    A polygon layer of all town boundaries in New York State. The town features and attributes in this layer are the same as those in the Cities_Towns layer in this service. The source data was originally a compilation of U.S. Geological Survey 1:100,000-scale digital vector files and NYS Department of Transportation 1:24,000-scale and 1:75,000-scale digital vector files. Boundaries were revised to 1:24,000-scale positional accuracy and selectively updated based on municipal boundary reviews, court decisions and NYS Department of State Local Law filings for annexations, dissolutions, and incorporations. Currently, boundary changes are made based on NYS Department of State Local Law filings (https://locallaws.dos.ny.gov/).

    A vector polygon layer that includes 1) the New York State boundary over land areas and 2) the state shoreline, including islands, in areas where the state boundary extends over major hydrographic features. The purpose is to provide an “outline” of the state for GIS and cartographic uses. It can be used to clip the boundaries in the Cities, Towns, or Cities_Towns layers back to the shoreline if it is desired to only use or depict the land areas covered by those jurisdictions around the perimeter of the state. The boundaries were revised to 1:24,000-scale accuracy. Ongoing work will adjust the shorelines to 1:24,000-scale accuracy.

    Description

    Data shows polygon locations of Potential Environmental Justice Areas (PEJA) and is defined in the PEJA field. PEJA's have been identified based on data from the 2014-2018 5-year American Community Survey (ACS), conducted by the US Census Bureau. Environmental justice efforts focus on improving the environment in communities, specifically minority and low-income communities, and addressing disproportionate adverse environmental impacts that may exist in those communities. The information balloon for each census block group area displays the census block group ID, population, percent minority, percent below poverty level, county, municipality, and a link to more information on the Department of Environmental Conservation's website https://www.dec.ny.gov/public/333.html The data was collected by the US Census Bureau as part of the American Community Survey. Reported income and race/ethnicity data were analyzed by OEJ to determine the presence of Potential Environmental Justice Areas. The designated areas are then considered for additional outreach within the permitting process, for grant eligibility, and for targeted enforcement of Environmental Conservation Law violations. Utilized established methods as originally detailed in the Interim Environmental Justice Policy, US EPA Region 2, December 2000, and recommended by the Environmental Justice Advisory Group, Recommendations for the New York State Department of Environmental Conservation Environmental Justice Program, January 2, 2002. Individual thresholds for low-income populations (statewide), minority populations (rural communities), and minority populations (urban communities) were determined by using ArcGIS 10.3 (used to indicate if census block groups overlapped Census designated urban areas) and IBM SPSS Statistics 26 (to conduct a K-means clustering algorithm on ACS data for the three categories).     The Unpublished Digital Surficial Geologic-GIS Map of Gateway National Recreation Area and Vicinity, New Jersey and New York is composed of GIS data layers and GIS tables in a 10.1 file geodatabase (gwsf_geology.gdb), a 10.1 ArcMap (.MXD) map document (gwsf_geology.mxd), individual 10.1 layer (.LYR) files for each GIS data layer, an ancillary map information (.PDF) document (gate_geology.pdf) which contains source map unit descriptions, as well as other source map text, figures and tables, metadata in FGDC text (.TXT) and FAQ (.HTML) formats, and a GIS readme file (gwsf_gis_readme.pdf). Please read the gwsf_gis_readme.pdf for information pertaining to the proper extraction of the file geodatabase and other map files. To request GIS data in ESRI 10.1 shapefile format contact Stephanie O’Meara (stephanie.omeara@colostate.edu; see contact information below). The data is also available as a 2.2 KMZ/KML file for use in Google Earth, however, this format version of the map is limited in data layers presented and in access to GRI ancillary table information. Google Earth software is available for free at: http://www.google.com/earth/index.html. Users are encouraged to only use the Google Earth data for basic visualization, and to use the GIS data for any type of data analysis or investigation. The data were completed as a component of the Geologic Resources Inventory (GRI) program, a National Park Service (NPS) Inventory and Monitoring (I&M) Division funded program that is administered by the NPS Geologic Resources Division (GRD). Source geologic maps and data used to complete this GRI digital dataset were provided by the following: New Jersey Geological Survey and New York State Museum. Users of this data are cautioned about the locational accuracy of features within this dataset. Based on the source map scale of 1:100,000 and United States National Map Accuracy Standards features are within (horizontally) 127 meters or 416.7 feet of their actual location as presented by this dataset. Users of this data should thus not assume the location of features is exactly where they are portrayed in Google Earth, ArcGIS or other software used to display this dataset. All GIS and ancillary tables were produced as per the NPS GRI Geology-GIS Geodatabase Data Model v. 2.3. (available at: http://science.nature.nps.gov/im/inventory/geology/GeologyGISDataModel.cfm). The GIS data projection is NAD83, UTM Zone 18N, however, for the KML/KMZ format the data is projected upon export to WGS84 Geographic, the native coordinate system used by Google Earth. The data is within the area of interest of Gateway National Recreation Area.

    This data set features a hyperlink to the New York State Department of Transportation’s (NYSDOT) Traffic Data (TD) Viewer web page, which includes a link to the Traffic Data interactive map. The Traffic Data Viewer is a geospatially based Geographic Information System (GIS) application for displaying data contained in the roadway inventory database. The interactive map has five viewable data categories or ‘layers’. The five layers include: Average Daily Traffic (ADT); Continuous Counts; Short Counts; Bridges; and Grade Crossings throughout New York State.

    A vector polygon layer of county boundaries in New York State up to, and using the shorelines of, major hydrographic features. The source data was originally a compilation of U.S. Geological Survey 1:100,000-scale digital vector files and NYS Department of Transportation 1:24,000-scale and 1:75,000-scale digital vector files. Boundaries were revised to 1:24,000-scale positional accuracy and selectively updated based on court decisions. Currently, boundary changes are made as needed based on authoritative sources.

    Spatial Reference of Source Data: NAD 1983 UTM Zone 18N. Spatial Reference of Map Service: WGS 1984 Web Mercator Auxiliary Sphere.
