Objective of the survey on employment and unemployment:
The basic objective of the employment-unemployment surveys of NSSO is to get estimates of the employment and unemployment characteristics at national and State level. The statistical indicators on labour market are required for planning, policy and decision making at various levels, both within government and outside. Some of the important uses of these indicators include use by the Planning Commission in evolving employment strategy, use by National Accounts Division in estimating gross domestic product using sector wise workforce participation, and use by various researchers to analyse the condition of the labour market. In this context, it may be mentioned that data collected in NSS employment-unemployment surveys was widely used by the National Commission for Enterprises in the Unorganised Sector (NCEUS), 2009. In NSS 68th round, information on various facets of employment and unemployment will be collected in Schedule 10 (Employment and Unemployment) from all the members of the selected households.
The critical issues in the context of labour force enquiries pertain to defining the labour force and measuring participation of labour force in different economic activities. The activity participation of the people is not only dynamic but also multidimensional; it varies with region, age, education, gender, industry and occupational category. These aspects of the labour force will be captured in detail in the present survey on employment and unemployment. Major types of information that will be collected in this round relate to activity status, industry, occupation and earning from employment for the employees along with education particulars, etc. Besides, the survey will also provide insight into the informal sector and informal employment. Information will be collected from the workers about the type of enterprises in which they were engaged and conditions of employment for the employees. Using the data collected from employment and unemployment surveys, indicators will be generated on labour force participation rate, worker population ratio, unemployment rates, employment in the informal sector, informal employment, wages of employees, etc.
Description:
The survey on employment and unemployment is the prime source of estimates of various parameters of labour force and activity participation of the population. The first quinquennial survey on employment - unemployment, carried out by the NSSO in the 27th round (September 1972 - October 1973), made a marked departure from the earlier employment surveys of NSSO in procedure and content. The concepts and procedures followed in this survey were primarily based on the recommendations of the 'Expert Committee on Unemployment Estimates' (1970). Since then, the seven successive quinquennial surveys conducted in the 32nd, 38th, 43rd, 50th, 55th, 61st and 66th rounds have, more or less, followed an identical approach in the measurement of employment and unemployment. The basic approach (in all these seven quinquennial surveys) had been the collection of data to generate the estimates of employment and unemployment according to the 'usual status' based on a reference period of one year, the 'current weekly status' based on a reference period of one week, and the 'current daily status' based on each day of the seven days preceding the date of survey. In order to reveal the multi-dimensional aspects of the employment-unemployment situation in India, information on several correlates were also gathered in these surveys. Sets of probing questions on some of these aspects had also been one of the basic features of these surveys. In NSS 68th round (July 2011- June 2012), detailed information on employment-unemployment was collected in the same way as was done in the last quinquennial survey, i.e., in NSS 66th round.
A Working Group was set up for the purpose of finalising the survey methodology and schedules of enquiry of the 68th round. Considering all the aspects of current data demand and usefulness of the survey results, the Group has suggested a few improvisations, additions and deletions in the content of the schedule of enquiry for the present survey. The major changes made in the schedule for employment and unemployment survey vis-à-vis the previous quinquennial survey (NSS 66th round) are given below:
a) Block 3: 1) In NSS 66th round survey, along with the information on 'whether the household has NREG job card', information was collected on 'whether got work in NREG works during the last 365 days', 'number of days worked' and 'mode of payment'. In NSS 68th round for rural households, information on Mahatma Gandhi National Rural Employment Guarantee (MGNREG) works was collected on the following: i. whether the household has MGNREG job card ii. number of MGNREG job cards issued to the household iii. whether any member of the household has any bank/post office account Information on the last two items (viz., ii & iii) will be collected from the households which have got MGNREG job card. 2) Household type codes and procedure for determination of household type codes in rural areas have been modified.
b) Block 3.1: In this block information on indebtedness of rural labour households was collected in NSS 66th round. This Block was not canvassed in NSS 68th round.
c) Block 4: i. Instead of collecting information on 'whether currently registered with employment exchange' for persons of age 15-45 years as was done in NSS 66th round, information was collected for the same age group on 'whether currently registered with any placement agency'. ii. In NSS 66th round, for vocational training, detailed information was collected on 'duration of training', 'source from which degree/diploma/certificate received' and 'whether the vocational training was ever helpful in getting a job'. In NSS 68th round, collection of information on vocational training was restricted only to 'whether receiving/received any vocational training' and 'field of training'. iii. For persons of age 18 years and above in rural households with MGNREG job card, information was collected on 'whether registered in any MGNREG job card' and, for those who were registered in any MGNREG job card 'whether worked in MGNREG work during last 365 days'. Such information was not collected in NSS 66th round.
d) Block 5.1/5.2: i. Information on 'seeking or available or suitable for the type of occupation' which was collected in NSS 66th round in Block 5.1 from the non-workers of age below 75 years, was not collected. ii. The probing questions to the self-employed persons in the usual status (Block 5.1/5.2) to identify Home Based Workers have been deleted.
e) Block 5.3: i. In this block, for those who were unemployed on all the 7 days of the week, information was also collected on 'duration of present spell of unemployment'. In NSS 66th round, this question was placed in Block 6. Except retaining this item in Block 5.3, Block 6 of NSS 66th round on follow-up questions for persons unemployed on all the 7 days of the week has been deleted.
f) Block 6 (Block 7.1/7.2 of NSS 66th round): i. Block 7.1 and Block 7.2 have been restructured by deleting some of the items and a new block (Block 6) has been formed in NSS 68th round. ii. Questions on remunerativeness of the earning from self-employment which were asked in NSS 66th round in Block 7.1 to the self-employed persons in principal status and/or subsidiary status have been deleted. These were, 'do you regard the current earning from self-employment as remunerative?' and 'what amount per month would you regard as remunerative?'. iii. Information was collected in NSS 66th round in Block 7.2 on some aspects of labour mobility, such as, whether changed establishment, status, industry, occupation during the period of last two years. Information on these items was not collected in NSS 68th round. iv. The three items of Block 7.2 of NSS 66th round which have been retained in NSS 68th round are placed in Block 6. These are: 1. Is there any union/association in your activity? 2. Whether a member of union/association 3. Nature of employment
The survey will cover the whole of the Indian Union except (i) interior villages of Nagaland situated beyond five kilometres of the bus route and (ii) villages in Andaman and Nicobar Islands which remain inaccessible throughout the year.

Sample design
Outline of sample design: A stratified multi-stage design has been adopted for the 68th round survey. The first stage units (FSU) are the 2001 census villages (Panchayat wards in case of Kerala) in the rural sector and Urban Frame Survey (UFS) blocks in the urban sector. The ultimate stage units (USU) are households in both the sectors. In case of large FSUs, one intermediate stage of sampling is the selection of two hamlet-groups (hgs)/ sub-blocks (sbs) from each rural/ urban FSU.
Sampling Frame for First Stage Units: For the rural sector, the list of 2001 census villages (henceforth the term 'village' would include also Panchayat wards for Kerala) constitutes the sampling frame. For the urban sector, the list of UFS blocks (2007-12) is considered as the sampling frame.
Stratification: Within each district of a State/ UT, generally speaking, two basic strata have been formed: i) rural stratum comprising of all rural areas of the district and (ii) urban stratum comprising of all the urban areas of the district. However, within the urban areas of a district, if there are one or more towns with population 10 lakhs or more as per population census 2001 in a district, each of them forms a separate basic stratum and the remaining urban areas of the district are considered as another
The National Sample Survey Organisation (NSSO) conducted an integrated survey of households and unorganised manufacturing enterprises in the 62nd round of NSS during July 2005 - June 2006. The subjects covered related to household consumer expenditure, employment and unemployment and certain characteristics of unorganised manufacturing enterprises.
Surveys on employment and unemployment are being conducted quinquennialy on a large sample of households from the 27th round (October 1972 – September 1973) onwards. Seven quinquennial surveys have so far been conducted. Apart from these quinquennial surveys, the NSSO collected information on some items on employment and unemployment, as a part of the annual series, from a smaller sample of households in each round of survey since 45th round (July 1989 – June 1990) till 59th round (January – December 2003). The data in these rounds were collected through the household consumer expenditure schedule. In the 60th round (January- June 2004), a separate schedule was designed for collection of data on employment and unemployment and the data was collected from an independent set of sample households. In 62nd round also, a separate schedule, on the lines of the schedule canvassed in the 60th round, was canvassed, in an independent set of sample households.
Survey Design and Research Division of NSSO developed the sample design and survey instruments and also prepared the report. The Field Operations Division of NSSO carried out the fieldwork and the Data Processing Division of NSSO handled the data processing and tabulation work. The Coordination and Publication Division of NSSO coordinated various activities pertaining to the survey.

In the present round, Schedule 10 on employment-unemployment consists of 9 blocks. The first three blocks, viz. Blocks 0, 1 and 2, are used to record identification of sample households and particulars of field operations, as is the common practice in usual NSS rounds. Similarly, the last two blocks, viz., Blocks 7 & 8, are again the usual blocks to record the remarks of investigator and comments by supervisory officer(s), respectively. Of the remaining 4 blocks, Block 3 is for recording the household characteristics like household size, household industry, occupation, religion, social group, household type, land possessed, possession of ration card, and monthly household consumer expenditure, etc. Block 4 is for recording the demographic particulars, current attendance in educational institutions, vocational training and some particulars relating to participation of the household members on public works. In Block 5, usual activity particulars, both principal and subsidiary, of all the household members, will be recorded. The daily time disposition for different activities, for each of the seven days prior to the date of survey, along with the particulars of the activities, will be recorded for each of the household members in Block 6. For the regular salaried/ wage employee and casual labourers, wage and salary earnings will also be collected in this block. Besides, the current weekly status (cws) will be derived in this block from the daily time disposition data.

A single form that consists of 10 sections: 1) identification of sample household, 2) household characteristics, 3) demographic and current activity particulars during the preceding week, 4) demographic characteristics of migrants and their usual activity at the time of migration, 5) current activity of people in the labor force, 6) usual activity, 7) usual subsidiary gainful activity of persons who did not work, but not because of being old or disabled, 8) follow-up questions for persons whose principal activities were working, 9) persons who usually attended domestic duties, and 10) household indebtedness.
As usual, NSSO conducted an integrated survey of enterprises and households in its 57th round during July 2001 to June 2002. The main focus of the survey was on the unorganised enterprises belonging to the service sector and the information was collected through Schedule 2.345 designed for the purpose. A copy of the schedule is given in Appendix C of the NSS Report No. 482 available under External Resources. In addition,a survey on household consumer expenditure including some key characteristics on employment-unemployment was carried out during this period.
The main aim of the survey on unorganised service sector enterprises was to estimate size in terms of the total number enterprises, employment, fixed assets, operating expenses, receipts, value added, loans, gross value added per worker, etc. Information on other attributes like type of ownership, type of operation, number of months of operation, whether carrying out mixed/multiple activity, whether accounts maintained, etc. was also collected. The results pertaining to size, employment and economic indicators of the enterprises have been brought out in the first of two reports - the NSS Report No. 482: Unorganised Service Sector in India: 2002-03 - Salient Features. The second report presents the size and employment in brief, and the characteristics of the enterprises in terms of ownership, social group of owner, type of operation, months of operation, whether accounts maintained, nature of problems faced, etc.
The survey covered the whole of the Indian Union except (i) Leh and Kargil districts of Jammu & Kashmir, (ii) villages in Nagaland situated beyond 5 km of a bus route, (iii) inaccessible villages of Andaman and Nicobar Islands, and (iv) some of the villages and blocks (numbering less than 0.1% of the total) where EC-'98 could not be conducted. Thus the corresponding State/UT level estimates and the All-India results presented in report number two relate to the areas under survey coverage.
All unorganised service sector enterprises engaged in the activities of hotels and restaurants (Tabulation Category H of NIC 98); transport, storage and communication (I); real estate, renting and business activities (K); education (M); health and social work (N) and other community, social and personal service activities (O). The survey did not cover the service sector enterprises pursuing the activities of wholesale and retail trade, repair of motor vehicles, motorcycles and personal and household goods (G); financial intermediation (J); public administration and defence (L); private households with employed persons (P) and extra-territorial organisations and bodies (Q).

Sample Design: A stratified sampling design was adopted for selection of the sample first-stage units (FSUs). The FSUs were villages (Panchayat wards in Kerala) in rural areas and UFS blocks in urban areas. The ultimate stage units (USUs) were enterprises for the survey on unorganised service sector enterprises. Within the entire FSU, all big nonagricultural enterprises having 200 or more workers were separately listed (segment 9) and the schedule was canvassed in all the enterprises that were eligible for survey among them. Relatively larger FSUs were sub-divided into smaller parts called hamlet-groups in the rural areas and sub-blocks in the urban. Three hamlet-groups, one with the maximum number of substratum specific enterprises (called 'segment 1') and two more selected at random (together called 'segment 2') were taken for the survey.The USUs were selected independently from each of these segments. A detailed discussion on the sample design and estimation procedure followed in the survey is given in Appendix B of report 483 available under the external resources section.
A total of 15869 first stage units (6513 census villages and 9356 blocks of Urban Frame Survey) were selected for this survey. The number of sample villages and blocks allotted for survey and actually surveyed are given in report 483, in Statement 1, and the number of enterprises surveyed in Statement 2, for different states. The number of enterprises surveyed for various tabulation categories is given in Statement 3 for all-India only.

At the beginning, it may be noted that in the survey, the information was collected from about 244 thousand enterprises spread over entire India, of which slightly fewer than 93 thousand (38 %) enterprises were located in the rural sector. Moreover, 70 per cent of the enterprises surveyed were OAEs which did not employ any hired workers on a regular basis. This proportion was slightly higher in the rural areas (77 %) as compared to the urban areas (65%).

This dataset shows the percentage distribution of workers across different industry divisions, such as agriculture, manufacturing, and services, under usual status (ps+ss). For years before 2017-18, the data was obtained from the quinquennial employment and unemployment surveys of NSSO conducted between 1983 (NSS 38th round) and 2011-12 (68th round). From 2017-18 the data is sourced from the annual report of the Periodic Labour Force Survey (PLFS) conducted by the Ministry of Statistics and Programme Implementation. The categorization by PLFS is as per NIC - 2008. Since 2017-18, the years covered in the survey are from July to June. For instance, 2023-24 refers to the period July 2023 to June 2024 and likewise for other years.
The National Sample Survey Organisation (NSSO) has been carrying out All-India surveys quinquennially on consumer expenditure and employment - unemployment. The 50th round (July 1993 - June 1994) was the Fifth quinquennial survey on Consumer Expenditure and Employment - Unemployment. The previous four quinquennial surveys were the 27th (Oct. 1972 - Sept. 1973), the 32nd (Jul.1977 - Jun. 1978), the 38th ( Jan. - Dec. 1983) and 43rd (Jul. 1987 - Jun. 1988) rounds. In other rounds of NSS, also, a consumer expenditure inquiry on a limited scale was being carried out from the 42nd round (1986-87) onwards. From the 45th round onwards the subject coverage of this schedule has been expanded to include some important questions on employment so that an annual series of consumer expenditure and employment data is now available. While some of these smaller-scale surveys are spread over a full year and others over six months only, the quinquennial (full-scale) surveys have all been of a full year's duration. Household consumer expenditure is measured as the expenditure incurred by a household on domestic account during a specified period, called reference period. It includes the imputed values of goods and services, which are not purchased but procured otherwise for consumption. In other words, it is the sum total of monetary values of all the items (i.e. goods and services) consumed by the household on domestic account during the reference period. The imputed rent of owner-occupied houses is excluded from consumption expenditure. Any expenditure incurred towards the productive enterprises of the households is also excluded from household consumer expenditure. The household consumer expenditure schedule used for the survey collected information on quantity and value of household consumption with a reference period of "last 30 days" for some items of consumption and "last 365 days" for some less frequently purchased items. To minimise recall errors, a very detailed item classification was, as usual, adopted to collect information, including 148 items of food, 13 items of fuel, 28 items of clothing, bedding and footwear, 18 items of educational and medical expenses, 52 items of durable goods, and about 85 other items. The schedule also collected some other household particulars including age, sex and educational level etc. of each household member.
The schedule design for the survey was more or less similar to that adopted in the previous quinquennial round. The field work for the survey was conducted, as usual, by the Field Operations Division of the Organisation. The collected data were processed by the Data Processing Division of NSSO and tabulated by the Computer Centre of Department of Statistics. The reports have been prepared by Survey Design & Research Division (SDRD) of NSSO under the guidance of the Governing Council, NSSO.
The survey period of the 50th round was from July 1993 to June 1994. The geographical coverage of the survey was to be the whole of the Indian Union except Ladakh and Kargil districts of Jammu & Kashmir, 768 interior villages of Nagaland and 172 villages in Andaman & Nicobar Islands which remain inaccessible throughout the year. However, certain districts of Jammu & Kashmir viz., Doda, Anantnag, Pulwama, Srinagar, Badgam, Baramula and Kupwara, and Punjab's Amritsar district, had to be excluded from the survey due to unfavourable field conditions.

The sample design adopted for this round of survey was similar to that followed in the past surveys in its general aspects. The general scheme was a two stage stratified design with the first stage units being villages in the rural areas and urban frame survey blocks (UFS) in the urban areas. The second stage units were the households.
Sampling frame for first stage units: The latest available lists of census villages (which are mostly the 1981 census lists) constitute the sampling frame for the rural sector. For Nagaland, the villages located within 5kms of a bus route constitute the sampling frame whereas, for Andaman & Nicobar Islands, the list of accessible villages constituted the sampling frame. For the urban sector, the lists of NSSO Urban Frame Survey (UFS) blocks have been considered as the sampling frame. However, for some of the newly declared towns of 1991 census for which UFS frame has not been received, the lists of 1991 census EBs have been considered as the sampling frame.
Region formation and stratification: States were divided into regions by grouping contiguous districts similar in respect of population density and cropping pattern. In rural sector each district was treated a separate stratum if the population was below 2 million and where it exceeded 2 million, it was split into two or more strata. This cut off point of population was taken as 1.8 million ( in place of 2 million ) for the purpose of stratification for districts for which the 1981 census frame was used. In the urban sector, strata were formed, within each NSS region on the basis of population size class of towns. However, for towns with population of 4 lakhs or more the urban blocks were divided into two classes viz. one consisting of blocks inhabited by affluent section of the population and the other consisting of the remaining blocks.
Selection of first stage units : Selection of sample villages was done circular systematically with probability proportional to population and sample blocks circular systematically with equal probability. Both the sample villages and the sample blocks were selected in the form of two or more independent sub-samples. In Arunachal Pradesh the procedure of cluster sampling has been followed. Further large villages/blocks having present population of 1200 or more were divided into a suitable number of hamlet- groups/ sub-blocks having equal population content. Two hamlet- groups were selected from the larger villages while one sub-block was selected in urban sector for larger blocks.
Selection of households : While listing the households in the selected villages, certain relatively affluent households were identified and considered as second stage stratum 1 and the rest as second stage stratum 2.
A total of 10 households were surveyed from the selected village/hamlet-groups, 2 from the first category and remaining from the second.Further in the second stage stratum-2, the households were arranged according to the means of livelihood. The means of livelihood were identified on the basis of the major source of income as i) self-employed in non-agriculture, ii) rural labour and iii) others. The land possessed by the households was also ascertained and the frame for selection was arranged on the basis of this information. The households were selected circular systematically from both the second stage strata.
In the urban blocks a different method was used for arranging the households for selection. This involved the identification means of livelihood of households as any one of a) self-employed, b) regular salaried/wage earnings, c) casual labour, d) others. Further the average household monthly per capita consumer expenditure (mpce) was also ascertained. All households with MPCE of (i) Rs. 1200/- or more (in towns with population less than 10 lakhs or (ii) Rs. 1500/- or more (in towns with population 10 lakh or more) formed second-stage stratum 1 and the rest, second-stage stratum 2.The households of second-stage stratum 2 were arranged according to means of livelihood class and MPCE ranges before selection of sample households. A total of 10 households were selected from each sample block as follows (i) For affluent strata/classes : 4 households from second- stage stratum 1 and 6 households from second-stage stratum 2 (ii) For other strata/classes : 2 households from second-stage stratum 1 and 8 from second-stage stratum 2. Households were then selected circular systematically with a random start.
Shortfall in the required number of household in any second-stage stratum was made up by increasing the quota for the other second stage stratum.
A total of 7284 sample villages (Rural) and 4792 sample blocks (Urban) were allotted in central sample. 6983 sample villages and 470 sample blocks were successfully surveyed covering 356351 persons in sample villages and 208389 persons in sample blocks.
There was no deviation from the original sampling design.

Introduction
The Annual Survey of Industries (ASI) is one of the large-scale sample survey conducted by Field Operation Division of National Sample Survey Office for more than three decades with the objective of collecting comprehensive information related to registered factories on annual basis. ASI is the primary source of data for facilitating systematic study of the structure of industries, analysis of various factors influencing industries in the country and creating a database for formulation of industrial policy.
The main objectives of the Annual Survey of Industries are briefly as follows:
(a) Estimation of the contribution of manufacturing industries as a whole and of each unit to national income.
(b) Systematic study of the structure of industry as a whole and of each type of industry and each unit.
(c) Casual analysis of the various factors influencing industry in the country: and
(d) Provision of comprehensive, factual and systematic basis for the formulation of policy.
The Annual Survey of Industries (ASI) is the principal source of industrial statistics in India. It provides statistical information to assess changes in the growth, composition and structure of organised manufacturing sector comprising activities related to manufacturing processes, repair services, gas and water supply and cold storage. The Survey is conducted annually under the statutory provisions of the Collection of Statistics Act 1953, and the Rules framed there-under in 1959, except in the State of Jammu & Kashmir where it is conducted under the State Collection of Statistics Act, 1961 and the rules framed there-under in 1964.
The ASI is the principal source of industrial statistics in India and extends to the entire country except Arunachal Pradesh, Mizoram & Sikkim and the Union Territory of Lakshadweep. It covers all factories registered under Sections 2m(i) and 2m(ii) of the Factories Act, 1948.
The primary unit of enumeration in the survey is a factory in the case of manufacturing industries, a workshop in the case of repair services, an undertaking or a licensee in the case of electricity, gas & water supply undertakings and an establishment in the case of bidi & cigar industries. The owner of two or more establishments located in the same State and pertaining to the same industry group and belonging to census scheme is, however, permitted to furnish a single consolidated return. Sampling Procedure
The sampling design followed in ASI 1998-99 is a Circular Systematic one. All the factories in the updated frame (universe) are divided into two sectors, viz., Census and Sample.
Census Sector: Census Sector is defined as follows:
a) All the complete enumeration States namely, Manipur, Meghalaya, Nagaland, Tripura and Andaman & Nicobar Islands. b) For the rest of the States/ UT's., (i) units having 200 or more workers, and (ii) all factories covered under Joint Returns.
Rest of the factories found in the frame constituted Sample sector on which sampling was done. Factories under Biri & Cigar sector were not considered uniformly under census sector. Factories under this sector were treated for inclusion in census sector as per definition above (i.e., more than 200 workers and/or joint returns). After identifying Census sector factories, rest of the factories were arranged in ascending order of States, NIC-98 (4 digit), number of workers and district and properly numbered. The Sampling was taken within each stratum (State X Sector X 4-digit NIC) with a minimum of 8 samples in each stratum in the form of 2 sub-samples. For the first time, all electricity undertakings other than captive units, Government Departmental undertakings such as Railway Workshops, P & T workshops etc. were kept out of coverage of ASI.
There was no deviation from sample design in ASI 1998-99.

B. Tabulation procedure The tabulation procedure by CSO(ISW) includes both the ASI 98-99 data and the extracted data from ASI 97-98 for all tabulation purpose. To make results comparable, users are requested to follow the same procedure. For calculation of various parameters, users are requested to refer instruction manual/report for the respective years. Please note that a separate inflation factor (Multiplier) is available for each factory against records belonging to Block-A ,pos:38-46 (Please refer ANNEXURE-I) for ASI 98-99 data. Since the data extracted from ASI 97-98 belong to Census Sector no such inflation (Multiplier) factor is required. Industry code as per Return(5-digit level of NIC-98) Industry code as reported by the factories in Block-A, Item 1 has been further codified because of the following two policies practiced at CSO(ISW). Tabulation policy: As per the latest tabulation policy, it has been decided to publish detail information regarding factories belonging to 01 to 37 of industry codes( 2-digit, NIC-98). Factories belonging to other industry groups would be clubbed together and to be published under 'Others'. Accordingly all industry codes other than 01 to 37 were replaced with a 5-digited code 'YYYYY'. Merging and suppression of identity: To suppress the identity of factories, less frequent industry codes were modified accordingly. Example: if a reported industry code is found as 2930Z, this is to be treated as 'other merged industry code under industry group 2930 (4-digit NIC'98)'. Similarly if the reported industry code is found as 293ZZ, the same as to be treated as 'other merged industry code under industry group 293 (3-digit NIC'98)' and so on.
FIXED ASSETS (Block-C) Columnwise relationship (please refer schedule) may not hold true for data in this block. This is because of the lack of information available from the factory owners. E. EMPLOYMENT AND LABOUR COST (Block-E) It has been found that a larger number of factory owners were unable to provide detailed break-up of information regarding provident fund (Block-E, Col.7). Instead they provide total provident fund as a whole for all employees (Block-E, Srl. No. 7, Col.7). Users are requested to use Srl.9, Col.7 for information on provident fund. The total of srl.6 to 8 for Col.7 may not tally with srl.9, col.7. F. ASICC codes in Block H, I & J Because of the proximity of various item's description, it is possible that same ASICC code may appear against multiple records in these blocks. They should not be treated as duplicates. They are clubbed together at the time of tabulation to provide information at ASICC level. G. Record Identification Key Record identification key for each factory is Despatch Serial No. (DSL, pos: 4-8) X Block code (Blk, pos: 3). Please refer ANNEXURE-I for item level identification key for each factory.
Relative Standard Error (RSE) is calculated in terms of worker, wages to worker and GVA using the formula (Pl ease refer to Estimation Procedure document in external resources). Programs developed in Visual Faxpro are used to compute the RSE of estimates.
To check for consistency and reliability of data the same are compared with the NIC-2digit level growth rate at all India Index of Production (IIP) and the growth rates obtained from the National Accounts Statistics at current and constant prices for the registered manufacturing sector.
The Annual Survey of Industries (ASI) is the principal source of industrial statistics in India. It provides statistical information to assess changes in the growth, composition and structure of organised manufacturing sector comprising activities related to manufacturing processes, repair services, gas and water supply and cold storage. Industrial sector occupies an important position in the State economy and has a pivotal role to play in the rapid and balanced economic development. The Survey is conducted annually under the statutory provisions of the Collection of Statistics Act 1953, and the Rules framed there-under in 1959, except in the State of Jammu & Kashmir where it is conducted under the State Collection of Statistics Act, 1961 and the rules framed there-under in 1964.
Coverage of the Annual Survey of Industries extends to the entire Factory Sector, comprising industrial units (called factories) registered under section 2(m)(i) and 2(m)(ii) of the Factories Act.1948, wherein a "Factory", which is the primary statistical unit of enumeration for the ASI is defined as:- "Any premises" including the precincts thereof:- (i) wherein ten or more workers are working or were working on any day of the preceding twelve months, and in any part of which a manufacturing process is being carried on with the aid of power or is ordinarily so carried on, or (ii) wherein twenty or more workers are working or were working on any day of the preceding twelve months, and in any part of which a manufacturing process is being carried on without the aid of power. In addition to section 2(m)(i) & 2(m)(ii) of the Factories Act, 1948, electricity units registered with the Central Electricity Authority and Bidi & Cigar units, registered under the Bidi & Cigar Workers (Conditions of Employment) Act,1966 are also covered in ASI.

The sampling design followed in ASI 1996-97 is a circular systematic one. All the factories in the updated frame (universe) are divided into two sectors, viz., Census and Sample.
a) CENSUS : To keep pace with the enormous growth of the factory sector, definition of the census sector was changed from ASI 1987-88 to the units having 100 or more workers irrespective of their operation with or without power and all electrical undertakings. All industrial units belonging to the 12 less industrially developed states/ UT's viz. Manipur, Meghalaya, Nagaland, Tripura, Sikkim and Andaman & Nicobar Islands etc.
b) The rest of of the universe was covered on sampling basis so as to cover all the units in a span of three years. In any stratum, if the number of units was less than 20, then the entire stratum was enumearted completely along with census factories. In any stratum if no. of unit is between 21 & 60, a minimum sample of size 20 was selected by Circular Systematic Sampling. For all other units a uniform sampling fraction of 1/3 was adopted.
There was no deviation from sample design in ASI 1996-97.

The National Family Health Survey 2019-21 (NFHS-5), the fifth in the NFHS series, provides information on population, health, and nutrition for India, each state/union territory (UT), and for 707 districts.
The primary objective of the 2019-21 round of National Family Health Surveys is to provide essential data on health and family welfare, as well as data on emerging issues in these areas, such as levels of fertility, infant and child mortality, maternal and child health, and other health and family welfare indicators by background characteristics at the national and state levels. Similar to NFHS-4, NFHS-5 also provides information on several emerging issues including perinatal mortality, high-risk sexual behaviour, safe injections, tuberculosis, noncommunicable diseases, and the use of emergency contraception.
The information collected through NFHS-5 is intended to assist policymakers and programme managers in setting benchmarks and examining progress over time in India’s health sector. Besides providing evidence on the effectiveness of ongoing programmes, NFHS-5 data will help to identify the need for new programmes in specific health areas.
The clinical, anthropometric, and biochemical (CAB) component of NFHS-5 is designed to provide vital estimates of the prevalence of malnutrition, anaemia, hypertension, high blood glucose levels, and waist and hip circumference, Vitamin D3, HbA1c, and malaria parasites through a series of biomarker tests and measurements.
National coverage
The survey covered all de jure household members (usual residents), all women aged 15-49, all men age 15-54, and all children aged 0-5 resident in the household.
Sample survey data [ssd]
A uniform sample design, which is representative at the national, state/union territory, and district level, was adopted in each round of the survey. Each district is stratified into urban and rural areas. Each rural stratum is sub-stratified into smaller substrata which are created considering the village population and the percentage of the population belonging to scheduled castes and scheduled tribes (SC/ST). Within each explicit rural sampling stratum, a sample of villages was selected as Primary Sampling Units (PSUs); before the PSU selection, PSUs were sorted according to the literacy rate of women age 6+ years. Within each urban sampling stratum, a sample of Census Enumeration Blocks (CEBs) was selected as PSUs. Before the PSU selection, PSUs were sorted according to the percentage of SC/ST population. In the second stage of selection, a fixed number of 22 households per cluster was selected with an equal probability systematic selection from a newly created list of households in the selected PSUs. The list of households was created as a result of the mapping and household listing operation conducted in each selected PSU before the household selection in the second stage. In all, 30,456 Primary Sampling Units (PSUs) were selected across the country in NFHS-5 drawn from 707 districts as on March 31st 2017, of which fieldwork was completed in 30,198 PSUs.

Computer Assisted Personal Interview [capi]
Four survey schedules/questionnaires: Household, Woman, Man, and Biomarker were canvassed in 18 local languages using Computer Assisted Personal Interviewing (CAPI).
Electronic data collected in the 2019-21 National Family Health Survey were received on a daily basis via the SyncCloud system at the International Institute for Population Sciences, where the data were stored on a password-protected computer. Secondary editing of the data, which required resolution of computer-identified inconsistencies and coding of open-ended questions, was conducted in the field by the Field Agencies and at the Field Agencies central office, and IIPS checked the secondary edits before the dataset was finalized.
Field-check tables were produced by IIPS and the Field Agencies on a regular basis to identify certain types of errors that might have occurred in eliciting information and recording question responses. Information from the field-check tables on the performance of each fieldwork team and individual investigator was promptly shared with the Field Agencies during the fieldwork so that the performance of the teams could be improved, if required.
A total of 664,972 households were selected for the sample, of which 653,144 were occupied. Among the occupied households, 636,699 were successfully interviewed, for a response rate of 98 percent.
In the interviewed households, 747,176 eligible women age 15-49 were identified for individual women’s interviews. Interviews were completed with 724,115 women, for a response rate of 97 percent. In all, there were 111,179 eligible men age 15-54 in households selected for the state module. Interviews were completed with 101,839 men, for a response rate of 92 percent.

The sampling design followed in ASI 2002-03 is a circular systematic one. All the factories in the updated frame (universe) are divided into two sectors, viz., Census and Sample.
Census Sector: Census Sector is defined as follows:
a) All industrial units belonging to the six less industrially developed states/ UT's viz. Manipur, Meghalaya, Nagaland, Tripura, Sikkim and Andaman & Nicobar Islands.
b) For the rest of the twenty-six states/ UT's., (i) units having 100 or more workers, and (ii) all factories covered under Joint Returns.
c) After excluding the Census Sector units as defined above, all units belonging to the strata (State by 4-digit of NIC-04) having less than or equal to 4 units are also considered as Census Sector units.
Remaining units, excluding those of Census Sector, called the sample sector, are arranged in order of their number of workers and samples are then drawn circular systematically considering sampling fraction of 20% within each stratum (State X Sector X 4-digit NIC) for all the states. An even number of units with a minimum of 4 are selected and evenly distributed in two sub-samples. The sectors considered here are Biri, Manufacturing and Electricity.

For extracted returns, status of unit (Block A, Item 12) would be in the range 17 to 20. To make results comparable, users are requested to follow the same procedure. For calculation of various parameters, users are requested to refer instruction manual/report. Please note that a separate inflation factor (Multiplier) is available for each unit against records belonging to Block-A ,pos:62-70 (Please refer STRUC03.XLS) for ASI 2002-03 data. The multiplier is calculated for each sub-stratum (i.e. State X NIC'98(4 Digit) X sub-stratum) after adjusting for non-response cases.
Status of unit code 17-20 may always be considered for all processing.
Merging of unit level data As per existing policy to merge unit level data at ultimate digit level of NIC'98 (i.e., 5 digit) for the purpose of dissemination, the data have been merged for industries having less than three units within State, District and NIC'98(5 Digit) with the adjoining industries within district and then to adjoining districts within a state. There may be some NIC'98(5 Digit) ending with '9' which do not figure in the book of NIC '98. These may be treated as 'Others' under the corresponding 4-digit group. To suppress the identity of factories data fields corresponding to PSL number, Industry code as per Frame (4-digit level of NIC-98) and RO/SRO code have been filled with '9' in each record.
It may please be noted that, tables generated from the merged data may not tally with the published results for few industries, since the merging for published data has been done at aggregate-level to minimise the loss of information.
Relative Standard Error (RSE) is calculated in terms of worker, wages to worker and GVA using the formula. Programs developed in Visual Foxpro are used to compute the RSE of estimates.
To check for consistency and reliability of data the same are compared with the NIC-2digit level growth rate at all India Index of Production (IIP) and the growth rates obtained from the National Accounts Statistics at current and constant prices for the registered manufacturing sector.

This dataset shows the Worker Population Ratio (WPR), in percentage terms, for major religions, based on usual status (ps+ss). For years before 2017-18, the data was obtained in different quinquennial rounds of NSSO conducted from 2004-05 (NSS 61st) to 2011-12 (NSS 68th round). From 2017-18 the data is sourced from the annual report of the Periodic Labour Force Survey (PLFS) conducted by the Ministry of Statistics and Programme Implementation. The data highlights the proportion of the working population within major religious communities.
The survey covers the whole of the Indian Union except (i) interior villages of Nagaland situated beyond five kilometres of the bus route and (ii) villages in Andaman and Nicobar Islands which remain inaccessible throughout the year.
For Leh (Ladakh) and Kargil districts of Jammu & Kashmir there is no separate sample first-stage units (FSUs) for "central sample". For these two districts, sample FSUs drawn as "state sample" will also be treated as central sample. The state directorate of economics and statistics (DES) will provide a copy of the filled-in schedules to Data Processing Division of NSSO for processing.

SAMPLE DESIGN
Outline of sample design: A stratified multi-stage design has been adopted for the 66th round survey. The first stage units (FSU) are the 2001 census villages (Panchayat wards in case of Kerala) in the rural sector and Urban Frame Survey (UFS) blocks in the urban sector. In addition, two non-UFS towns of Leh and Kargil of Jammu & Kashmir are also treated as FSUs in the urban sector. The ultimate stage units (USU) are households in both the sectors. In case of large FSUs, one intermediate stage of sampling is the selection of two hamlet-groups (hgs)/ sub-blocks (sbs) from each rural/ urban FSU.
Sampling Frame for First Stage Units: For the rural sector, the list of 2001 census villages (henceforth the term "village" would mean Panchayat wards for Kerala) constitutes the sampling frame. For the urban sector, the list of latest available UFS blocks is considered as the sampling frame. For non-UFS towns, frame consists of the individual towns (only two towns, viz., Leh & Kargil constitute this frame).
Stratification: Within each district of a State/ UT, generally speaking, two basic strata have been formed: i) rural stratum comprising of all rural areas of the district and (ii) urban stratum comprising of all the urban areas of the district. However, within the urban areas of a district, wherever there are one or more towns with population 10 lakhs or more as per population census 2001 in a district, each of them forms a separate basic stratum and the remaining urban areas of the district are considered as another basic stratum.
Sub-stratification: There is no sub-stratification in the urban sector. However, to net adequate number of child workers, for all rural strata, each stratum has been divided into 2 sub-strata as follows: sub-stratum 1: all villages with proportion of child workers (p) >2P (where P is the average proportion of child workers for the sate/ UT as per Census 2001) sub-stratum 2: remaining villages
Total sample size (FSUs): 12784 FSUs for central sample and 15132 FSUs for state sample have been allocated at all-India level. Further, data of 24 state sample FSUs of Leh and Kargil districts of J & K surveyed by DES, J & K will be included in the central sample
Allocation of total sample to States and UTs: The total number of sample FSUs is allocated to the States and UTs in proportion to population as per census 2001 subject to a minimum sample allocation to each State/ UT. While doing so, the resource availability in terms of number of field investigators has been kept in view.
Allocation of State/ UT level sample to rural and urban sectors: State/ UT level sample size is allocated between two sectors in proportion to population as per census 2001 with double weightage to urban sector subject to the restriction that urban sample size for bigger states like Maharashtra, Tamil Nadu etc. should not exceed the rural sample size. A minimum of 16 FSUs (to the extent possible) is allocated to each state/ UT separately for rural and urban areas. Further the State level allocations for both rural and urban have been adjusted marginally in a few cases to ensure that each stratum/ sub-stratum gets a minimum allocation of 4 FSUs.
Allocation to strata/ sub-strata: Within each sector of a State/ UT, the respective sample size is allocated to the different strata/ sub-strata in proportion to the population as per census 2001. Allocations at stratum/ sub-stratum level are adjusted to multiples of 4 with a minimum sample size of 4 and equal number of samples has been allocated among the four sub rounds.
Selection of FSUs: For the rural sector, from each stratum/ sub-stratum, required number of sample villages has been selected by probability proportional to size with replacement (PPSWR), size being the population of the village as per Census 2001. For urban sector, from each stratum FSUs have been selected by using Simple Random Sampling Without Replacement (SRSWOR). Both rural and urban samples have been drawn in the form of two independent sub-samples.

During this round, the following schedules of enquiry were canvassed:
- Schedule 0.0 : list of households
- Schedule 1.0 : consumer expenditure (Type 1 and Type 2)
- Schedule 10 : employment and unemployment
In the present round, Schedule 10 on employment-unemployment consists of 16 blocks.
The first three blocks, viz. Blocks 0, 1 and 2, are used to record identification of sample households and particulars of field operations, as is the common practice in usual NSS rounds. The last two blocks, viz., Blocks 10 and 11 are to record the remarks of investigator and comments by supervisory officer(s), respectively.
Block 3 will be used for recording the household characteristics, like household size, religion, social group, land possessed, land cultivated, etc. For the rural households information will also be collected, in Block 3, on whether the household has NREG job card, whether got work in NREG works during the last 365 days, number of days got work in NREG works and mode of payment of the wages earned in NREG works. Besides, some particulars about holding of specified Post Office accounts and use of specified Postal services will also be collected in this block.
Block 3.1 is for recording particulars of indebtedness of rural labour households.
Block 4 will be used for recording the demographic particulars and attendance in educational institutions of the household members. Particulars of vocational training being received/received by the household members will also be collected in this block.
In Block 5.1, particulars of usual principal activity of all the household members will be recorded along with some particulars of the enterprises in which the usual status workers (excluding those in crop and plantation activities) are engaged. In this block information for all the workers about the location of workplace will also be collected. For the self-employed persons who are working under specifications (wholly or mainly), information will also be collected about "who provided credit/raw materials/equipments", "basis of payment" and "number of outlets of disposal". Information on informal employment will also be collected in Block 5.1. Similarly, the particulars of one subsidiary economic activity of the household members along with some particulars of the enterprises, informal employment and details of the self-employed persons in their subsidiary activity will be recorded in Block 5.2. The daily time disposition for the seven days preceding the date of survey along with the corresponding activity particulars will be recorded for each household member in Block 5.3. Besides this, the current weekly status (CWS) will be derived from the daily time disposition data and will be recorded in this block. As in the past, wage and salary earnings and mode of payment will also be collected for regular salaried/wage employees and for the casual labourers in this block. Block 6 will be used to record the responses to the probing questions to the persons who were unemployed on all the seven days of the reference week.
Blocks 7.1 and 7.2 contain the probing questions which are related to the under-utilisation of labour time and labour mobility, respectively.
For the members of the household classified as engaged in 'domestic duties' as per their usual principal status, some follow-up questions have been framed and listed in Block 8, with a view to collecting some additional information which might explain as to whether their usual attachment to domestic duties was voluntary or involuntary and also to throw light on their participation in some specified activities for family gain.
A worksheet to obtain the total monthly household consumer expenditure has been provided in Block 9.
Objective of the survey on employment and unemployment:
The basic objective of the employment-unemployment surveys of NSSO is to get estimates of the employment and unemployment characteristics at national and State level. The statistical indicators on labour market are required for planning, policy and decision making at various levels, both within government and outside. Some of the important uses of these indicators include use by the Planning Commission in evolving employment strategy, use by National Accounts Division in estimating gross domestic product using sector wise workforce participation, and use by various researchers to analyse the condition of the labour market. In this context, it may be mentioned that data collected in NSS employment-unemployment surveys was widely used by the National Commission for Enterprises in the Unorganised Sector (NCEUS), 2009. In NSS 68th round, information on various facets of employment and unemployment will be collected in Schedule 10 (Employment and Unemployment) from all the members of the selected households.
The critical issues in the context of labour force enquiries pertain to defining the labour force and measuring participation of labour force in different economic activities. The activity participation of the people is not only dynamic but also multidimensional; it varies with region, age, education, gender, industry and occupational category. These aspects of the labour force will be captured in detail in the present survey on employment and unemployment. Major types of information that will be collected in this round relate to activity status, industry, occupation and earning from employment for the employees along with education particulars, etc. Besides, the survey will also provide insight into the informal sector and informal employment. Information will be collected from the workers about the type of enterprises in which they were engaged and conditions of employment for the employees. Using the data collected from employment and unemployment surveys, indicators will be generated on labour force participation rate, worker population ratio, unemployment rates, employment in the informal sector, informal employment, wages of employees, etc.
Description:
The survey on employment and unemployment is the prime source of estimates of various parameters of labour force and activity participation of the population. The first quinquennial survey on employment - unemployment, carried out by the NSSO in the 27th round (September 1972 - October 1973), made a marked departure from the earlier employment surveys of NSSO in procedure and content. The concepts and procedures followed in this survey were primarily based on the recommendations of the 'Expert Committee on Unemployment Estimates' (1970). Since then, the seven successive quinquennial surveys conducted in the 32nd, 38th, 43rd, 50th, 55th, 61st and 66th rounds have, more or less, followed an identical approach in the measurement of employment and unemployment. The basic approach (in all these seven quinquennial surveys) had been the collection of data to generate the estimates of employment and unemployment according to the 'usual status' based on a reference period of one year, the 'current weekly status' based on a reference period of one week, and the 'current daily status' based on each day of the seven days preceding the date of survey. In order to reveal the multi-dimensional aspects of the employment-unemployment situation in India, information on several correlates were also gathered in these surveys. Sets of probing questions on some of these aspects had also been one of the basic features of these surveys. In NSS 68th round (July 2011- June 2012), detailed information on employment-unemployment was collected in the same way as was done in the last quinquennial survey, i.e., in NSS 66th round.
A Working Group was set up for the purpose of finalising the survey methodology and schedules of enquiry of the 68th round. Considering all the aspects of current data demand and usefulness of the survey results, the Group has suggested a few improvisations, additions and deletions in the content of the schedule of enquiry for the present survey. The major changes made in the schedule for employment and unemployment survey vis-à-vis the previous quinquennial survey (NSS 66th round) are given below:
a) Block 3: 1) In NSS 66th round survey, along with the information on 'whether the household has NREG job card', information was collected on 'whether got work in NREG works during the last 365 days', 'number of days worked' and 'mode of payment'. In NSS 68th round for rural households, information on Mahatma Gandhi National Rural Employment Guarantee (MGNREG) works was collected on the following: i. whether the household has MGNREG job card ii. number of MGNREG job cards issued to the household iii. whether any member of the household has any bank/post office account Information on the last two items (viz., ii & iii) will be collected from the households which have got MGNREG job card. 2) Household type codes and procedure for determination of household type codes in rural areas have been modified.
b) Block 3.1: In this block information on indebtedness of rural labour households was collected in NSS 66th round. This Block was not canvassed in NSS 68th round.
c) Block 4: i. Instead of collecting information on 'whether currently registered with employment exchange' for persons of age 15-45 years as was done in NSS 66th round, information was collected for the same age group on 'whether currently registered with any placement agency'. ii. In NSS 66th round, for vocational training, detailed information was collected on 'duration of training', 'source from which degree/diploma/certificate received' and 'whether the vocational training was ever helpful in getting a job'. In NSS 68th round, collection of information on vocational training was restricted only to 'whether receiving/received any vocational training' and 'field of training'. iii. For persons of age 18 years and above in rural households with MGNREG job card, information was collected on 'whether registered in any MGNREG job card' and, for those who were registered in any MGNREG job card 'whether worked in MGNREG work during last 365 days'. Such information was not collected in NSS 66th round.
d) Block 5.1/5.2: i. Information on 'seeking or available or suitable for the type of occupation' which was collected in NSS 66th round in Block 5.1 from the non-workers of age below 75 years, was not collected. ii. The probing questions to the self-employed persons in the usual status (Block 5.1/5.2) to identify Home Based Workers have been deleted.
e) Block 5.3: i. In this block, for those who were unemployed on all the 7 days of the week, information was also collected on 'duration of present spell of unemployment'. In NSS 66th round, this question was placed in Block 6. Except retaining this item in Block 5.3, Block 6 of NSS 66th round on follow-up questions for persons unemployed on all the 7 days of the week has been deleted.
f) Block 6 (Block 7.1/7.2 of NSS 66th round): i. Block 7.1 and Block 7.2 have been restructured by deleting some of the items and a new block (Block 6) has been formed in NSS 68th round. ii. Questions on remunerativeness of the earning from self-employment which were asked in NSS 66th round in Block 7.1 to the self-employed persons in principal status and/or subsidiary status have been deleted. These were, 'do you regard the current earning from self-employment as remunerative?' and 'what amount per month would you regard as remunerative?'. iii. Information was collected in NSS 66th round in Block 7.2 on some aspects of labour mobility, such as, whether changed establishment, status, industry, occupation during the period of last two years. Information on these items was not collected in NSS 68th round. iv. The three items of Block 7.2 of NSS 66th round which have been retained in NSS 68th round are placed in Block 6. These are: 1. Is there any union/association in your activity? 2. Whether a member of union/association 3. Nature of employment
