This was followed by Ireland with 2.7 percent of the population and then Czechia at 1.9 percent. In Latvia in 2022, 18.7 people per million population (pmp) were diagnosed with HIV as a result of injecting drug use, this was the highest rate of any European country. HIV can spread among drug users due to sharing of needles, syringes and other such injecting equipment. Luxembourg had the second-highest incidence of HIV due to drug use at 18.6 diagnoses pmp, and then Lithuania at 11.4 cases of HIV pmp.
In 2022, the European country with the highest number of individuals in substitution treatment for opioid addiction was France, with over 177 thousand individuals. While in Germany, approximately 81 thousand individuals were in substitution treatment.
