The most prominent age bracket is constituted by those up to four years old: comprising 8.3 percent of men and eight percent of women as of 2021. Nigeria boasts one of the world's most youthful populations. On a broader scale, both within Africa and internationally, Niger maintains the lowest median age record. Nigeria secures the 20th position in global rankings. Furthermore, the life expectancy in Nigeria is an average of 62 years old. However, this is different between men and women. The main causes of death have been neonatal disorders, malaria, and diarrheal diseases.

    Description

    The 1990 Nigeria Demographic and Health Survey (NDHS) is a nationally representative survey conducted by the Federal Office of Statistics with the aim of gathering reliable information on fertility, family planning, infant and child mortality, maternal care, vaccination status, breastfeeding, and nutrition. Data collection took place two years after implementation of the National Policy on Population and addresses issues raised by that policy. Fieldwork for the NDHS was conducted in two phases: from April to July 1990 in the southern states and from July to October 1990 in the northern states. Interviewers collected information on the reproductive histories of 8,781 women age 15-49 years and on the health of their 8,113 children under the age of five years. OBJECTIVES The Nigeria Demographic and Health Survey (NDHS) is a national sample survey of women of reproductive age designed to collect data on socioeconomic characteristics, marriage patterns, history of child bearing, breastfeeding, use of contraception, immunisation of children, accessibility to health and family planning services, treatment of children during episodes of illness, and the nutritional status of children. The primary objectives of the NDHS are: (i) To collect data for the evaluation of family planning and health programmes; (ii) To assess the demographic situation in Nigeria; and (iii) To support dissemination and utilisation of the results in planning and managing family planning and health programmes. MAIN RESULTS According to the NDHS, fertility remains high in Nigeria; at current fertility levels, Nigerian women will have an average of 6 children by the end of their reproductive years. The total fertility rate may actually be higher than 6.0, due to underestimation of births. In a 1981/82 survey, the total fertility rate was estimated to be 5.9 children per woman. One reason for the high level of fertility is that use of contraception is limited. Only 6 percent of married women currently use a contraceptive method (3.5 percent use a modem method, and 2.5 percent use a traditional method). These levels, while low, reflect an increase over the past decade: ten years ago just 1 percent of Nigerian women were using a modem family planning method. Periodic abstinence (rhythm method), the pill, IUD, and injection are the most popular methods among married couples: each is used by about 1 percent of currently married women. Knowledge of contraception remains low, with less than half of all women age 15-49 knowing of any method. Certain groups of women are far more likely to use contraception than others. For example, urban women are four times more likely to be using a contraceptive method (15 percent) than rural women (4 percent). Women in the Southwest, those with more education, and those with five or more children are also more likely to be using contraception. Levels of fertility and contraceptive use are not likely to change until there is a drop in desired family size and until the idea of reproductive choice is more widely accepted. At present, the average ideal family size is essentially the same as the total fertility rate: six children per woman. Thus, the vast majority of births are wanted. The desire for childbearing is strong: half of women with five children say that they want to have another child. Another factor leading to high fertility is the early age at marriage and childbearing in Nigeria. Half of all women are married by age 17 and half have become mothers by age 20. More than a quarter of teenagers (women age 15-19 years) either are pregnant or already have children. National statistics mask dramatic variations in fertility and family planning between urban and rural areas, among different regions of the country, and by women's educational attainment. Women who are from urban areas or live in the South and those who are better educated want and have fewer children than other women and are more likely to know of and use modem contraception. For example, women in the South are likely to marry and begin childbearing several years later than women in the North. In the North, women continue to follow the traditional pattern and marry early, at a median age of 15, while in the South, women are marrying at a median age of 19 or 20. Teenagers in the North have births at twice the rate of those in the South: 20 births per 1130 women age 15-19 in the North compared to 10 birdas per 100 women in the South. Nearly half of teens in the North have already begun childbearing, versus 14 percent in South. This results in substantially lower total fertility rates in the South: women in the South have, on average, one child less than women in the North (5.5 versus 6.6). The survey also provides information related to maternal and child health. The data indicate that nearly 1 in 5 children dies before their fifth birthday. Of every 1,000 babies born, 87 die during their first year of life (infant mortality rate). There has been little improvement in infant and child mortality during the past 15 years. Mortality is higher in rural than urban areas and higher in the North than in the South. Undemutrition may be a factor contributing to childhood mortality levels: NDHS data show that 43 percent of the children under five are chronically undemourished. These problems are more severe in rural areas and in the North. Preventive and curative health services have yet to reach many women and children. Mothers receive no antenatal care for one-third of births and over 60 percent of all babies arc born at home. Only one-third of births are assisted by doctors, trained nurses or midwives. A third of the infants are never vaccinated, and only 30 percent are fully immunised against childhood diseases. When they are ill, most young children go untreated. For example, only about one-third of children with diarrhoea were given oral rehydration therapy. Women and children living in rural areas and in the North are much less likely than others to benefit from health services. Almost four times as many births in the North are unassisted as in the South, and only one-third as many children complete their polio and DPT vaccinations. Programmes to educate women about the need for antenatal care, immunisation, and proper treatment for sick children should perhaps be aimed at mothers in these areas, Mothers everywhere need to learn about the proper time to introduce various supplementary foods to breastfeeding babies. Nearly all babies are breastfed, however, almost all breastfeeding infants are given water, formula, or other supplements within the first two months of life, which both jeopardises their nutritional status and increases the risk of infection.

    A. Sampling Frame The sampling frame was the 2006 National Population Census. For administrative purposes, Nigeria has 36 states and the Federal Capital Territory. These states are grouped into six geopolitical zones - the North Central, North East, North West, South East, South South and South West. The states in turn are divided into 776 Local Governments. The demographic and political characteristics of the states vary considerably. For example, the number of component local government areas in the states ranges from 8 in Bayelsa State (in the South South) to 44 in Kano State (in the North West). Likewise state populations vary widely from 1.41 million in the Abuja Federal Capital Territory to 9.38 million in Kano State. The National Bureau of Statistics splits the country further into 23, 070 enumeration areas (EAs). While the enumeration areas are equally distributed across the local government areas, with each local government area having 30 enumeration areas, the differences in the number of local government areas across states implies that there are also huge differences in the number of enumeration areas across states. Appendix table 1 summarizes the population according to the 2006 population census (in absolute and proportionate numbers), number of local government areas, and number of enumeration areas in each state .

    Given the above, a stratified random sampling technique was thought to be needed to select areas according to population and the expected prevalence of migrants. The National Bureau of Statistics (NBS) provided a randomly selected set of enumeration areas and households spread across all states in the Federation from the 2006 sampling frame. Every state in Nigeria has three senatorial zones (often referred to as North, Central and South or East, Central and West). The NBS sample enumeration areas were distributed such that within each state, local government areas from each senatorial zones were included in the sample, with Local Governments in each state nearly evenly distributed between rural and urban areas. In all, a total of 3188 enumeration areas were selected. These enumeration areas were unevenly spread across States; some states in the North West (Kano, Katsina, and Jigawa), and a few in the South South (Akwa Ibom and Delta) had over 100 enumeration areas selected while others such as Imo and Abia in the South East, and Borno, Gombe and Taraba in the North East, had as few as 20 enumeration areas selected. This selection partially reflected the relative population distribution and number of Local Government Areas in the component states. Annex Table B shows details of the states and geopolitical regions, their shares in population of the country, the number of Local Government Areas and enumeration areas in each state and the number of enumeration areas given in the NBS list that formed the frame for the study.

    B. The Sample for the Migration Survey

    a. Sample Selection of States, Local Governments and Enumeration Areas Originally, the intention was to have proportionate allocation across all states, using the population of each state in the 2006 Census to select the number of households to be included in the sample. But it was later recognized that this would not yield enough migrant households, particularly those with international migrants, especially as the total number of households that could likely be covered in the sample to was limited to 2000. Consequently, a disproportionate sampling approach was adopted, with the aim of oversampling areas of the country with more migrants. According to Bilsborrow (2006), this approach becomes necessary because migrants are rare populations for which a distinct disproportionate sampling procedure is needed to ensure they are adequately captured. Given the relative rareness of households with out-migrants to international destinations within the 10 year reference period (selected by the World Bank for all countries) prior to the planned survey, sampling methods appropriate for sampling rare elements were desirable, specifically, stratified sampling with two-phase sampling at the last stage.

    Establishing the strata would require that there be previous work, say from the most recent Census, to determine migration incidence among the states. However, the needed census data could not be obtained from either the National Bureau of Statistics or the National Population Commission. Therefore, the stratification procedure had to rely on available literature, particularly Hernandez-Coss and Bun (2007), Agu (2009) and a few other recent, smaller studies on migration and remittances in Nigeria. Information from this literature was supplemented by expert judgement about migration from team members who had worked on economic surveys in Nigeria in the past. Information from the literature and the expert assessment indicated that migration from households is considerably higher in the South than in the North. Following this understanding, the states were formed into two strata- those with high and those with low incidence of migration. In all, 18 States (16 in the South and 2 in the North) were put into the high migration incidence stratum while 19 states (18 in the North and 1 in the South) were classified l into the low migration incidence stratum (column C of Appendix Table 1).

    The Aggregate population of the 18 states in the high migration incidence stratum was 67.04 million, spread across 10,850 Enumeration areas. Thus, the mean population of an EA in the high migration stratum was 6179. In turn, the aggregate population of the 19 states in the low migration incidence stratum was 72.95 million spread across 12,110 EAs yielding a mean EA population of 6024. These numbers were close enough to assume the mean population of EAs was essentially the same. To oversample states in the high stratum, it was decided to select twice as high a proportion of the states as in the low stratum. To further concentrate the sample and make field work more efficient in being oriented to EAs more likely to have international migrants, we decided to select randomly twice as many LGAs in each state in the high stratum states as in the low stratum states.

    Thus, 12 states were randomly selected with probabilities of selection proportionate to the population size of each state (so states with larger populations were accordingly more likely to fall in the sample) from the high stratum states. Then two LGAs were randomly selected from each sample state and 2 EAs per sample LGA (one urban, one rural) to yield a total of 12 x 2 x 2 or 48 EAs in the high stratum states. For the low stratum, 6 states were randomly selected. From each of these, 1 LGA was randomly picked and 2 EAs were selected per sample LGA to give a total of 6 x 1 x 2 or 12 EAs in the low stratum. This yielded a total of 60 EAs for both strata. Given the expected range of 2000 households to be sampled, approximately 67 households were to be sampled from each local government area or 34 households from each enumeration area.

    So far, the discussion has assumed two groups of households - migrant and non-migrant households. However, the study was interested in not just lumping all migrants together, but rather in classifying migrants according to whether their destination was within or outside the country. Migrant households were thus subdivided into those with former household members who were international migrants and those with former household members who were internal migrants. Three strata of households were therefore required, namely:

    1. Households with an international migrant: at least one person who was a member of the household since Jan. 1, 2000 left to live in an international destination and has remained abroad;
    2. Households with an internal migrant: at least one person who was a member of the household since Jan. 1, 2000 left to live elsewhere in Nigeria (outside the sample LGA) and has not returned to the LGA; and
    3. Households with no migrant: No member of the household has left to live elsewhere either within or outside the country since Jan. 1, 2000.

    The selection of states to be included in the sample from both strata was based on Probabilities of Selection Proportional to (Estimated) Size or PPES. The population in each stratum was cumulated and systematic sampling was performed, with an interval of 12.16 million for the low stratum (72.95 million divided by 6 States), and 5.59 million for the high stratum (67.04 million divided by 12 States). This yields approximately double the rate of sampling in the high migration stratum, as earlier explained. Using a random start between 0 and 12.16, the following states were sampled in the low stratum: Niger, Bauchi, Yobe, Kano, Katsina, and Zamfara. In the high stratum, states sampled were Abia, Ebonyi, Imo, Akwa Ibom, Delta, Edo, Rivers, Lagos, Ondo, Osun and Oyo. Given its large population size, Lagos fell into the sample twice. The final sample, with LGAs and EAs moving from North to South (i.e. from the low to the high stratum states) is presented in Table 1 below.

    The sample was concentrated in the South since that is where it was expected that more households have international migrants. It was expected that the survey would still also be reasonably representative of the whole country and of both internal migrant and non-migrant households through weighting the data. To this effect, field teams were asked to keep careful track at all stages of the numbers of people and households listed compared to the number in the

    Abstract

    The Nigeria IDP Survey was conducted in IDP camps and host communities in the Northeast regions of Nigeria. The survey was used to compile a socio-economic profile of IDPs and host communities to help inform durable solutions to internal displacement. The survey contains information on poverty, education, service access, employment and livelihoods, as well as perceptions. The data combines detailed household information with displacement-specific information including drivers of displacement, access to resettlement mechanisms, and return intentions. It also includes comprehensive information on assets and consumption, to allow estimation of poverty based on the Rapid Consumption methodology.

    Geographic coverage

    The survey covered IDPs in camps, IDPs in host communities, and host communities in six states in Northeast Nigeria. The six states are Adamawa, Bauchi, Borno, Gombe, Taraba, and Yobe. The survey thus represents IDPs (in camps and in host communities)) and host communities of Northeast Nigeria.

    Sampling procedure

    The Nigeria IDP Survey is a household survey with a multi-stage stratified random sample. Six Northeastern states were covered: Adamawa, Bauchi, Borno, Gombe, Taraba, and Yobe. The sampling frame consisted of a list of wards with IDP household counts in the six states, provided by the International Organization for Migration (IOM) Displacement Tracking Matrix (DTM) 2017.

    The sample had 6 strata with each state as a stratum. Each stratum was divided into grids of 150 by 150 meters using GIS technology defining the enumeration areas (EAs). The number of EAs to be selected from each stratum was obtained proportional to the IDP population sizes in each state. For the IDP sample, the EAs consisted of two types of IDP settlements, which were host community settings and camp settings. A total of 111 EAs across the 6 states were randomly selected proportional to size. Out of these, 77 EAs were host community type EAs and 48 were camp-like EAs. For the host community sample of 1,500 households, EAs were restricted to the 77 host community type EAs that were selected based on IDPs population numbers, in the absence of residential population estimates at this level. The survey is representative for IDPs and host communities, defining host communities as the non-displaced population living in the EAs with displaced populations.

    All the households in the selected EAs were first listed, and 12 IDP households and 12 (or multiples of it) host community households were randomly selected and surveyed per EA, to reach the designated sample size.

    Sampling deviation

    Certain adaptations had to be made during the listing and survey period. Households with duplicate names and contact numbers and households outside the cluster boundaries were dropped. A few EAs also had to be dropped from the sampling due to insecurity or – in occasional cases – due to unreachability due to inclement weather over prolonged periods of time. While EAs were initially replaced at the beginning of the survey, new replacements were avoided at the end of the survey duration to avoid extended field work time due to cost implications.

    Nigeria is the African country with the largest population, counting over 230 million people. As of 2024, the largest city in Nigeria was Lagos, which is also the largest city in sub-Saharan Africa in terms of population size. The city counts more than nine million inhabitants, whereas Kano, the second most populous city, registers around 3.6 million inhabitants. Lagos is the main financial, cultural, and educational center in the country. Where Africa’s urban population is booming The metropolitan area of Lagos is also among the largest urban agglomerations in the world. Besides Lagos, another most populated citiy in Africa is Cairo, in Egypt. However, Africa’s urban population is booming in other relatively smaller cities. For instance, the population of Bujumbura, in Burundi, could grow by 123 percent between 2020 and 2035, making it the fastest growing city in Africa and likely in the world. Similarly, Zinder, in Niger, could reach over one million inhabitants by 2035, the second fastest growing city. Demographic urban shift More than half of the world’s population lives in urban areas. In the next decades, this will increase, especially in Africa and Asia. In 2020, over 80 percent of the population in Northern America was living in urban areas, the highest share in the world. In Africa, the degree of urbanization was about 40 percent, the lowest among all continents. Meeting the needs of a fast-growing population can be a challenge, especially in low-income countries.     (a) SAMPLING PROCEDURE

    The smallholder household survey in Nigeria is a nationally-representative survey with a target sample size of 3,000 smallholder households. In order to take nonresponse into account, the target sample size was increased to 3,225 households assuming a response rate of 93%. The sample was designed to produce national level estimates as well as estimates for each of the six geo-political zones. Nigeria is comprised of the following states:

    • North Central: Benue, Federal Capital Territory (FCT), Kogi, Kwara, Nasarawa, Niger, and Plateau
    • North East: Adamawa, Bauci, Borno, Gombe, Taraba and Yobe
    • North West: Jigawa, Kaduna, Kano, katsina, Kebbi, Sokoto and Zamfara
    • South East: Abia, Anambra, Ebonyi, Enugu, and Imo
    • South South: Akwa Ibom, Bayelsa, Cross River, Delta, Edo, and River
    • South West: Ekiti, Lagos, Ogun, Ondo, Osun, and Oyo

    (b) SAMPLING FRAME

    Nigeria is divided into 774 local governments (LGAs) and its last housing and population census took place in 2006. In preparation for this last census, the National Population Commission (NPopC) demarcated over 662,000 enumeration areas (EAs) for the country. From these EAs, two hierarchical master sample frames were developed by the Nigeria Bureau of Statistics (NBS): the LGA master frame and the National Integrated Survey of Households (NISH). The smallholder survey used the NISH as sampling frame but retained only the EAs containing agricultural households.

    (c) SAMPLE ALLOCATION AND SELECTION

    The total sample size was first allocated to the geo-political zones in proportion to their number of agricultural EAs in the sampling frame. Within each zone, the resulting sample was then further distributed to states proportionally to their number of agricultural EAs. Given that EAs were the primary sampling units and 15 households were selected in each EA, a total number of 215 EAs were selected. The sample for the smallholder survey is a stratified multistage sample. A stratum corresponds to a state and the sample was selected independently in each stratum. In the first stage, EAs were selected as primary sampling units with equal probability. A household listing operation was carried out in all selected EAs to identify smallholder households and to provide a frame for the selection of smallholder households to be included in the sample. In the second stage, 15 smallholders were selected in each EA with equal probability. In each selected household, a household questionnaire was administered to the head of the household, the spouse or any knowledgeable adult household member to collect information about household characteristics. A multiple respondent questionnaire was administered to all adult members in each selected household to collect information on their agricultural activities, financial behaviours and mobile money usage. In addition, in each selected household only one household member was selected using the Kish grid and was administered the single respondent questionnaire.

    Sampling deviation

    The household listing operation identified fewer than 15 smallholder households in many sampled EAs. As a result, the sample take of 15 households per EA couldn't be implemented in those EAs. To avoid a situation where a sample falls short, the sample take was increased to 17 smallholder households where possible while retaining in the sample all smallholder households in EAs with fewer than 17 smallholder households. This yielded 3,457 sampled households.

    Cleaning operations

    The data files were checked for completeness, inconsistencies and errors by InterMedia and corrections were made as necessary and where possible. Following the finalization of questionnaires, a script was developed using Dooblo to support data collection on smart phones. The script was thoroughly tested and validated before its use in the field. The sample design for the smallholder household survey was a complex sample design featuring clustering, stratification and unequal probabilities of selection.

    Response rate

    • A total of 3,457 households was selected for the survey, of which 3,310 were found to be occupied during data collection. Of these occupied households, 3,026 were successfully interviewed, yielding a household response rate of 91 percent.

    • In the interviewed households 6,643 eligible household members were identified for the Multiple Respondent questionnaire. Interviews were completed with 5,128 eligible household members, yielding a response rate of 77 percent for the Multiple Respondent questionnaire.

    • Among the 3,206 eligible household members selected for the Single Respondent questionnaire, 2,773 were successfully interviewed, yielding a response rate of 92 percent.

    Sampling error estimates

    For key survey estimates, sampling errors considering the design features were produced using either the SPSS Complex Sample module or STATA based on the Taylor series approximation method.

    The 2003 Nigeria Demographic and Health Survey (2003 NDHS) is the third national Demographic and Health Survey conducted in Nigeria. The 2003 NDHS is based on a nationally representative sample of over 7,000 households. All women age 15-49 in these households and all men age 15-59 in a subsample of one-third of the households were individually interviewed. The survey provides up-to-date information on the population and health situation in Nigeria. The 2003 NDHS was designed to provide estimates for key indicators such as fertility, contraceptive use, infant and child mortality, immunization levels, use of family planning, maternal and child health, breastfeeding practices, nutritional status of mothers and young children, use of mosquito nets, female genital cutting, marriage, sexual activity, and awareness and behaviour regarding AIDS and other sexually transmitted infections in Nigeria. MAIN RESULTS FERTILITY Fertility Levels, Trends, and Preferences. The total fertility rate (TFR) in Nigeria is 5.7. This means that at current fertility levels, the average Nigerian woman who is at the beginning of her childbearing years will give birth to 5.7 children by the end of her lifetime. Compared with previous national surveys, the 2003 survey shows a modest decline in fertility over the last two decades: from a TFR of 6.3 in the 1981-82 National Fertility Survey (NFS) to 6.0 in the 1990 NDHS to 5.7 in the 2003 NDHS. However, the 2003 NDHS rate of 5.7 is significantly higher than the 1999 NDHS rate of 5.2. Analysis has shown that the 1999 survey underestimated the true levels of fertility in Nigeria. On average, rural women will have one more child than urban women (6.1 and 4.9, respectively). Fertility varies considerably by region of residence, with lower rates in the south and higher rates in the north. Fertility also has a strong negative correlation with a woman's educational attainment. Most Nigerians, irrespective of their number of living children, want large families. The ideal number of children is 6.7 for all women and 7.3 for currently married women. Nigerian men want even more children than women. The ideal number of children for all men is 8.6 and for currently married men is 10.6. Clearly, one reason for the slow decline in Nigerian fertility is the desire for large families. FAMILY PLANNING Knowledge of Family Planning Methods. About eight in ten women and nine in ten men know at least one modern method of family planning. The pill, injectables, and the male condom are the most widely known modern methods among both women and men. Mass media is an important source of information on family planning. Radio is the most frequent source of family planning messages: 40 percent of women and 56 percent of men say they heard a radio message about family planning during the months preceding the survey. However, more than half of women (56 percent) and 41 percent men were not exposed to family planning messages from a mass media source. Current Use. A total of 13 percent of currently married women are using a method of family planning, including 8 percent who are using a modern method. The most common modern methods are the pill, injectables, and the male condom (2 percent each). Urban women are more than twice as likely as rural women to use a method of contraception (20 percent versus 9 percent). Contraceptive use varies significantly by region. For example, one-third of married women in the South West use a method of contraception compared with just 4 percent of women in the North East and 5 percent of women in the North West. CHILD HEALTH Mortality. The 2003 NDHS survey estimates infant mortality to be 100 per 1,000 live births for the 1999-2003 period. This infant mortality rate is significantly higher than the estimates from both the 1990 and 1999 NDHS surveys; the earlier surveys underestimated mortality levels in certain regions of the country, which in turn biased downward the national estimates. Thus, the higher rate from the 2003 NDHS is more likely due to better data quality than an actual increase in mortality risk overall. The rural infant mortality rate (121 per 1,000) is considerably higher than the urban rate (81 per 1,000), due in large part to the difference in neonatal mortality rates. As in other countries, low maternal education, a low position on the household wealth index, and shorter birth intervals are strongly associated with increased mortality risk. The under-five mortality rate for the 1999-2003 period was 201 per 1,000. Vaccinations. Only 13 percent of Nigerian children age 12-23 months can be considered fully vaccinated, that is, have received BCG, measles, and three doses each of DPT and polio vaccine (excluding the polio vaccine given at birth). This is the lowest vaccination rate among African countries in which DHS surveys have been conducted since 1998. Less than half of children have received each of the recommended vaccinations, with the exception of polio 1 (67 percent) and polio 2 (52 percent). More than three times as many urban children as rural children are fully vaccinated (25 percent and 7 percent, respectively). WHO guidelines are that children should complete the schedule of recommended vaccinations by 12 months of age. In Nigeria, however, only 11 percent of children age 12-23 months received all of the recommended vaccinations before their first birthday. WOMEN'S HEALTH Breastfeeding. Breastfeeding is almost universal in Nigeria, with 97 percent of children born in the five years preceding the survey having been breastfed. However, just one-third of children were given breast milk within one hour of birth (32 percent), and less than two-thirds were given breast milk within 24 hours of birth (63 percent). Overall, the median duration of any breastfeeding is 18.6 months, while the median duration of exclusive breastfeeding is only half a month. Complementary Feeding. At age 6-9 months, the recommended age for introducing complementary foods, three-quarters of breast-feeding infants received solid or semisolid foods during the day or night preceding the interview; 56 percent received food made from grains, 25 percent received meat, fish, shellfish, poultry or eggs, and 24 percent received fruits or vegetables. Fruits and vegetables rich in vitamin A were consumed by 20 percent of breastfeeding infants age 6-9 months. Maternal Care. Almost two-thirds of mothers in Nigeria (63 percent) received some antenatal care (ANC) for their most recent live birth in the five years preceding the survey. While one-fifth of mothers (21 percent) received ANC from a doctor, almost four in ten women received care from nurses or midwives (37 percent). Almost half of women (47 percent) made the minimum number of four recommended visits, but most of the women who received antenatal care did not get care within the first three months of pregnancy. In terms of content of care, slightly more than half of women who received antenatal care said that they were informed of potential pregnancy complications (55 percent). Fifty-eight percent of women received iron tablets; almost two-thirds had a urine or blood sample taken; and 81 percent had their blood pressure measured. Almost half (47 percent) received no tetanus toxoid injections during their most recent birth. WOMEN'S CHARACTERISTICS AND STATUS Across all maternal care indicators, rural women are disadvantaged compared with urban women, and there are marked regional differences among women. Overall, women in the south, particularly the South East and South West, received better care than women in the north, especially women in the North East and North West. Female Circumcision. Almost one-fifth of Nigerian women are circumcised, but the data suggest that the practice is declining. The oldest women are more than twice as likely as the youngest women to have been circumcised (28 percent versus 13 percent). Prevalence is highest among the Yoruba (61 percent) and Igbo (45 percent), who traditionally reside in the South West and South East. Half of the circumcised respondents could not identify the type of procedure performed. Among those women who could identify the type of procedure, the most common type of circumcision involved cutting and removal of flesh (44 percent of all circumcised women). Four percent of women reported that their vaginas were sewn closed during circumcision. MALARIA CONTROL PROGRAM INDICATORS Nets. Although malaria is a major public health concern in Nigeria, only 12 percent of households report owning at least one mosquito net. Even fewer, 2 percent of households, own an insecticide treated net (ITN). Rural households are almost three times as likely as urban households to own at least one mosquito net. Overall, 6 percent of children under age five sleep under a mosquito net, including 1 percent of children who sleep under an ITN. Five percent of pregnant women slept under a mosquito net the night before the survey, one-fifth of them under an ITN. Use of Antimalarials. Overall, 20 percent of women reported that they took an antimalarial for prevention of malaria during their last pregnancy in the five years preceding the survey. Another 17 percent reported that they took an unknown drug, and 4 percent took paracetamol or herbs to prevent malaria. Only 1 percent received intermittent preventative treatment (IPT)-or preventive treatment with sulfadoxine-pyrimethamine (Fansidar/SP) during an antenatal care visit. Among pregnant women who took an antimalarial, more than half (58 percent) used Daraprim, which has been found to be ineffective as a chemoprophylaxis during pregnancy. Additionally, 39 percent used chloroquine, which was the chemoprophylactic drug of choice until the introduction of IPT in Nigeria in 2001.     Description

    Islam and Christianity form the two dominant religions in Nigeria. Since colonialism, approximately 90 percent of the Nigerian people identify themselves as Islamic or Christian. The northern region of Nigeria is predominately Islamic, while the southern region is predominately Christian.

    Nigeria’s contact with Islam predated that of Christianity and European colonialism; its spread was facilitated into Sub-Saharan Africa through trade and commerce. The northern part of Nigeria is symbolic to the history of Islam, as it penetrated the area through the Kanem-Borno Empire in the 11th century before spreading to other predominately Hausa states. Islam was then introduced into the traditional societies of the Yoruba-speaking people of south-west Nigeria through their established commercial relationship with people of the north, particularly the Nupe and Fulani.

    Christianity reached Nigeria in the 15th century with the visitation of Catholic missionaries to the coastal areas of the Niger-Delta region. Christianity soon recorded a boost in the southern region given its opposition to the slave trade and its promotion of Western education.

    The distinct religious divide has instigated violence in present-day Nigeria, including the Sharia riot in Kaduna in 2000, ongoing ethno-religious violence in Jos since 2001, and the 2011 post-election violence that erupted in some northern states, particularly in the city of Maiduguri. Nigerians’ continued loyalty to religion compared to that of the country continues to sustain major political debate, conflict, and violent outbreaks between populations of the two faiths.

    Abstract

    The main objectives of the 2018/19 NLSS are: i) to provide critical information for production of a wide range of socio-economic and demographic indicators, including for benchmarking and monitoring of SDGs; ii) to monitor progress in population’s welfare; iii) to provide statistical evidence and measure the impact on households of current and anticipated government policies. In addition, the 2018/19 NLSS could be utilized to improve other non-survey statistical information, e.g. to determine and calibrate the contribution of final consumption expenditures of households to GDP; to update the weights and determine the basket for the national Consumer Price Index (CPI); to improve the methodology and dissemination of micro-economic and welfare statistics in Nigeria.

    The 2018/19 NLSS collected a comprehensive and diverse set of socio-economic and demographic data pertaining to the basic needs and conditions under which households live on a day to day basis. The 2018/19 NLSS questionnaire includes wide-ranging modules, covering demographic indicators, education, health, labour, expenditures on food and non-food goods, non-farm enterprises, household assets and durables, access to safety nets, housing conditions, economic shocks, exposure to crime and farm production indicators.

    The 2018/19 NLSS sample is designed to provide representative estimates for the 36 states and the Federal Capital Territory (FCT), Abuja. By extension. The sample is also representative at the national and zonal levels. Although the sample is not explicitly stratified by urban and rural areas, it is possible to obtain urban and rural estimates from the NLSS data at the national level. At all stages, the relative proportion of urban and rural EAs as has been maintained.

    Before designing the sample for the 2018/19 NLSS, the results from the 2009/10 HNLSS were analysed to extract the sampling properties (variance, design effect, etc.) and estimate the required sample size to reach a desired precision for poverty estimates in the 2018/19 NLSS.

    EA SELECTION: The sampling frame for the 2018/19 NLSS was based on the national master sample developed by the NBS, referred to as the NISH2 (Nigeria Integrated Survey of Households 2). This master sample was based on the enumeration areas (EAs) defined for the 2006 Nigeria Census Housing and Population conducted by National Population Commission (NPopC). The NISH2 was developed by the NBS to use as a frame for surveys with state-level domains. NISH2 EAs were drawn from another master sample that NBS developed for surveys with LGA-level domains (referred to as the “LGA master sample”). The NISH2 contains 200 EAs per state composed of 20 replicates of 10 sample EAs for each state, selected systematically from the full LGA master sample. Since the 2018/19 NLSS required domains at the state-level, the NISH2 served as the sampling frame for the survey.

    Since the NISH2 is composed of state-level replicates of 10 sample EAs, a total of 6 replicates were selected from the NISH2 for each state to provide a total sample of 60 EAs per state. The 6 replicates selected for the 2018/19 NLSS in each state were selected using random systematic sampling. This sampling procedure provides a similar distribution of the sample EAs within each state as if one systematic sample of 60 EAs had been selected directly from the census frame of EAs.

    A fresh listing of households was conducted in the EAs selected for the 2018/19 NLSS. Throughout the course of the listing, 139 of the selected EAs (or about 6%) were not able to be listed by the field teams. The primary reason the teams were not able to conduct the listing in these EAs was due to security issues in the country. The fieldwork period of the 2018/19 NLSS saw events related to the insurgency in the north east of the country, clashes between farmers and herdsman, and roving groups of bandits. These events made it impossible for the interviewers to visit the EAs in the villages and areas affected by these conflict events. In addition to security issues, some EAs had been demolished or abandoned since the 2006 census was conducted. In order to not compromise the sample size and thus the statistical power of the estimates, it was decided to replace these 139 EAs. Additional EAs from the same state and sector were randomly selected from the remaining NISH2 EAs to replace each EA that could not be listed by the field teams. This necessary exclusion of conflict affected areas implies that the sample is representative of areas of Nigeria that were accessible during the 2018/19 NLSS fieldwork period. The sample will not reflect conditions in areas that were undergoing conflict at that time. This compromise was necessary to ensure the safety of interviewers.

    HOUSEHOLD SELECTION: Following the listing, the 10 households to be interviewed were selected from the listed households. These households were selected systemically after sorting by the order in which the households were listed. This systematic sampling helped to ensure that the selected households were well dispersed across the EA and thereby limit the potential for clustering of the selected households within an EA.

    Occasionally, interviewers would encounter selected households that were not able to be interviewed (e.g. due to migration, refusal, etc.). In order to preserve the sample size and statistical power, households that could not be interviewed were replaced with an additional randomly selected household from the EA. Replacement households had to be requested by the field teams on a case-by-case basis and the replacement household was sent by the CAPI managers from NBS headquarters. Interviewers were required to submit a record for each household that was replaced, and justification given for their replacement. These replaced households are included in the disseminated data. However, replacements were relatively rare with only 2% of sampled households not able to be interviewed and replaced.

    Sampling deviation

    Although a sample was initially drawn for Borno state, the ongoing insurgency in the state presented severe challenges in conducting the survey there. The situation in the state made it impossible for the field teams to reach large areas of the state without compromising their safety. Given this limitation it was clear that a representative sample for Borno was not possible. However, it was decided to proceed with conducting the survey in areas that the teams could access in order to collect some information on the parts of the state that were accessible.

    The limited area that field staff could safely operate in in Borno necessitated an alternative sample selection process from the other states. The EA selection occurred in several stages. Initially, an attempt was made to limit the frame to selected LGAs that were considered accessible. However, after selection of the EAs from the identified LGAs, it was reported by the NBS listing teams that a large share of the selected EAs were not safe for them to visit. Therefore, an alternative approach was adopted that would better ensure the safety of the field team but compromise further the representativeness of the sample. First, the list of 788 EAs in the LGA master sample for Borno were reviewed by NBS staff in Borno and the EAs they deemed accessible were identified. The team identified 359 EAs (46%) that were accessible. These 359 EAs served as the frame for the Borno sample and 60 EAs were randomly selected from this frame. However, throughout the course of the NLSS fieldwork, additional insurgency related events occurred which resulted in 7 of the 60 EAs being inaccessible when they were to be visited. Unlike for the main sample, these EAs were not replaced. Therefore, 53 EAs were ultimately covered from the Borno sample. The listing and household selection process that followed was the same as for the rest of the states.

    Two sets of questionnaires – household and community – were used to collect information in the NLSS2018/19. The Household Questionnaire was administered to all households in the sample. The Community Questionnaire was administered to the community to collect information on the socio-economic indicators of the enumeration areas where the sample households reside.

    Household Questionnaire: The Household Questionnaire provides information on demographics; education; health; labour; food and non-food expenditure; household nonfarm income-generating activities; food security and shocks; safety nets; housing conditions; assets; information and communication technology; agriculture and land tenure; and other sources of household income.

    Community Questionnaire: The Community Questionnaire solicits information on access to transported and infrastructure; community organizations; resource management; changes in the community; key events; community needs, actions and achievements; and local retail price information.

    Abstract

    The 2004 Nigeria DHS EdData Survey (NDES) was a nationally representative sample survey covering 4,268 households, 3,987 parent/guardians, 81 independent children age 13-16, and 9,695 children age 4-16. The primary objective of the 2004 NDES is to provide upto date household-based information on education among children of primary and secondary school age in order to inform the development, monitoring, and evaluation of education programmes in Nigeria. The survey focuses on the factors influencing household decisions about children’s school attendance. In addition, information is available on school attendance, costs of schooling (monetary and non-monetary) and parent/guardian attitudes about schooling. The 2004 NDES was the first education survey of its kind in Nigeria, and was linked to the 2003 Nigeria Demographic and Health Survey (DHS). The survey report (available under External Resources) presents information on adult educational attainment, children’s characteristics and rates of school attendance, absenteeism among primary school pupils and secondary school students, household expenditures on schooling and other contributions to schooling, and parent/guardian perceptions of schooling, among other topics.

    The sample size for both the 2003 Nigeria DHS survey and the 2004 NDES was sufficiently large to provide estimates for indicators at the national level, by urban-rural residence, and at the regional level for most indicators. Twelve survey teams trained by the National Population Commission (NPC), in collaboration with the Federal Ministry of Education (FMOE), conducted the survey from February to July 2004.

    The sample for the 2004 NDES is based on the sampling frame for the 2003 Nigeria DHS survey, which was designed to provide estimates of health and demographic indicators for the country as a whole, urban and rural areas, and six geo-political zones (hereafter referred to as regions). This discussion will first address the sample design for the 2003 Nigeria DHS survey, then the subsequent design for the 2004 NDES.

    The 2003 Nigeria DHS sample points (clusters) were systematically selected from a list of enumeration areas (EAs) defined in the 1991 Population Census. A total of 365 clusters was drawn from the census sample frame. After selecting the 365 clusters, the NPC trained teams to conduct the comprehensive listing of households and to update maps in the selected clusters. Following the listing operation, households to be included in the 2003 Nigeria DHS survey were selected, with the number of households selected per cluster being inversely proportional to the size of the cluster. In the 2003 Nigeria DHS sampling frame, the number of households by region was disproportional to population size, in order to have adequate numbers of cases for reporting by region. For both the 2003 Nigeria DHS survey and the 2004 NDES, the sample was constructed to allow for separate estimates for key indicators in each of the six geo-political regions in Nigeria (North Central, North East, North West, South East, South South, and South West), with the result that the sample is not selfweighting at the national level.

    Of the 365 clusters selected for the 2003 Nigeria DHS survey, 362 were successfully sampled. For the 2004 NDES, all of the 362 clusters completed for the 2003 Nigeria DHS survey were selected, and within those clusters, all households with children in the eligible child age range (4-16) were selected, comprising 4,563 households with one or more children age 4-16. Of these 362 clusters, 360 clusters were successfully completed for the 2004 NDES.

    Of the 4,563 potential households selected, the 2004 NDES fieldwork teams successfully interviewed 4,268 households. The main reason that potential households were not interviewed was that the household had moved.

    Four questionnaires were used for the 2004 NDES: 1. The Household Questionnaire 2. The Parent/Guardian Questionnaire 3. The Eligible Child Questionnaire 4. The Independent Child Questionnaire These are all available under Appendix D of the Survey Report available under External Resources.

    The Household questionnaire listed all of the people who were members of the household at the time the household was surveyed during the 2003 Nigeria DHS survey. The three purposes of the 2004 NDES Household Questionnaire were to: - Confirm that the household was the same household surveyed by the 2003 Nigeria DHS survey; - Identify which children were eligible (qualified) to be covered by the Eligible Child Questionnaire and those eligible to have anthropometric and literacy/numeracy data collected about them; and - Identify a parent or guardian as the respondent for each eligible child. Children who were age 4-16 at the time of the 2003 Nigeria DHS survey were eligible to be covered by the Eligible Child Questionnaire. Children age 4-9 at the time of the 2003 Nigeria DHS survey had their height and weight measured, and children age 4-12 were given a literacy/numeracy test.

    The Parent/Guardian Questionnaire collected background information on each parent/guardian respondent and on general education issues. Information was collected on the parent/guardian’s age, education, literacy, and religion. Questions were asked about the walking time and distance to the nearest primary and secondary schools, as well as household support of and participation in school activities. Parent/guardians were also asked about their views on school quality, the benefits and disadvantages of schooling, and reproductive health and HIV/AIDS education. In addition, information was collected on each primary school attended by the children for whom the parent/guardian responded, including the school type, location, and the reason for selection of that school.

    The Eligible Child Questionnaire collected different kinds of information about each eligible child age 4-16, depending on the child’s schooling status. While the subject of the Eligible Child Questionnaire was the individual child and his/her schooling, the respondent for the questionnaire was the child’s parent/guardian, as the purpose of the questionnaire was to collect information on issues from the parent/guardian’s perspective. Data were collected on the following topics, according to a child’s schooling status: • Schooling background and participation during the 2003-2004 school year (attended school during the 2003-2004 school year, dropped out of school, or never attended school) • Frequency of and reasons for pupil absenteeism, household expenditures on schooling, and other costs of schooling (for children who attended school during the 2002-2003 school year) • Reasons for dropping out of school (for children who had dropped out of school) • Reasons for not attending school during the 2003-2004 school year (for children who had never attended school) • Children’s eating patterns

    The Independent Child Questionnaire was used to interview directly a small percentage of the children age 13-16 in the selected households, rather than collecting information from a parent/guardian respondent. Independent children included those age 13-16 who were the head of the household, or the spouse of the head, or the son-in-law or daughter-in-law of the household head. Because these children did not have a parent/guardian who could answer questions about their schooling decisions, these children were interviewed directly. The same information was collected from these children themselves that otherwise would have been collected in the Eligible Child Questionnaire, and in terms of analysis, the data were grouped with data on other children in the eligible child age range.

    The questionnaires were translated from English into three local languages—Hausa, Igbo, and Yoruba. Pretest training and fieldwork took place from 22 September to 4 October, 2003. For this exercise, six interviewers were trained (two per local language). The questionnaires were tested in Awka and Nibo (in Anambra State), Ibadan (in Oyo State), and Kano (in Kano State) in all languages, including English.

    Cleaning operations

    All questionnaires for the NDES were returned to the NPC headquarters in Abuja for data processing. Data processing consisted of office editing, the coding of open-ended questions, data entry, verification, and correcting of the computer-identified errors. A team of two data entry supervisors, a questionnaire administrator, three office editors, and ten data entry clerks processed the data. Data entry and editing started in late February, using the computer package CSPro (Census and Survey Processing System), which was specifically designed to process data from large-scale household surveys of this type. Data tables were produced using CSPro.

    Response rate

    A total of 4,354 households were occupied, of which 4,268 were successfully interviewed, for an overall response rate of 98 percent. The household response rate was similar in urban and rural areas. In the interviewed households, 9,695 children were found and Eligible Child Questionnaires were completed for all of these children. In addition, 90 independent children were identified and interviews were completed with 81 of them, producing a response rate of 90 percent.

    Abstract

    The 2021 Nigeria Malaria Indicator Survey (NMIS) was implemented by the National Malaria Elimination Programme (NMEP) of the Federal Ministry of Health (FMoH) in collaboration with the National Population Commission (NPC) and National Bureau of Statistics (NBS).

    The primary objective of the 2021 NMIS was to provide up-to-date estimates of basic demographic and health indicators related to malaria. Specifically, the NMIS collected information on vector control interventions (such as mosquito nets), intermittent preventive treatment of malaria in pregnant women, exposure to messages on malaria, care-seeking behaviour, treatment of fever in children, and social and behaviour change communication (SBCC). Children age 6–59 months were also tested for anaemia and malaria infection. The information collected through the NMIS is intended to assist policymakers and programme managers in evaluating and designing programmes and strategies for improving the health of the country’s population.

    The sample for the 2021 NMIS was designed to provide most of the survey indicators for the country as a whole, for urban and rural areas separately, and for each of the country’s six geopolitical zones, which include 36 states and the Federal Capital Territory (FCT). Nigeria’s geopolitical zones are as follows: • North Central: Benue, Kogi, Kwara, Nasarawa, Niger, Plateau, and FCT • North East: Adamawa, Bauchi, Borno, Gombe, Taraba, and Yobe • North West: Jigawa, Kaduna, Kano, Katsina, Kebbi, Sokoto, and Zamfara • South East: Abia, Anambra, Ebonyi, Enugu, and Imo • South South: Akwa Ibom, Bayelsa, Cross River, Delta, Edo, and Rivers • South West: Ekiti, Lagos, Ogun, Osun, Ondo, and Oyo

    The 2021 NMIS used the sample frame for the proposed 2023 Population and Housing Census (PHC) of the Federal Republic of Nigeria. Administratively, Nigeria is divided into states. Each state is subdivided into local government areas (LGAs), each LGA is divided into wards, and each ward is divided into localities. Localities are further subdivided into convenient areas called census enumeration areas (EAs). The primary sampling unit (PSU), referred to as a cluster unit for the 2021 NMIS, was defined on the basis of EAs for the proposed 2023 PHC.

    A two-stage sampling strategy was adopted for the 2021 NMIS. In the first stage, 568 EAs were selected with probability proportional to the EA size. The EA size is the number of households residing in the EA. The sample selection was done in such a way that it was representative of each state. The result was a total of 568 clusters throughout the country, 195 in urban areas and 373 in rural areas.

    Three questionnaires were used in the 2021 NMIS: the Household Questionnaire, the Woman’s Questionnaire, and the Biomarker Questionnaire. The questionnaires, based on The DHS Program’s model questionnaires, were adapted to reflect the population and health issues relevant to Nigeria. After the questionnaires were finalised in English, they were translated into Hausa, Yoruba, and Igbo.

    Cleaning operations

    The processing of the 2021 NMIS data began immediately after the start of fieldwork. As data collection was being completed in each cluster, all electronic data files were transferred via the IFSS to the NPC central office in Abuja. Data files were registered and checked for inconsistencies, incompleteness, and outliers. The field teams were alerted on any inconsistencies and errors. Secondary editing, carried out in the central office, involved resolving inconsistencies and coding open-ended questions. The biomarker paper questionnaires were compared with electronic data files to check for any inconsistencies in data entry. Data entry and editing were carried out using the CSPro software package. Concurrent processing of the data offered a distinct advantage because it maximised the likelihood of the data being error-free and accurate. Timely generation of field check tables also allowed for effective monitoring. Secondary editing of the data was completed in February 2022. The data processing team coordinated this exercise at the central office.

    Response rate

    A total of 14,185 households were selected for the survey, of which 13,887 were occupied and 13,727 were successfully interviewed, yielding a response rate of 99%. In the interviewed households, 14,647 women age 15-49 were identified for individual interviews. Interviews were completed with 14,476 women, yielding a response rate of 99%.

    Sampling error estimates

    The estimates from a sample survey are affected by two types of errors: nonsampling errors and sampling errors. Nonsampling errors are the results of mistakes made in implementing data collection and in data processing, such as failure to locate and interview the correct household, misunderstanding of the questions on the part of either the interviewer or the respondent, or incorrect data entry. Although numerous efforts were made during the implementation of the 2021 Nigeria Malaria Indicator Survey (NMIS) to minimise this type of error, nonsampling errors are impossible to avoid and difficult to evaluate statistically.

    Sampling errors, on the other hand, can be evaluated statistically. The sample of respondents selected in the 2021 NMIS is only one of many samples that could have been selected from the same population, using the same design and expected sample size. Each of these samples would yield results that differ somewhat from the results of the selected sample. Sampling errors are a measure of the variability among all possible samples. Although the exact degree of variability is unknown, it can be estimated from the survey results.

    Sampling error is usually measured in terms of the standard error for a particular statistic (mean, percentage, and so on), which is the square root of the variance. The standard error can be used to calculate confidence intervals within which the true value for the population can reasonably be assumed to fall. For example, for any given statistic calculated from a sample survey, the value of that statistic will fall within a range of plus or minus two times the standard error of that statistic in 95% of all possible samples of identical size and design.

    If the sample of respondents had been selected as a simple random sample, it would have been possible to use straightforward formulas for calculating sampling errors. However, the 2021 NMIS sample was the result of a multistage stratified design, and, consequently, it was necessary to use more complex formulas. Sampling errors are computed via SAS programmes developed by ICF. These programmes use the Taylor linearisation method to estimate variances for estimated means, proportions, and ratios. The Jackknife repeated replication method is used for variance estimation of more complex statistics such as fertility and mortality rates.
