Statistics).

--Possibly Eligible MSAs (“FossilFuel_Employment_Qualifying_MSAs”) are MSA and non-MSA regions that meet or exceed the 0.17% employment in the fossil fuel industry threshold but do not exceed the unemployment threshold.

--Relevant columns include:

a) SUM_nhgis0: Total employment in 2020.

b) SUM_nhgis1: Total unemployment in 2020.

c) P_Unemp: Percent unemployment in 2020.

d) Q_Unemp: Boolean column indicating if the MSA or non-MSA’s unemployment rate is at or above the national average of 3.9%.

e) FF_Qual: Boolean column indicating if the MSA or non-MSA had employment in the fossil fuel industry at or above 0.17% in the past 11 years.

f) final_Qual: Boolean column indicating if an MSA or non-MSA qualifies for both unemployment rate and fossil fuel employment under the IRA.

1. Retired Power Plants – Source: EIA via HFLID. Qualifying power plants were selected by use of coal in at least one generator, and if they were retired (RET_DATE) on or after January 1, 2010. This data goes through December 2021.

2. CoalMineTract: Boolean column indicating if the CPA is within a tract that qualifies because of a closed coal mine.
3. FossilFuelEmp: Boolean column indicating if the CPA is within an MSA or non-MSA with greater than or equal to 0.17% employment in the fossil fuel industry.
4. UnempQualification: Boolean column indicating if the CPA is within an MSA or non-MSA with greater than or equal to 0.17% employment in the fossil fuel industry.
5. MSA_non_to: The code of the MSA or non-MSA area that contains the CPA.
6. P_Unemp: The percent unemployment of the MSA or non-MSA that contains the CPA in 2021.
