    Description

    This is a connection to the Western Pennsylvania Regional Data Center in Pittsburgh, to the Pennsylvania Open Data Portal. The Western Pennsylvania Regional Data Center provides a shared technological and legal infrastructure to support research, analysis, decision making, and community engagement. It was created in 2015 and is managed by the University of Pittsburgh Center for Urban and Social Research, in partnership with Allegheny County and the City of Pittsburgh. The Data Center would not be possible without the trust of our partners and support from the Richard King Mellon Foundation, The Heinz Endowments, and the University of Pittsburgh.

    The University Center has long served as a community information intermediary in Allegheny County. Information intermediaries help people find and use information to improve their communities. The Data Center is one in a long line of initiatives of the University Center in this intermediary role. From 2005-2014, the Center operated the Pittsburgh Neighborhood and Community Information System, is home to the Pittsburgh Today regional indicators initiative, and recently launched the Southwestern Pennsylvania Community Profiles community indicators project.

    Over time, the University Center realized that the broader use of data in the region was inhibited by the lack of a legal infrastructure, technologies that did not support the dissemination of raw data, incomplete data documentation, and a lack of capacity for managing information in a fragmented political environment. The Data Center provides this infrastructure while institutionalizing the role of a data intermediary within a regional open data infrastructure. In 2013 and 2014, we wrote about our early open data experiences in a two part series (part one, part two).

    We are often asked by people in other cities to talk more about the Regional Data Center. We’re happy to do so, and we find that everyone gets the most out of these conversations by first reviewing our document containing lots of background information about the project.

    For most of these datasets, the "date_saved" field is the date that the WPRDC pulled the data from the state data portal and the archive combines all the saved records into one table. The exception to this is the "COVID-19 Vaccinations by Day by County of Residence Current Health (archive)" which is already published by the state as an entire history.

    The "date_updated" field is based on the date that the "updatedAt" field from the corresponding data.pa.gov dataset. Changes to this field have turned out to not be a good indicator of whether records have updated, which is why we are archiving this data on a weekly basis without regard to the "updatedAt" value. The "date_saved" field is the one you should sort on to see the variation in vaccinations over time.

    Most of the source tables have gone through schema changes or expansions. In some cases, we've kept the old archives under a separate resource with something like "[Orphaned Schema]" added to the resource name. In other cases, we've adjusted our schema to accommodate new column names, but there will be a date range during which the new columns have null values because we did not start pulling them until we became aware of them.

    Description

    The Pennsylvania Commission on Sentencing is a legislative agency of the Commonwealth of Pennsylvania that develops sentencing guidelines for judges to use when sentencing felony and misdemeanor offenses. The judges then report sentences to the Commission on a Guideline Sentence Form. This data collection reflects all felonies and misdemeanors reported to the Commission that were sentenced during calendar year 1998. The data are contained in four files reflecting three sets of sentencing guidelines. The 1991 sentencing guidelines pertain to all offenses committed on or after August 9, 1991, up until the time that the 1994 guidelines became effective. The 1994 sentencing guidelines became effective for all offenses committed on or after August 12, 1994. The 1997 sentencing guidelines became effective for all offenses committed on or after June 13, 1997. In this data collection, the variable "GLEPOCH" denotes which set of guidelines pertained to the offense. Because the 1997 guidelines differ significantly from the 1991 and 1994 guidelines, sentences under the 1997 guidelines are reported in separate datasets. Parts 1 and 2, Records Data, provide information on each offender, including rudimentary demographic characteristics and prior offense history. Parts 3 and 4, Offense Data, contain information on each offense, including the statutory citation for the offense, the Offense Gravity Score assigned by the Commission, the offender's Prior Record Score, and the sentence given the offender. Parts 1 and 3 contain data from cases sentenced under the 1991 and 1994 guidelines, while Parts 2 and 4 contain data from cases sentenced under the 1997 guidelines.

    COVID-19 Cases information is reported through the Pennsylvania State Department’s National Electronic Disease Surveillance System (PA-NEDSS). As new cases are passed to the Allegheny County Health Department they are investigated by case investigators. During investigation some cases which are initially determined by the State to be in the Allegheny County jurisdiction may change, which can account for differences between publication of the files on the number of cases, deaths and tests. Additionally, information is not always reported to the State in a timely manner, delays can range from days to weeks, which can also account for discrepancies between previous and current files. Test and Case information will be updated daily. This resource contains individuals who received a COVID-19 test and individuals whom are probable cases. Every day, these records are overwritten with updates. Each row in the data reflects a person that is tested, not tests that are conducted. People that are tested more than once will have their testing and case data updated using the following rules:

    1. Positive tests overwrite negative tests.
    2. Polymerase chain reaction (PCR) tests overwrite antibody or antigen (AG) tests.
    3. The first positive PCR test is never overwritten. Data collected from additional tests do not replace the first positive PCR test.

    Note: On April 4th 2022 the Pennsylvania Department of Health no longer required labs to report negative AG tests. Therefore aggregated counts that included AG tests have been removed from the Municipality/Neighborhood files going forward. Versions of this data up to this cut-off have been retained as archived files.

    Individual Test information is also updated daily. This resource contains the details and results of individual tests along with demographic information of the individual tested. Only PCR and AG tests are included. Every day, these records are overwritten with updates. This resource should be used to determine positivity rates.

    The remaining datasets provide statistics on death demographics. Demographic, municipality and neighborhood information for deaths are reported on a weekly schedule and are not included with individual cases or tests. This has been done to protect the privacy and security of individuals and their families in accordance with the Health Insurance Portability and Accountability Act (HIPAA). Municipality or City of Pittsburgh Neighborhood is based off the geocoded home address of the individual tested.

    Individuals whose home address is incomplete may not be in Allegheny County but whose temporary residency, work or other mitigating circumstance are determined to be in Allegheny County by the Pennsylvania Department of Health are counted as "Undefined".

    Since the start of the pandemic, the ACHD has mapped every day’s COVID tests, cases, and deaths to their Allegheny County municipality and neighborhood. Tests were mapped to patient address, and if this was not available, to the provider location. This has recently resulted in apparent testing rates that exceeded the populations of various municipalities -- mostly those with healthcare providers. As this was brought to our attention, the health department and our data partners began researching and comparing methods to most accurately display the data. This has led us to leave those with missing home addresses off the map. Although these data will still appear in test, case and death counts, there will be over 20,000 fewer tests and almost 1000 fewer cases on the map. In addition to these map changes, we have identified specific health systems and laboratories that had data uploading errors that resulted in missing locations, and are working with them to correct these errors.

    Due to minor discrepancies in the Municipal boundary and the City of Pittsburgh Neighborhood files individuals whose City Neighborhood cannot be identified are be counted as “Undefined (Pittsburgh)”.

    On May 19, 2023, with the rescinding of the COVID-19 public health emergency, changes in data and reporting mechanisms prompted a change to an annual data sharing schedule for tests, cases, hospitalizations, and deaths. Dates for annual release are TBD. The weekly municipal counts and individual data produced before this changed are maintained as archive files.

    The Digital Flood Insurance Rate Map (DFIRM) Database depicts flood risk information and supporting data used to develop the risk data. The primary risk classifications used are the 1-percent-annual-chance flood event, the 0.2-percent-annual-chance flood event, and areas of minimal flood risk. The DFIRM Database is derived from Flood Insurance Studies (FISs), previously published Flood Insurance Rate Maps (FIRMs), flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by the Federal Emergency Management Agency (FEMA).     This resource is a member of a series. The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) System (MTS). The MTS represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. The TIGER/Line shapefiles include both incorporated places (legal entities) and census designated places or CDPs (statistical entities). An incorporated place is established to provide governmental functions for a concentration of people as opposed to a minor civil division (MCD), which generally is created to provide services or administer an area without regard, necessarily, to population. Places always nest within a state but may extend across county and county subdivision boundaries. An incorporated place is usually a city, town, village, or borough, but can have other legal descriptions. CDPs are delineated for the decennial census as the statistical counterparts of incorporated places. CDPs are delineated to provide data for settled concentrations of population that are identifiable by name but are not legally incorporated under the laws of the state in which they are located. The boundaries for CDPs are often defined in partnership with state, local, and/or tribal officials and usually coincide with visible features or the boundary of an adjacent incorporated place or another legal entity. CDP boundaries often change from one decennial census to the next with changes in the settlement pattern and development; a CDP with the same name as in an earlier census does not necessarily have the same boundary. The only population/housing size requirement for CDPs is that they must contain some housing and population. The boundaries of most incorporated places in this shapefile are as of January 1, 2024, as reported through the Census Bureau's Boundary and Annexation Survey (BAS). The boundaries of all CDPs were delineated as part of the Census Bureau's Participant Statistical Areas Program (PSAP) for the 2020 Census, but some CDPs were added or updated through the 2024 BAS as well.

    The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). Voting district is the generic name for geographic entities such as precincts, wards, and election districts established by State governments for the purpose of conducting elections. States participating in the 2010 Census Redistricting Data Program as part of Public Law 94-171 (1975) provided the Census Bureau with boundaries, codes, and names for their VTDs. Each VTD is identified by a 1- to 6-character alphanumeric census code that is unique within county. For the 2010 Census, Kentucky and Rhode Island are the only States that did not provide voting district boundaries as part of Phase 2 (the Voting District Project) of the Redistricting Data Program and no VTDs exist for these States in the 2020 Census data products. Note that only Montana and Oregon do not have complete coverage of VTDs for the 2020 Census.

    The U.S. Geological Survey (USGS), in cooperation with the Pennsylvania Department of Environmental Protection (PADEP), conducted an evaluation of data used by the PADEP to identify groundwater sources under the direct influence of surface water (GUDI) in Pennsylvania (Gross and others, 2022). The data used in this evaluation and the processes used to compile them from multiple sources are described and provided herein. Description

This is a connection to the Western Pennsylvania Regional Data Center in Pittsburgh, to the Pennsylvania Open Data Portal. The Western Pennsylvania Regional Data Center provides a shared technological and legal infrastructure to support research, analysis, decision making, and community engagement. It was created in 2015 and is managed by the University of Pittsburgh Center for Urban and Social Research, in partnership with Allegheny County and the City of Pittsburgh. The Data Center would not be possible without the trust of our partners and support from the Richard King Mellon Foundation, The Heinz Endowments, and the University of Pittsburgh.

The University Center has long served as a community information intermediary in Allegheny County. Information intermediaries help people find and use information to improve their communities. The Data Center is one in a long line of initiatives of the University Center in this intermediary role. From 2005-2014, the Center operated the Pittsburgh Neighborhood and Community Information System, is home to the Pittsburgh Today regional indicators initiative, and recently launched the Southwestern Pennsylvania Community Profiles community indicators project.

Over time, the University Center realized that the broader use of data in the region was inhibited by the lack of a legal infrastructure, technologies that did not support the dissemination of raw data, incomplete data documentation, and a lack of capacity for managing information in a fragmented political environment. The Data Center provides this infrastructure while institutionalizing the role of a data intermediary within a regional open data infrastructure. In 2013 and 2014, we wrote about our early open data experiences in a two part series (part one, part two).

We are often asked by people in other cities to talk more about the Regional Data Center. We’re happy to do so, and we find that everyone gets the most out of these conversations by first reviewing our document containing lots of background information about the project.
