The NSW Flood Data Portal has been developed as a joint partnership between the NSW State Emergency Service and the NSW Office of Environment and Heritage. The portal aims to improve the sharing of key flood data within government and to other stakeholders so that this information is more broadly available to be considered in decision making.
Dubbo City Council commissioned this Floodplain Management study in accordance with the process set out in the NSW Government document "Floodplain Development Manual" released in 1986. The manual describes the procedures to be followed by local authorities in arriving at a comprehensive Floodplain Management Plan which will in turn be the basis for any State and Commonwealth assistance sought by Council in implementing the plan. The process is shown diagrammatically in Figure 1.1 with the current study activity highlighted. Council has to date completed the following steps: Established a Floodplain Management Committee (2.1) created at a Special Council Meeting on 16th September 1988; Carried out a Flood Study (2.2) - prepared by the Department of Water Resources and presented in June 1988; Prepared a Draft Interim Local Policy (2.6 1 E)

In view of the increasing catchment development and the need to accurately define the flood problem, Lake Macquarie City Council engaged Webb, McKeown & Associates, to undertake a Flood Study. The primary objectives of this Flood Study are: • to define the flood behaviour of the North Creek catchment by producing information on flood levels, velocities and flows for a range of design flood events under existing catchment and floodplain conditions, • to assess the hydraulic categories and undertake provisional flood hazard mapping, • to assess the extent of the flood problem by undertaking a damages assessment, • to formulate suitable hydrologic/hydraulic models that can be used in a subsequent Floodplain Risk Management Study to assess various floodplain management measures, including the effects of further development. This report details the results and findings of the Flood Study investigations. The key elements include: • a summary of available data, • reasons for the choice of hydrologic and hydraulic models, • calibration of these models, • establishment of design flood behaviour, • flood damages assessment. The Flood Study does not consider flooding from local drainage which may result from inadequate urban drainage provisions.
Blackman’s Swamp Creek is the major drainage catchment of the City of Orange. The catchment rises on the south eastern side of the city and flows through the city’s Central Business District (CBD) in a generally north-easterly direction before passing into Summer Hill Creek and then into the Macquarie River upstream of Burrendong Dam. The focus of this study is the area of Blackman’s Swamp Creek upstream of the Wastewater Treatment Plant. The catchment draining to this point with a total area of 34 square kilometres has two significant tributary creeks, Rifle Range Creek and East Orange Creek. The objectives of the Flood Study were to: Compile all available flood related data for the floodplain by searching relevant data sources; Undertake a community survey of residents of the floodplain to collect historical flood information and community opinion regarding flooding and drainage in the floodplain; Determine the likely extent and behaviour of historical flooding by reviewing the compiled data and feedback from the resident survey; Define existing flood behaviour for the Blackman’s Swamp Creek and East Orange Creek floodplains at the highest obtainable level of accuracy; Describe existing flood risk in the floodplain by documenting flood levels, velocities and flow distributions for the Blackman’s Swamp Creek and East Orange Creek floodplains for a range of flood risk levels; and to Map extent of flooding for a range of flood risk levels for the Blackman’s Swamp Creek and East Orange Creek floodplains
