    In 2023, 8,842 murderers in the United States were white, while 6,405 were Black. A further 461 murderers were of another race, including American Indian or Alaska Native, Asian, and Native Hawaiian or Other Pacific Islander. However, not all law enforcement agencies submitted homicide data to the FBI in 2023, meaning there may be more murder offenders of each race than depicted. While the majority of circumstances behind murders in the U.S. are unknown, narcotics, robberies, and gang killings are most commonly identified.

    In 2023, the FBI reported that there were 9,284 Black murder victims in the United States and 7,289 white murder victims. In comparison, there were 554 murder victims of unknown race and 586 victims of another race. Victims of inequality? In recent years, the role of racial inequality in violent crimes such as robberies, assaults, and homicides has gained public attention. In particular, the issue of police brutality has led to increasing attention following the murder of George Floyd, an African American who was killed by a Minneapolis police officer. Studies show that the rate of fatal police shootings for Black Americans was more than double the rate reported of other races. Crime reporting National crime data in the United States is based off the Federal Bureau of Investigation’s new crime reporting system, which requires law enforcement agencies to self-report their data in detail. Due to the recent implementation of this system, less crime data has been reported, with some states such as Delaware and Pennsylvania declining to report any data to the FBI at all in the last few years, suggesting that the Bureau's data may not fully reflect accurate information on crime in the United States.

    These data examine the effects on total crime rates of changes in the demographic composition of the population and changes in criminality of specific age and race groups. The collection contains estimates from national data of annual age-by-race specific arrest rates and crime rates for murder, robbery, and burglary over the 21-year period 1965-1985. The data address the following questions: (1) Are the crime rates reported by the Uniform Crime Reports (UCR) data series valid indicators of national crime trends? (2) How much of the change between 1965 and 1985 in total crime rates for murder, robbery, and burglary is attributable to changes in the age and race composition of the population, and how much is accounted for by changes in crime rates within age-by-race specific subgroups? (3) What are the effects of age and race on subgroup crime rates for murder, robbery, and burglary? (4) What is the effect of time period on subgroup crime rates for murder, robbery, and burglary? (5) What is the effect of birth cohort, particularly the effect of the very large (baby-boom) cohorts following World War II, on subgroup crime rates for murder, robbery, and burglary? (6) What is the effect of interactions among age, race, time period, and cohort on subgroup crime rates for murder, robbery, and burglary? (7) How do patterns of age-by-race specific crime rates for murder, robbery, and burglary compare for different demographic subgroups? The variables in this study fall into four categories. The first category includes variables that define the race-age cohort of the unit of observation. The values of these variables are directly available from UCR and include year of observation (from 1965-1985), age group, and race. The second category of variables were computed using UCR data pertaining to the first category of variables. These are period, birth cohort of age group in each year, and average cohort size for each single age within each single group. The third category includes variables that describe the annual age-by-race specific arrest rates for the different crime types. These variables were estimated for race, age, group, crime type, and year using data directly available from UCR and population estimates from Census publications. The fourth category includes variables similar to the third group. Data for estimating these variables were derived from available UCR data on the total number of offenses known to the police and total arrests in combination with the age-by-race specific arrest rates for the different crime types.

    African American males in the United States are much more likely to die from homicide than white males. In 2016, the death rate by homicide for African American males was ** per 100,000 population, compared to a rate of just *** per 100,000 population for white males.     This is the latest biennial compendium of Statistics on Race and the Criminal Justice System and follows on from its sister publication Statistics on Women and the Criminal Justice System, 2017.

    Introduction

    This publication compiles statistics from data sources across the Criminal Justice System (CJS), to provide a combined perspective on the typical experiences of different ethnic groups. No causative links can be drawn from these summary statistics. For the majority of the report no controls have been applied for other characteristics of ethnic groups (such as average income, geography, offence mix or offender history), so it is not possible to determine what proportion of differences identified in this report are directly attributable to ethnicity. Differences observed may indicate areas worth further investigation, but should not be taken as evidence of bias or as direct effects of ethnicity.

    In general, minority ethnic groups appear to be over-represented at many stages throughout the CJS compared with the White ethnic group. The greatest disparity appears at the point of stop and search, arrests, custodial sentencing and prison population. Among minority ethnic groups, Black individuals were often the most over-represented. Outcomes for minority ethnic children are often more pronounced at various points of the CJS. Differences in outcomes between ethnic groups over time present a mixed picture, with disparity decreasing in some areas are and widening in others.

    Key findings

    Victims

    • The Asian ethnic group had the lowest proportion of both adults (2%) and children (5%) who had experienced personal crime in the last year. In 2018/19, both adults and children from the Asian ethnic group were half as likely to report victimisation when compared to the White ethnic group.
    • A higher proportion of Black homicides were against children, 17% of Black victims were 17 or younger, compared to an average of 11% across all ethnicities. Between 2015/16 and 2017/18, Black children made up 20% of all child victims, while Black victims made up 13% of victims across all age groups.

    Police Activity

    • The proportion of stop and searches conducted on White suspects decreased from 75% in 2014/15 to 59% in 2018/19 and increased for all minority ethnic groups. The largest increases were from 13% to 22% for Black suspects and from 8% to 13% for Asian suspects.
    • In the last five years, the proportion of stop and searches involving Black suspects in London increased from 30% to 37%, now equal to the number of White suspects searched. In 2018/19, 48% of all stop and searches (where ethnicity is known) were conducted in London, and increasingly involving a higher proportion of suspects from minority ethnic groups when compared to the rest of England and Wales.
    • Black suspects had the highest proportion of arrests that resulted from stop and searches in the latest year, at 20% which has increased from 15% since 2014/15. This is driven by a higher number of stop and searches in London, where resultant arrests accounted for 22% of all arrests, compared to 5% for the rest of England and Wales. For other groups, between 6% and 13% of arrests resulted from stop and searches.
    • In 2018/19, two thirds (67%) of children arrested in London were from minority ethnic groups, compared to 21% of children arrested in the rest of England and Wales. Just over half (52%) of adults arrested in London were from minority ethnic groups, compared to 22% of adults arrested in the rest of England and Wales.

    Defendants

    • In the latest year, the largest fall in the volume of prosecutions and convictions for indictable offences was seen in the Asian group, down by 22% and 20% respectively. Prosecutions and convictions fell by 18% and 16% for Black defendants, by 13% each for White defendants, by 8% and 10% for defendants from Mixed ethnic groups and by 7% and 14% for defendants from Chinese or Other ethnic groups.
    • White defendants consistently had the highest conviction ratio for indictable offences over the last 5 years (with the exception of 2015) and was 85% in 2018. The conviction ratios for White, Asian (83%) and Black (81%) defendants have converged with each other over the last 5 years, remained constant for defendants from Mixed ethnic groups (77%) and fallen for Chinese or Other ethnic groups (75%).
    • Compared to White defendants (38%), larger proportions of Asian (40%), Mixed ethnicity (45%), Black (46%) and Chinese or Other (46%) defendants were remanded in custody for indictable

Deaths reported to the either the Office of the Chief Medical Examiner (OCME) or Department of Public Health (DPH) are included in the COVID-19 update. The following data show the number of COVID-19 cases and associated deaths per 100,000 population by race and ethnicity. Crude rates represent the total cases or deaths per 100,000 people. Age-adjusted rates consider the age of the person at diagnosis or death when estimating the rate and use a standardized population to provide a fair comparison between population groups with different age distributions. Age-adjustment is important in Connecticut as the median age of among the non-Hispanic white population is 47 years, whereas it is 34 years among non-Hispanic blacks, and 29 years among Hispanics. Because most non-Hispanic white residents who died were over 75 years of age, the age-adjusted rates are lower than the unadjusted rates. In contrast, Hispanic residents who died tend to be younger than 75 years of age which results in higher age-adjusted rates. The population data used to calculate rates is based on the CT DPH population statistics for 2019, which is available online here: https://portal.ct.gov/DPH/Health-Information-Systems--Reporting/Population/Population-Statistics. Prior to 5/10/2021, the population estimates from 2018 were used. Rates are standardized to the 2000 US Millions Standard population (data available here: https://seer.cancer.gov/stdpopulations/). Standardization was done using 19 age groups (0, 1-4, 5-9, 10-14, ..., 80-84, 85 years and older).     This dataset examines the number of unidentified persons reported to the Centers for Disease Control and Preventions (CDC) National Death Index (NDI), by State, from 1980 to 2004. This report also looks at the number of unidentified human remains reported to the Federal Bureau of Investigations (FBI) National Crime Information Center (NCIC) Unidentified Person File. It describes the characteristics by race and gender and the manner of death. Highlights include the following: Between 1980 and 2004, about 10,300 unidentified human remains were reported to the National Death Index (NDI). Almost three-quarters of unidentified persons were reported by 5 states; Arizona, California, Florida, New York, and Texas. Of the 2,900 National Crime Information Center records that contained data on the manner of death, 27% were ruled homicides; 12%, accidental deaths; 7%, natural causes; and 5%, suicides. The majority of unidentified persons were white (70%); blacks made up 15% of unidentified persons; and race could not be determined in 13% of the cases.     OVERVIEW

    2019 had the most mass killings since at least the 1970s, according to the Associated Press/USA TODAY/Northeastern University Mass Killings Database.

    In all, there were 45 mass killings, defined as when four or more people are killed excluding the perpetrator. Of those, 33 were mass shootings . This summer was especially violent, with three high-profile public mass shootings occurring in the span of just four weeks, leaving 38 killed and 66 injured.

    A total of 229 people died in mass killings in 2019.

    The AP's analysis found that more than 50% of the incidents were family annihilations, which is similar to prior years. Although they are far less common, the 9 public mass shootings during the year were the most deadly type of mass murder, resulting in 73 people's deaths, not including the assailants.

    One-third of the offenders died at the scene of the killing or soon after, half from suicides.

    About this Dataset

    The Associated Press/USA TODAY/Northeastern University Mass Killings database tracks all U.S. homicides since 2006 involving four or more people killed (not including the offender) over a short period of time (24 hours) regardless of weapon, location, victim-offender relationship or motive. The database includes information on these and other characteristics concerning the incidents, offenders, and victims.

    The AP/USA TODAY/Northeastern database represents the most complete tracking of mass murders by the above definition currently available. Other efforts, such as the Gun Violence Archive or Everytown for Gun Safety may include events that do not meet our criteria, but a review of these sites and others indicates that this database contains every event that matches the definition, including some not tracked by other organizations.

    This data will be updated periodically and can be used as an ongoing resource to help cover these events.

    Definition of "mass murder"

    Mass murder is defined as the intentional killing of four or more victims by any means within a 24-hour period, excluding the deaths of unborn children and the offender(s). The standard of four or more dead was initially set by the FBI.

    This definition does not exclude cases based on method (e.g., shootings only), type or motivation (e.g., public only), victim-offender relationship (e.g., strangers only), or number of locations (e.g., one). The time frame of 24 hours was chosen to eliminate conflation with spree killers, who kill multiple victims in quick succession in different locations or incidents, and to satisfy the traditional requirement of occurring in a “single incident.”

    Offenders who commit mass murder during a spree (before or after committing additional homicides) are included in the database, and all victims within seven days of the mass murder are included in the victim count. Negligent homicides related to driving under the influence or accidental fires are excluded due to the lack of offender intent. Only incidents occurring within the 50 states and Washington D.C. are considered.

    Methodology

    Project researchers first identified potential incidents using the Federal Bureau of Investigation’s Supplementary Homicide Reports (SHR). Homicide incidents in the SHR were flagged as potential mass murder cases if four or more victims were reported on the same record, and the type of death was murder or non-negligent manslaughter.

    Cases were subsequently verified utilizing media accounts, court documents, academic journal articles, books, and local law enforcement records obtained through Freedom of Information Act (FOIA) requests. Each data point was corroborated by multiple sources, which were compiled into a single document to assess the quality of information.

    In case(s) of contradiction among sources, official law enforcement or court records were used, when available, followed by the most recent media or academic source.

    Case information was subsequently compared with every other known mass murder database to ensure reliability and validity. Incidents listed in the SHR that could not be independently verified were excluded from the database.

    Project researchers also conducted extensive searches for incidents not reported in the SHR during the time period, utilizing internet search engines, Lexis-Nexis, and Newspapers.com. Search terms include: [number] dead, [number] killed, [number] slain, [number] murdered, [number] homicide, mass murder, mass shooting, massacre, rampage, family killing, familicide, and arson murder. Offender, victim, and location names were also directly searched when available.

    This project started at USA TODAY in 2012.

    BackgroundGun violence has shortened the average life expectancy of Americans, and better knowledge about the root causes of gun violence is crucial to its prevention. While some empirical evidence exists regarding the impacts of social and economic factors on violence and firearm homicide rates, to the author’s knowledge, there has yet to be a comprehensive and comparative lagged, multilevel investigation of major social determinants of health in relation to firearm homicides and mass shootings.Methods and findingsThis study used negative binomial regression models and geolocated gun homicide incident data from January 1, 2015, to December 31, 2015, to explore and compare the independent associations of key state-, county-, and neighborhood-level social determinants of health—social mobility, social capital, income inequality, racial and economic segregation, and social spending—with neighborhood firearm-related homicides and mass shootings in the United States, accounting for relevant state firearm laws and a variety of state, county, and neighborhood (census tract [CT]) characteristics. Latitude and longitude coordinates on firearm-related deaths were previously collected by the Gun Violence Archive, and then linked by the British newspaper The Guardian to CTs according to 2010 Census geographies. The study population consisted of all 74,134 CTs as defined for the 2010 Census in the 48 states of the contiguous US. The final sample spanned 70,579 CTs, containing an estimated 314,247,908 individuals, or 98% of the total US population in 2015. The analyses were based on 13,060 firearm-related deaths in 2015, with 11,244 non-mass shootings taking place in 8,673 CTs and 141 mass shootings occurring in 138 CTs. For area-level social determinants, lag periods of 3 to 17 years were examined based on existing theory, empirical evidence, and data availability. County-level institutional social capital (levels of trust in institutions), social mobility, income inequality, and public welfare spending exhibited robust relationships with CT-level gun homicide rates and the total numbers of combined non-mass and mass shooting homicide incidents and non-mass shooting homicide incidents alone. A 1–standard deviation (SD) increase in institutional social capital was linked to a 19% reduction in the homicide rate (incidence rate ratio [IRR] = 0.81, 95% CI 0.73–0.91, p < 0.001) and a 17% decrease in the number of firearm homicide incidents (IRR = 0.83, 95% CI 0.73–0.95, p = 0.01). Upward social mobility was related to a 25% reduction in the gun homicide rate (IRR = 0.75, 95% CI 0.66–0.86, p < 0.001) and a 24% decrease in the number of homicide incidents (IRR = 0.76, 95% CI 0.67–0.87, p < 0.001). Meanwhile, 1-SD increases in the neighborhood percentages of residents in poverty and males living alone were associated with 26%–27% and 12% higher homicide rates, respectively. Study limitations include possible residual confounding by factors at the individual/household level, and lack of disaggregation of gun homicide data by gender and race/ethnicity.ConclusionsThis study finds that the rich–poor gap, level of citizens’ trust in institutions, economic opportunity, and public welfare spending are all related to firearm homicide rates in the US. Further establishing the causal nature of these associations and modifying these social determinants may help to address the growing gun violence epidemic and reverse recent life expectancy declines among Americans.

    Drawing on information from several sources, this dataset provides cross-sectional time-series data on homicide victimization and offending counts and rates for the United States and each of the 50 states for the years 1976-1999, disaggregated by age, sex, and race. Specifically, data from the FBI's Supplementary Homicide Reports (SHR) were used to assemble victim and offender counts for various demographic groups, and U.S. Bureau of the Census estimates for population by age, race, and sex were employed to transform these counts into rates per 100,000. In addition, because the SHR program fails to provide a complete count of homicides, national and state estimates, published in the FBI's annual publication CRIME IN THE UNITES STATES, were used to benchmark and adjust SHR homicide counts. To ensure consistency between these rates and those published by the FBI, population data were also adjusted to match the population totals used in the FBI's publication.

    In the United States, Black people have higher rates of gun homicide than White people across all age groups. As of 2022, gun homicide rates were highest among Black people aged between 15 and 24 years, at 63.78 gun homicides per 100,000 of the population. In comparison, there were only 2.58 gun homicides per 100,000 of the White population within this age range. However, the risk for gun homicide was greatest among all adolescents and adults between the ages of 15 to 44 in that year. The impact of guns on young Americans In the last few years, firearms have become the leading cause of death for American children and teenagers aged one to 19 years old, accounting for more deaths than car crashes and diseases. School shootings also remain on the rise recently, with the U.S. recording 57 times as many school shootings than other high-income nations from 2009 to 2018. Black students in particular experience a disproportionately high number of school shootings relative to their population, and K-12 teachers at schools made up mostly of students of color are more likely to report feeling afraid that they or their students would be a victim of attack or harm. The right to bear arms Despite increasingly high rates of gun-related violence, gun ownership remains a significant part of American culture, largely due to the fact that the right to bear arms is written into the U.S. Constitution. Although firearms are the most common murder weapon used in the U.S., accounting for approximately 15,000 homicides in 2022, almost half of American households have at least one firearm in their possession. Consequently, it is evident that firearms remain easily accessible nationwide, even though gun laws may vary from state to state. However, the topic of gun control still causes political controversy, as the majority of Republicans agree that it is more important to protect the right of Americans to own guns, while Democrats are more inclined to believe that it is more important to limit gun ownership.

    In response to a growing concern about hate crimes, the United States Congress enacted the Hate Crime Statistics Act of 1990. The Act requires the attorney general to establish guidelines and collect, as part of the Uniform Crime Reporting (UCR) Program, data "about crimes that manifest evidence of prejudice based on race, religion, sexual orientation, or ethnicity, including where appropriate the crimes of murder and non-negligent manslaughter, forcible rape, aggravated assault, simple assault, intimidation, arson, and destruction, damage or vandalism of property." Hate crime data collection was required by the Act to begin in calendar year 1990 and to continue for four successive years. In September 1994, the Violent Crime Control and Law Enforcement Act amended the Hate Crime Statistics Act to add disabilities, both physical and mental, as factors that could be considered a basis for hate crimes. Although the Act originally mandated data collection for five years, the Church Arson Prevention Act of 1996 amended the collection duration "for each calendar year," making hate crime statistics a permanent addition to the UCR program. As with the other UCR data, law enforcement agencies contribute reports either directly or through their state reporting programs. Information contained in the data includes number of victims and offenders involved in each hate crime incident, type of victims, bias motivation, offense type, and location type.

    The purpose of this project was to examine possible defendant and victim race effects in capital decisions in the federal system. Per the terms of their grant, the researchers selected cases that were handled under the revised Death Penalty Protocol of 1995 and were processed during Attorney General Janet Reno's term in office. The researchers began the project by examining a sample of Department of Justice Capital Case Unit (CCU) case files. These files contained documents submitted by the United States Attorney's Office (USAO), a copy of the indictment, a copy of the Attorney General's Review Committee on Capital Cases (AGRC's) draft and final memorandum to the Attorney General (AG), and a copy of the AG's decision letter. Next, they created a list of the types of data that would be feasible and desirable to collect and constructed a case abstraction form and coding rules for recording data on victims, defendants, and case characteristics from the CCU's hard-copy case files. The record abstractors did not have access to information about defendant or victim gender or race. Victim and defendant race and gender data were obtained from the CCU's electronic files. Five specially trained coders used the case abstraction forms to record and enter salient information in the CCU hard-copy files into a database. Coders worked on only one case at a time. The resulting database contains 312 cases for which defendant- and victim-race data were available for the 94 federal judicial districts. These cases were received by the CCU between January 1, 1995 and July 31, 2000, and for which the AG at the time had made a decision about whether to seek the death penalty prior to December 31, 2000. The 312 cases includes a total of 652 defendants (see SAMPLING for cases not included). The AG made a seek/not-seek decision for 600 of the defendants, with the difference between the counts stemming mainly from defendants pleading guilty prior to the AG making a charging decision. The database was structured to allow researchers to examine two stages in the federal prosecution process, namely the USAO recommendation to seek or not to seek the death penalty and the final AG charging decision. Finally, dispositions (e.g., sentence imposed) were obtained for all but 12 of the defendants in the database. Variables include data about the defendants and victims such as age, gender, race/ethnicity, employment, education, marital status, and the relationship between the defendant and victim. Data are provided on the defendant's citizenship (United States citizen, not United States citizen), place of birth (United States born, foreign born), offense dates, statute code, counts for the ten most serious offenses committed, defendant histories of alcohol abuse, drug abuse, mental illness, physical or sexual abuse as a child, serious head injury, intelligence (IQ), or other claims made in the case. Information is included for up to 13 USAO assessments and 13 AGRC assessments of statutory and non-statutory aggravating factors and mitigating factors. Victim characteristics included living situation and other reported factors, such as being a good citizen, attending school, past abuse by the defendant, gross size difference between the victim and defendant, if the victim was pregnant, if the victim had a physical handicap, mental or emotional problems or developmental disability, and the victim's present or former status (e.g., police informant, prison inmate, law enforment officer). Data are also provided for up to 13 factors each regarding the place and nature of the killing, defendant motive, coperpetrators, weapons, injuries, witnesses, and forensic and other evidence.

    There has been little research on United States homicide rates from a long-term perspective, primarily because there has been no consistent data series on a particular place preceding the Uniform Crime Reports (UCR), which began its first full year in 1931. To fill this research gap, this project created a data series on homicides per capita for New York City that spans two centuries. The goal was to create a site-specific, individual-based data series that could be used to examine major social shifts related to homicide, such as mass immigration, urban growth, war, demographic changes, and changes in laws. Data were also gathered on various other sites, particularly in England, to allow for comparisons on important issues, such as the post-World War II wave of violence. The basic approach to the data collection was to obtain the best possible estimate of annual counts and the most complete information on individual homicides. The annual count data (Parts 1 and 3) were derived from multiple sources, including the Federal Bureau of Investigation's Uniform Crime Reports and Supplementary Homicide Reports, as well as other official counts from the New York City Police Department and the City Inspector in the early 19th century. The data include a combined count of murder and manslaughter because charge bargaining often blurs this legal distinction. The individual-level data (Part 2) were drawn from coroners' indictments held by the New York City Municipal Archives, and from daily newspapers. Duplication was avoided by keeping a record for each victim. The estimation technique known as "capture-recapture" was used to estimate homicides not listed in either source. Part 1 variables include counts of New York City homicides, arrests, and convictions, as well as the homicide rate, race or ethnicity and gender of victims, type of weapon used, and source of data. Part 2 includes the date of the murder, the age, sex, and race of the offender and victim, and whether the case led to an arrest, trial, conviction, execution, or pardon. Part 3 contains annual homicide counts and rates for various comparison sites including Liverpool, London, Kent, Canada, Baltimore, Los Angeles, Seattle, and San Francisco.

    This research project examined rural and urban trends in family and intimate partner homicide for the 20-year period from 1980 through 1999. The construct of place served as a backdrop against which changes in trends in family/partner homicide were tracked, and against which various independent measures that purportedly explain variation in the rates were tested. The project merged data from several sources. The offender data file from the Federal Bureau of Investigation's (FBI) Supplementary Homicide Report (SHR) series for 1980 through 1999 was the primary data source. Data for arrests for violent crime, drug, and alcohol-related offenses were obtained from the FBI Report A Arrest File. Population, population density, and race (and racial segregation) data from the decennial U.S. Census for 1980, 1990, and 2000 were also obtained. Data on hospitals, educational attainment, unemployment, and per capita income were obtained from the 2002 Area Resource File (ARF). The total number of proprietors (farm and non-farm) in the United States by state and county for each year were provided by the Regional Economic Profiles data. The project's population and proximity indicator used four categories: metropolitan, nonmetropolitan populations adjacent to a metropolitan area, nonmetropolitan populations not adjacent to a metropolitan area, and rural. Data include homicide rates for 1980 through 1999 for intimate partner homicide, family homicide, all other homicide, and all homicide. Additional variables are included as measures of community socioeconomic distress, such as residential overcrowding, isolation, traditionalist views of women and family, lack of access to health care, and substance abuse. Five-year averages are included for each of the rates and measures listed above.

Description

In 2023, 8,842 murderers in the United States were white, while 6,405 were Black. A further 461 murderers were of another race, including American Indian or Alaska Native, Asian, and Native Hawaiian or Other Pacific Islander. However, not all law enforcement agencies submitted homicide data to the FBI in 2023, meaning there may be more murder offenders of each race than depicted. While the majority of circumstances behind murders in the U.S. are unknown, narcotics, robberies, and gang killings are most commonly identified.
