    This datalayer displays the Urbanized Areas (UAs) for the state based on a January 1, 1990 ground condition. Note that the Census Bureau made significant changes in Urban/Rural designations for the Census 2000 data layers. Some of these delineations and definitions are explained below. 1990 Urban/Rural The U.S. Census Bureau defined urban for the 1990 census as consisting of all territory and population in urbanized areas (UAs) and in the urban portion of places with 2,500 or more people located outside of the UAs. The 1990 urban and rural classification applied to the 50 states, the District of Columbia, and Puerto Rico. 1990 Urbanized Areas A 1990 urbanized area (UA) consisted of at least one central place and the adjacent densely settled surrounding territory that together had a minimum population of 50,000 people. The densely settled surrounding territory generally consisted of an area with continuous residential development and a general overall population density of at least 1,000 people per square mile. 1990 Extended Cities For the 1990 census, the U.S. Census Bureau distinguished the urban and rural population within incorporated places whose boundaries contained large, sparsely populated, or even unpopulated area. Under the 1990 criteria, an extended city had to contain either 25 percent of the total land area or at least 25 square miles with an overall population density lower than 100 people per square mile. Such pieces of territory had to cover at least 5 square miles. This low-density area was classified as rural and the other, more densely settled portion of the incorporated place was classified as urban. Unlike previous censuses where the U.S. Census Bureau defined extended cities only within UAs, for the 1990 census the U.S. Census Bureau applied the extended city criteria to qualifying incorporated places located outside UAs. 1990 Urbanized Area Codes Each 1990 UA was assigned a 4-digit numeric census code in alphabetical sequence on a nationwide basis based on the metropolitan area codes. Note that in Record Type C, the 1990 UA 4-digit numeric census code and Census 2000 UA 5-digit numeric census code share a 5-character field. Because of this, the 1990 4-digit UA code, in Record Type C only, appears with a trailing blank. For Census 2000 the U.S. Census Bureau classifies as urban all territory, population, and housing units located within urbanized areas (UAs) and urban clusters (UCs). It delineates UA and UC boundaries to encompass densely settled territory, which generally consists of: - A cluster of one or more block groups or census blocks each of which has a population density of at least 1,000 people per square mile at the time - Surrounding block groups and census blocks each of which has a population density of at least 500 people per square mile at the time, and - Less densely settled blocks that form enclaves or indentations, or are used to connect discontiguous areas with qualifying densities. Rural consists of all territory, population, and housing units located outside of UAs and UCs. For Census 2000 this urban and rural classification applies to the 50 states, the District of Columbia, Puerto Rico, American Samoa, Guam, the Northern Mariana Islands, and the Virgin Islands of the United States. Urbanized Areas (UAs) An urbanized area consists of densely settled territory that contains 50,000 or more people. The U.S. Census Bureau delineates UAs to provide a better separation of urban and rural territory, population, and housing in the vicinity of large places. For Census 2000, the UA criteria were extensively revised and the delineations were performed using a zero-based approach. Because of more stringent density requirements, some territory that was classified as urbanized for the 1990 census has been reclassified as rural. (Area that was part of a 1990 UA has not been automatically grandfathered into the 2000 UA.) In addition, some areas that were identified as UAs for the 1990 census have been reclassified as urban clusters. Urban Clusters (UCs) An urban cluster consists of densely settled territory that has at least 2,500 people but fewer than 50,000 people. The U.S. Census Bureau introduced the UC for Census 2000 to provide a more consistent and accurate measure of the population concentration in and around places. UCs are defined using the same criteria that are used to define UAs. UCs replace the provision in the 1990 and previous censuses that defined as urban only those places with 2,500 or more people located outside of urbanized areas. Urban Area Title and Code The title of each UA and UC may contain up to three incorporated place names, and will include the two-letter U.S. Postal Service abbreviation for each state into which the UA or UC extends. However, if the UA or UC does not contain an incorporated place, the urban area title will include the single name of a census designated place (CDP), minor civil division, or populated place recognized by the U.S. Geological Survey's Geographic Names Information System. Each UC and UA is assigned a 5-digit numeric code, based on a national alphabetical sequence of all urban area names. For the 1990 census, the U.S. Census Bureau assigned as four-digit UA code based on the metropolitan area codes. Urban Area Central Places A central place functions as the dominant center of an urban area. The U.S. Census Bureau identifies one or more central places for each UA or UC that contains a place. Any incorporated place or census designated place (CDP) that is in the title of the urban area is a central place of that UA or UC. In addition, any other incorporated place or CDP that has an urban population of 50,000 or an urban population of at least 2,500 people and is at least 2/3 the size of the largest place within the urban area also is a central place. Extended Places As a result of the UA and UC delineations, an incorporated place or census designated place (CDP) may be partially within and partially outside of a UA or UC. Any place that is split by a UA or UC is referred t o as an extended place.

    Description

    Disclaimer: These data are updated by the author and are not an official product of the Federal Reserve Bank of Cleveland.This project provides two sets of migration estimates for the major US metro areas. The first series measures net migration of people to and from the urban neighborhoods of the metro areas. The second series covers all neighborhoods but breaks down net migration to other regions by four region types: (1) high-cost metros, (2) affordable, large metros, (3) midsized metros, and (4) small metros and rural areas. These series were introduced in a Cleveland Fed District Data Brief entitled “Urban and Regional Migration Estimates: Will Your City Recover from the Pandemic?"The migration estimates in this project are created with data from the Federal Reserve Bank of New York/Equifax Consumer Credit Panel (CCP). The CCP is a 5 percent random sample of the credit histories maintained by Equifax. The CCP reports the census block of residence for over 10 million individuals each quarter. Each month, Equifax receives individuals’ addresses, along with reports of debt balances and payments, from creditors (mortgage lenders, credit card issuers, student loan servicers, etc.). An algorithm maintained by Equifax considers all of the addresses reported for an individual and identifies the individual’s most likely current address. Equifax anonymizes the data before they are added to the CCP, removing names, addresses, and Social Security numbers (SSNs). In lieu of mailing addresses, the census block of the address is added to the CCP. Equifax creates a unique, anonymous identifier to enable researchers to build individuals’ panels. The panel nature of the data allows us to observe when someone has migrated and is living in a census block different from the one they lived in at the end of the preceding quarter. For more details about the CCP and its use in measuring migration, see Lee and Van der Klaauw (2010) and DeWaard, Johnson and Whitaker (2019). DefinitionsMetropolitan areaThe metropolitan areas in these data are combined statistical areas. This is the most aggregate definition of metro areas, and it combines Washington DC with Baltimore, San Jose with San Francisco, Akron with Cleveland, etc. Metro areas are combinations of counties that are tightly linked by worker commutes and other economic activity. All counties outside of metropolitan areas are tracked as parts of a rural commuting zone (CZ). CZs are also groups of counties linked by commuting, but CZ definitions cover all counties, both metropolitan and non-metropolitan. High-cost metropolitan areasHigh-cost metro areas are those where the median list price for a house was more than $200 per square foot on average between April 2017 and April 2022. These areas include San Francisco-San Jose, New York, San Diego, Los Angeles, Seattle, Boston, Miami, Sacramento, Denver, Salt Lake City, Portland, and Washington-Baltimore. Other Types of RegionsMetro areas with populations above 2 million and house price averages below $200 per square foot are categorized as affordable, large metros. Metro areas with populations between 500,000 and 2 million are categorized as mid-sized metros, regardless of house prices. All remaining counties are in the small metro and rural category.To obtain a metro area's total net migration, sum the four net migration values for the the four types of regions.Urban neighborhoodCensus tracts are designated as urban if they have a population density above 7,000 people per square mile. High density neighborhoods can support walkable retail districts and high-frequency public transportation. They are more likely to have the “street life” that people associate with living in an urban rather than a suburban area. The threshold of 7,000 people per square mile was selected because it was the average density in the largest US cities in the 1930 census. Before World War II, workplaces, shopping, schools and parks had to be accessible on foot. Tracts are also designated as urban if more than half of their housing units were built before WWII and they have a population density above 2,000 people per square mile. The lower population density threshold for the pre-war neighborhoods recognizes that many urban tracts have lost population since the 1960s. The layer of removed points is also available for viewing. MCNA - Removed Population PointsThe Network Adequacy Standards Representative Population Points feature layer contains 97,694 points spread across California that were created from USPS postal delivery route data and US Census data. Each population point also contains the variables for Time and Distance Standards for the County that the point is within. These standards differ by County due to the County "type" which is based on the population density of the county. There are 5 county categories within California: Rural (<50 people/sq mile), Small (51-200 people/sq mile), Medium (201-599 people/sq mile), and Dense (>600 people/sq mile).     This is an update to the MSSA geometries and demographics to reflect the new 2020 Census tract data. The Medical Service Study Area (MSSA) polygon layer represents the best fit mapping of all new 2020 California census tract boundaries to the original 2010 census tract boundaries used in the construction of the original 2010 MSSA file. Each of the state's new 9,129 census tracts was assigned to one of the previously established medical service study areas (excluding tracts with no land area), as identified in this data layer. The MSSA Census tract data is aggregated by HCAI, to create this MSSA data layer. This represents the final re-mapping of 2020 Census tracts to the original 2010 MSSA geometries. The 2010 MSSA were based on U.S. Census 2010 data and public meetings held throughout California.

    Source of update: American Community Survey 5-year 2006-2010 data for poverty. For source tables refer to InfoUSA update procedural documentation. The 2010 MSSA Detail layer was developed to update fields affected by population change. The American Community Survey 5-year 2006-2010 population data pertaining to total, in households, race, ethnicity, age, and poverty was used in the update. The 2010 MSSA Census Tract Detail map layer was developed to support geographic information systems (GIS) applications, representing 2010 census tract geography that is the foundation of 2010 medical service study area (MSSA) boundaries. ***This version is the finalized MSSA reconfiguration boundaries based on the US Census Bureau 2010 Census. In 1976 Garamendi Rural Health Services Act, required the development of a geographic framework for determining which parts of the state were rural and which were urban, and for determining which parts of counties and cities had adequate health care resources and which were "medically underserved". Thus, sub-city and sub-county geographic units called "medical service study areas [MSSAs]" were developed, using combinations of census-defined geographic units, established following General Rules promulgated by a statutory commission. After each subsequent census the MSSAs were revised. In the scheduled revisions that followed the 1990 census, community meetings of stakeholders (including county officials, and representatives of hospitals and community health centers) were held in larger metropolitan areas. The meetings were designed to develop consensus as how to draw the sub-city units so as to best display health care disparities. The importance of involving stakeholders was heightened in 1992 when the United States Department of Health and Human Services' Health and Resources Administration entered a formal agreement to recognize the state-determined MSSAs as "rational service areas" for federal recognition of "health professional shortage areas" and "medically underserved areas". After the 2000 census, two innovations transformed the process, and set the stage for GIS to emerge as a major factor in health care resource planning in California. First, the Office of Statewide Health Planning and Development [OSHPD], which organizes the community stakeholder meetings and provides the staff to administer the MSSAs, entered into an Enterprise GIS contract. Second, OSHPD authorized at least one community meeting to be held in each of the 58 counties, a significant number of which were wholly rural or frontier counties. For populous Los Angeles County, 11 community meetings were held. As a result, health resource data in California are collected and organized by 541 geographic units. The boundaries of these units were established by community healthcare experts, with the objective of maximizing their usefulness for needs assessment purposes. The most dramatic consequence was introducing a data simultaneously displayed in a GIS format. A two-person team, incorporating healthcare policy and GIS expertise, conducted the series of meetings, and supervised the development of the 2000-census configuration of the MSSAs.

    MSSA Configuration Guidelines (General Rules):- Each MSSA is composed of one or more complete census tracts.- As a general rule, MSSAs are deemed to be "rational service areas [RSAs]" for purposes of designating health professional shortage areas [HPSAs], medically underserved areas [MUAs] or medically underserved populations [MUPs].- MSSAs will not cross county lines.- To the extent practicable, all census-defined places within the MSSA are within 30 minutes travel time to the largest population center within the MSSA, except in those circumstances where meeting this criterion would require splitting a census tract.- To the extent practicable, areas that, standing alone, would meet both the definition of an MSSA and a Rural MSSA, should not be a part of an Urban MSSA.- Any Urban MSSA whose population exceeds 200,000 shall be divided into two or more Urban MSSA Subdivisions.- Urban MSSA Subdivisions should be within a population range of 75,000 to 125,000, but may not be smaller than five square miles in area. If removing any census tract on the perimeter of the Urban MSSA Subdivision would cause the area to fall below five square miles in area, then the population of the Urban MSSA may exceed 125,000. - To the extent practicable, Urban MSSA Subdivisions should reflect recognized community and neighborhood boundaries and take into account such demographic information as income level and ethnicity. Rural Definitions: A rural MSSA is an MSSA adopted by the Commission, which has a population density of less than 250 persons per square mile, and which has no census defined place within the area with a population in excess of 50,000. Only the population that is located within the MSSA is counted in determining the population of the census defined place. A frontier MSSA is a rural MSSA adopted by the Commission which has a population density of less than 11 persons per square mile. Any MSSA which is not a rural or frontier MSSA is an urban MSSA.     In the last century, the global population has increased by billions of people. And it is still growing. Job opportunities in large cities have caused an influx of people to these already packed locations. This has resulted in an increase in population density for these cities, which are now forced to expand in order to accommodate the growing population. Population density is the average number of people per unit, usually miles or kilometers, of land area. Understanding and mapping population density is important. Experts can use this information to inform decisions around resource allocation, natural disaster relief, and new infrastructure projects. Infectious disease scientists use these maps to understand the spread of infectious disease, a topic that has become critical after the COVID-19 global pandemic.While a useful tool for decision and policymakers, it is important to understand the limitations of population density. Population density is most effective in small scale places—cities or neighborhoods—where people are evenly distributed. Whereas at a larger scale, such as the state, region, or province level, population density could vary widely as it includes a mix of urban, suburban, and rural places. All of these areas have a vastly different population density, but they are averaged together. This means urban areas could appear to have fewer people than they really do, while rural areas would seem to have more. Use this map to explore the estimated global population density (people per square kilometer) in 2020. Where do people tend to live? Why might they choose those places?     China is a vast and diverse country and population density in different regions varies greatly. In 2023, the estimated population density of the administrative area of Shanghai municipality reached about 3,922 inhabitants per square kilometer, whereas statistically only around three people were living on one square kilometer in Tibet. Population distribution in China China's population is unevenly distributed across the country: while most people are living in the southeastern half of the country, the northwestern half – which includes the provinces and autonomous regions of Tibet, Xinjiang, Qinghai, Gansu, and Inner Mongolia – is only sparsely populated. Even the inhabitants of a single province might be unequally distributed within its borders. This is significantly influenced by the geography of each region, and is especially the case in the Guangdong, Fujian, or Sichuan provinces due to their mountain ranges. The Chinese provinces with the largest absolute population size are Guangdong in the south, Shandong in the east and Henan in Central China. Urbanization and city population Urbanization is one of the main factors which have been reshaping China over the last four decades. However, when comparing the size of cities and urban population density, one has to bear in mind that data often refers to the administrative area of cities or urban units, which might be much larger than the contiguous built-up area of that city. The administrative area of Beijing municipality, for example, includes large rural districts, where only around 200 inhabitants are living per square kilometer on average, while roughly 20,000 residents per square kilometer are living in the two central city districts. This is the main reason for the huge difference in population density between the four Chinese municipalities Beijing, Tianjin, Shanghai, and Chongqing shown in many population statistics.

    This study contains selected demographic, social, economic, public policy, and political comparative data for Switzerland, Canada, France, and Mexico for the decades of 1900-1960. Each dataset presents comparable data at the province or district level for each decade in the period. Various derived measures, such as percentages, ratios, and indices, constitute the bulk of these datasets. Data for Switzerland contain information for all cantons for each decennial year from 1900 to 1960. Variables describe population characteristics, such as the age of men and women, county and commune of origin, ratio of foreigners to Swiss, percentage of the population from other countries such as Germany, Austria and Lichtenstein, Italy, and France, the percentage of the population that were Protestants, Catholics, and Jews, births, deaths, infant mortality rates, persons per household, population density, the percentage of urban and agricultural population, marital status, marriages, divorces, professions, factory workers, and primary, secondary, and university students. Economic variables provide information on the number of corporations, factory workers, economic status, cultivated land, taxation and tax revenues, canton revenues and expenditures, federal subsidies, bankruptcies, bank account deposits, and taxable assets. Additional variables provide political information, such as national referenda returns, party votes cast in National Council elections, and seats in the cantonal legislature held by political groups such as the Peasants, Socialists, Democrats, Catholics, Radicals, and others. Data for Canada provide information for all provinces for the decades 1900-1960 on population characteristics, such as national origin, the net internal migration per 1,000 of native population, population density per square mile, the percentage of owner-occupied dwellings, the percentage of urban population, the percentage of change in population from preceding censuses, the percentage of illiterate population aged 5 years and older, and the median years of schooling. Economic variables provide information on per capita personal income, total provincial revenue and expenditure per capita, the percentage of the labor force employed in manufacturing and in agriculture, the average number of employees per manufacturing establishment, assessed value of real property per capita, the average number of acres per farm, highway and rural road mileage, transportation and communication, the number of telephones per 100 population, and the number of motor vehicles registered per 1,000 population. Data for France provide information for all departements for all legislative elections since 1936, the two presidential elections of 1965 and 1969, and several referenda held in the period since 1958.     The COVID-19 pandemic, which began in China in late 2019, and subsequently spread across the world during the first several months of 2020, has had a dramatic impact on all facets of life. At the same time, it has not manifested in the same way in every nation. Some countries experienced a large initial spike in cases and deaths, followed by a rapid decline, whereas others had relatively low rates of both outcomes throughout the first half of 2020. The United States experienced a unique pattern of the virus, with a large initial spike, followed by a moderate decline in cases, followed by second and then third spikes. In addition, research has shown that in the United States the severity of the pandemic has been associated with poverty and access to health care services. This study was designed to examine whether the course of the pandemic has been uniform across America, and if not how it differed, particularly with respect to poverty. Results of a random intercept multilevel mixture model revealed that the pandemic followed four distinct paths in the country. The least ethnically diverse (85.1% white population) and most rural (82.8% rural residents) counties had the lowest death rates (0.06/1000) and the weakest link between deaths due to COVID-19 and poverty (b = 0.03). In contrast, counties with the highest proportion of urban residents (100%), greatest ethnic diversity (48.2% nonwhite), and highest population density (751.4 people per square mile) had the highest COVID-19 death rates (0.33/1000), and strongest relationship between the COVID-19 death rate and poverty (b = 46.21). Given these findings, American policy makers need to consider developing responses to future pandemics that account for local characteristics. These responses must take special account of pandemic responses among people of color, who suffered the highest death rates in the nation.

    Description

    In 2017, the California Tax Credit Allocation Committee (CTCAC) and the Department of Housing and Community Development (HCD) created the California Fair Housing Task Force (Task Force). The Task Force was asked to assist CTCAC and HCD in creating evidence-based approaches to increasing access to opportunity for families with children living in housing subsidized by the Low-Income Housing Tax Credit (LIHTC) program.

    This feature set contains Resource Opportunity Areas (ROAs) that are the results of the Task Force's analysis for the two regions used for the San Francisco Bay Region; one is for the cities and towns (urban) and the other is for the rural areas. The reason for treating urban and rural areas as separate reasons is that using absolute thresholds for place-based opportunity could introduce comparisons between very different areas of the total region that make little sense from a policy perspective — in effect, holding a farming community to the same standard as a dense, urbanized neighborhood.

    ROA analysis for urban areas is based on census tract data. Since tracts in rural areas of are approximately 37 times larger in land area than tracts in non-rural areas, tract-level data in rural areas may mask over variation in opportunity and resources within these tracts. Assessing opportunity at the census block group level in rural areas reduces this difference by 90 percent (each rural tract contains three block groups), and thus allows for finer-grained analysis.

    In addition, more consistent standards can be useful for identifying areas of concern from a fair housing perspective — such as high-poverty and racially segregated areas. Assessing these factors based on intraregional comparison could mischaracterize areas in more affluent areas with relatively even and equitable development opportunity patterns as high-poverty, and could generate misleading results in areas with higher shares of objectively poor neighborhoods by holding them to a lower, intraregional standard.

    To avoid either outcome, the Task Force used a hybrid approach for the CTCAC/HCD ROA analysis — accounting for regional differences in assessing opportunity for most places, while applying more rigid standards for high-poverty, racially segregated areas in all regions. In particular:

    Filtering for High-Poverty, Racially Segregated Areas The CTCAC/HCD ROA filters areas that meet consistent standards for both poverty (30% of the population below the federal poverty line) and racial segregation (over-representation of people of color relative to the county) into a “High Segregation & Poverty” category. The share of each region that falls into the High Segregation & Poverty category varies from region to region.

    Calculating Index Scores for Non-Filtered Areas The CTCAC/HCD ROAs process calculates regionally derived opportunity index scores for non-filtered tracts and rural block groups using twenty-one indicators (see Data Quality section of metadata for more information). These index scores make it possible to sort each non-filtered tract or rural block group into opportunity categories according to their rank within the urban or rural areas.

    To allow CTCAC and HCD to incentivize equitable development patterns in each region to the same degree, the CTCAC/HCD analysis 20 percent of tracts or rural block groups in each urban or rural area, respectively, with the highest relative index scores to the "Highest Resource” designation and the next 20 percent to the “High Resource” designation.

    The region's urban area thus ends up with 40 percent of its total tracts with reliable data as Highest or High Resource (or 40 percent of block groups in the rural area). The remaining non-filtered tracts or rural block groups are then evenly divided into “Low Resource” and “Moderate Resource” categories.

    Excluding Tracts or Block Groups The analysis also excludes certain census areas from being categorized. To improve the accuracy of the mapping, tracts and rural block groups with the following characteristics are excluded from the application of the filter and from categorization based on index scores: ● Areas with unreliable data, as defined later in this document; ● Areas where prisoners make up at least 75 percent of the population; ● Areas with population density below 15 people per square mile and total population below 500; and ● Areas where at least half of the age 16+ population is employed by the armed forces, in order to exclude military base areas where it is not possible to develop non-military affordable housing.

    Excluded tracts and rural block groups are identified as “nan” in the attribute table.

    More than 39 million people and 14.2 million households span more than 163,000 square miles of Californian’s urban, suburban and rural communities. California has the fifth largest economy in the world and is the most populous state in the nation, with nation-leading diversity in race, ethnicity, language and socioeconomic conditions. These characteristics make California amazingly unique amongst all 50 states, but also present significant challenges to counting every person and every household, no matter the census year. A complete and accurate count of a state’s population in a decennial census is essential. The results of the 2020 Census will inform decisions about allocating hundreds of billions of dollars in federal funding to communities across the country for hospitals, fire departments, school lunch programs and other critical programs and services. The data collected by the United States Census Bureau (referred hereafter as U.S. Census Bureau) also determines the number of seats each state has in the U.S. House of Representatives and will be used to redraw State Assembly and Senate boundaries. California launched a comprehensive Complete Count Census 2020 Campaign (referred to hereafter as the Campaign) to support an accurate and complete count of Californians in the 2020 Census. Due to the state’s unique diversity and with insights from past censuses, the Campaign placed special emphasis on the hardest-tocount Californians and those least likely to participate in the census. The California Complete Count – Census 2020 Office (referred to hereafter as the Census Office) coordinated the State’s operations to complement work done nationally by the U.S. Census Bureau to reach those households most likely to be missed because of barriers, operational or motivational, preventing people from filling out the census. The Campaign, which began in 2017, included key phases, titled Educate, Motivate and Activate. Each of these phases were designed to make sure all Californians knew about the census, how to respond, their information was safe and their participation would help their communities for the next 10 years.

    This layer represents the boundaries of 2020 Census Blocks in Hamilton County.

    Census blocks are: The smallest geographic area for which the Bureau of the Census collects and tabulates decennial census data. Statistical areas bounded by visible features such as roads, streams, and railroad tracks, and by nonvisible boundaries such as property lines, city, township, school district, county limits and short line-of-sight extensions of roads. The building blocks for all geographic boundaries the Census Bureau tabulates data for, such as tracts, places, and American Indian Reservations. Generally small in area. In a city, a census block looks like a city block bounded on all sides by streets. Census blocks in suburban and rural areas may be large, irregular, and bounded by a variety of features, such as roads, streams, and transmission lines. In remote areas, census blocks may encompass hundreds of square miles. Numbered uniquely with a four-digit census block number ranging from 0000 to 9999 nesting within each census tract, which nest within state and county. The first digit of the census block number identifies the block group. Block numbers beginning with a zero (in Block Group 0) are associated with water-only areas. Delineated by the U.S. Census Bureau once every ten years. An automated computer process looks for all visible and nonvisible features in our geographic database that should be a block boundary and creates a block each time those features create a polygon. The smallest level of geography you can get basic demographic data for, such as total population by age, sex, and race. Census blocks are not: Delineated based on population. In fact, many census blocks do not have any population.

This datalayer displays the Urbanized Areas (UAs) for the state based on a January 1, 1990 ground condition. Note that the Census Bureau made significant changes in Urban/Rural designations for the Census 2000 data layers. Some of these delineations and definitions are explained below. 1990 Urban/Rural The U.S. Census Bureau defined urban for the 1990 census as consisting of all territory and population in urbanized areas (UAs) and in the urban portion of places with 2,500 or more people located outside of the UAs. The 1990 urban and rural classification applied to the 50 states, the District of Columbia, and Puerto Rico. 1990 Urbanized Areas A 1990 urbanized area (UA) consisted of at least one central place and the adjacent densely settled surrounding territory that together had a minimum population of 50,000 people. The densely settled surrounding territory generally consisted of an area with continuous residential development and a general overall population density of at least 1,000 people per square mile. 1990 Extended Cities For the 1990 census, the U.S. Census Bureau distinguished the urban and rural population within incorporated places whose boundaries contained large, sparsely populated, or even unpopulated area. Under the 1990 criteria, an extended city had to contain either 25 percent of the total land area or at least 25 square miles with an overall population density lower than 100 people per square mile. Such pieces of territory had to cover at least 5 square miles. This low-density area was classified as rural and the other, more densely settled portion of the incorporated place was classified as urban. Unlike previous censuses where the U.S. Census Bureau defined extended cities only within UAs, for the 1990 census the U.S. Census Bureau applied the extended city criteria to qualifying incorporated places located outside UAs. 1990 Urbanized Area Codes Each 1990 UA was assigned a 4-digit numeric census code in alphabetical sequence on a nationwide basis based on the metropolitan area codes. Note that in Record Type C, the 1990 UA 4-digit numeric census code and Census 2000 UA 5-digit numeric census code share a 5-character field. Because of this, the 1990 4-digit UA code, in Record Type C only, appears with a trailing blank. For Census 2000 the U.S. Census Bureau classifies as urban all territory, population, and housing units located within urbanized areas (UAs) and urban clusters (UCs). It delineates UA and UC boundaries to encompass densely settled territory, which generally consists of: - A cluster of one or more block groups or census blocks each of which has a population density of at least 1,000 people per square mile at the time - Surrounding block groups and census blocks each of which has a population density of at least 500 people per square mile at the time, and - Less densely settled blocks that form enclaves or indentations, or are used to connect discontiguous areas with qualifying densities. Rural consists of all territory, population, and housing units located outside of UAs and UCs. For Census 2000 this urban and rural classification applies to the 50 states, the District of Columbia, Puerto Rico, American Samoa, Guam, the Northern Mariana Islands, and the Virgin Islands of the United States. Urbanized Areas (UAs) An urbanized area consists of densely settled territory that contains 50,000 or more people. The U.S. Census Bureau delineates UAs to provide a better separation of urban and rural territory, population, and housing in the vicinity of large places. For Census 2000, the UA criteria were extensively revised and the delineations were performed using a zero-based approach. Because of more stringent density requirements, some territory that was classified as urbanized for the 1990 census has been reclassified as rural. (Area that was part of a 1990 UA has not been automatically grandfathered into the 2000 UA.) In addition, some areas that were identified as UAs for the 1990 census have been reclassified as urban clusters. Urban Clusters (UCs) An urban cluster consists of densely settled territory that has at least 2,500 people but fewer than 50,000 people. The U.S. Census Bureau introduced the UC for Census 2000 to provide a more consistent and accurate measure of the population concentration in and around places. UCs are defined using the same criteria that are used to define UAs. UCs replace the provision in the 1990 and previous censuses that defined as urban only those places with 2,500 or more people located outside of urbanized areas. Urban Area Title and Code The title of each UA and UC may contain up to three incorporated place names, and will include the two-letter U.S. Postal Service abbreviation for each state into which the UA or UC extends. However, if the UA or UC does not contain an incorporated place, the urban area title will include the single name of a census designated place (CDP), minor civil division, or populated place recognized by the U.S. Geological Survey's Geographic Names Information System. Each UC and UA is assigned a 5-digit numeric code, based on a national alphabetical sequence of all urban area names. For the 1990 census, the U.S. Census Bureau assigned as four-digit UA code based on the metropolitan area codes. Urban Area Central Places A central place functions as the dominant center of an urban area. The U.S. Census Bureau identifies one or more central places for each UA or UC that contains a place. Any incorporated place or census designated place (CDP) that is in the title of the urban area is a central place of that UA or UC. In addition, any other incorporated place or CDP that has an urban population of 50,000 or an urban population of at least 2,500 people and is at least 2/3 the size of the largest place within the urban area also is a central place. Extended Places As a result of the UA and UC delineations, an incorporated place or census designated place (CDP) may be partially within and partially outside of a UA or UC. Any place that is split by a UA or UC is referred t o as an extended place.
