Between June and November of 1975, 1,834 noninstitutionalized persons residing in Cleveland, Ohio, were interviewed by personnel from Case Western Reserve University for the United States General Accounting Office. Of these, 1,519 were reinterviewed one year later (Phase II of the survey).
