    THE CLEANED AND HARMONIZED VERSION OF THE SURVEY DATA PRODUCED AND PUBLISHED BY THE ECONOMIC RESEARCH FORUM REPRESENTS 100% OF THE ORIGINAL SURVEY DATA COLLECTED BY THE PALESTINIAN CENTRAL BUREAU OF STATISTICS

    The basic goal of the Household and Consumption Survey is to provide a necessary database for formulating national policies at various levels. This survey provides the contribution of the household sector to the Gross National Product (GNP). It determines the incidence of poverty, and provides weighted data which reflects the relative importance of the consumption items to be employed in determining the benchmark for rates and prices of items and services. Furthermore, this survey is a fundamental cornerstone in the process of studying the nutritional status in the Palestinian territory.

    The raw survey data provided by the Statistical Agency were cleaned and harmonized by the Economic Research Forum, in the context of a major project that started in 2009. During which extensive efforts have been exerted to acquire, clean, harmonize, preserve and disseminate micro data of existing household surveys in several Arab countries.

    Geographic coverage

    The target population in the sample survey comprises all private household living in the West Bank and Gaza Srip, excluding nomads and students.

    Analysis unit

    1- Household/family. 2- Individual/person.

    Universe

    The survey covered a national sample of households and all permanently residing individuals in surveyed households.

    Sample and Frame:

    The target population in the survey sample comprises all households living in the West Bank and Gaza Strip, excluding nomads and students. The sample design is a stratified two-stage design for households selected to be interviewed. At the first stage a sample of cells (PSUs) was selected from PCBS master sample frame. At the second stage, a sample of households was selected after a complete household listing of the sampled cells.

    Sample design:

    Four levels of stratification have been made: 1. Stratification by District. 2. Stratification by place of residence, which comprises: (a) Municipalities (b) Villages (C) refugees camps 3. Stratification by locality size 4. Stratification by cell identification in that order

    Target cluster size:

    The target cluster size or "sample-take" is the average number of households to be selected per PSU. In this survey, the sample take is around 10 households.

    Sample size:

    The total sample size collected, after excluding non-response and related losses, is 2851 households.

    Sampling deviation

    The standard errors for the main survey estimates were calculated to give the user an idea of their reliability or precision. Whereas, the variance was calculated using the method of ultimate clusters within any domain of estimation.

    Research instrument

    The PECS questionnaire consists of two main sections:

    First section: Certain articles / provisions of the form filled at the beginning of the month,and the remainder filled out at the end of the month. The questionnaire includes the following provisions:

    Cover sheet: It contains detailed and particulars of the family, date of visit, particular of the field/office work team, number/sex of the family members.

    Statement of the family members: Contains social, economic and demographic particulars of the selected family.

    Statement of the long-lasting commodities and income generation activities: Includes a number of basic and indispensable items (i.e, Livestock, or agricultural lands).

    Housing Characteristics: Includes information and data pertaining to the housing conditions, including type of shelter, number of rooms, ownership, rent, water, electricity supply, connection to the sewer system, source of cooking and heating fuel, and remoteness/proximity of the house to education and health facilities.

    Monthly and Annual Income: Data pertaining to the income of the family is collected from different sources at the end of the registration / recording period.

    Second section: The second section of the questionnaire includes a list of 54 consumption and expenditure groups itemized and serially numbered according to its importance to the family. Each of these groups contains important commodities. The number of commodities items in each for all groups stood at 707 commodities and services items. Groups 1-21 include food, drink, and cigarettes. Group 22 includes homemade commodities. Groups 23-45 include all items except for food, drink and cigarettes. Groups 50-54 include all of the long-lasting commodities. Data on each of these groups was collected over different intervals of time so as to reflect expenditure over a period of one full year.

    • The harmonization process starts with cleaning all raw data files received from the Statistical Agency.

    • A country-specific program is generated for each dataset to generate/ compute/ recode/ rename/ format/ label harmonized variables.
    • A post-harmonization cleaning process is then conducted on the data.

    Abstract

    The Palestinian Central Bureau of Statistics (PCBS) strives to keep abreast of developments on the domestic and international arenas and to provide official statistics in all areas pertinent to Palestinian society. The survey of Democratic Governance is a new area in the Palestinian official statistics that came to meet the needs of users and to provide comparable statistics on the regional and international levels.

    The Palestinian Central Bureau of Statistics has decided to include Democratic Governance in its program as part of PCBS' efforts to provide comprehensive statistical indicators in specialized subjects. Statistics on Democratic Governance has become one of the main requirements of the development of societies and will serve the needs of users including decision and policy makers.

    Statistical indicators on Democratic Governance cover many aspects of social, economic, and environmental life, and go in line with the indicators of the Millennium Development Goals. These indicators provide the basis to monitor the status of human rights and governance in any country as well as support the national social and economic system.

    This report addresses the most important results of the Democratic Governance survey that was carried out by the Palestinian Central Bureau of Statistics during the period from 16/10/2008 until 30/11/2008. The report presents relevant results related to the rule of law in the Palestinian Territory, public office, and election. The results also covers the performance of the Palestinian Legislative Council (PLC), the government, and civil society. In addition, the report presents relevant indicators on the freedom of opinion and expression, freedom of press, access to information, and the freedom to affiliate with and form political parties. In addition, the results cover women's rights, the right to education, health, and labor.

    The Palestinian Central Bureau of Statistics hopes that the findings of this report will be effectively utilized to enable decision and policy makers to identify required policies and procedures for further improvement and development and to better serve the Palestinian citizen.

    Sampling procedure

    The sampling frame The sampling frame consists of enumeration areas adopted in the Population, Housing and Establishment census 2007. Each enumeration area has an average size of about 120-150 households.

    Sample size The sample size of the survey was estimated to about 2,544 household.

    Sample design The sample is stratified clustered systematic random sample. The design is comprised of three phases:

    Random sample of 212 enumeration areas Selection of (12) household from each enumeration area, selected in phase one, using systematic random manner Selection of a person (aged 18 years or more) in the field from the selected households; and KISH TABLES were used in the selection of persons (alternating one male and the next female) to ensure indiscriminate selection.

    Sample strata Distribution of the sample was stratified by areas (North of West Bank, South of West Bank, Middle of West Bank, and Gaza Strip), and type of locality (urban, rural, camps).

    Research instrument

    The survey questionnaire on Democratic Governance is the main instrument for data collection, and thus its design took into consideration the standard technical specifications to facilitate the collection, processing and analysis of data. Because this type of specialized surveys is new to PCBS, relevant experiences of other countries and international best practices were thoroughly reviewed to ensure the contents and design of the survey's instruments are within international standards. The survey's questionnaire includes the following basic components:

    Identification data: The identification data constitutes the key that uniquely identifies each questionnaire. The key consists of the questionnaire' serial number, locality code, and governorate code. The classification of localities is according to the Standard Administrative Classification that was adopted by a national committee composed of representatives of various national institutions, and applied by PCBS in the Population, Housing and Establishment Censuses 2007.

    Data quality control: A set of quality controls were developed and incorporated into the different phases of the survey including field operations, office editing, office coding, data processing, and survey documentation.

    Survey's main indicators: The first section of the questionnaire includes identification data about the geographical location and the population. Other sections include data about: the rule of law, the right to access public office, election, the performance of the Palestinian Legislative Council (PLC), government and civil institutions, freedom of opinion and expression, the press and the right to information, freedom to affiliate with and form political parties, the right to education, health, employment and housing.

    Cleaning operations

    Both data entry and tabulation were completed by using the ACCESS and SPSS software programs. Data entry was organized into two files, corresponding to the main parts of the questionnaire. Data entry template was designed to reflect an exact image of the questionnaire, and included various electronic checks: logical check, range checks, consistency checks and cross-validation.

    In 1995, Israel had a Jewish population of approximately 4.5 million people, of whom approximately 1.75 million were born abroad. Over one million of these immigrants were born in Europe, with over 650,000 of these born in the former Soviet Union. Despite Poland having the largest Jewish population in the world in the pre-WWII years, the number of Polish Jewish migrants and descendents in Israel was relatively small in 1995 when compared to the USSR due to the impact of the Holocaust.

    Outside of Europe, Morocco had the largest number of Jewish immigrants and descendents in Israel by 1995. Morocco had the largest Jewish population in the Muslim world when Israel was founded in 1948, with over 250,000 people. Many Moroccan Jews sought to emigrate to Israel at this time, but often faced resistance from authorities and local populations who believed the Jews would join in the fight against the Arab forces seeking to establish a Muslim state in Palestine. The government of Morocco then officially prohibited emigration to Israel after gaining independence from France in 1956, however this policy was reversed in 1961 whereby the Moroccan government began facilitating Jewish emigration to Israel in return for payments from Jewish organizations in the U.S. and Israel. By the 1970s, Morocco's Jewish population had fallen to less than 15 percent of its size in 1948.

    The Palestinian Central Bureau of Statistics (PCBS) carried out four rounds of the Labor Force Survey 2021 (LFS). The survey rounds covered a total sample of about 25,179 households (about 6,300 households per quarter).

    The main objective of collecting data on the labour force and its components, including employment, unemployment and underemployment, is to provide basic information on the size and structure of the Palestinian labour force. Data collected at different points in time provide a basis for monitoring current trends and changes in the labour market and in the employment situation. These data, supported with information on other aspects of the economy, provide a basis for the evaluation and analysis of macro-economic policies.

    Sampling procedure

    The methodology was designed according to the context of the survey, international standards, data processing requirements and comparability of outputs with other related surveys.

    ---> Target Population: It consists of all individuals aged 10 years and Above and there are staying normally with their households in the state of Palestine during 2020.

    ---> Sampling Frame: The sampling frame consists of a comprehensive sample selected from the Population, Housing and Establishments Census 2017: This comprehensive sample consists of geographical areas with an average of 150 households, and these are considered as enumeration areas used in the census and these units were used as primary sampling units (PSUs).

    ---> Sampling Size: The estimated sample size is 8,040 households in each quarter of 2021.

    ---> Sample Design The sample is two stage stratified cluster sample with two stages : First stage: we select a systematic random sample of 536 enumeration areas for the whole round. Second stage: we select a systematic random sample of 15 households from each enumeration area selected in the first stage.

    ---> Sample strata: The population was divided by: 1- Governorate (17 governorates, where Jerusalem was considered as two statistical areas) 2- Type of Locality (urban, rural, refugee camps).

    ---> Sample Rotation: Each round of the Labor Force Survey covers all of the 536 master sample enumeration areas. Basically, the areas remain fixed over time, but households in 50% of the EAs were replaced in each round. The same households remain in the sample for two consecutive rounds, left for the next two rounds, then selected for the sample for another two consecutive rounds before being dropped from the sample. An overlap of 50% is then achieved between both consecutive rounds and between consecutive years (making the sample efficient for monitoring purposes).

    Research instrument

    The survey questionnaire was designed according to the International Labour Organization (ILO) recommendations. The questionnaire includes four main parts:

    ---> 1. Identification Data: The main objective for this part is to record the necessary information to identify the household, such as, cluster code, sector, type of locality, cell, housing number and the cell code.

    ---> 2. Quality Control: This part involves groups of controlling standards to monitor the field and office operation, to keep in order the sequence of questionnaire stages (data collection, field and office coding, data entry, editing after entry and store the data.

    ---> 3. Household Roster: This part involves demographic characteristics about the household, like number of persons in the household, date of birth, sex, educational level…etc.

    ---> 4. Employment Part: This part involves the major research indicators, where one questionnaire had been answered by every 15 years and over household member, to be able to explore their labour force status and recognize their major characteristics toward employment status, economic activity, occupation, place of work, and other employment indicators.

    Cleaning operations

    ---> Raw Data PCBS started collecting data since 1st quarter 2020 using the hand held devices in Palestine excluding Jerusalem in side boarders (J1) and Gaza Strip, the program used in HHD called Sql Server and Microsoft. Net which was developed by General Directorate of Information Systems. From the beginning of March 2020, with the spread of the COVID-19 pandemic and the home quarantine imposed by the government, the personal (face to face) interview was replaced by the phone interview for households who had phone numbers from previous rounds, and for those households that did not have phone numbers, they were referred to and interviewed in person (face to face interview). Using HHD reduced the data processing stages, the fieldworkers collect data and sending data directly to server then the project manager can withdrawal the data at any time he needs. In order to work in parallel with Gaza Strip and Jerusalem in side boarders (J1), an office program was developed using the same techniques by using the same database for the HHD.

    ---> Harmonized Data - The SPSS package is used to clean and harmonize the datasets. - The harmonization process starts with a cleaning process for all raw data files received from the Statistical Agency. - All cleaned data files are then merged to produce one data file on the individual level containing all variables subject to harmonization. - A country-specific program is generated for each dataset to generate/ compute/ recode/ rename/ format/ label harmonized variables. - A post-harmonization cleaning process is then conducted on the data. - Harmonized data is saved on the household as well as the individual level, in SPSS and then converted to STATA, to be disseminated.

    Response rate

    The survey sample consists of about 32,160 households of which 25,179 households completed the interview; whereas 16,355 households from the West Bank and 8,824 households in Gaza Strip. Weights were modified to account for non-response rate. The response rate in the West Bank reached 79.8% while in the Gaza Strip it reached 90.5%.

    Sampling error estimates

    ---> Sampling Errors Data of this survey may be affected by sampling errors due to use of a sample and not a complete enumeration. Therefore, certain differences can be expected in comparison with the real values obtained through censuses. Variances were calculated for the most important indicators: the variance table is attached with the final report. There is no problem in disseminating results at national or governorate level for the West Bank and Gaza Strip.

    ---> Non-Sampling Errors Non-statistical errors are probable in all stages of the project, during data collection or processing. This is referred to as non-response errors, response errors, interviewing errors, and data entry errors. To avoid errors and reduce their effects, great efforts were made to train the fieldworkers intensively. They were trained on how to carry out the interview, what to discuss and what to avoid, carrying out a pilot survey, as well as practical and theoretical training during the training course. Also data entry staff were trained on the data entry program that was examined before starting the data entry process. To stay in contact with progress of fieldwork activities and to limit obstacles, there was continuous contact with the fieldwork team through regular visits to the field and regular meetings with them during the different field visits. Problems faced by fieldworkers were discussed to clarify any issues. Non-sampling errors can occur at the various stages of survey implementation whether in data collection or in data processing. They are generally difficult to be evaluated statistically.

    They cover a wide range of errors, including errors resulting from non-response, sampling frame coverage, coding and classification, data processing, and survey response (both respondent and interviewer-related). The use of effective training and supervision and the careful design of questions have direct bearing on limiting the magnitude of non-sampling errors, and hence enhancing the quality of the resulting data. The implementation of the survey encountered non-response where the case ( household was not present at home ) during the fieldwork visit and the case ( housing unit is vacant) become the high percentage of the non response cases.     Abstract

    The Palestinian Multiple Indicator Cluster Survey (PMICS) was carried out in 2014 by Palestinian Central Bureau of Statistics in collaboration with Ministry of Health, as part of the global MICS programme. Technical and financial support was provided by the Palestinian Government, the United Nations Children’s Fund (UNICEF) and United Nations Population Fund (UNFPA).

    The global MICS programme was developed by UNICEF in the 1990s as an international household survey programme to support countries in the collection of internationally comparable data on a wide range of indicators on the situation of children and women. MICS surveys measure key indicators that allow countries to generate data for use in policies and programmes, and to monitor progress towards the Millennium Development Goals (MDGs) and other internationally agreed upon commitments.

    The Palestinian Multiple Indicator Cluster Survey has as its primary objectives: - To furnish data needed for monitoring progress toward goals established in the Millennium Declaration and other internationally agreed upon goals, as a basis for future action. - To contribute to the improvement of data and monitoring systems in Palestine and to strengthen technical expertise in the design, implementation, and analysis of such systems.

    The Palestinian Multiple Indicator Cluster Survey, 2014 was conducted for a representative sample of Palestine. The survey was designed as a multi- stage cluster sample covering the entire country including two geographic regions; The West Bank which includes 11 governorates: (Jenin, Tubas, Tulkarm, Qalqiliya, Salfit, Nablus, Ramallah and Al Bireh, Jerusalem, Jericho and Al Aghwar, Bethlehem, Hebron) and Gaza Strip which includes 5 governorates (Gaza, Khan Yunis, Rafah, Deir El Balah and North Gaza) and was stratified according to urban, rural and camp areas.

    Of the 11,125 households selected in the sample, results showed that the number of occupied households were 10,568 of which 10,182 households were successfully interviewed during the survey, giving a response rate of 96 percent. There were 13,964 women in the 15-49 age group of which a total of 13,367 eligible women were successfully interviewed, achieving a response rate of 96 percent. In addition, the number of children was 7,919 child in the Household Questionnaire of which a total of 7,816 child were interviewed giving a response rate of 99 percent. The total households interviewed included 56,367 individual members who were listed. Of these, 28,542 were males and 27,825 were females with a sex ratio of 103 males per hundred females.

    It is noted that the Palestinian population is a young one. The percentage of individuals in the age group 0-17 years was 46 percent, whereas the percentage of individuals in the age group 18 and above was 54 percent. According to economic and social dependency categories, 39 percent individuals were in the age group 0-14 years, 58 percent in the age group 15-64 years which is the age category of economically active individuals; and 3 percent in the age group 65 years and over. The average household size in Palestine in 2014 was about 5.5 persons. About 91 percent of households are headed by men and about 9 percent of households are headed by women. The findings pertain to March-April 2014, when the fieldwork was conducted.

    Sampling procedure

    The primary objective of the sample design for the Palestinian MICS was to produce statistically reliable estimates of most indicators, at the national level, for urban, rural and camps areas. Urban, rural and camps areas in each of the governorates were defined as the sampling strata.

    A multi-stage, stratified cluster sampling approach was used for the selection of the survey sample.

    The sample size for the Palestinian MICS was calculated as 11,125 households. For the calculation of the sample size, the key indicator used was stunting prevalence among children age 0-4 years.

    The number of households selected per cluster for the Palestinian MICS was determined as 25 households, based on a number of considerations, including the design effect, the budget available, and the time that would be needed per team to complete one cluster. Dividing the total number of households by the number of sample households per cluster, we obtain a sample of 445 clusters.

    The 2007 census frame was used for the selection of clusters. Census enumeration areas were defined as primary sampling units (PSUs), and were selected from each of the sampling strata by using systematic pps (probability proportional to size) sampling procedures, based on the number of households in each enumeration area from the 2007 Population and Housing Census frame. The first stage of sampling was thus completed by selecting the required number of enumeration areas from each of the sixteen governorates, separately for the urban, rural and camps strata.

    Since the sampling frame (the 2007 census) was not up-to-date, a listing of households was conducted in all the sample enumeration areas (EAs) prior to the selection of households. For this purpose, listing teams were formed who visited all of the selected enumeration areas and listed all households in these enumeration areas. The listing was conducted in 416 enumeration areas; this excludes 29 sample EAs in Jerusalem within the barriers J1. A total of 266 EAs were updated in the West Bank area and 150 EAs in the Gaza Strip. A 5-day training took place during the first week of September in order to provide the fieldworkers with the skills needed for conducting the listing in the sample EAs for the Palestinian Multiple Indicator Survey 2014. The main listing field work was conducted during the period September - October, 2014.

    Lists of households were prepared by the listing teams in the field for each enumeration area. The households were then sequentially numbered from 1 to n (the total number of households in each enumeration area) at the Central Statistical Office, where the selection of 25 households in each enumeration area was carried out using random systematic selection procedures.

    The questionnaires for the Generic MICS were structured questionnaires based on the MICS5 model questionnaire with some modifications and additions. Household questionnaires were administered in each household, which collected various information on household members including sex, age and relationship. The household questionnaire includes List of Household Members, Education, Child Discipline, Household Characteristics, Water and Sanitation and Salt Iodization.

    In addition to a household questionnaire, questionnaires were administered in each household for women age 15-49 and children under age five. The questionnaire was administered to the mother or primary caretaker of the child.

    The women's questionnaire includes Woman's Background, Fertility/Birth History, Desire for Last Birth, Maternal and Newborn Health, Post-natal Health Checks, Contraception, Unmet Need, Marriage and HIV/AIDS.

    The children's questionnaire includes Child's Age, Birth Registration, Early Childhood Development, Breastfeeding and Dietary Intake, Immunization, Care of Illness and Anthropometry.

    The questionnaires are based on the MICS5 model questionnaire. From the MICS5 model English version, the questionnaires were customised and translated into Arabic and were pre-tested in December, 2013 in 4 clusters, out of each cluster 25 households were selected for interview, 25 households in Al-Bireh city and 25 households in Ramallah city (Urban), 25 households in Abu-Qash village (rural) and 25 in Al-Jalazoun refugee camp (refugee camps). The clusters were covered Ramallah governorate in the central of the West Bank. Based on the results of the pre-test, modifications were made to the wording and translation of the questionnaires. In addition to the administration of questionnaires, fieldwork teams tested the salt used for cooking in the households for iodine content, observed the place for handwashing, and measured the weights and heights of children age under 5 years.

    Cleaning operations

    Data were entered using the CSPro software, Version 5.0. All the questionnaires were entered by using desktop computers, this process was done by 46 data entry operators and 2 data entry supervisors. For quality assurance purposes, all questionnaires were doubleentered and internal consistency checks were performed. Procedures and standard programs developed under the global MICS programme and adapted to the Palestinian Multiple Indicator Cluster Survey questionnaire were used throughout. Data processing began simultaneously with data collection in February 2014 and was completed in July 2014. Data were analysed using the Statistical Package for Social Sciences (SPSS) software, Version 19. Model syntax and tabulation plans developed by UNICEF were customized and used for this purpose.

    Abstract

    The survey was commissioned by the World Bank and it is aligned with the objectives of the World Bank's (WB) Global Program on Consumer Protection and Financial literacy that was launched in 2010. The aim of the WB program is to help targeted countries achieve better consumer protection in financial services. The WB initiative has targeted both public and private sector agencies, and has sponsored comprehensive research projects with the objective of finding the best solutions for each individual country/region. The survey focuses on financial services such as banking, insurance, microfinance in terms of credit, savings and payment systems, and was designed to identify the level of financial awareness and familiarity with financial services providers in the West Bank and Gaza. The survey also tried to identify appropriate methods for expanding consumer education and strengthening consumer rights in the West Bank and Gaza.

    It is expected that the survey will support the objectives outlined by the Word Bank's Financial Governance/Consumer Protection in Financial Services Program. A major objective of this survey is to provide regional data for the World Bank's multi-national database. Thus, the inherent strengths of this initiative is that it will allow regional stakeholders the opportunity to draw upon both local and international data. Local, international, small and large-scale strategies can then be formulated by comparing the diagnostic reviews of local data to that of other survey countries. By learning from the successes and failures of other survey countries, more effective mechanisms for the improvement of consumer protection and financial literacy in the West Bank and Gaza can be established.

    Sampling procedure

    The survey collected data from 2022 Palestinians in the West Bank and Gaza. The sample distribution was 66.8% West Bank and 33.2% Gaza Strip.

    Sampling Frame

    The sampling frame included all geographical locations in which the target population resides. The sampling frame was used to select the sample of locations for the survey. It also included the type of localities (urban, rural and refugee camps) and population size in each location. This information was taken into consideration in designing the survey sample.

    The frame was divided into strata depending on the homogeneity of the divided parts as follows: A) Governorates: 16 in the West Bank and Gaza. B) The type of locality: city, village and refugee camp.

    Sample Design and Type

    Three Stage Stratified Cluster Sample of 2022 persons (2022 households). The sample design was as follows: 1. Stage one: selection a sample of 60 representative localities covering all strata. 2. Stage two: selection a random sample of Palestinian households from each location selected in the first stage. 3. Stage three: random selection of one person from each household using Kish table within the age group of 18 years old and above. Half of the sample will be male and half is female respondents.

    Sample Size The sample size was 2022 persons from all Palestinian territories aged 18 years and above. Main regions covered by the sample are: the West Bank (excluding Ramallah), Ramallah and Gaza Strip. The sample was distributed as follows:

    The margin of error in the main key variables is approximately 2.5% on the entire sample size and it should be bigger in the detailed domains.

    Sample Representation:

    The researchers ensured that the sample is representative of the following during the field work:

    1) Geographical representation: the sample distribution covers all governorates of the West Bank (including Jerusalem) and Gaza strip, thus provides a comprehensive geographical representation. 2) Economic Activity: in general, Ramallah and Al Bireh governorate is considered the economic and commercial center and thus was given a higher weight in the sample compared to the rest of the localities. 3) Economic Sectors: the sample covered different economical sectors such as employees of industrial, services and commercial sectors (usually in the main cities), workers in the agricultural sector (rural areas) and workers in the informal sector (mostly in Gaza). 4) Poverty levels: the sample covers poor localities as provided by statistics. In general, Gaza is considered poorer than the West Bank. Also, refugee camps and some localities particularly in North West Bank are considered poorer than the rest of localities and the above sample distribution provides coverage of such localities. 5) Age Groups: the sample covered all age groups above the age of 18. The reason behind selecting the starting age to be 18 is the fact that it is within this age that an individual is expected to become involved with financial transactions and thus will be dealing with financial services. 6) Gender: the sample was gender balanced; half of the respondents were males and half were females. This corresponds with the gender distribution of the Palestinian Territories. 7) Infrastructure: the sample covered central and remote localities to guarantee representation of poor versus good infrastructure and availability of services including financial services.

    THE CLEANED AND HARMONIZED VERSION OF THE SURVEY DATA PRODUCED AND PUBLISHED BY THE ECONOMIC RESEARCH FORUM REPRESENTS 100% OF THE ORIGINAL SURVEY DATA COLLECTED BY THE PALESTINIAN CENTRAL BUREAU OF STATISTICS

    The Palestinian Central Bureau of Statistics (PCBS) carried out the Socio-Economic Survey 2018. The survey round covered a total sample of about 9926 households.

    The main objective of collecting data on the socio-economic and its components, including demographic charachteristics, employment, unemployment, is to provide basic information on the size and structure of the Palestinian households, as well as other data on the status of housing and characteristics of individuals, the family and living conditions.

    The raw survey data provided by the Statistical Agency were cleaned and harmonized by the Economic Research Forum, in the context of a major project that started in 2009. During which extensive efforts have been exerted to acquire, clean, harmonize, preserve and disseminate micro data of existing labor force surveys in several Arab countries.

    Sampling procedure

    THE CLEANED AND HARMONIZED VERSION OF THE SURVEY DATA PRODUCED AND PUBLISHED BY THE ECONOMIC RESEARCH FORUM REPRESENTS 100% OF THE ORIGINAL SURVEY DATA COLLECTED BY THE PALESTINIAN CENTRAL BUREAU OF STATISTICS

    The methodology was designed according to the context of the survey, international standards, data processing requirements and comparability of outputs with other related surveys.

    ---> Target Population: It consists of all Palestinian households and individuals who habitually reside with their households in Palestine for the reference period of the survey, which is 2018, and there was a focus on individuals of the age group 18 years and over to complete an additional form for individuals in this category.

    ---> Sampling Frame: The sampling frame consists of a comprehensive sample selected from the Population, Housing and Establishments Census 2007: This comprehensive sample consists of geographical areas with an average of 124 households, and these are considered as enumeration areas used in the census and these units were used as primary sampling units (PSUs).

    ---> Sampling Size: The estimated sample size is 9926 households in 2018.

    ---> Sample Design The sample is two stage stratified cluster sample with three stages : First stage: a systematic random sample of 337 enumeration areas for the whole round was selected. Second stage: the same households that were visited in the previous survey session 2015, which are about 25 households from each enumeration area were visited in 2018. Households that changed their place of residence and address available in the previous database to another place to complete the questionnaire are tracked. Individuals from the previous session who were separated from their household and formed new households or joined new households. Third stage: a male or female individual was selected from all sample families (old and new) in the second stage of individuals 18 years and over using check tables to complete the form for individuals 18 years and over (quality of life model). Taking into account that the household whose number is even in the enumeration area sample, we choose a female from it, and the household whose number is odd, from which we choose a male.

    ---> Sample strata: The population was divided by: 1. The governorate (16 governorates in the West Bank, including Jerusalem J1 governorate, which the Israeli occupation annexed to it by force after its occupation of the West Bank in 1967 as Tabqa and the Gaza Strip). 2. Type of settlement (urban, rural, camp). 3. Area C (class C, non-C) as an implicit class.

    The questionnaire is the key tool for data collection. It must be conforming to the technical characteristics of fieldwork to allow for data processing and analysis. The survey questionnaire comprised the following parts: - Part one: Identification data. - Part two: Quality control - Part three: Data of households’ members and social data. - Part four: Housing unit data - Part five: Assistance and Coping Strategies Information - Part six: Expenditure and Consumption - Part seven: Food Variation and Facing Food Shortage - Part eight: Income - Part nine: Agricultural and economic activities. - Part ten: Freedom of mobility - In addition to a questionnaire for individuals (18 years old and above): Questions on suffering and life quality, assessment of health, education, administration (Ministry of the Interior) services and information technology.

    Cleaning operations

    ---> Raw Data PCBS started collecting data since 27/8/2018 using the hand held devices in Palestine excluding Jerusalem in side boarders (J1) and Gaza Strip, the program used in HHD called Sql Server and Microsoft. Net which was developed by General Directorate of Information Systems. Using HHD reduced the data processing stages, the fieldworkers collect data and sending data directly to server then the project manager can withdrawal the data at any time he needs. In order to work in parallel with Gaza Strip and Jerusalem in side boarders (J1), an office program was developed using the same techniques by using the same database for the HHD.

    ---> Harmonized Data - The SPSS package is used to clean and harmonize the datasets. - The harmonization process starts with a cleaning process for all raw data files received from the Statistical Agency. - All cleaned data files are then merged to produce one data file on the individual level containing all variables subject to harmonization. - A country-specific program is generated for each dataset to generate/ compute/ recode/ rename/ format/ label harmonized variables. - A post-harmonization cleaning process is then conducted on the data. - Harmonized data is saved on the household as well as the individual level, in SPSS and then converted to STATA, to be disseminated.

    Response rate

    The survey sample consists of about 11,008 households of which 9,926 households completed the interview; whereas 5,898 households from the West Bank and 4,028 households in Gaza Strip. Weights were modified to account for non-response rate. The response rate in Palestine reached 90.2%.

    Sampling error estimates

    ---> Sampling Errors Those errors result from studying part (sample) of the society and not all society units. Since the socio-economic conditions survey 2018 was conducted on a sample, sampling errors are expected to occur. To minimize sampling errors, a properly designed probability sample was used to calculate errors throughout the process. This means that for every unit of the society there is a probability to be selected in the sample. The variance was calculated to measure the impact on sample design for Palestine.

    ---> Non-Sampling Errors Non-Sampling errors are possible at all stages of the project, during data collection or processing. Those are referred to as non-response errors, response errors, interviewing errors and data entry errors. To avoid errors and reduce their effects, strenuous efforts were made to train the fieldworkers intensively. They were trained on how to carry out the interview, what to discuss and what to avoid, as well as practical and theoretical training during the training course. Non-sampling errors in the survey resulted from the private data it collected and that some households considered this as interference in the very details of their private life. They refused to cooperate with data. Several methods were used to convince households provide answers and minimize non-response.

    Data appraisal

    Concept of data quality covers many aspects, starting from the initial planning of the survey to the dissemination of the results and how well users understand and use the data. There are seven dimensions of the statistical quality: relevance, accuracy, timeliness, accessibility, comparability, coherence, and completeness.

    Abstract

    THE CLEANED AND HARMONIZED VERSION OF THE SURVEY DATA PRODUCED AND PUBLISHED BY THE ECONOMIC RESEARCH FORUM REPRESENTS 100% OF THE ORIGINAL SURVEY DATA COLLECTED BY THE PALESTINIAN CENTRAL BUREAU OF STATISTICS

    The Palestinian Central Bureau of Statistics (PCBS) carried out four rounds of the Labor Force Survey 2011 (LFS). The survey rounds covered a total sample of about 31,190 households, and the number of completed questionaire is 28,083.

    The importance of this survey lies in that it focuses mainly on labour force key indicators, main characteristics of the employed, unemployed, underemployed and persons outside labour force, labour force according to level of education, distribution of the employed population by occupation, economic activity, place of work, employment status, hours and days worked and average daily wage in NIS for the employees.

    The survey main objectives are: - To estimate the labor force and its percentage to the population. - To estimate the number of employed individuals. - To analyze labour force according to gender, employment status, educational level, occupation and economic activity. - To provide information about the main changes in the labour market structure and its socio economic characteristics. - To estimate the numbers of unemployed individuals and analyze their general characteristics. - To estimate the rate of working hours and wages for employed individuals in addition to analyze of other characteristics.

    The raw survey data provided by the Statistical Agency were cleaned and harmonized by the Economic Research Forum, in the context of a major project that started in 2009. During which extensive efforts have been exerted to acquire, clean, harmonize, preserve and disseminate micro data of existing labor force surveys in several Arab countries.

    Covering a representative sample on the region level (West Bank, Gaza Strip), the locality type (urban, rural, camp) and the governorates.

    The survey covered all Palestinian households who are a usual residence of the Palestinian Territory.

    Sampling procedure

    The methodology was designed according to the context of the survey, international standards, data processing requirements and comparability of outputs with other related surveys.

    ---> Target Population: It consists of all Palestinian households who are staying normally in the Palestinian Territory (west bank and gaza strip) during the year of 2011.

    ---> Sampling Frame: The sampling frame consists of all enumeration areas which were enumerated in 2007, each numeration area consists of buildings and housing units with average of about 124 households. These enumeration areas are used as primary sampling units (PSUs) in the first stage of the sampling selection.

    ---> Sampling Size: The sample size was about 7,820 households in the 60th round and 7,802 households in the 61th round, and 7,784 households in the 62th round and 7,784 households in the 63th round, and there is 50% overlapping among households between each two consecutive rounds.

    ---> Sample Design The sample of the Labor Force Survey (LFS) which implemented periodically every quarter by PCBS since 1995, so this survey implement every quarter in the year 2011(distributed over 13 weeks). The sample is two stage stratified cluster sample with two stages : First stage: we select a systematic random sample of 502 enumeration areas for the whole round, and we excluded the enumeration areas which its sizes less than 40 households. Second stage: we select a systematic random sample of 16 households from each enumeration area selected in the first stage, se we select a systematic random of 16 households of the enumeration areas which its size is 80 household and over and the enumeration areas which its size is less than 80 households we select systematic random of 8 households.

    ---> Sample strata: The population was divided by: 1- Governorate (16 governorate) 2- Type of Locality (urban, rural, refugee camps).

    ---> Sample Rotation: Each round of the Labor Force Survey covers all of the 502 master sample enumeration areas. Basically, the areas remain fixed over time, but households in 50% of the EAs are replaced each round. The same household remains in the sample for 2 consecutive rounds, left for the next two rounds, then selected for the sample for another two consecutive rounds before it is dropped from the sample. A 50% overlap is then achieved between both consecutive rounds and between consecutive years (making the sample efficient for monitoring purposes).

    Research instrument

    The survey questionnaire was designed according to the International Labour Organization (ILO) recommendations. The questionnaire includes four main parts:

    ---> 1. Identification Data: The main objective for this part is to record the necessary information to identify the household, such as, cluster code, sector, type of locality, cell, housing number and the cell code.

    ---> 2. Quality Control: This part involves groups of controlling standards to monitor the field and office operation, to keep in order the sequence of questionnaire stages (data collection, field and office coding, data entry, editing after entry and store the data.

    ---> 3. Household Roster: This part involves demographic characteristics about the household, like number of persons in the household, date of birth, sex, educational level…etc.

    ---> 4. Employment Part: This part involves the major research indicators, where one questionnaire had been answered by every 15 years and over household member, to be able to explore their labour force status and recognize their major characteristics toward employment status, economic activity, occupation, place of work, and other employment indicators.

    Cleaning operations

    ---> Raw Data The data processing stage consisted of the following operations: 1. Editing and coding before data entry: All questionnaires were edited and coded in the office using the same instructions adopted for editing in the field. 2. Data entry: At this stage, data was entered into the computer using a data entry template designed in Access. The data entry program was prepared to satisfy a number of requirements such as: - Duplication of the questionnaires on the computer screen. - Logical and consistency check of data entered. - Possibility for internal editing of question answers. - Maintaining a minimum of digital data entry and fieldwork errors. - User friendly handling. Possibility of transferring data into another format to be used and analyzed using other statistical analytic systems such as SPSS.

    ---> Harmonized Data - The SPSS package is used to clean and harmonize the datasets. - The harmonization process starts with a cleaning process for all raw data files received from the Statistical Agency. - All cleaned data files are then merged to produce one data file on the individual level containing all variables subject to harmonization. - A country-specific program is generated for each dataset to generate/ compute/ recode/ rename/ format/ label harmonized variables. - A post-harmonization cleaning process is then conducted on the data. - Harmonized data is saved on the household as well as the individual level, in SPSS and then converted to STATA, to be disseminated.

    Response rate

    The survey sample consists of about 31,190 households in 2011, which 28,083 households completed the interview; whereas 18,650 households from the West Bank and 9,433 households in Gaza Strip. Weights were modified to account for non-response rate. The response rate in the West Bank reached 95% while in the Gaza Strip it reached 96%.

    Sampling error estimates

    ---> Sampling Errors Data of this survey affected by sampling errors due to use of the sample and not a complete enumeration. Therefore, certain differences are expected in comparison with the real values obtained through censuses. Variance were calculated for the most important indicators, the variance table is attached with the final report. There is no problem to disseminate results at the national level and government level.

    ---> Non-Sampling Errors Non-statistical errors are probable in all stages of the project, during data collection or processing. This is referred to as non-response errors, response errors, interviewing errors, and data entry errors. To avoid errors and reduce their effects, great efforts were made to train the fieldworkers intensively. They were trained on how to carry out the interview, what to discuss and what to avoid, carrying out a pilot survey, as well as practical and theoretical training during the training course. Also data entry staff were trained on the data entry program that was examined before starting the data entry process. To stay in contact with progress of fieldwork activities and to limit obstacles, there was continuous contact with the fieldwork team through regular visits to the field and regular meetings with them during the different field visits.
