    Description

    The North Carolina State and County Boundary vector polygon data provides location information for North Carolina State and County Boundary lines derived from the best available survey and/or Geographic Information System (GIS) data. Sources for information are the North Carolina Geodetic Survey (NCGS), NC Department of Transportation (NCDOT), United States Geological Survey (USGS), and field surveys conducted by licensed surveyors in North Carolina and neighboring states that have been approved and recorded in their respective counties. North Carolina Geodetic Survey assists counties on a cooperative basis (NC General Statute 153A-18) in defining and monumenting the location of uncertain or disputed boundaries as established by law. Some counties have completed boundary surveys for at least a portion of their county boundary. However, the majority of county boundaries have not been surveyed and are represented by the best currently available data from GIS sources, including NCDOT county maps (which originally came from the USGS) and updated county parcel maps.

The Integrated Cadastral Data Exchange project transformed source datasets from county data producers to create a standardized dataset with consistent attributes (fields). The individual standardized county datasets were aggregated into a single dataset. The aggregated parcel dataset includes all 100 counties in North Carolina plus lands of the Eastern Band of Cherokee Indians. The source geometry is retained as published by individual county data producers. This dataset includes attributes such as ownership, area in acres, assessed value, and other core cadastral attributes. Web services have both polygons (parcel boundaries) and points representing each property, placed at or near the geometric center, with the same set of attributes.See the NC OneMap parcels page for more information.

    The North Carolina Department of Administration, State Property Office in cooperation with the North Carolina Center for Geographic Information and Analysis have developed the boundary dataset for land owned by the State of NC. Examples of property included are Department of Transportation maintenance yards, state parks, state universities, historical sites, game lands managed by the Wildlife Resources Commission as well as property from additional departments assigned management responsibilities of real property. Data was prepared by digitization based on plats and legal descriptions of property.This dataset was prepared from State Property Office data for distribution through NC OneMap by the North Carolina Center for Geographic Information and Analysis. The Department of Administration (DOA), State Property Office (SPO) databases are continually updated as part of an ongoing effort to maintain an inventory of state-owned property.Digitization is completed with the NAD 1983 State Plane North Carolina FIPS 3200 coordinate system and transformed to WGS 1984 Web Mercator for web mapping. This may result in offsets from the original data due to the transformation process.

    Description

    This dataset combines the work of several different projects to create a seamless data set for the contiguous United States. Data from four regional Gap Analysis Projects and the LANDFIRE project were combined to make this dataset. In the northwestern United States (Idaho, Oregon, Montana, Washington and Wyoming) data in this map came from the Northwest Gap Analysis Project. In the southwestern United States (Colorado, Arizona, Nevada, New Mexico, and Utah) data used in this map came from the Southwest Gap Analysis Project. The data for Alabama, Florida, Georgia, Kentucky, North Carolina, South Carolina, Mississippi, Tennessee, and Virginia came from the Southeast Gap Analysis Project and the California data was generated by the updated California Gap land cover project. The Hawaii Gap Analysis project provided the data for Hawaii. In areas of the county (central U.S., Northeast, Alaska) that have not yet been covered by a regional Gap Analysis Project, data from the Landfire project was used. Similarities in the methods used by these projects made possible the combining of the data they derived into one seamless coverage. They all used multi-season satellite imagery (Landsat ETM+) from 1999-2001 in conjunction with digital elevation model (DEM) derived datasets (e.g. elevation, landform) to model natural and semi-natural vegetation. Vegetation classes were drawn from NatureServe's Ecological System Classification (Comer et al. 2003) or classes developed by the Hawaii Gap project. Additionally, all of the projects included land use classes that were employed to describe areas where natural vegetation has been altered. In many areas of the country these classes were derived from the National Land Cover Dataset (NLCD). For the majority of classes and, in most areas of the country, a decision tree classifier was used to discriminate ecological system types. In some areas of the country, more manual techniques were used to discriminate small patch systems and systems not distinguishable through topography. The data contains multiple levels of thematic detail. At the most detailed level natural vegetation is represented by NatureServe's Ecological System classification (or in Hawaii the Hawaii GAP classification). These most detailed classifications have been crosswalked to the five highest levels of the National Vegetation Classification (NVC), Class, Subclass, Formation, Division and Macrogroup. This crosswalk allows users to display and analyze the data at different levels of thematic resolution. Developed areas, or areas dominated by introduced species, timber harvest, or water are represented by other classes, collectively refered to as land use classes; these land use classes occur at each of the thematic levels. Raster data in both ArcGIS Grid and ERDAS Imagine format is available for download at http://gis1.usgs.gov/csas/gap/viewer/land_cover/Map.aspx Six layer files are included in the download packages to assist the user in displaying the data at each of the Thematic levels in ArcGIS.     Description

    Spatially-complete zoning map of North Carolina, USA. The results folder contains results of a machine learning (random forest) model predicting 3 core district zones (residential, non-residential, and mixed use) and 13 sub-district zones (open space, industrial, commercial, office, planned use, high-density residential, medium-high-density residential, medium-density residential, medium-low-density residential, low-density residential, agricultural residential, mixed use, and downtown). Results are provided as 30-m rasters (.tif) with each value corresponding to a zoning district. Table containing zone district ID (number) and zone district name (character string) is included in zone_classification.csv. Final (spatially complete statewide maps) can be found in the final_predicted folder. This folder includes Statewide core district results in NC_predicted_core.tif and statewide sub-district results in NC_predicted_sub.tif.

    Zoning was generalized and reclassified into 3 core district zones and 13 sub-district zones (described above). Reclassified zoning data, collected from 39 counties in North Carolina is provided in the observed folder with core districts in core_district_observed_zones.tif and sub-districts in sub_district_observed_zones.tif. Also in this folder is zoning_implementation_NC.csv which includes links to the source data (zoning map and zoning ordinance) for all collected data.

    Two models were created to predict zones under different data availability scenarios (i.e., scenarios that assume different levels of data availability). Predictions labeled “within_county” utilized the within-county model which predicts zoning districts in areas where zoning data is partially available for that county. To approximate scenarios of incomplete data accessibility, 20% of the data was randomly removed from training and reserved for independent performance assessments. Predictions labeled “between-county” utilized the between-county model which predicts zoning districts in areas where zoning data is inaccessible. To approximate this scenario, multiple between-county model iterations were computed by randomly removing entire counties from the training dataset and computing performance metrics on the removed (test) counties. Predictions are provided for both core districts and sub-districts (described above). Results from these models can be found in the predicted folder. This folder contains four subfolders: core_district_within_county, sub_district_within_county, core_district_between_county, and sub_district_between_county. Within each of these folders are predicted maps 30-m raster (.tif), performance reports including precision, recall, and f1 score overall and per district (.csv), and accuracy maps (3-km grid shapefile [.shp, .shx, .prj, .dbf]) with values corresponding to the proportion of misclassified pixels within a grid cell. Multiple randomized testing county samples were conducted for the between-county models. Each random sample is labeled r*_ where * is replaced with a number between 1 and 15.

    The North Carolina Department of Environmental Quality (DEQ), Division of Energy, Minerals, and Land Resources (DEMLR), North Carolina Geological Survey (NCGS), in cooperation with the North Carolina Center for Geographic Information and Analysis (CGIA), developed the GIS data set version of the Geologic Map of North Carolina 1985. The data represents the digital equivalent of the official State Geology map (1:500,000- scale), but was digitized from (1:250,000-scale) base maps. There is one additional data set which accompany this layer, dikes.This geology is considered deprecated by the NCGS. There is currently no replacement for it that covers the whole state. We are working on a replacement that will be made available to the public in the near future (2025). This new data set will be in the United States Geological Survey (USGS) Geologic Map Schema (GeMS). When first released this data set will only cover a portion of the State at a scale of 1:100,000. This dataset will be dynamic and expand to cover the whole state by as early as 2030 at which point this layer will be removed from service.

    The USGS Protected Areas Database of the United States (PAD-US) is the nation's inventory of protected areas, including public open space and voluntarily provided, private protected areas, identified as an A-16 National Geospatial Data Asset in the Cadastral Theme (http://www.fgdc.gov/ngda-reports/NGDA_Datasets.html). PAD-US is an ongoing project with several published versions of a spatial database of areas dedicated to the preservation of biological diversity, and other natural, recreational or cultural uses, managed for these purposes through legal or other effective means. The geodatabase maps and describes public open space and other protected areas. Most areas are public lands owned in fee; however, long-term easements, leases, and agreements or administrative designations documented in agency management plans may be included. The PAD-US database strives to be a complete “best available” inventory of protected areas (lands and waters) including data provided by managing agencies and organizations. The dataset is built in collaboration with several partners and data providers (http://gapanalysis.usgs.gov/padus/stewards/). See Supplemental Information Section of this metadata record for more information on partnerships and links to major partner organizations. As this dataset is a compilation of many data sets; data completeness, accuracy, and scale may vary. Federal and state data are generally complete, while local government and private protected area coverage is about 50% complete, and depends on data management capacity in the state. For completeness estimates by state: http://www.protectedlands.net/partners. As the federal and state data are reasonably complete; focus is shifting to completing the inventory of local gov and voluntarily provided, private protected areas. The PAD-US geodatabase contains over twenty-five attributes and four feature classes to support data management, queries, web mapping services and analyses: Marine Protected Areas (MPA), Fee, Easements and Combined. The data contained in the MPA Feature class are provided directly by the National Oceanic and Atmospheric Administration (NOAA) Marine Protected Areas Center (MPA, http://marineprotectedareas.noaa.gov ) tracking the National Marine Protected Areas System. The Easements feature class contains data provided directly from the National Conservation Easement Database (NCED, http://conservationeasement.us ) The MPA and Easement feature classes contain some attributes unique to the sole source databases tracking them (e.g. Easement Holder Name from NCED, Protection Level from NOAA MPA Inventory). The "Combined" feature class integrates all fee, easement and MPA features as the best available national inventory of protected areas in the standard PAD-US framework. In addition to geographic boundaries, PAD-US describes the protection mechanism category (e.g. fee, easement, designation, other), owner and managing agency, designation type, unit name, area, public access and state name in a suite of standardized fields. An informative set of references (i.e. Aggregator Source, GIS Source, GIS Source Date) and "local" or source data fields provide a transparent link between standardized PAD-US fields and information from authoritative data sources. The areas in PAD-US are also assigned conservation measures that assess management intent to permanently protect biological diversity: the nationally relevant "GAP Status Code" and global "IUCN Category" standard. A wealth of attributes facilitates a wide variety of data analyses and creates a context for data to be used at local, regional, state, national and international scales.     This service provides vector polygon dataset defining the official boundaries of the 100 counties within North Carolina as well as the boundaries between North Carolina and the states which border North Carolina.The North Carolina county polygon boundary service provides location information for North Carolina State and County Boundary lines derived from the best available survey and/or Geographic Information System (GIS) data. Sources for information are the North Carolina Geodetic Survey (NCGS), NC Department of Transportation (NCDOT), United States Geological Survey (USGS), and field surveys conducted by licensed surveyors in North Carolina and neighboring states that have been approved and recorded in their respective counties. Some boundaries cannot be surveyed in cases where boundaries are coincident with river centers. North Carolina Geodetic Survey assists counties on a cooperative basis (NC General Statute 153A-18) in defining and monumenting the location of uncertain or disputed boundaries as established by law. Some counties have completed boundary surveys for at least a portion of their county boundary.     The North Carolina Natural Heritage Program"s Natural Areas are terrestrial and aquatic areas that are of special biodiversity significance. A Natural Area"s significance may be due to the presence of rare species, high-quality natural communities, important animal assemblages, or other ecological features, collectively known as “Elements” of biodiversity. The North Carolina Natural Heritage Program (NCNHP) identifies and inventories these areas, evaluates and assigns conservation priority ratings to the Natural Areas based on the biodiversity within them, and works with many partners to implement voluntary protection for them. The Natural Area boundaries are drawn by NCNHP staff, based on field surveys, and are ecological in nature.Many of the Natural Areas are on private land and are not open to the public. Written permission should be obtained from all appropriate landowners before visiting any of these sites.

    Description

    This data set is a collection of polygons representing the roof line of built structures wholly or partially within the State of North Carolina political boundary. The building footprints are closed polygons with a unique identifier and have the square footage calculated. The polygons were not required to be rectilinear (i.e. interior angles = 90 degrees), but they should give an accurate representation of the building when viewed at a scale of 1:1500 in ArcGIS.

    These data were derived by the North Carolina Floodplain Mapping Program (fris.nc.gov) as part of its effort to modernize FEMA Flood Insurance Rate Maps (FIRM) statewide. Previous structure specific geospatial data (where it existed) was typically shown spatially as a point at the center of a structure or parcel boundary. With a building centroid (or center) as a location, much of a building may be within a vulnerable zone of a hazard yet not be included in an evaluation. Good data is extremely important to the hazard assessment. This need for accuracy enhances the need for building footprints to evaluate the hazard. The Statewide Building Footprint Layer was developed to meet that need. The North Carolina Floodplain Mapping Program was established in response to the extensive damage caused by Hurricane Floyd in 1999
