This feature service has polygon layers for the following boundary types: State, Counties, Cites, Towns, Cities and Towns combined, Villages, and Indian Territories. In addition, there are separate shoreline layers for the State layer and the County layer. Boundaries are at 1:24,000-scale positional accuracy except for the shoreline in State Shoreline and Counties Shoreline which is being adjusted to 1:24,000-scale positional accuracy as part of ongoing work. Boundary changes are made as needed and based on authoritative sources. See metadata for each layer for additional information. This map service is available to the public.     The 2023 cartographic boundary KMLs are simplified representations of selected geographic areas from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). These boundary files are specifically designed for small-scale thematic mapping. When possible, generalization is performed with the intent to maintain the hierarchical relationships among geographies and to maintain the alignment of geographies within a file set for a given year. Geographic areas may not align with the same areas from another year. Some geographies are available as nation-based files while others are available only as state-based files. School Districts are single-purpose administrative units within which local officials provide public educational services for the area's residents. The Census Bureau obtains the boundaries, names, local education agency codes, grade ranges, and school district levels for school districts from state officials for the primary purpose of providing the U.S. Department of Education with estimates of the number of children in poverty within each school district. This information serves as the basis for the Department of Education to determine the annual allocation of Title I funding to states and school districts. The cartographic boundary files include separate files for elementary, secondary and unified school districts. The generalized school district boundaries in this file are based on those in effect for the 2022-2023 school year, i.e., in operation as of January 1, 2023.

The cartographic boundary files include both incorporated places (legal entities) and census designated places or CDPs (statistical entities). An incorporated place is established to provide governmental functions for a concentration of people as opposed to a minor civil division (MCD), which generally is created to provide services or administer an area without regard, necessarily, to population. Places always nest within a state, but may extend across county and county subdivision boundaries. An incorporated place usually is a city, town, village, or borough, but can have other legal descriptions. CDPs are delineated for the decennial census as the statistical counterparts of incorporated places. CDPs are delineated to provide data for settled concentrations of population that are identifiable by name, but are not legally incorporated under the laws of the state in which they are located. The boundaries for CDPs often are defined in partnership with state, local, and/or tribal officials and usually coincide with visible features or the boundary of an adjacent incorporated place or another legal entity. CDP boundaries often change from one decennial census to the next with changes in the settlement pattern and development; a CDP with the same name as in an earlier census does not necessarily have the same boundary. The only population/housing size requirement for CDPs is that they must contain some housing and population. The generalized boundaries of most incorporated places in this file are based on those as of January 1, 2022, as reported through the Census Bureau's Boundary and Annexation Survey (BAS). The generalized boundaries of all CDPs are based on those delineated as part of the Census Bureau's Participant Statistical Areas Program (PSAP) for the 2020 Census.

    The New York State Coastal Management Program has established statewide boundaries in accordance with the requirements of the Coastal Zone Management Act of 1972, as amended, and its subsequently issued rules and regulations. The Coastal Map provides an estimation of the official New York State Coastal Area Boundary as defined in Section II of the New York State Coastal Management Program and Final Environmental Impact Statement (CMP FEIS). The coastal boundary was originally created as a set of maps at a scale of 1:48000. This digital representation has been created from the original paper copies through "heads-up" digitizing using geographic information software and the digital NYSDOT planimetric quadrangles at a scale of 1:24000. The official coastal boundary is a written description contained in the federally approved New York State Coastal Management Program, LIS CMP, and applicable LWRPs. The waterward boundary extends 3 miles into open ocean, to shared state lines in Long Island Sound and the New York Bight and to the International boundary in the Great Lakes, Niagara and St. Lawrence Rivers. Generally, the inland boundary is approximately 1,000 feet from the shoreline following well-defined features such as roads, railroads or shorelines as described in the CMP FEIS, unless otherwise indicated. Where necessary this boundary extends inland to include major state owned lands and facilities and electic power generation facilities which abut on the shoreline, major coastal recreational areas, significant agricultural lands, significant coastal habitats, scenic viewsheds of State or national significance, major historic or coastal dependent industrial areas, and the 100 year flood plain. In urbanized and other developed locations along the coast, the landward boundary is approximately 500 feet from the shoreline or less than 500 feet at locations where a major roadway or railway line runs parallel to the shoreline. The seaward boundary of New York State's coastal area includes all coastal waters within its territorial jurisdiction.View Dataset on the Gateway

    This layer identifies corporate boundaries for all 43 municipal jurisdictions in Westchester County. Coverage originally obtained from New York State Office for Real Property Services (ORPS), and has been substantially modified to better align with current municipal tax parcel boundaries (WCparcels) based on a compilation of 2012 municipal tax parcel datasets. As all of Westchester's town's and cities compile their tax parcel databases independent of one another, there are situations were the tax parcels do not line up at the municipal borders, often resulting in gaps or overlaps of tax parcels at the border areas. This update sought to re-align boundaries to best follow the municipal boundaries as defined by the tax parcels, and often involved making the best possible spatial compromise where there were gaps or overlaps in tax map jurisdictions. It also reflects the 2011 municipal boundary change that resluted from the annexation of a tax parcel from the Town of Mount Pleasant to the Town of New Castle.

    A sectional index grid to determine which Zoning Map refers to specific areas of New York City. Zoning maps show the boundaries of zoning districts throughout the city. The maps are regularly updated after the City Planning Commission and the City Council have approved proposed zoning changes. The set of 126 maps, which are part of the Zoning Resolution, are displayed in 35 sections. Each section is identified by a number from 1 to 35. Each map covers an area of approximately 8,000 feet (north/south) by 12,500 feet (east/west).

    The 2020 cartographic boundary shapefiles are simplified representations of selected geographic areas from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). These boundary files are specifically designed for small-scale thematic mapping. When possible, generalization is performed with the intent to maintain the hierarchical relationships among geographies and to maintain the alignment of geographies within a file set for a given year. Geographic areas may not align with the same areas from another year. Some geographies are available as nation-based files while others are available only as state-based files. County subdivisions are the primary divisions of counties and their equivalent entities for the reporting of Census Bureau data. They include legally-recognized minor civil divisions (MCDs) and statistical census county divisions (CCDs), and unorganized territories. In MCD states where no MCD exists or no MCD is defined, the Census Bureau creates statistical unorganized territories to complete coverage. The entire area of the United States, Puerto Rico, and the Island Areas are covered by county subdivisions. The generalized boundaries of legal MCDs are based on those as of January 1, 2020 as reported through the Census Bureau's Boundary and Annexation Survey (BAS). The generalized boundaries of all CCDs, delineated in 21 states, are those as reported as part of the Census Bureau's Participant Statistical Areas Program (PSAP) for the 2020 Census.

The set of 126 maps, which are part of the Zoning Resolution, are displayed in 35 sections. Each section is identified by a number from 1 to 35 and is further divided into one to four quarters, each identified by a letter a, b, c or d (map 8d or 33c for example). Each map covers an area of approximately 8,000 feet (north/south) by 12,500 feet (east/west).

    A vector polygon layer that includes 1) the New York State boundary over land areas and 2) the state shoreline, including islands, in areas where the state boundary extends over major hydrographic features. The purpose is to provide an “outline” of the state for GIS and cartographic uses. It can be used to clip the boundaries in the Cities, Towns, or Cities_Towns layers back to the shoreline if it is desired to only use or depict the land areas covered by those jurisdictions around the perimeter of the state. The boundaries were revised to 1:24,000-scale accuracy. Ongoing work will adjust the shorelines to 1:24,000-scale accuracy.

    The City Council Districts of New York City clipped to the shoreline at mean high tide. The City Council Districts are the result of the recent redistricting process, which takes place every ten years to reflect population changes reported in the 2000 Census. These geographies were redrawn by the New York City Council Redistricting Commission.

Description

Publication Date: APR 2018. A vector polygon GIS file of all city and town boundaries in New York State. The file was originally a compilation of U.S. Geological Survey 1:100,000-scale digital vector files and NYS Department of Transportation 1:24,000-scale and 1:75,000-scale digital vector files. Boundaries were revised to 1:24,000-scale positional accuracy and selectively updated based on municipal boundary reviews, court decisions and NYS Department of State Local Law filings for annexations, dissolutions, and incorporations. Currently, boundary changes are made based on NYS Department of State Local Law filings (http://locallaws.dos.ny.gov/). Additional updates and corrections are made as needed in partnership with municipalities.
