This indicator provides information about the percentage of the population living in census tracts identified as having persistent poverty. The ACS defined persistent poverty as having a poverty rate of 20% or higher over a 30-year period using the 1990 and 2000 Censuses and the 2005–2009 and 2015–2019 ACS 5-year estimates. A census tract is characterized as a persistent poverty census tract if 20% or more of its residents are living below the federal poverty level over an extended period.Areas of persistent poverty may have limited access to healthcare services, quality education, and healthy and affordable food. These communities may also face unique social and structural challenges that relate to poverty. These data identify persistent poverty counties for 10|20|30 funding formulas. In these counties, at least 20% of the population had incomes below poverty in 1997, 2007, 2017, and 2020 as estimated by the Small Area Income & Poverty Estimates (SAIPE) from the US Census Bureau. These data also indicate how many times a county met this threshold for these 4 periods (from 0 to 4). In addition, these data include the total number of census tracts and tracts consisting of 20% or more of the population with incomes below poverty (considered "high poverty" tracts) based on the 2015-2019 American Community Survey estimates. The data also include the percent in poverty and the population in poverty for these four periods. Please note that LINC also includes historical data on poverty from the American Community Survey and the 2000 and before decennial census. These estimates may differ. In addition, the choice of different time periods may lead to different results regarding persistent poverty counties and numbers of high poverty census tracts.

For the purpose of a grant application, a project is located in an Area of Persistent Poverty if:the County in which the project is located consistently had greater than or equal to 20 percent of the population living in poverty in all three of the following datasets: (a) the 1990 decennial census; (b) the 2000 decennial census; and (c) the most recent (2022) Small Area Income Poverty Estimates; ORthe Census Tract in which the project is located has a poverty rate of at least 20 percent as measured by the 2014-2018 5-year data series available from the American Community Survey of the Bureau of the Census; ORthe project is located in any territory or possession of the United States.

Nearly every area of the country has a balance of people living above the poverty line and people living below it. Please consider that there is constant movement of people above and below the poverty threshold, as they gain better employment or lose a job; as they encounter a new family situation, natural disaster, health issue, major accident or other crisis. An area's economic and social characteristics have significant effects on its development and need for various types of public programs. To provide policy-relevant information about diverse county conditions to policymakers, public officials, and researchers, ERS has developed a set of county-level typology codes that captures differences in economic and social characteristics. The 2004 County Typology codes classify all U.S. counties according to six non-overlapping categories of economic dependence and seven overlapping categories of policy-relevant themes. The economic types include farming, mining, manufacturing, services, Federal/State government, and unspecialized counties. The policy types include housing stress, low education, low employment, persistent poverty, population loss, nonmetro recreation, and retirement destination. In addition, a code identifying counties with persistent child poverty is available. An update of the County Typology codes is planned for 2014.

One of the most common measures of income poverty is the proportion of households with income less than half median equivalised disposable household income (which is set as the poverty line); this is a relative income poverty measure as poverty is measured by reference to the income of others rather than in some absolute sense. Australia has one of the highest household disposable incomes in the world, which means that an Australian relative income poverty line is set at a high level of income compared to most other countries. OECD statistics on Australian poverty 2015-16 (based on ABS Survey of Income and Housing data and applying a poverty line of 50% of median income) determined the Australian poverty rate was over 25% before taxes and transfers, but falls around 12% after taxes and transfers. Though measuring poverty through application of solely an income measure is not considered comprehensive for an Australian context, however, it does demonstrate that the Australian welfare system more than halves the number of Australians that would otherwise be considered as at risk of living in poverty under that measure. It is important to consider a range of indicators of persistent disadvantage to understand poverty and hardship and its multidimensional nature. Different indicators point to different dimensions of poverty. While transient poverty is a problem, the experience of persistent poverty is of deeper concern, particularly where families experience intergenerational disadvantage and long-term welfare reliance. HILDA data from the Melbourne Institute of Applied Economic and Social Research shows the Distribution of number of years in poverty 2001–2015. The figure focuses on the longer term experience of working age adults and shows that while people do fall into poverty, only a small proportion of people are persistently poor.
The indicator is defined as the share of persons with an equivalised disposable income below the risk-of-poverty threshold in the current year and in at least two of the preceding three years. The threshold is set at 60 % of the national median equivalised disposable income.
This study was undertaken to enable cross-community analysis of gang trends in all areas of the United States. It was also designed to provide a comparative analysis of social, economic, and demographic differences among non-metropolitan jurisdictions in which gangs were reported to have been persistent problems, those in which gangs had been more transitory, and those that reported no gang problems. Data were collected from four separate sources and then merged into a single dataset using the county Federal Information Processing Standards (FIPS) code as the attribute of common identification. The data sources included: (1) local police agency responses to three waves (1996, 1997, and 1998) of the National Youth Gang Survey (NYGS), (2) rural-urban classification and county-level measures of primary economic activity from the Economic Research Service (ERS) of the United States Department of Agriculture, (3) county-level economic and demographic data from the County and City Data Book, 1994, and from USA Counties, 1998, produced by the United States Department of Commerce, and (4) county-level data on access to interstate highways provided by Tom Ricketts and Randy Randolph of the University of North Carolina at Chapel Hill. Variables include the FIPS codes for state, county, county subdivision, and sub-county, population in the agency jurisdiction, type of jurisdiction, and whether the county was dependent on farming, mining, manufacturing, or government. Other variables categorizing counties include retirement destination, federal lands, commuting, persistent poverty, and transfer payments. The year gang problems began in that jurisdiction, number of youth groups, number of active gangs, number of active gang members, percent of gang members who migrated, and the number of gangs in 1996, 1997, and 1998 are also available. Rounding out the variables are unemployment rates, median household income, percent of persons in county below poverty level, percent of family households that were one-parent households, percent of housing units in the county that were vacant, had no telephone, or were renter-occupied, resident population of the county in 1990 and 1997, change in unemployment rates, land area of county, percent of persons in the county speaking Spanish at home, and whether an interstate highway intersected the county.
This indicator provides information about the percentage of the population living in census tracts identified as having persistent poverty. The ACS defined persistent poverty as having a poverty rate of 20% or higher over a 30-year period using the 1990 and 2000 Censuses and the 2005–2009 and 2015–2019 ACS 5-year estimates. A census tract is characterized as a persistent poverty census tract if 20% or more of its residents are living below the federal poverty level over an extended period.Areas of persistent poverty may have limited access to healthcare services, quality education, and healthy and affordable food. These communities may also face unique social and structural challenges that relate to poverty. Identifying areas of persistent poverty and the population living in these areas can help streamline resource allocation to communities that may benefit the most from additional investments and support.For more information about the Community Health Profiles Data Initiative, please see the initiative homepage.
