The Los Angeles Index of Neighborhood Change is a tool that allows users to explore the extent to which Los Angeles Zip Codes have undergone demographic change from 2000 to 2014. Created in 2015/2016, the data comes from 2000, 2005, 2013, and 2014. Serious violent crimes consist of Part 1 offenses as defined by the U.S. Department of Justice’s Uniform Reporting Statistics. These include murders, nonnegligent homicides, rapes (legacy and revised), robberies, and aggravated assaults. LAPD data were used for City of Los Angeles, LASD data were used for unincorporated areas and cities that contract with LASD for law enforcement services, and CA Attorney General data were used for all other cities with local police departments. This indicator is based on location of residence. Single-year data are only available for Los Angeles County overall, Service Planning Areas, Supervisorial Districts, City of Los Angeles overall, and City of Los Angeles Council Districts.Neighborhood violence and crime can have a harmful impact on all members of a community. Living in communities with high rates of violence and crime not only exposes residents to a greater personal risk of injury or death, but it can also render individuals more susceptible to many adverse health outcomes. People who are regularly exposed to violence and crime are more likely to suffer from chronic stress, depression, anxiety, and other mental health conditions. This dataset seeks to encapsulate right of way parcel information for the Los Angeles County Flood Control District(LACFCD). It contains polygons representing each parcel and attribute information information that lists the basic identification information of those parcels. There is also information on the underlying right-of-way map that the parcel polygon and attributes are based on--with a link to that map in the Land Records Information Website.This data is maintained by the Right of Way Section of the Survey/Mapping and Property Management Division of the Department of Public Works. It is drawn to be coincident with the county's landbase linework and thus may not be a true representation of a parcel's boundary. It is intended to be used as a general information tool and is not survey quality.Field ListFacilityThe primary name of the facility this parcel belongs to. Typically the name of the river, stream, or drainage project it is a part of.Parcel_NoThe identification number for a particular parcel within a facility. This map shows a comparable measure of crime in the United States. The crime index compares the average local crime level to that of the United States as a whole. An index of 100 is average. A crime index of 120 indicates that crime in that area is 20 percent above the national average.The crime data is provided by Applied Geographic Solutions, Inc. (AGS). AGS created models using the FBI Uniform Crime Report databases as the primary data source and using an initial range of about 65 socio-economic characteristics taken from the 2000 Census and AGS’ current year estimates. The crimes included in the models include murder, rape, robbery, assault, burglary, theft, and motor vehicle theft. The total crime index incorporates all crimes and provides a useful measure of the relative “overall” crime rate in an area. However, these are unweighted indexes, meaning that a murder is weighted no more heavily than a purse snatching in the computations. The geography depicts states, counties, Census tracts and Census block groups. An urban/rural "mask" layer helps you identify crime patterns in rural and urban settings. State law requires sellers of real property to disclose "any fact materially affecting the value and desirability of the property". Assembly Bill 2776, which went into effect January 1, 2004, requires such disclosure when the property is either within two miles of an airport or if it is within an "airport influence area". The disclosure notice must state that the property may be subject to noise, vibration, odors or other annoyances or inconveniences "associated with proximity to airport operations". This law defines the "airport influence area" as the area where airport-related factors "may significantly affect land uses or necessitate restrictions on those uses as determined by an airport land use commission". The California Public Utilities Code establishes airport land use commissions in every county to provide for the orderly development of air transportation and ensure compatible land uses around airports which are open to public use. According to the State Division of Aeronautics, the "airport influence area" is usually the planning area designated by an airport land use commission for each airport. Split tract data is the product of 2020 census tracts split by 2023 incorporated city boundaries and unincorporated community/countywide statistical areas (CSA) boundaries as of July 1, 2023. The census tract boundaries have been altered and aligned where necessary with legal city boundaries and unincorporated areas, including shoreline/coastal areas. Census Tract:Every 10 years the Census Bureau counts the population of the United States as mandated by Constitution. The Census Bureau (https://www.census.gov/)released 2020 geographic boundaries data including census tracts for the analysis and mapping of demographic information across the United States. City Boundary:City Boundary data is the base map information for the County of Los Angeles. These City Boundaries are based on the Los Angeles County Seamless Cadastral Landbase. The Landbase is jointly maintained by the Los Angeles County Assessor and the Los Angeles County Department of Public Works (DPW). This layer represents current city boundaries within Los Angeles County. The DPW provides the most current shapefiles representing city boundaries and city annexations. True, legal boundaries are only determined on the ground by surveyors licensed in the State of California.Countywide Statistical Areas (CSA): The countywide Statistical Area (CSA) was defined to provide a common geographic boundary for reporting departmental statistics for unincorporated areas and incorporated Los Angeles city to the Board of Supervisors. IntroductionThis metadata is broken up into different sections that provide both a high-level summary of the Housing Element and more detailed information about the data itself with links to other resources. The following is an excerpt from the Executive Summary from the Housing Element 2021 – 2029 document:The County of Los Angeles is required to ensure the availability of residential sites, at adequate densities and appropriate development standards, in the unincorporated Los Angeles County to accommodate its share of the regional housing need--also known as the Regional Housing Needs Allocation (RHNA). Unincorporated Los Angeles County has been assigned a RHNA of 90,052 units for the 2021-2029 Housing Element planning period, which is subdivided by level of affordability as follows:Extremely Low / Very Low (<50% AMI) - 25,648Lower (50 - 80% AMI) - 13,691Moderate (80 - 120% AMI) - 14,180Above Moderate (>120% AMI) - 36,533Total - 90,052NOTES - Pursuant to State law, the projected need of extremely low income households can be estimated at 50% of the very low income RHNA. Therefore, the County’s projected extremely low income can be estimated at 12,824 units. However, for the purpose of identifying adequate sites for RHNA, no separate accounting of sites for extremely low income households is required. AMI = Area Median IncomeDescriptionThe Sites Inventory (Appendix A) is comprised of vacant and underutilized sites within unincorporated Los Angeles County that are zoned at appropriate densities and development standards to facilitate housing development. The Sites Inventory was developed specifically for the County of Los Angeles, and has built-in features that filter sites based on specific criteria, including access to transit, protection from environmental hazards, and other criteria unique to unincorporated Los Angeles County. Other strategies used within the Sites Inventory analysis to accommodate the County’s assigned RHNA of 90,052 units include projected growth of ADUs, specific plan capacity, selected entitled projects, and capacity or planned development on County-owned sites within cities. This accounts for approximately 38 percent of the RHNA. The remaining 62 percent of the RHNA is accommodated by sites to be rezoned to accommodate higher density housing development (Appendix B).Caveats:This data is a snapshot in time, generally from the year 2021. It contains information about parcels, zoning and land use policy that may be outdated. The Department of Regional Planning will be keeping an internal tally of sites that get developed or rezoned to meet our RHNA goals, and we may, in the future, develop some public facing web applications or dashboards to show the progress. There may even be periodic updates to this GIS dataset as well, throughout this 8-year planning cycle.Update History:1/7/25 - Following the completion of the annexation to the City of Whittier on 11/12/24, 27 parcels were removed along Whittier Blvd which contained 315 Very Low Income units and 590 Above Moderate units. Following a joint County-City resolution of the RHNA transfer to the city, 247 Very Low Income units and 503 Above Moderate units were taken on by Whittier. 10/16/24 - Modifications were made to this layer during the updates to the South Bay and Westside Area Plans following outreach in these communities. In the Westside Planning area, 29 parcels were removed and no change in zoning / land use policy was proposed; 9 Mixed Use sites were added. IntroductionThis metadata is broken up into different sections that provide both a high-level summary of the Housing Element and more detailed information about the data itself with links to other resources. The following is an excerpt from the Executive Summary from the Housing Element 2021 – 2029 document:The County of Los Angeles is required to ensure the availability of residential sites, at adequate densities and appropriate development standards, in the unincorporated Los Angeles County to accommodate its share of the regional housing need--also known as the Regional Housing Needs Allocation (RHNA). Unincorporated Los Angeles County has been assigned a RHNA of 90,052 units for the 2021-2029 Housing Element planning period, which is subdivided by level of affordability as follows:Extremely Low / Very Low (<50% AMI) - 25,648Lower (50 - 80% AMI) - 13,691Moderate (80 - 120% AMI) - 14,180Above Moderate (>120% AMI) - 36,533Total - 90,052NOTES - Pursuant to State law, the projected need of extremely low income households can be estimated at 50% of the very low income RHNA. Therefore, the County’s projected extremely low income can be estimated at 12,824 units. However, for the purpose of identifying adequate sites for RHNA, no separate accounting of sites for extremely low income households is required. AMI = Area Median IncomeDescriptionThe Sites Inventory (Appendix A) is comprised of vacant and underutilized sites within unincorporated Los Angeles County that are zoned at appropriate densities and development standards to facilitate housing development. The Sites Inventory was developed specifically for the County of Los Angeles, and has built-in features that filter sites based on specific criteria, including access to transit, protection from environmental hazards, and other criteria unique to unincorporated Los Angeles County. Other strategies used within the Sites Inventory analysis to accommodate the County’s assigned RHNA of 90,052 units include projected growth of ADUs, specific plan capacity, selected entitled projects, and capacity or planned development on County-owned sites within cities. This accounts for approximately 38 percent of the RHNA. The remaining 62 percent of the RHNA is accommodated by sites to be rezoned to accommodate higher density housing development (Appendix B).Caveats:This data is a snapshot in time, generally from the year 2021. It contains information about parcels, zoning and land use policy that may be outdated. The Department of Regional Planning will be keeping an internal tally of sites that get developed or rezoned to meet our RHNA goals, and we may, in the future, develop some public facing web applications or dashboards to show the progress. WRD was formed by a vote of the people in 1959 for the purpose of protecting the groundwater resources of the Central and West Coast Groundwater Basins. It is the largest groundwater agency by population in the state of California, managing and protecting local groundwater resources for four million residents. WRD's service area covers a 420-square-mile region of southern Los Angeles County, the most populated county in the United States. WRD owns three water treatment facilities: two advanced water treatment facilities and a groundwater desalter. Boundary of the Water Replenishment District is based on the legal description: Polygon boundary of the Water Replenishment District (WRD) based on the July 6, 1959 legal description presented at the State of California Department of Water Resources hearing for the information of the Central and West Basin Water Replenishment District, also known as Water Replenishment District of Southern California cut at the shoreline. It was re-surveyed in 2019 to improve accuracy.
