Publication Date: April 2025 2024 Parcel Data. Updated annually, or as needed. The data can be downloaded here: https://gis.ny.gov/parcels#data-download. This feature service has two layers: 1) NYS Tax Parcels Public, and 2) NYS Tax Parcels Public Footprint which contains polygons representing counties for which tax parcel polygons are available in the NYS Tax Parcels Public layer. County footprint polygons display when zoomed out beyond 1:37,050-scale. Tax parcel polygons display when zoomed in below 1:37,051-scale. The NYS Tax Parcels Public layer contains 2024 parcel data only for NY State counties which gave NYS ITS Geospatial Services permission to share this data with the public. Work to obtain parcel data from additional counties, as well as permission to share the data, is ongoing. To date, 36 counties have provided Geospatial Services permission to share their parcel data with the public. Parcel data for counties which do not allow Geospatial Services to redistribute their data must be obtained directly from those counties. Geospatial Services' goal is to eventually include parcel data for all counties in New York State. Parcel geometry was incorporated as received from County Real Property Departments. No attempt was made to edge-match parcels along adjacent counties. County attribute values were populated using 2024 Assessment Roll tabular data the NYS ITS Geospatial Services obtained from the NYS Department of Tax and Finance’s Office of Real Property Tax Services (ORPTS). Tabular assessment data was joined to the county provided parcel geometry using the SWIS & SBL or SWIS & PRINT KEY unique identifier for each parcel. Detailed information about assessment attributes can be found in the ORPTS Assessor’s Manuals available here: https://www.tax.ny.gov/research/property/assess/manuals/assersmanual.htm. New York City data comes from NYC MapPluto which can be found here: https://www1.nyc.gov/site/planning/data-maps/open-data/dwn-pluto-mappluto.page. Thanks to the following counties that specifically authorized Geospatial Services to share their GIS tax parcel data with the public: Albany, Cayuga, Chautauqua, Cortland, Erie, Genesee, Greene, Hamilton, Lewis, Livingston, Montgomery, NYC- Bronx, NYC- Kings (Brooklyn), NYC- New York (Manhattan), NYC- Queens, NYC- Richmond (Staten Island), Oneida, Onondaga, Ontario, Orange, Oswego, Otsego, Putnam, Rensselaer, Rockland, Schuyler, St Lawrence, Steuben, Suffolk, Sullivan, Tioga, Tompkins, Ulster, Warren, Wayne, and Westchester. Geometry accuracy varies by contributing county. This map service is available to the public. The State-owned tax parcel polygons in this file are the result of a best effort selection based on the Primary Owner and Additional Owner fields in the NYS Statewide Tax Parcels file, Geospatial Services data, State agency data, and online research. These same data and information are also the basis for a best effort assignment of a NYS agency name (listed in the NYS Name field) to most tax parcel polygons where the Owner Type field value is State. The NYS Name Source field consists of a code that describes how the State-owned designation and agency name were determined, if this was verified, and the means of verification, if applicable. This map service is available to the public. The State of New York, acting through the New York State Office of Information Technology Services, makes no representations or warranties, express or implied, with respect to the use of or reliance on the Data provided. Please note: this data is updated as of 2018.Overview of the Data:The operational purpose of the tax parcel data set is to facilitate the calculation and collection of property taxes. Each publicly or privately owned property in the city of Rochester has an official tax parcel record. This feature layer shows the polygon boundaries for each of the over 65,000 tax parcels in the city, along with several fields from their parcel records that detail information about the property, including ownership, property type, and assessed values. How does the tax map system work in New York State? What does Section, Block, Lot refer to?Each county in the state has a tax map that includes all of the parcels in each of its cities, towns, and villages. The county tax map is subdivided into sections of even, modular units that are 8,000 feet by 12,000 feet. Each of these sections are then subdivided into blocks of up to 100 parcels. Blocks are typically formed by following natural boundaries (i.e., roads, rivers, railroad tracks). Lot numbers are assigned to each parcel in a block following a set pattern according to their location on the map. Each parcel is thus assigned a Section, Block, Lot (SBL) number for identification and tax administration purposes. For more information on this identification system, please see the General Guide for Tax Mapping in New York State, put out by the Property Tax Assessment Administration.Related Resources:For a searchable interactive mapping application, please visit the City of Rochester's Property Information explorer tool. The objective of this data collection was to examine inequalities of wealth and the geographic distribution of wealthy individuals in late 18th- and early 19th-century New York and to investigate wealth in relationship to occupation and location. For this study, the entire set of tax assessment records and United States Census records for New York City were computerized and occupational status was added for all entries. The collection addresses topics such as social class structure, demographic factors, occupational status and geographic distribution, property values and geographic distribution, and the relationship of these factors to the political system. Units of analysis were individual property owners and renters for the tax assessment data and heads of households for the census data. Data collected included the individual's name, address, occupation, sex, and race, the type, quantity, and value of real and personal property, and the type and occupancy of the structure at the address. Occupational data from city directories were used to supplement the tax and census data.
This polygon feature class shows tax parcel boundaries as created and maintained by Tomkins County Assessment Office, attached to New York State RPS property data also maintained by the Assessment Office. The RPS data is amended by City GIS to include fields for zoning and ILPC review as well as coordinates so data can be shown as points. Please note: this data is updated as of 2023.Overview of the Data:The operational purpose of the tax parcel data set is to facilitate the calculation and collection of property taxes. Overview of the Data:This is a subset of tax parcel records for only parcels sold within the last three calendar years. Sales are recorded through deed transfers by the Monroe County Clerk and this data is shared with the City. The operational purpose of the tax parcel data set is to facilitate the calculation and collection of property taxes. Each publicly or privately owned property in the city of Rochester has an official tax parcel record. The assessed value of every tax parcel in the city is recalculated based on recent sales and professional appraisals every four years. Reassessment years provide the best snapshot period for historical comparison, and included on the open data portal are 1996, 2000, 2004, 2008, 2012, 2016, and 2020. This layer is intended to be used in conjunction with the NYS_Tax_Parcels_Public layer (which only displays when zoomed in below 1:37,051-scale). NYS_Tax_Parcels_Public_Footprint only displays when zoomed out beyond 1:37,050-scale. It contains labeled polygons only for those counties which make their tax parcel GIS data publicly available and are in the NYS_Tax_Parcels_Public layer.
Boundaries were digitized at 1:24,000-scale.

These GIS files represent geographic boundaries for lands that are under the protection of NYS Agricultural District Law, administered by the New York State Department of Agriculture and Markets. The boundaries are derived from New York State Agricultural District, 1:24,000-scale, maps produced at county agencies. The district boundaries correspond to tax parcel data. District boundaries are joined into a file representing all of the Agricultural Districts within an entire county. Note that 2003 legislation allows lands to be added to districts on an annual basis. Electronic data provided here may predate those additions. Tax parcel detail and secondary rights-of-way are not included in this dataset. Rights-of-way for state and federal highways, railroads and utilities are only included when they are delineated on the original 1:24,000 scale maps. The data files are in ArcGIS shapefile format.
