For purposes of this open data inventory exercise, a dataset is defined as: “An organized collection of data used to carry out the business of a department or agency, that can be understood alone or in conjunction with other datasets”. Please note that the Open Data Inventory is no longer being maintained by Government of Canada organizations and is therefore not being updated. As a mandate of the New Orleans City Data Policy - Executive Order 16-01 & Policy Memorandum 135, we are taking an inventory of all City datasets. This on-going inventory process will help us to categorize and identify data that could be made publicly available. This process also assists our ability to work cross-departmentally and increases our resilience.

Since 2015, all ministries have started an annual government-wide data inventory. A data inventory is a way to map out all available data in an organization and to investigate which data is suitable for publishing as open data. It is indicated per department which datasets are available for reuse, which will become public and which datasets will remain closed because of (for example) personal data. The data inventory is completely public and produces many new available data sets every year. Since 2017, the data inventory has been conducted among all data owners who publish data on data.overheid.nl. The data inventory is not mandatory among data owners, which is why not all owners have participated in the data inventory. Data.overheid.nl supervised the data inventory from 2015 to 2018.

Methodology
The paper focuses on benchmarking of open data initiatives over the years and attempts to identify patterns observed among European countries that could lead to disparities in the development, growth, and sustainability of open data ecosystems.
This study examines existing benchmarks, indices, and rankings of open (government) data initiatives to find the contexts by which these initiatives are shaped, both of which then outline a protocol to determine the patterns. The composite benchmarks-driven analytical protocol is used as an instrument to examine the understanding, effects, and expert opinions concerning the development patterns and current state of open data ecosystems implemented in eight European countries - Austria, Belgium, Czech Republic, Italy, Latvia, Poland, Serbia, Sweden. 3-round Delphi method is applied to identify, reach a consensus, and validate the observed development patterns and their effects that could lead to disparities and divides. Specifically, this study conducts a comparative analysis of different patterns of open (government) data initiatives and their effects in the eight selected countries using six open data benchmarks, two e-government reports (57 editions in total), and other relevant resources, covering the period of 2013–2022.

The file "OpenDataIndex_2013_2022" collects an overview of 27 editions of 6 open data indices - for all countries they cover, providing respective ranks and values for these countries. These indices are:

Based on the analysis of selected countries, incl. the analysis of their specifics and performance over the years in the indices and benchmarks, covering 57 editions of OGD-oriented reports and indices and e-government-related reports (2013-2022) that shaped a protocol (see paper, Annex 1), 102 patterns that may lead to disparities and divides in the development and benchmarking of ODEs were identified, which after the assessment by expert panel were reduced to a final number of 94 patterns representing four contexts, from which the recommendations defined in the paper were obtained. These patterns are available in the file "OGDdevelopmentPatterns". The first sheet contains the list of patterns, while the second sheet - the list of patterns and their effect as assessed by expert panel.

The purpose of the SNF Study was to develop the techniques to make the link from biophysical measurements made on the ground to aircraft radiometric measurements and then to scale up to satellite observations. Therefore, satellite image data were acquired for the Superior National Forest study site. These data were selected from all the scenes available from Landsat 1 through 5 and SPOT platforms. Image data substantially contaminated by cloud cover or of poor radiometric quality was not acquired. Of the Landsat scenes, only one Thematic Mapper (TM) scene was acquired, the remainder were Multispectral Scanner (MSS) images. Some of the acquired image data had cloud cover in portions of the scene or other problems with the data. These problems and other comments about the images are summarized in the data set. This data set contains a listing of the scenes that passed inspection and were acquired and archived by Goddard Space Flight Center. Though these image data are no longer available from either the Goddard Space Flight Center or the ORNL DAAC, this data set has been included in the Superior National Forest data collection in order to document which satellite images were used during the project.
