Migration statistics are based off the 12/16 months rule. Under this rule, incoming travellers that stay in the country for 12 or more of the next 16 months are classified as an arriving migrant. New Zealand residents that are outside of New Zealand for 12 or more of the next 16 months are classed as a departing migrant. The data for this report is measured in financial years and is sourced from estimates created by Statistics New Zealand (Tatauranga Aotearoa).
