    Description

    IntroductionLinking free-text addresses to unique identifiers in a structural address database [the Ordnance Survey unique property reference number (UPRN) in the United Kingdom (UK)] is a necessary step for downstream geospatial analysis in many digital health systems, e.g., for identification of care home residents, understanding housing transitions in later life, and informing decision making on geographical health and social care resource distribution. However, there is a lack of open-source tools for this task with performance validated in a test data set.MethodsIn this article, we propose a generalisable solution (A Framework for Linking free-text Addresses to Ordnance Survey UPRN database, FLAP) based on a machine learning–based matching classifier coupled with a fuzzy aligning algorithm for feature generation with better performance than existing tools. The framework is implemented in Python as an Open Source tool (available at Link). We tested the framework in a real-world scenario of linking individual’s (n=771,588) addresses recorded as free text in the Community Health Index (CHI) of National Health Service (NHS) Tayside and NHS Fife to the Unique Property Reference Number database (UPRN DB).ResultsWe achieved an adjusted matching accuracy of 0.992 in a test data set randomly sampled (n=3,876) from NHS Tayside and NHS Fife CHI addresses. FLAP showed robustness against input variations including typographical errors, alternative formats, and partially incorrect information. It has also improved usability compared to existing solutions allowing the use of a customised threshold of matching confidence and selection of top n candidate records. The use of machine learning also provides better adaptability of the tool to new data and enables continuous improvement.DiscussionIn conclusion, we have developed a framework, FLAP, for linking free-text UK addresses to the UPRN DB with good performance and usability in a real-world task.

    This is the ONS Postcode Directory (ONSPD) for the United Kingdom as at February 2024 in Comma Separated Variable (CSV) and ASCII text (TXT) formats. This file contains the multi CSVs so that postcode areas can be opened in MS Excel. To download the zip file click the Download button. The ONSPD relates both current and terminated postcodes in the United Kingdom to a range of current statutory administrative, electoral, health and other area geographies. It also links postcodes to pre-2002 health areas, 1991 Census enumeration districts for England and Wales, 2001 Census Output Areas (OA) and Super Output Areas (SOA) for England and Wales, 2001 Census OAs and SOAs for Northern Ireland and 2001 Census OAs and Data Zones (DZ) for Scotland.     September 2017 OS Code-Point Open for Greater London and London boroughs are downloadable via the links below. OS Code-Point Open provides a National Grid coodinate for a point within each postcode unit (e.g. SE1 2AA) in Great Britain.There are approximately 1.6 million postcode units in the UK and each contains an average of 15 adjoining addresses. It also contains a number of columns of attributes which provide information about each postcode unit, including local authority area codes down to ward level and National Health Service. The geographic extent of the Code-Point dataset below has been limited to the Greater London area as well as extracts for the City of London and the 32 London boroughs individually. In addition to conventional CSV file format, the dataset is also available as ESRI shapefile format (.shp) for ease of use with Geographical Information Systems (GIS) for visualisation and further analysis.     The Land Registry Price Paid Data (PPD) dataset is open, available online (https://www.gov.uk/government/statistical-data-sets/price-paid-data-downloads). The Land Registry PPD records 24,852,949 transactions in England and Wales between 1/1/1995 and 31/10/2019. Domestic Energy Performance Certificates (EPCs) dataset is open and available on-line from the Ministry for Housing, Communities and Local Government - MHCLG. Domestic EPC record a property’s energy performance and its building stock information, such as its total floor area and its number of habitable rooms. The current Domestic EPCs dataset is the third released version and contains certificates issued between 1/10/2008 and 31/8/2019, which records 18,575,357 energy performance data records with 84 fields. These two datasets both contain property information at address level but their address structures are different, thus a matching method containing a four-stage (251 matching rules) process was designed to achieve linkage between them.

    Land Registry Price Paid Data (PPD) have been published as open data since 2013. These data have been transformative for house price variation research in the UK as they are a comprehensive record of residential transactions at address level and cover the whole of England and Wales over a period dating back to 1995. Despite the utility of these data, a lack of attribute information relating to the properties, such as total floor area information, is identified as one of the major shortcomings of the PPD data. This means that the impacts of stock mix on broader price patterns cannot be fully accounted for. This research outlines one approach which addresses this deficiency by combining transaction information from the official open Land Registry Price Paid Data (PPD) with property size information form the official open Domestic Energy Performance Certificates (EPCs). A four-stage data linkage is created to generate a new linked dataset, representing 79% of the full market sales in the Land Registry PPD. This new linked dataset details 5,732,838 transactions in England and Wales between 2011 and 2019, along with each property's total floor area and the number of habitable rooms. Codes for other commonly used spatial units from Output Area to Local Authority are also included in the dataset. This offers greater flexibility for the exploration of house price variation in England and Wales at different spatial scales. The data collection includes the scripts used for linkage, as well as the resulting dataset.

    This file contains the National Statistics UPRN Lookup (NSUL) for Great Britain as at February 2023. The NSUL relates the Unique Property Reference Number (UPRN) for each GB address from AddressBase® Epoch 99 to a range of current statutory administrative, electoral, health and other statistical geographies via 'best-fit' allocation from 2021 Census output areas (National Parks and Workplace Zones are exempt from 'best-fit' and use 'exact-fit' allocations). The NSUL is produced by ONS Geography, who provide geographic support to the Office for National Statistics (ONS) and geographic services used by other organisations. The NSUL is issued every 6 weeks and is designed to complement the Ordnance Survey AddressBase® product.
