    Description

    This report analyses the impact overcrowding has on a prisoner’s individual likelihood of being involved in an assault (prisoner-on-prisoner assaults and assaults on staff). The analysis is conducted on the closed adult prison estate (male and female), using data from 2022.

    The analysis uses directed acyclic graphs (DAGs) to identify which variables to include in the statistical model, to isolate the causal relationship between overcrowding and assaults. To quantify the impact, survival modelling was used, comparing the likelihood of involvement in an assault over a 12-month period between overcrowded and non-overcrowded prisoners.

    Occupancy rating (rooms)

    Occupancy rating provides a measure of whether a household's accommodation is overcrowded or underoccupied. There are two measures of occupancy rating:

    1. Based on the number of rooms in a household's accommodation
    2. Based on the number of bedrooms in a household's accommodation

    The ages of the household members and their relationships to each other are used to derive the number of rooms/bedrooms they require, based on a standard formula. The number of rooms/bedrooms required is subtracted from the number of rooms/bedrooms in the household's accommodation to obtain the occupancy rating.     Utilising a regression analysis we created a correlation matrix utilising a number of demographic indicators from the Local Insight platform. This application is showing the distribution of the datasets that were found to have the strongest relationships, with the base comparison dataset of proportion of overcrowded households. This app contains the following datasets: proportion of over 65's receiving pension credit guarantee element, proportion of people in employment (aged 16 to 74) in the approximated social grade N-SEC 14.1 never worked, proportion of mlaes aged 16 to 74 working 16 to 30 hours a week, proportion of households where no people aged over 16 but at least one person aged 3 to 15 has English as a main language, proportion of households where all people aged 16 and over have English as a main language, Indices of Deprivation 2019 income deprivation affecting older people score, proportion of people whose main language is not English and who do not speak English well, proportion of people whose main language is not English and who do not speak English at all and proportion of people who stated their religion as Christian.

    This dataset provides Census 2021 estimates that classify households in England and Wales by occupancy rating (bedrooms) and by household composition. The estimates are as at Census Day, 21 March 2021.

    Data about household relationships might not always look consistent with legal partnership status. This is because of complexity of living arrangements and the way people interpreted these questions. Take care when using these two variables together. Read more about this quality notice.

    Area type

    Census 2021 statistics are published for a number of different geographies. These can be large, for example the whole of England, or small, for example an output area (OA), the lowest level of geography for which statistics are produced.

    For higher levels of geography, more detailed statistics can be produced. When a lower level of geography is used, such as output areas (which have a minimum of 100 persons), the statistics produced have less detail. This is to protect the confidentiality of people and ensure that individuals or their characteristics cannot be identified.

    Lower tier local authorities

    Lower tier local authorities provide a range of local services. There are 309 lower tier local authorities in England made up of 181 non-metropolitan districts, 59 unitary authorities, 36 metropolitan districts and 33 London boroughs (including City of London). In Wales there are 22 local authorities made up of 22 unitary authorities.

    Coverage

    Census 2021 statistics are published for the whole of England and Wales. However, you can choose to filter areas by:

    • country - for example, Wales
    • region - for example, London
    • local authority - for example, Cornwall
    • health area – for example, Clinical Commissioning Group
    • statistical area - for example, MSOA or LSOA

    Occupancy rating for bedrooms

    Whether a household's accommodation is overcrowded, ideally occupied or under-occupied. This is calculated by comparing the number of bedrooms the household requires to the number of available bedrooms.

    The number of bedrooms the household requires is calculated according to the Bedroom Standard, where the following should have their own bedroom:

    1. adult couple
    2. any remaining adult (aged 21 years or over)
    3. two males (aged 10 to 20 years)
    4. one male (aged 10 to 20 years) and one male (aged 9 years or under), if there are an odd number of males aged 10-20
    5. one male aged 10-20 if there are no males aged 0-9 to pair with him.
    6. repeat steps 3-5 for females
    7. two children (aged 9 years or under) regardless of sex
    8. any remaining child (aged 9 years or under)

    An occupancy rating of:

    • -1 or less implies that a household’s accommodation has fewer bedrooms than required (overcrowded)
    • +1 or more implies that a household’s accommodation has more bedrooms than required (under-occupied)
    • 0 suggests that a household’s accommodation has an ideal number of bedrooms

    Household composition

    Households according to the relationships between members.

    One-family households are classified by:

    • the number of dependent children
    • family type (married, civil partnership or cohabiting couple family, or lone parent family)

    Other households are classified by:

    • the number of people
    • the number of dependent children
    • whether the household consists only of students or only of people aged 66 and over
