The Department of Buildings (DOB) issues permits for construction and demolition activities in the City of New York. The construction industry must submit an application to DOB with details of the construction job they would like to complete. The primary types of application, aka job type, are: New Building, Demolition, and Alterations Type 1, 2, and 3. Each job type can have multiple work types, such as general construction, boiler, elevator, and plumbing. Each work type will receive a separate permit. (See the DOB Job Application Filings dataset for information about each job application.) Each row/record in this dataset represents the life cycle of one permit for one work type. The dataset is updated daily with new records, and each existing record will be updated as the permit application moves through the approval process to reflect the latest status of the application.

    Description

Residential building permits in United States were in short demand in 2018, rising only *** percent across the country. Many large cities have reduced the number of residential building permits, such as Chicago, which handed out ** percent less permits in 2018 than the previous year. Building permits may specifically apply to large housing units with multiple living spaces, to single family houses. Before construction can begin on any new or existing building, a permit must be obtained from the appropriate city council. Building permit numbers have increased significantly in both Houston, Texas and Orlando, Florida metro areas, with **** and **** percent more permits issued in 2018 than 2017, respectively.

Homes are where the heat is Generally speaking, the construction of new homes can be a good indicator of how local economies are fairing, as it can mean that individuals have acquired enough wealth to own their own home or businesses are expanding. The 2018 residential building permit figures provide some insight into the current demographic of cities, particularly with regards to the job market. For instance, in the „snowbird“state of Florida, ** percent of new residents in Orlando were between ages 25 and **, and presumably their careers still play a large role. Orlando-Kissimmee-Sandford metro area is within close range of engineering firms such as Lockheed Martin, as well as new tech companies, which offer higher salaries and better prospects than other industries. Florida unemployment continues to decline and dropped to *** percent in 2018.
Incidentally, cities that tend to be popular for Americans in their early twenties, tend to be the cities that are reducing their number of new residential building permits (Chicago, Illinois; New York, New York; and Los Angeles, California). But this does not mean that these cities are in financial trouble. Chicago’s GDP is steadily growing and unemployment in Illinois was at *** percent in 2018. Bigger and denser cities tend to attract younger groups as they can walk from location to location and remain amongst the excitement that cities have to offer.

    Description

NOTE: The data pipeline for this dataset has been switched to a new feed which should alleviate the previous problem of partial updates (you can still check agency counter to verify the completeness of the records published here). However, we are still working on restoring the owner_name field, so, for now, some owner names (beyond the redacted ones) may be missing.

    Overview

The City of Pittsburgh’s Permits, Licenses, and Inspections (PLI) Department regulates construction in Pittsburgh. This dataset contains records of permits issued by PLI from 2019-06-01 until the present. Permit records dating back to 2012 may be found in this historical datasets of PLI permits.

    Motivation

These permit records are used to manage permitting data by City employees and can be used to understand when permits are issued, the nature of the work, where work is occurring, and the dollar value of the project.

    Collection

The permit records in this dataset are drawn from the Computronix (CX) system which is used to manage these permits.

There are four general classes of permits that are present in these data (building permits, mechanical permits, electrical permits, and “general” permits). Building permits pertain to new construction or construction updates to existing properties. Mechanical permits are obtained for installation or alterations to systems in a building such as HVAC, gas systems, boilers, etc. Electrical permits are required for new work or upgrades to electrical systems such as electrical panels, generators, or wiring. "General permits" is a miscellaneous class that contains the following permit types:

Update: The Building and Development Application (BDA) went live in June 2024. This new application replaced both the primary PLI permit type (the Building Permit) and the main Zoning Application (Zoning and Development Review). By combining these processes into one, the BDA streamlines and simplifies the overall permitting process. As a consequence, if you are looking for building permit records (which previously always had permit_type == "BUILDING"), you should also look at records with permit_type == "Building & Development Application", to ensure you find them all.

More documentation on PLI permits can be found at https://pittsburghpa.gov/pli/pli-permits.

Mechanical, electrical, and building permits are far more prevalent in the dataset because general permits are divided into 10 sub-types.

The field ext_file_num represents the only UUID for each permit record.

    Pre-processing

All string text (most fields) were converted to UPPERCASE data. The data are manually entered and often contain non-uniform formatting. While several solutions for cleaning the data exist, including allowing the user to clean the data after accessing it here, text were transformed to UPPERCASE to ensure the data were uniformly formatted in this case. Future improvements to this ETL pipeline may approach this problem with a more sophisticated technique.

We've redacted owner names for permits where the property appears to be currently owner-occupied.

    Known Limitations/Biases

Plumbing permits are not included in this dataset, because the Allegheny County Health Department Plumbing Division is responsible for all plumbing permits in the City of Pittsburgh.
