These boundary files are specifically designed for small-scale thematic mapping. When possible, generalization is performed with the intent to maintain the hierarchical relationships among geographies and to maintain the alignment of geographies within a file set for a given year. The water-bearing potential of the units was determined from rock origin, composition, and texture as described in Daniel (1989) and Daniel and Payne (1990) for the Piedmont and Blue Ridge Provinces of North Carolina. A layer file is also included to provide the map symbology used in the report.

A task force of officials from state, local, and federal government agencies was convened by the Department of Interior’s Bureau of Ocean Energy Management (BOEM) to discuss the designation of wind energy areas in federal waters off the coast of North Carolina. The task force helps minimize the potential for significant conflicts with offshore wind farm construction and operations. Information needs include data on existing ocean uses like military operation areas, marine transportation and navigation, important fishing areas, sensitive habitat, and viewsheds. MarineCadastre.gov, a joint BOEM and National Oceanic and Atmospheric Administration initiative providing authoritative data to meet the needs of the offshore energy and marine planning communities, worked with the North Carolina Task Force to develop this map, which includes many of the data layers being used in their decision-making process. This map service presents spatial information about MarineCadastre.gov services across the United States and Territories in the Web Mercator projection. The service was developed by the National Oceanic and Atmospheric Administration (NOAA), but may contain data and information from a variety of data sources, including non-NOAA data. NOAA provides the information “as-is” and shall incur no responsibility or liability as to the completeness or accuracy of this information. These boundary files are specifically designed for small-scale thematic mapping. When possible, generalization is performed with the intent to maintain the hierarchical relationships among geographies and to maintain the alignment of geographies within a file set for a given year. Geographic areas may not align with the same areas from another year. Some geographies are available as nation-based files while others are available only as state-based files. Census tracts are small, relatively permanent statistical subdivisions of a county or equivalent entity, and were defined by local participants as part of the 2020 Census Participant Statistical Areas Program. The Census Bureau delineated the census tracts in situations where no local participant existed or where all the potential participants declined to participate. The primary purpose of census tracts is to provide a stable set of geographic units for the presentation of census data and comparison back to previous decennial censuses. Census tracts generally have a population size between 1,200 and 8,000 people, with an optimum size of 4,000 people. When first delineated, census tracts were designed to be homogeneous with respect to population characteristics, economic status, and living conditions. The spatial size of census tracts varies widely depending on the density of settlement. Physical changes in street patterns caused by highway construction, new development, and so forth, may require boundary revisions. In addition, census tracts occasionally are split due to population growth, or combined as a result of substantial population decline. Census tract boundaries generally follow visible and identifiable features. They may follow legal boundaries such as minor civil division (MCD) or incorporated place boundaries in some states and situations to allow for census tract-to-governmental unit relationships where the governmental boundaries tend to remain unchanged between censuses. State and county boundaries always are census tract boundaries in the standard census geographic hierarchy. In a few rare instances, a census tract may consist of noncontiguous areas. These noncontiguous areas may occur where the census tracts are coextensive with all or parts of legal entities that are themselves noncontiguous. For the 2010 Census and beyond, the census tract code range of 9400 through 9499 was enforced for census tracts that include a majority American Indian population according to Census 2000 data and/or their area was primarily covered by federally recognized American Indian reservations and/or off-reservation trust lands; the code range 9800 through 9899 was enforced for those census tracts that contained little or no population and represented a relatively large special land use area such as a National Park, military installation, or a business/industrial park; and the code range 9900 through 9998 was enforced for those census tracts that contained only water area, no land area.

This Flood Insurance Study was produced through a cooperative partnership between the State of North Carolina and FEMA. The North Carolina Floodplain Mapping Program, through FEMA's Cooperating Technical State (CTS) Initiative, is conducting flood hazard analyses and producing updated, digital FIRM panels for all North Carolina communities. Additional information regarding the North Carolina Floodplain Mapping Program and the data collected during the mapping process are available at http://www.ncfloodmaps.com. The Digital Flood Insurance Rate Map (DFIRM) Database depicts flood risk information and supporting data used to develop the risk data. The primary risk classifications used are the 1-percent-annual-chance flood event, the 0.2-percent-annual-chance flood event, and areas of minimal flood risk. The DFIRM Database is derived from Flood Insurance Studies (FISs), previously published Flood Insurance Rate Maps (FIRMs), flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by the Federal Emergency Management Agency (FEMA). The file is georeferenced to the earth's surface using the NC State Plane Coordinate System, North American Datum 1983, Units of Feet. The specifications for the horizontal control of DFIRM data files are consistent with those required for mapping at a scale of 1:12,000.

The DEMs were developed from Light Detection and Ranging (LIDAR) data acquired January though February through April 2003, with partial re-flights for gap data in December 2003. Cell values in the DEMs were derived from a Triangulated Irregular Network (TIN) produced from the bare earth mass points and breaklines.
