    Abstract

    The 2022 Philippines National Demographic and Health Survey (NDHS) was implemented by the Philippine Statistics Authority (PSA). Data collection took place from May 2 to June 22, 2022.

    The primary objective of the 2022 NDHS is to provide up-to-date estimates of basic demographic and health indicators. Specifically, the NDHS collected information on fertility, fertility preferences, family planning practices, childhood mortality, maternal and child health, nutrition, knowledge and attitudes regarding HIV/AIDS, violence against women, child discipline, early childhood development, and other health issues.

    The information collected through the NDHS is intended to assist policymakers and program managers in designing and evaluating programs and strategies for improving the health of the country’s population. The 2022 NDHS also provides indicators anchored to the attainment of the Sustainable Development Goals (SDGs) and the new Philippine Development Plan for 2023 to 2028.

    Sampling procedure

    The sampling scheme provides data representative of the country as a whole, for urban and rural areas separately, and for each of the country’s administrative regions. The sample selection methodology for the 2022 NDHS was based on a two-stage stratified sample design using the Master Sample Frame (MSF) designed and compiled by the PSA. The MSF was constructed based on the listing of households from the 2010 Census of Population and Housing and updated based on the listing of households from the 2015 Census of Population. The first stage involved a systematic selection of 1,247 primary sampling units (PSUs) distributed by province or HUC. A PSU can be a barangay, a portion of a large barangay, or two or more adjacent small barangays.

    In the second stage, an equal take of either 22 or 29 sample housing units were selected from each sampled PSU using systematic random sampling. In situations where a housing unit contained one to three households, all households were interviewed. In the rare situation where a housing unit contained more than three households, no more than three households were interviewed. The survey interviewers were instructed to interview only the preselected housing units. No replacements and no changes of the preselected housing units were allowed in the implementing stage in order to prevent bias. Survey weights were calculated, added to the data file, and applied so that weighted results are representative estimates of indicators at the regional and national levels.

    All women age 15–49 who were either usual residents of the selected households or visitors who stayed in the households the night before the survey were eligible to be interviewed. Among women eligible for an individual interview, one woman per household was selected for a module on women’s safety.

    Mode of data collection

    Research instrument

    Two questionnaires were used for the 2022 NDHS: the Household Questionnaire and the Woman’s Questionnaire. The questionnaires, based on The DHS Program’s model questionnaires, were adapted to reflect the population and health issues relevant to the Philippines. Input was solicited from various stakeholders representing government agencies, academe, and international agencies. The survey protocol was reviewed by the ICF Institutional Review Board.

    After all questionnaires were finalized in English, they were translated into six major languages: Tagalog, Cebuano, Ilocano, Bikol, Hiligaynon, and Waray. The Household and Woman’s Questionnaires were programmed into tablet computers to allow for computer-assisted personal interviewing (CAPI) for data collection purposes, with the capability to choose any of the languages for each questionnaire.

    Cleaning operations

    Processing the 2022 NDHS data began almost as soon as fieldwork started, and data security procedures were in place in accordance with confidentiality of information as provided by Philippine laws. As data collection was completed in each PSU or cluster, all electronic data files were transferred securely via SyncCloud to a server maintained by the PSA Central Office in Quezon City. These data files were registered and checked for inconsistencies, incompleteness, and outliers. The field teams were alerted to any inconsistencies and errors while still in the area of assignment. Timely generation of field check tables allowed for effective monitoring of fieldwork, including tracking questionnaire completion rates. Only the field teams, project managers, and NDHS supervisors in the provincial, regional, and central offices were given access to the CAPI system and the SyncCloud server.

    A team of secondary editors in the PSA Central Office carried out secondary editing, which involved resolving inconsistencies and recoding “other” responses; the former was conducted during data collection, and the latter was conducted following the completion of the fieldwork. Data editing was performed using the CSPro software package. The secondary editing of the data was completed in August 2022. The final cleaning of the data set was carried out by data processing specialists from The DHS Program in September 2022.

    Response rate

    A total of 35,470 households were selected for the 2022 NDHS sample, of which 30,621 were found to be occupied. Of the occupied households, 30,372 were successfully interviewed, yielding a response rate of 99%. In the interviewed households, 28,379 women age 15–49 were identified as eligible for individual interviews. Interviews were completed with 27,821 women, yielding a response rate of 98%.

    Sampling error estimates

    The estimates from a sample survey are affected by two types of errors: (1) nonsampling errors and (2) sampling errors. Nonsampling errors are the results of mistakes made in implementing data collection and in data processing, such as failure to locate and interview the correct household, misunderstanding of the questions on the part of either the interviewer or the respondent, and data entry errors. Although numerous efforts were made during the implementation of the 2022 Philippines National Demographic and Health Survey (2022 NDHS) to minimize this type of error, nonsampling errors are impossible to avoid and difficult to evaluate statistically.

    Sampling errors, on the other hand, can be evaluated statistically. The sample of respondents selected in the 2022 NDHS is only one of many samples that could have been selected from the same population, using the same design and identical size. Each of these samples would yield results that differ somewhat from the results of the actual sample selected. Sampling errors are a measure of the variability between all possible samples. Although the degree of variability is not known exactly, it can be estimated from the survey results.

    A sampling error is usually measured in terms of the standard error for a particular statistic (mean, percentage, etc.), which is the square root of the variance. The standard error can be used to calculate confidence intervals within which the true value for the population can reasonably be assumed to fall. For example, for any given statistic calculated from a sample survey, the value of that statistic will fall within a range of plus or minus two times the standard error of that statistic in 95% of all possible samples of identical size and design.

    If the sample of respondents had been selected as a simple random sample, it would have been possible to use straightforward formulas for calculating sampling errors. However, the 2022 NDHS sample was the result of a multistage stratified design, and, consequently, it was necessary to use more complex formulas. Sampling errors are computed in SAS using programs developed by ICF. These programs use the Taylor linearization method to estimate variances for survey estimates that are means, proportions, or ratios. The Jackknife repeated replication method is used for variance estimation of more complex statistics such as fertility and mortality rates.

    Abstract

    The 2017 Philippines National Demographic and Health Survey (NDHS 2017) is a nationwide survey with a nationally representative sample of approximately 30,832 housing units. The primary objective of the survey is to provide up-to-date estimates of basic demographic and health indicators. Specifically, the NDHS 2017 collected information on marriage, fertility levels, fertility preferences, awareness and use of family planning methods, breastfeeding, maternal and child health, child mortality, awareness and behavior regarding HIV/AIDS, women’s empowerment, domestic violence, and other health-related issues such as smoking.

    The information collected through the NDHS 2017 is intended to assist policymakers and program managers in the Department of Health (DOH) and other organizations in designing and evaluating programs and strategies for improving the health of the country’s population.

Among women eligible for an individual interview, one woman per household was selected for a module on domestic violence.

Both questionnaires, based on The DHS Program’s standard Demographic and Health Survey (DHS-7) questionnaires, were adapted to reflect the population and health issues relevant to the Philippines. Input was solicited from various stakeholders representing government agencies, universities, and international agencies.

    Cleaning operations

    The processing of the NDHS 2017 data began almost as soon as fieldwork started. As data collection was completed in each PSU, all electronic data files were transferred via an Internet file streaming system (IFSS) to the PSA central office in Quezon City. These data files were registered and checked for inconsistencies, incompleteness, and outliers. The field teams were alerted to any inconsistencies and errors while still in the PSU. Secondary editing involved resolving inconsistencies and the coding of openended questions; the former was carried out in the central office by a senior data processor, while the latter was taken on by regional coordinators and central office staff during a 5-day workshop following the completion of the fieldwork. Data editing was carried out using the CSPro software package. The concurrent processing of the data offered a distinct advantage, because it maximized the likelihood of the data being error-free and accurate. Timely generation of field check tables allowed for more effective monitoring. The secondary editing of the data was completed by November 2017. The final cleaning of the data set was carried out by data processing specialists from The DHS Program by the end of December 2017.

    Response rate

    A total of 31,791 households were selected for the sample, of which 27,855 were occupied. Of the occupied households, 27,496 were successfully interviewed, yielding a response rate of 99%. In the interviewed households, 25,690 women age 15-49 were identified for individual interviews; interviews were completed with 25,074 women, yielding a response rate of 98%.

    The household response rate is slightly lower in urban areas than in rural areas (98% and 99%, respectively); however, there is no difference by urban-rural residence in response rates among women (98% for each).

    Abstract

    The 2013 NDHS is designed to provide information on fertility, family planning, and health in the country for use by the government in monitoring the progress of its programs on population, family planning and health.

    In particular, the 2013 NDHS has the following specific objectives: • Collect data which will allow the estimation of demographic rates, particularly fertility rates and under-five mortality rates by urban-rural residence and region. • Analyze the direct and indirect factors which determine the level and patterns of fertility. • Measure the level of contraceptive knowledge and practice by method, urban-rural residence, and region. • Collect data on health, immunizations, prenatal and postnatal check-ups, assistance at delivery, breastfeeding, and prevalence and treatment of diarrhea, fever and acute respiratory infections among children below five years old. • Collect data on environmental health, utilization of health facilities, health care financing, prevalence of common non-communicable and infectious diseases, and membership in the National Health Insurance Program (PhilHealth). • Collect data on awareness of cancer, heart disease, diabetes, dengue fever and tuberculosis. • Determine the knowledge of women about AIDS, and the extent of misconception on HIV transmission and access to HIV testing. • Determine the extent of violence against women.

    Sampling procedure

    The sample selection methodology for the 2013 NDHS is based on a stratified two-stage sample design, using the 2010 Census of Population and Housing (CPH) as a frame. The first stage involved a systematic selection of 800 sample enumeration areas (EAs) distributed by stratum (region, urban/rural). In the second stage, 20 sample housing units were selected from each sample EA, using systematic random sampling.

    All households in the sampled housing units were interviewed. An EA is defined as an area with discern able boundaries consisting of contiguous households. The sample was designed to provide data representative of the country and its 17 administrative regions.

    Research instrument

    The 2013 NDHS used three questionnaires: Household Questionnaire, Individual Woman’s Questionnaire, and Women’s Safety Module. The development of these questionnaires resulted from the solicited comments and suggestions during the deliberation in the consultative meetings and separate meetings conducted with the various agencies/organizations namely: PSA-NSO, POPCOM, DOH, FNRI, ICF International, NEDA, PCW, PhilHealth, PIDS, PLCPD, UNFPA, USAID, UPPI, UPSE, and WHO. The three questionnaires were translated from English into six major languages - Tagalog, Cebuano, Ilocano, Bicol, Hiligaynon, and Waray.

    The main purpose of the Household Questionnaire was to identify female members of the sample household who were eligible for interview with the Individual Woman’s Questionnaire and the Women’s Safety Module.

    The Individual Woman’s Questionnaire was used to collect information from all women aged 15-49 years.

    The Women’s Safety Module was used to collect information on domestic violence in the country, its prevalence, severity and frequency from only one selected respondent from among all the eligible women who were identified from the Household Questionnaire.

    Cleaning operations

    All completed questionnaires and the control forms were returned to the PSA-NSO central office in Manila for data processing, which consisted of manual editing, data entry and verification, and editing of computer-identified errors. An ad-hoc group of thirteen regular employees from the DSSD, the Information Resources Department (IRD), and the Information Technology Operations Division (ITOD) of the NSO was created to work fulltime and oversee data processing operation in the NDHS Data Processing Center that was carried out at the NSO-CVEA Building in Quezon City, Philippines. This group was responsible for the different aspects of NDHS data processing. There were 19 data encoders hired to process the data who underwent training on September 12-13, 2013.

    Data entry started on September 16, 2013. The computer package program called Census and Survey Processing System (CSPro) was used for data entry, editing, and verification. Mr. Alexander Izmukhambetov, a data processing specialist from ICF International, spent two weeks at NSO in September 2013 to finalize the data entry program. Data processing was completed on December 6, 2013.

    Response rate

    For the 2013 NDHS sample, 16,732 households were selected, of which 14,893 were occupied. Of these households, 14,804 were successfully interviewed, yielding a household response rate of 99.4 percent. The household response rates in urban and rural areas are almost identical.

    Among the households interviewed, 16,437 women were identified as eligible respondents, and the interviews were completed for 16,155 women, yielding a response rate of 98.3 percent. On the other hand, for the women’s safety module, from a total of 11,373 eligible women, 10,963 were interviewed with privacy, translating to a 96.4 percent response rate. At the individual level, urban and rural response rates showed no difference. The principal reason for non-response among women was the failure to find individuals at home, despite interviewers’ repeated visits to the household.

    The Taylor linearization method treats any percentage or average as a ratio estimate, r = y/x, where y represents the total sample value for variable y, and x represents the total number of weighted cases in the group or subgroup under consideration.

    Abstract

    Estimated at 10 to 20 percent of the 109 million population in Philippines, Indigenous Peoples (IPs) are among the poorest and most marginalized, although they live in regions with vast natural resources. The lack of representation of IPs in official surveys and administrative data prevents an accurate assessment of their living conditions and the socio-economic challenges they face. This silences their voice, obscures state accountability towards them, and limits their agency to take on a more active role in society. The few available data and anecdotal evidence reveal that IPs face important inequalities of opportunity in several human development dimensions, which are likely aggravated by the COVID-19 pandemic. However, the extent of these inequalities is not well understood, due to scant data and research on IPs. The lack of surveys with information on ethnicity has also made it difficult to examine the type and extent of inequalities among and within ethnic groups in the country, as well as the impact of intersectionality with gender, disability, and place of residence on their inclusion. This represents a significant challenge when creating public policy at the national level or poverty reduction programs at the local level, as IPs remain unnoticed, unaccounted for, and ultimately deprived of their rights and any real benefit.

    Therefore, reliable data on IPs is urgently needed, particularly in this COVID-19 era where IPs can be disproportionately disadvantaged due to legacies of inequality and exclusion. Hence, to collect data and inform evidence-based policy/decision making to better target the needs of IPs, the World Bank commissioned this first ever IP-specific household (HH) survey in Philippines to Philippine Survey and Research Center, Inc. (PSRC).

    The main objective of this quantitative household survey is to improve the current understanding about the Indigenous Peoples (IPs) population in the Philippines, and eventually, craft strategies when addressing inequality or representation of the group. Specifically, the study aims to: 1. Collect as much data and inform evidence-based policy/decision making to better target the needs of IPs; 2. Gauge a better view/understanding of the IPs’ poverty, socio-economic condition and the exercise of their rights; 3. Add current knowledge into the ongoing World Bank Advisory Services and Analytics on the Indigenous Peoples of the Philippines.

    Stratified multi-stage area probability sampling was employed as follows: • Stratification: The sample was stratified by region and by locale (i.e., urban/rural) • First Stage: Independent random selection of PSUs (barangays) within the strata • Second Stage: Selection of SSUs (households) within the sampled PSUs

    A household is defined as a social unit consisting of a person or a group of persons who sleep in the same housing unit and have a common arrangement in the preparation and consumption of food. Household is often comprised of individuals related by blood . Other members of households not related to the household head by blood such as helper, borders, and non relatives can be included as member of the household as long they prepare and consume food together and do not go home to the fa mily more than once in a week. The domain was the Philippines’ 17 administrative regions. Using the Indigenous Peoples (IP) household population from the 2020 Census, the following information were computed: • Proportion of IP household population from Census for each region • Proportion of each region out of total IP household population

    To manage cost and timings, sampling coverage was focused on regions greater than or about 3% from both information above and IP household population of at least 250,000. The 2,400 sample was then split into these regions to arrive at the desired area cuts: • CAR • Other Selected Luzon Regions (Cagayan Valley, MIMAROPA) • Western Visayas • Other Mindanao Regions (Zamboanga Peninsula, Northern Mindanao, Davao, SOCCSKSARGEN, CARAGA) • BARMM

    From the sample of 2,400, there were 240 PSUs across the 10 covered regions. The 240 PSUs covered were split proportionately across the 10 regions using the IP household population. The table below shows the sampling breakdown at regional level.

    To achieve 2,400 completed interviews, 12,131 households were approached/ knocked. Of the 12,131 households knocked, 2,273 refused, 3,028 gave no reply or door locked, and 4,430 were not eligible given the specific requirements that we were looking for. The response rate among eligible interviews is 51%. Response rate is higher in Luzon and lowest in Mindanao.

    Abstract

    The 2003 National Demographic and Health Survey (NDHS) is a nationally representative survey of 13,945 women age 15-49 and 5,009 men age 15-54. The main purpose of the 2003 NDHS is to provide policymakers and program managers with detailed information on fertility, family planning, childhood and adult mortality, maternal and child health, and knowledge and attitudes related to HIV/AIDS and other sexually transmitted infections. The 2003 NDHS also collects high quality data on family health: immunizations, prevalence and treatment of diarrhea and other diseases among children under five, antenatal visits, assistance at delivery and breastfeeding.

    The population covered by the 1998 Phillipines NDS is defined as the universe of all females age 15-49 years, who are members of the sample household or visitors present at the time of interview and had slept in the sample households the night prior to the time of interview, regardless of marital status and all men age 15-54 living in the household.

    The 2003 NDHS is the first survey that used the new master sample created for household surveys on the basis of the 2000 Census of Population and Housing. The 2003 NDHS used one of the four replicates of the master sample. The sample was designed to represent the country as a whole, urban and rural areas, and each of the 17 administrative regions. In each region, a stratified, three-stage cluster sampling design was employed. In the first stage, 819 primary sampling units (PSUs) were selected with probability proportional to the number of households in the 2000 census. PSUs consisted of a barangay or a group of contiguous barangays. In the second stage, in each PSU, enumeration areas (EAs) were selected with probability proportional to the number of EAs. An EA is defined as an area with discernable boundaries consisting of about 150 contiguous households. All households in the selected EAs were listed in a separate field operation conducted May 7 through 21, 2003. In the third stage, from each EA, an average of 17 households was selected using systematic sampling.

    The 2003 NDHS used four questionnaires: a) Household Questionnaire, b) Health Module, c) Women's Questionnaire, and d) Men's Questionnaire. The content of the Women's Questionnaire was based on the MEASURE DHS+ Model “A” Questionnaire, which was developed for use in countries with high levels of contraceptive use. To modify the questionnaire to reflect relevant family planning and health issues in the Philippines, program input was solicited from Department of Health (DOH), Commission on Population (POPCOM), the University of the Philippines Population Institute (UPPI), the Food and Nutrition Research Institute (FNRI), the Philippine Health Insurance Corporation (PhilHealth), USAID, the National Statistics Coordination Board (NSCB), the National Economic and Development Authority (NEDA), the United Nations Children's Fund (UNICEF), and Dr. Mercedes B. Concepcion, professor emeritus at the University of the Philippines, as well as managers of USAID-sponsored projects in the Philippines. The questionnaires were translated from English into six major languages: Tagalog, Cebuano, Ilocano, Bicol, Hiligaynon, and Waray.

    a) The Household Questionnaire was used to list all of the usual members and visitors in the selected households. Basic information collected for each person listed includes age, sex, education, and relationship to the head of the household. The main purpose of the Household Questionnaire was to identify women and men who were eligible for the individual interview. Information on characteristics of the household's dwelling unit, such as the source of water, type of toilet facilities, materials used for the floor of the house, and ownership of various durable goods, was also recorded in the Household Questionnaire. These items are indicators of the household's socioeconomic status.

    b) The Health Module was aimed at apprising concerned agencies on the health status, practices, and attitude of the population. The module included the following topics:
    - Health facility utilization - Noncommunicable diseases - Infectious diseases -Traditional medicines, healing practices, and alternative health care modalities - Health care financing -Environmental health.

    c) The Women's Questionnaire was used to collect information from all women age 15-49. These women were asked questions on the following topics: - Background characteristics (e.g., education, media exposure) - Reproductive history - Knowledge and use of family planning methods - Fertility preferences - Antenatal, delivery, and postnatal care - Breastfeeding and infant feeding practices - Vaccinations and childhood illnesses - Marriage and sexual activity - Woman's work and husband's background characteristics - Infant's and children's feeding practices - Childhood mortality - Awareness and behavior regarding AIDS and other sexually transmitted infections - Awareness and behavior regarding tuberculosis

    d) The Men's Questionnaire was administered to all men age 15-54 living in every third household in the NDHS sample. The Men's Questionnaire collected much of the same information found in the Women's Questionnaire but was shorter because it did not contain questions on reproductive history, maternal and child health, and nutrition. Instead, men were asked about their knowledge and participation in health-seeking practices for their children.

    Cleaning operations

    All completed questionnaires and the control forms were returned to the NSO Central Office in Manila for data processing, which consisted of manual editing, data entry and verification, and editing of computer-identified errors. An ad hoc group of seven regular employees of DSSD was created to work full time in the NDHS Data Processing Center. This group was responsible for the different aspects of NDHS data processing. There were 10 manual processors and 25 data encoders hired to process the data.

    Manual editing started on July 15, 2003, and data entry started on July 21, 2003. The computer package program called CSPro (Census and Survey Processing System) was used for data entry, editing, and tabulation. To prepare the data entry programs, two NSO staff members spent three weeks in ORC Macro offices in Calverton, Maryland, in April and May 2003. Data processing was completed in October 29, 2003.

    Response rate

    For the 2003 NDHS sample, 13,914 households were selected, of which 12,694 were occupied (Table). Of these households, 12,586 were successfully interviewed, yielding a household response rate of 99 percent. Household response rates are similar in rural areas and in urban areas (99 percent).

    Among the households interviewed, 13,945 women were identified as eligible respondents, and interviews were completed for 13,633 women, yielding a response rate of 98 percent. In a subsample of every third household, 5,009 men were identified to be eligible for individual interview. Of these, 4,766 were successfully interviewed, yielding a response rate of 95 percent.

    Sampling error estimates

    Sampling errors, on the other hand, can be evaluated statistically. The sample of respondents selected in the 2003 NDHS is only one of many samples that could have been selected from the same population, using the same design and expected size. Each of these samples would yield results that differ somewhat from the results of the actual sample selected. Sampling errors are a measure of the variability between all possible samples. Although the degree of variability is not known exactly, it can be estimated from the survey results.

    A sampling error is usually measured in terms of the standard error for a particular statistic (e.g., mean, percentage), which is the square root of the variance. The standard error can be used to calculate confidence intervals within which the true value for the population can reasonably be assumed to fall.     Abstract

    The 2008 National Demographic and Health Survey (2008 NDHS) is a nationally representative survey of 13,594 women age 15-49 from 12,469 households successfully interviewed, covering 794 enumeration areas (clusters) throughout the Philippines. This survey is the ninth in a series of demographic and health surveys conducted to assess the demographic and health situation in the country. The survey obtained detailed information on fertility levels, marriage, fertility preferences, awareness and use of family planning methods, breastfeeding practices, nutritional status of women and young children, childhood mortality, maternal and child health, and knowledge and attitudes regarding HIV/AIDS and tuberculosis. Also, for the first time, the Philippines NDHS gathered information on violence against women.

    The 2008 NDHS was conducted by the Philippine National Statistics Office (NSO). Technical assistance was provided by ICF Macro through the MEASURE DHS program. Funding for the survey was mainly provided by the Government of the Philippines. Financial support for some preparatory and processing phases of the survey was provided by the U.S. Agency for International Development (USAID).

    Like previous Demographic and Health Surveys (DHS) conducted in the Philippines, the 2008 National Demographic and Health Survey (NDHS) was primarily designed to provide information on population, family planning, and health to be used in evaluating and designing policies, programs, and strategies for improving health and family planning services in the country. The 2008 NDHS also included questions on domestic violence. Specifically, the 2008 NDHS had the following objectives:

    • Collect data at the national level that will allow the estimation of demographic rates, particularly, fertility rates by urban-rural residence and region, and under-five mortality rates at the national level.
    • Analyze the direct and indirect factors which determine the levels and patterns of fertility.
    • Measure the level of contraceptive knowledge and practice by method, urban-rural residence, and region.
    • Collect data on family health: immunizations, prenatal and postnatal checkups, assistance at delivery, breastfeeding, and prevalence and treatment of diarrhea, fever, and acute respiratory infections among children under five years.
    • Collect data on environmental health, utilization of health facilities, prevalence of common noncommunicable and infectious diseases, and membership in health insurance plans.
    • Collect data on awareness of tuberculosis.
    • Determine women's knowledge about HIV/AIDS and access to HIV testing.
    • Determine the extent of violence against women.

    MAIN RESULTS

    FERTILITY

    Fertility Levels and Trends. There has been a steady decline in fertility in the Philippines in the past 36 years. From 6.0 children per woman in 1970, the total fertility rate (TFR) in the Philippines declined to 3.3 children per woman in 2006. The current fertility level in the country is relatively high compared with other countries in Southeast Asia, such as Thailand, Singapore and Indonesia, where the TFR is below 2 children per woman.

    Fertility Differentials. Fertility varies substantially across subgroups of women. Urban women have, on average, 2.8 children compared with 3.8 children per woman in rural areas. The level of fertility has a negative relationship with education; the fertility rate of women who have attended college (2.3 children per woman) is about half that of women who have been to elementary school (4.5 children per woman). Fertility also decreases with household wealth: women in wealthier households have fewer children than those in poorer households.

    FAMILY PLANNING

    Knowledge of Contraception. Knowledge of family planning is universal in the Philippines- almost all women know at least one method of fam-ily planning. At least 90 percent of currently married women have heard of the pill, male condoms, injectables, and female sterilization, while 87 percent know about the IUD and 68 percent know about male sterilization. On average, currently married women know eight methods of family planning.

    Unmet Need for Family Planning. Unmet need for family planning is defined as the percentage of currently married women who either do not want any more children or want to wait before having their next birth, but are not using any method of family planning. The 2008 NDHS data show that the total unmet need for family planning in the Philippines is 22 percent, of which 13 percent is limiting and 9 percent is for spacing. The level of unmet need has increased from 17 percent in 2003.

    Overall, the total demand for family planning in the Philippines is 73 percent, of which 69 percent has been satisfied. If all of need were satisfied, a contraceptive prevalence rate of about 73 percent could, theoretically, be expected. Comparison with the 2003 NDHS indicates that the percentage of demand satisfied has declined from 75 percent.

    MATERNAL HEALTH

    Antenatal Care. Nine in ten Filipino mothers received some antenatal care (ANC) from a medical professional, either a nurse or midwife (52 percent) or a doctor (39 percent). Most women have at least four antenatal care visits. More than half (54 percent) of women had an antenatal care visit during the first trimester of pregnancy, as recommended. While more than 90 percent of women who received antenatal care had their blood pressure monitored and weight measured, only 54 percent had their urine sample taken and 47 percent had their blood sample taken. About seven in ten women were informed of pregnancy complications. Three in four births in the Philippines are protected against neonatal tetanus.

    Delivery and Postnatal Care. Only 44 percent of births in the Philippines occur in health facilities-27 percent in a public facility and 18 percent in a private facility. More than half (56 percent) of births are still delivered at home. Sixty-two percent of births are assisted by a health professional-35 percent by a doctor and 27 percent by a midwife or nurse. Thirty-six percent are assisted by a traditional birth attendant or hilot. About 10 percent of births are delivered by C-section.

    The Department of Health (DOH) recommends that mothers receive a postpartum check within 48 hours of delivery. A majority of women (77 percent) had a postnatal checkup within two days of delivery; 14 percent had a postnatal checkup 3 to 41 days after delivery.

    CHILD HEALTH

    Childhood Mortality. Childhood mortality continues to decline in the Philippines. Currently, about one in every 30 children in the Philippines dies before his or her fifth birthday. The infant mortality rate for the five years before the survey (roughly 2004-2008) is 25 deaths per 1,000 live births and the under-five mortality rate is 34 deaths per 1,000 live births. This is lower than the rates of 29 and 40 reported in 2003, respectively. The neonatal mortality rate, representing death in the first month of life, is 16 deaths per 1,000 live births. Under-five mortality decreases as household wealth increases; children from the poorest families are three times more likely to die before the age of five as those from the wealthiest families.

    There is a strong association between under-five mortality and mother's education. It ranges from 47 deaths per 1,000 live births among children of women with elementary education to 18 deaths per 1,000 live births among children of women who attended college. As in the 2003 NDHS, the highest level of under-five mortality is observed in ARMM (94 deaths per 1,000 live births), while the lowest is observed in NCR (24 deaths per 1,000 live births).

    NUTRITION

    Breastfeeding Practices. Eighty-eight percent of children born in the Philippines are breastfed. There has been no change in this practice since 1993. In addition, the median durations of any breastfeeding and of exclusive breastfeeding have remained at 14 months and less than one month, respectively. Although it is recommended that infants should not be given anything other than breast milk until six months of age, only one-third of Filipino children under six months are exclusively breastfed. Complementary foods should be introduced when a child is six months old to reduce the risk of malnutrition. More than half of children ages 6-9 months are eating complementary foods in addition to being breastfed.

    The Infant and Young Child Feeding (IYCF) guidelines contain specific recommendations for the number of times that young children in various age groups should be fed each day as well as the number of food groups from which they should be fed. NDHS data indicate that just over half of children age 6-23 months (55 percent) were fed according to the IYCF guidelines.

    HIV/AIDS

    Awareness of HIV/AIDS. While over 94 percent of women have heard of AIDS, only 53 percent know the two major methods for preventing transmission of HIV (using condoms and limiting sex to one uninfected partner). Only 45 percent of young women age 15-49 know these two methods for preventing HIV transmission. Knowledge of prevention methods is higher in urban areas than in rural areas and increases dramatically with education and wealth. For example, only 16 percent of women with no education know that using condoms limits the risk of HIV infection compared with 69 percent of those who have attended college.

    TUBERCULOSIS

    Knowledge of TB. While awareness of tuberculosis (TB) is high, knowledge of its causes and symptoms is less common. Only 1 in 4 women know that TB is caused by microbes, germs or bacteria. Instead, respondents tend to say that TB is caused by smoking or drinking alcohol, or that it is inherited. Symptoms associated with TB are better recognized.     Abstract

    Sustainable Development Goal (SDG) target 2.1 commits countries to end hunger, ensure access by all people to safe, nutritious and sufficient food all year around. Indicator 2.1.2, “Prevalence of moderate or severe food insecurity based on the Food Insecurity Experience Scale (FIES)”, provides internationally-comparable estimates of the proportion of the population facing difficulties in accessing food. More detailed background information is available at http://www.fao.org/in-action/voices-of-the-hungry/fies/en/ .

    The FIES-based indicators are compiled using the FIES survey module, containing 8 questions. Two indicators can be computed: 1. The proportion of the population experiencing moderate or severe food insecurity (SDG indicator 2.1.2), 2. The proportion of the population experiencing severe food insecurity. These data were collected by FAO through the Gallup World Poll. General information on the methodology can be found here: https://www.gallup.com/178667/gallup-world-poll-work.aspx. National institutions can also collect FIES data by including the FIES survey module in nationally representative surveys.

    Microdata can be used to calculate the indicator 2.1.2 at national level.     Cleaning operations

    Statistical validation assesses the quality of the FIES data collected by testing their consistency with the assumptions of the Rasch model. This analysis involves the interpretation of several statistics that reveal 1) items that do not perform well in a given context, 2) cases with highly erratic response patterns, 3) pairs of items that may be redundant, and 4) the proportion of total variance in the population that is accounted for by the measurement model.

    Abstract

    The Labor Force Survey is a nationwide survey of households conducted regularly to gather data on the demographic and socio-economic characteristics of the population. It is primarily geared towards the estimation of the levels of employment in the country.

    The Labor Force Survey aims to provide a quantitative framework for the preparation of plans and formulation of policies affecting the labor market. Specifically, the survey is designed to provide statistics on levels and trends of employment, unemployment and underemployment for the Philippines, as a whole and for each of the administrative regions, including provinces and key cities.

    National coverage, the sample design has been drawn in such a way that accurate lower level classification would be possible. The 73 provinces, 14 cities of the Philippines are covered.

    Sampling procedure

    The sampling design of the Labor Force Survey adopts that of the Integrated Survey of Households (ISH), which uses a stratified two-stage sampling design. It is prepared by the NEDA Technical Committee on Survey Design and first implemented in 1984. It is the same sampling design used in the ISH modules starting in 1986.

    The urban and rural areas of each province are the principal domains of the survey. In addition, the urban and rural areas of cities with a population of 150,000 or more as of 1980 are also made domains of the survey. These cities are the four cities in Metro Manila (Manila, Quezon City, Pasay and Caloocan); and the cities of Angeles, Olongapo,, Bacolod, Iloilo, Cebu, Zamboanga, Butuan, Cagayan de Oro, Davao, and Iligan.

    The rest of Metro Manila, i.e., Pasig, Makati and the 11 other municipalities, are treated as three separate domains. In the case of Makati, six exclusive villages are identified and samples are selected using a different scheme. These villages are Forbes Park, Bel-Air, Dasmarinas, San Lorenzo, Urdaneta and Magallanes.

    Sampling Units and Sampling Frame The primary sampling units (PSUs) under the sample design are the barangays and the households within each sample barangay comprise the secondary sampling units (SSUs). The frame from which the sample barangays are drawn is obtained from the 1980 Census of Population and Housing (CPH). Hence, all the approximately 40,000 barangays covered in the 1980 CPH are part of the primary sampling frame. The sampling frame for the SSUs, that is, the households, is prepared by listing all households in each of the selected sample barangays. The listing operation is conducted regularly in the sample barangays to update the secondary sampling frame from where the sample households are selected.

    Sample Size and Sampling Fraction The size of the sample is envisioned to meet the demand for fairly adequate statistics at the domain level. Taking this need into account and considering cost constraints as well, the decision reached is for a national sample of about 20,000 households. In general, the sample design results in self-weighting samples within domains, with a uniform sampling fraction of 1:400 for urban and 1:600 for rural areas. However, special areas are assigned different sampling fractions so as to obtain "adequate" samples for each. Special areas refer to the urban and rural areas of a province or large city which are small relative to their counterparts.

    Selection of Samples For the purpose of selecting PSUs, the barangay in each domain are arranged by population size (as of the 1980 Census of Population) in descending order and then grouped into strata of approximately equal sizes. Four independent PSUs are drawn with probability proportional to size with complete replacement.

    Secondary sampling units are selected systematiclally with a random start.

    Sampling deviation

    Replacement of non-responding or transferred sample households is allowed although it is still possible to have non-response cases due to critical peace and order situation or inaccessibility of the selected sample households.     The items of information presented in the January 1991 Quarterly Labor Force Survey questionnaire were derived from a structured questionnaire covering the demographic and economic characteristics of individuals. The demographic characteristics include age, sex, relationship to household head, marital status, and highest grade completed. The economic characteristics include employment status, occupation, industry, nomal working hours, total hours worked, class of worker, etc.

    Cleaning operations

    Data processing involves two stages: manual processing and machine processing. Manual processing refers to the manual editing and coding of questionnaires. This was done prior to machine processing which entailed code validation, consistency checks as well as tabulation.

    Enumeration is a very complex operation and may happen that accomplished questionnaires may have some omissions and implausible or inconsistent entries. Editing is meant to correct these errors.

    For purposes of operational convenience, field editing was done. The interviewers were required to review the entries at the end of each interview. Blank items, which were applicable to the respondents, were verified and filled out. Before being transmitted to the regional office, all questionnaires were edited in the field offices.

    Coding, the transformation of information from the questionnaire to machine readable form, was likewise done in the field offices.

    Machine processing involved all operations that were done with the use of a computer and/or its accessories, that is, from data encoding to tabulation. Coded data are usually in such media as tapes and diskettes. Machine editing is preferred to ensure correctness of encoded information. Except for sample completeness check and verification of geographic identification which are the responsibility of the subject matter division, some imputations and corrections of entries are done mechanically.

    Response rate

    The response rate for January 1991 LFS was 99.91 percent. The non-response rate of 0.09 percent was due to crticial peace and order situation or inaccessibility of the selected sample or sample households.

    Sampling error estimates

    Standard Error (SE) and Coefficient of Variation (CV) for the selected variables of the Labor Force Survey (LFS) for January 1991 survey round was computed using the statistical package IMPS. The selected variables referred to include the employment, unemployment and labor force population levels and rates.

    A sampling error is usually measured in terms of the standard error for a particular statistic. A standard error is a measure of dispersion of an estimate from the expected value.

    The SE can be used to calculate confidence intervals within which the true value for the population can be estimated, while the CV is a measure of relative variability that is commonly used to assess the precision of survey estimates.

    The CV is defined as the ratio of the standard error and the estimate. An estimate with CV value of less than 10 percent is considered precise.

    Abstract

    The 1993 National Demographic Survey (NDS) is a nationally representative sample survey of women age 15-49 designed to collect information on fertility; family planning; infant, child and maternal mortality; and maternal and child health. The survey was conducted between April and June 1993. The 1993 NDS was carried out by the National Statistics Office in collaboration with the Department of Health, the University of the Philippines Population Institute, and other agencies concerned with population, health and family planning issues. Funding for the 1993 NDS was provided by the U.S. Agency for International Development through the Demographic and Health Surveys Program.

    Close to 13,000 households throughout the country were visited during the survey and more than 15,000 women age 15-49 were interviewed. The results show that fertility in the Philippines continues its gradual decline. At current levels, Filipino women will give birth on average to 4.1 children during their reproductive years, 0.2 children less than that recorded in 1988. However, the total fertility rate in the Philippines remains high in comparison to the level achieved in the neighboring Southeast Asian countries.

    The primary objective of the 1993 NDS is to provide up-to-date inform ation on fertility and mortality levels; nuptiality; fertility preferences; awareness, approval, and use of family planning methods; breastfeeding practices; and maternal and child health. This information is intended to assist policymakers and administrators in evaluating and designing programs and strategies for improving health and family planning services in 'the country.

    MAIN RESULTS

    Fertility varies significantly by region and socioeconomic characteristics. Urban women have on average 1.3 children less than rural women, and uneducated women have one child more than women with college education. Women in Bicol have on average 3 more children than women living in Metropolitan Manila.

    Virtually all women know of a family planning method; the pill, female sterilization, IUD and condom are known to over 90 percent of women. Four in 10 married women are currently using contraception. The most popular method is female sterilization ( 12 percent), followed by the piU (9 percent), and natural family planning and withdrawal, both used by 7 percent of married women.

    Contraceptive use is highest in Northern Mindanao, Central Visayas and Southern Mindanao, in urban areas, and among women with higher than secondary education. The contraceptive prevalence rate in the Philippines is markedly lower than in the neighboring Southeast Asian countries; the percentage of married women who were using family planning in Thailand was 66 percent in 1987, and 50 percent in Indonesia in 199l.

    The majority of contraceptive users obtain their methods from a public service provider (70 percent). Government health facilities mainly provide permanent methods, while barangay health stations or health centers are the main sources for the pill, IUD and condom.

    Although Filipino women already marry at a relatively higher age, they continue to delay the age at which they first married. Half of Filipino women marry at age 21.6. Most women have their first sexual intercourse after marriage.

    Half of married women say that they want no more children, and 12 percent have been sterilized. An additional 19 percent want to wait at least two years before having another child. Almost two thirds of women in the Philippines express a preference for having 3 or less children. Results from the survey indicate that if all unwanted births were avoided, the total fertility rate would be 2.9 children, which is almost 30 percent less than the observed rate,

    More than one quarter of married women in the Philippines are not using any contraceptive method, but want to delay their next birth for two years or more (12 percent), or want to stop childbearing (14 percent). If the potential demand for family planning is satisfied, the contraceptive prevalence rate could increase to 69 percent. The demand for stopping childbearing is about twice the level for spacing (45 and 23 percent, respectively).

    Information on various aspects of maternal and child health---antenatal care, vaccination, breastfeeding and food supplementation, and illness was collected in the 1993 NDS on births in the five years preceding the survey. The findings show that 8 in 10 children under five were bom to mothers who received antenatal care from either midwives or nurses (45 percent) or doctors (38 percent). Delivery by a medical personnel is received by more than half of children born in the five years preceding the survey. However, the majority of deliveries occurred at home.

    Tetanus, a leading cause of infant deaths, can be prevented by immunization of the mother during pregnancy. In the Philippines, two thirds of bitlhs in the five years preceding the survey were to mothers who received a tetanus toxoid injection during pregnancy.

    Based on reports of mothers and information obtained from health cards, 90 percent of children aged 12-23 months have received shots of the BCG as well as the first doses of DPT and polio, and 81 percent have received immunization from measles. Immunization coverage declines with doses; the drop out rate is 3 to 5 percent for children receiving the full dose series of DPT and polio. Overall, 7 in 10 children age 12-23 months have received immunization against the six principal childhood diseases---polio, diphtheria, ~rtussis, tetanus, measles and tuberculosis.

    During the two weeks preceding the survey, 1 in 10 children under 5 had diarrhea. Four in ten of these children were not treated. Among those who were treated, 27 percent were given oral rehydration salts, 36 percent were given recommended home solution or increased fluids.

    Breasffeeding is less common in the Philippines than in many other developing countries. Overall, a total of 13 percent of children born in the 5 years preceding the survey were not breastfed at all. On the other hand, bottle feeding, a widely discouraged practice, is relatively common in the Philippines. Children are weaned at an early age; one in four children age 2-3 months were exclusively breastfed, and the mean duration of breastfeeding is less than 3 months.

    Infant and child mortality in the Philippines have declined significantly in the past two decades. For every 1,000 live births, 34 infants died before their first birthday. Childhood mortality varies significantly by mother's residence and education. The mortality of urban infants is about 40 percent lower than that of rural infants. The probability of dying among infants whose mother had no formal schooling is twice as high as infants whose mother have secondary or higher education. Children of mothers who are too young or too old when they give birth, have too many prior births, or give birth at short intervals have an elevated mortality risk. Mortality risk is highest for children born to mothers under age 19.

    The 1993 NDS also collected information necessary for the calculation of adult and maternal mortality using the sisterhood method. For both males and females, at all ages, male mortality is higher than that of females. Matemal mortality ratio for the 1980-1986 is estimated at 213 per 100,000 births, and for the 1987-1993 period 209 per 100,000 births. However, due to the small number of sibling deaths reported in the survey, age-specific rates should be used with caution.

    Information on health and family planning services available to the residents of the 1993 NDS barangay was collected from a group of respondents in each location. Distance and time to reach a family planning service provider has insignificant association with whether a woman uses contraception or the choice of contraception being used. On the other hand, being close to a hospital increases the likelihood that antenatal care and births are to respondents who receive ANC and are delivered by a medical personnel or delivered in a health facility.

    Statistical unit: The statistical unit is the establishment. Each unit is classified to an industry that reflects its main economic activity---the activity that contributes the biggest or major portion of the gross income or revenues of the establishment.

    Survey universe/Sample frame: The sampling frame used for the survey was taken from the List of Establishments of the National Statistics Office. On a partial basis, this is regularly updated based on the responses to other surveys of the BLES, establishment reports on retrenchments and closures submitted to the Regional Offices of the Department of Labor and Employment and other establishment lists.

    Sample design: Establishments are stratified by 3-digit industry level (except for industries observed to be heterogeneous within their 3-digit level and therefore requires further breakdown at the 4-digit classification) and by employment size. Geographical location was not considered in the stratification to allow for detailed industry disaggregation. Establishments with at least 100 workers were covered with certainty. The estimated number of sample establishments for the stratum 20-99 workers is the difference of the total number of establishments in the other two strata (100-199 and 200 and over) from the estimated sample size for the survey.

    The estimated number of samples in each cell of this stratum was allocated proportionate to its population share to the stratum total population. The sample size for each cell was adjusted to build-in replacement, e.g., sample size divided by 0.8 as expected retrieval rate is 80 percent.

    Sample size: For OIS 2000 , the sample size was 7,738, of which, 6,207 were found to be eligible sampling units.

    Due to the inadequacy of the frame used, during field operations there are reports of permanent closures, non-location, duplicate listing and shifts in industry and employment outside the survey coverage. Establishments that fall in these categories are not eligible elements of the population and their count is not considered in the estimation. In addition to non-response of establishments because of refusals, strikes or temporary closures, there are establishments whose questionnaires contain inconsistent item responses that are not included in the processing as these have not replied to the verification queries by the time output table generation commences. Such establishments are also considered as non-respondents.

    Cover Page - This contains the address box, status codes, information on the purpose of the survey, coverage, reference period, collection authority, authorized field personnel, confidentiality clause, due date, availability of results and assistance available.

    Part A. General Information - This portion inquires on: a) main economic activity; b) major products/goods or services; c) average total employment by sex; d) normal working hours per day for majority of workers; e) total number of working days of the establishment; and f) total hours actually worked of all persons employed.

    Part B. Occupational Accidents - This portion inquires on the occurrence and number of occupational accidents if there is any.

    Part C. Occupational Injuries - This portion is to be accomplished if there have been occurrences of occupational accidents resulting to occupational injuries. It inquires on: a) cases of incapacity for work (fatal, permanent incapacity, temporary incapacity) and cases without lost workdays classified by major occupation group, type of injury, part of the body injured and cause of injury; b) lost workdays of cases of permanent and temporary incapacity classified by major occupation group, type of injury, part of the body injured and cause of injury.

    Part D. Cases of Injury Due to Commuting Accidents - This portion inquires on the cases of injury due to commuting accidents and if any, the number of workers injured.

    Remarks - This space is provided for the respondent’s explanations on the given information and comments/suggestions on the survey.

    Cleaning operations

    Data are manually and electronically processed. Field editing was done by the enumerators to ensure completeness, consistency and reasonableness of entries in accordance with the field operations manual. Then, the process is replicated by their field supervisors. BLES personnel undertake the final review, coding of information used, data entry and validation and scrutiny of aggregated results for coherence. PC-Edit is used for editing and Microsoft Access data format.

    Abstract

    The 2012 Family Income and Expenditure Survey (FIES) is a nationwide survey of households undertaken every three years by the National Statistics Office (NSO). It is the main source of data on family income and expenditure, which include among others, levels of consumption by item of expenditure as well as sources of income in cash and in kind.

    The 2012 FIES enumeration was conducted twice – the first visit was done in July 2012 with the first semester January to June as the reference period; the second visit was made in January 2013 with the second semester of 2012, that is, July to December 2012 as reference period. The same set of questions is asked for both visits.

    The number of families for the 2012 and 2009 FIES was estimated using the household population estimate, derived by applying the growth rate (PGR) based on the household population counts from the 2000 and 2010 Census of Population and Housing (CPH).

    The set of samples selected for the 2012 FIES is only one of the possible sets of samples of equal size that have been selected from the same population using the same sampling design. Estimates derived from each of these sets of samples would differ from one another. Sampling error is a measure of the variability of the estimates among all possible sets of samples. It is usually measures in terms of the standard errors for a particular statistic.

    The standard error can be used to calculate confidence intervals within which the true value for the population can reasonably be assumed to fall. For example, for any given statistic calculated from a sample survey, the value of that statistic will fall within a range of plus or minus two times the standard error of that statistic in 95 percent of all possible samples of the same size and design.

    The 2012 FIES has as its target population, all households and members of households nationwide. A household is defined as an aggregate of persons, generally but not necessarily bound by ties of kinship, who live together under the same roof and eat together or share in common the household food. Household membership comprises the head of the household, relatives living with him such as his/her spouse, children, parent, brother/sister, son-in-law/daughter-in-law, grandson/granddaughter and other relatives. Household membership likewise includes boarders, domestic helpers and non-relatives. A person who lives alone is considered a separate household.

    The FIES used the sampling design of the 2003 Master Sample (MS) for household surveys starting in July 2003.

    The 2003 MS considers the country's 17 administrative regions as defined in Executive Orders (EO) 36 and 131 as its sampling domain. A domain is referred to as a subgroups of the population in which estimates with adequate level of precision is generated. It must be noted that while there is demand for data at the provincial level (and to some extent municipal and barangay levels), these were not treated as domain because of its large number (more than 80) and the large resource requirement that goes along with it.

    As in most household surveys, the 2003 MS made use of an area sample design. For this purpose, the Enumeration Area Reference File (EARF) of the 2000 Census of Population and Housing (CPH) was utilized as sampling frame. The EARF contains the number of households by enumeration area (EA) in each barangay. This frame was used to form the primary sampling units (PSUs). With consideration of the period for which the 2003 MS will be in use, the PSUs were formed/defined as a barangay or a combination of barangays with at least 500 households.

    To have some control over the subsample size, the PSUs were selected with probability proportional to some estimated measure of size. The size measure refers to the total number of households from the 2000 CPH. Because of the wide variation in PSU sizes, PSUs with selection probabilities greater than 1 were identified and were included in the sample as certainty selections.

    At the second stage, enumeration areas (EAs) were selected within sampled PSUs, and at the third stage, housing units were selected within sampled EAs. Generally, all households in sampled housing units were enumerated, except for few cases when the number of households in a housing unit exceeds three. In which case, a sample of three households in a sampled housing unit was selected at random with equal probability.

    For the updating of the MS in 2012 (using the 2010 Census results), this concern should again be looked into. Meantime, the use of small area estimation can be tapped seriously to answer this data need.

    Abstract

    Sustainable Development Goal (SDG) target 2.1 commits countries to end hunger, ensure access by all people to safe, nutritious and sufficient food all year around. Indicator 2.1.2, “Prevalence of moderate or severe food insecurity based on the Food Insecurity Experience Scale (FIES)”, provides internationally-comparable estimates of the proportion of the population facing difficulties in accessing food. More detailed background information is available at http://www.fao.org/in-action/voices-of-the-hungry/fies/en/ .

    The FIES-based indicators are compiled using the FIES survey module, containing 8 questions. Two indicators can be computed: 1. The proportion of the population experiencing moderate or severe food insecurity (SDG indicator 2.1.2), 2. The proportion of the population experiencing severe food insecurity. These data were collected by FAO through the Gallup World Poll. General information on the methodology can be found here: https://www.gallup.com/178667/gallup-world-poll-work.aspx. National institutions can also collect FIES data by including the FIES survey module in nationally representative surveys.

    Microdata can be used to calculate the indicator 2.1.2 at national level. Instructions for computing this indicator are described in the methodological document available under the "DOCUMENTATION" tab above. Disaggregating results at sub-national level is not encouraged because estimates will suffer from substantial sampling and measurement error.

    The country was stratified by major areas (NCR, Balance Luzon, Visayas, and Mindanao). Exclusions: Some areas were excluded from the sampling frame, due to security concerns (such as barangays considered as war zones in Marawi) and areas that are remote or inaccessible. The excluded population from these areas represent less than 1% of the population. Design effect: 1.41

    Cleaning operations

    Statistical validation assesses the quality of the FIES data collected by testing their consistency with the assumptions of the Rasch model. This analysis involves the interpretation of several statistics that reveal 1) items that do not perform well in a given context, 2) cases with highly erratic response patterns, 3) pairs of items that may be redundant, and 4) the proportion of total variance in the population that is accounted for by the measurement model.

    Sampling error estimates

    The margin of error is estimated as 3.7. This is calculated around a proportion at the 95% confidence level. The maximum margin of error was calculated assuming a reported percentage of 50% and takes into account the design effect.

    Abstract

    The 2006 Family Income and Expenditure Survey (FIES) had the following primary objectives:

    1) to gather data on family income and family expenditure and related information affecting income and expenditure levels and patterns in the Philippines; 2) to determine the sources of income and income distribution, levels of living and spending patterns, and the degree of inequality among families; 3) to provide benchmark information to update weights for the estimation of consumer price index; and 4) to provide information for the estimation of the country's poverty threshold and incidence.

    Geographic coverage

    The 2003 Master Sample (MS) considers the country's 17 administrative regions as the sampling domains. A domain is referred to as a subdivision of the country for which estimates with adequate level of precision are generated. It must be noted that while there is demand for data at the provincial level (and to some extent municipal and barangay levels), the provinces were not treated as sampling domains because there are more than 80 provinces which would entail a large resource requirement.

    The unit of analysis is the family. A family consists of the household head, spouse, unmarried children, ever-married children, son-in-law/daughter-in-law, parents of the head/spouse and other relatives who are members of the household.

    In households where there are two or more persons not related to each other by blood, marriage or adoption, only the income and expenditure of the member who is considered as the household head is included.

    Sampling procedure

    The 2003 Master Sample (MS) considers the country's 17 administrative regions as defined in Executive Orders (EO) 36 and 131 as the sampling domains. A domain is referred to as a subdivision of the country for which estimates with adequate level of precision are generated. It must be noted that while there is demand for data at the provincial level (and to some extent municipal and barangay levels), the provinces were not treated as sampling domains because there are more than 80 provinces which would entail a large resource requirement.

    As in most household surveys, the 2003 MS made use of an area sample design. For this purpose, the Enumeration Area Reference File (EARF) of the 2000 Census of Population and Housing (CPH) was utilized as sampling frame. The EARF contains the number of households by enumeration area (EA) in each barangay.

    This frame was used to form the primary sampling units (PSUs). With consideration of the period for which the 2003 MS will be in use, the PSUs were formed/defined as a barangay or a combination of barangays with at least 500 households.

    The 2003 MS considers the 17 regions of the country as the primary strata. Within each region, further stratification was performed using geographic groupings such as provinces, highly urbanized cities (HUCs), and independent component cities (ICCs). Within each of these substrata formed within regions, the PSUs were further stratified, to the extent possible, using the proportion of strong houses (PSTRONG), indicator of engagement in agriculture of the area (AGRI), and a measure of per capita income (PERCAPITA) as stratification factors.

    The 2003 MS consists of a sample of 2,835 PSUs. The entire MS was divided into four sub-samples or independent replicates, such as a quarter sample contains one fourth of the total PSUs; a half sample contains one-half of the four sub-samples or equivalent to all PSUs in two replicates. The final number of sample PSUs for each domain was determined by first classifying PSUs as either selfrepresenting (SR) or non-self-representing (NSR). In addition, to facilitate the selection of sub-samples, the total number of NSR PSUs in each region was adjusted to make it a multiple of 4. SR PSUs refers to a very large PSU in the region/domain with a selection probability of approximately 1 or higher and is outright included in the MS; it is properly treated as a stratum; also known as certainty PSU. NSR PSUs refers to a regular too small sized PSU in a region/domain; also known as non certainty PSU. The 2003 MS consists of 330 certainty PSUs and 2,505 non-certainty PSUs. To have some control over the sub-sample size, the PSUs were selected with probability proportional to some estimated measure of size. The size measure refers to the total number of households from the 2000 CPH. Because of the wide variation in PSU sizes, PSUs with selection probabilities greater than 1 were identified and were included in the sample as certainty selections.

    At the second stage, enumeration areas (EAs) were selected within sampled PSUs, and at the third stage, housing units were selected within sampled EAs. Generally, all households in sampled housing units were enumerated, except for few cases when the number of households in a housing unit exceeds three. In which case, a sample of three households in a sampled housing unit was selected at random with equal probability.

    An EA is defined as an area with discernable boundaries within barangays consisting of about 150 contiguous households. These EAs were identified during the 2000 CPH. A housing unit, on the other hand, is a structurally separate and independent place of abode which, by the way it has been constructed, converted, or arranged, is intended for habitation by a household.

    The 2006 FIES involved the interview of a national sample of about 51,000 sample households deemed sufficient to gather data on family income and family expenditure and related information affecting income and expenditure levels and patterns in the Philippines at the national and regional level. The sample households covered in the survey were the same households interviewed in the July 2006 and January 2007 round of the LFS.

    Sampling deviation

    The estimates from the 2006 FIES include results of the first FIES visit for the NCR based on questionnaires recovered from fire. The fire that hit the NCR’s Statistics Office on October 3, 2006 damaged 58 percent of the total questionnaires for the FIES first visit. Questionnaires that were encoded and processed cover around 42 percent of these questionnaires. In the preliminary results, values for the burned questionnaires were imputed using a ratio which requires data from the recovered questionnaires and data from corresponding questionnaires from the second visit. The ratio was computed by getting the sums of the total income and total expenditure in the recovered questionnaires from the first visit and the sums of the same data from corresponding second visit questionnaires and then by dividing the sums from the second visit by the sums from the first visit. The annual estimates on income and expenditure for NCR were computed by dividing the second visit values by the computed ratio. For the final results, the annual estimates for the NCR were computed by multiplying by 2 the second visit data. This imputation procedure was opted after it has been established that there was no significant difference between using the ratio and the multiplier ‘2’.

    The 2006 FIES adopts a questionnaire design wherein separate questionnaire with the same sets of questions for both visits will be used. The sample household is interviewed in two separate operations each time using the half-year period preceding the interview as reference period. This scheme envisions to improve the quality of data gathered since it minimizes memory bias of respondents and at the same time captures the seasonality of income and expenditure patterns. The use of separate questionnaire with the same set of questions for both visits was used starting 2003 FIES. In previous FIES, the same set of questions for each semester (two enumeration periods) were contained in one questionnaire.

    To further reduce memory bias, the concept of "average week" consumption for all food items shall be utilized for the 2006 FIES. Moreover, the reference period for Fuel, Light and Water, Transportation and Communication, Household Operations and Personal Care and Effects is limited to the past month and in some specified cases, the concept of average month consumption shall be used. For all other expenditure groups, the past six months shall be used as reference period.

A household is defined as an aggregate of persons, generally but not necessarily bound by ties of kinship, who live together under the same roof and eat together or share in common the household food. Household membership comprises the head of the household, relatives living with him such as his/her spouse, children, parent, brother/sister, son-in-law/daughter-in-law, grandson/granddaughter and other relatives. Household membership likewise includes boarders, domestic helpers and non-relatives. A person who lives alone is considered a separate household.

    Cleaning operations

    The 2003 FIES questionnaire contains about 800 data items and a summary for comparing income and expenditures. The questionnaires were subjected to a rigorous manual and machine edit checks for completeness, arithmetic accuracy, range validity and internal consistency.

    The major steps in the machine processing are as follows: 1. Data Entry 2. Completeness Check 3. Matching of visit records 4. Consistency and Macro Edit (Big Edit) 5. Generation of the Public Use File 6. Tabulation

    Steps 1 to 2 were done right after each visit. The remaining steps were carried out only after the second visit had been completed.

    Steps 1 to 4 were done at the Regional Office while Steps 5 and 6 were completed in the Central Office.

    After completing Steps 1 to 4, data files were transmitted to the Central Office where a summary file was generated. The summary file was used to produce the consistency tables as well as the preliminary and textual tables.

    When the generated tables showed inconsistencies, selected data items were subjected to further scrutiny and validation. The cycle of generation of consistency tables and data validation were done until questionable data items were verified.

    The FAME (FIES computer-Aided Consistency and Macro Editing), an interactive Windows-based application system was used in data processing. This system was used starting with the 2000 FIES round. The interactive module of FAME enabled the following activities to be done simultaneously. a) Matching of visit records b) Consistency and macro edit (big edit) c) Range check

    The improved system minimized processing time as well as minimized, if not eliminated, the need for paper to generate the reject listing.

    Note: For data entry, CSPro Version 2.6 was used.

    Response rate

    The response rate for this survey is 95.7%. The response rate is the ratio of the total responding households to the total number of eligible households. Eligible households include households who were completely interviewed, refused to be interviewed or were temporarily away or not at home or on vacation during the survey period.

    Sampling error estimates

    As in all surveys, two types of non-response were encountered in the 2003 FIES: interview non-response and item non-response. Interview non-response refers to a sample household that could not be interviewed. Since the survey requires that the sample households be interviewed in both visits, households that transferred to another dwelling unit, temporarily away, on vacation, not at home, household unit demolished, destroyed by fire/typhoon and refusal to be interviewed in the second visit contributed to the number of interview non-response cases.

    Item non-response, or the failure to obtain responses to particular survey items, resulted from factors such as respondents being unaware of the answer to a particular question, unwilling to provide the requested information or ENs’ omission of questions during the interview. Deterministic imputation was done to address item nonresponse. This imputation is a process in which proper entry for a particular missing item was deduced from other items of the questionnaire where the non-response item was observed. Notes and remarks indicated in the questionnaire were likewise used as basis for imputation.

    Abstract

    This study is an impact evaluation of the KALAHI-CIDSS (KC) program. The impact evaluation's key research questions can be divided into the following four themes:

    1. Socio-Economic Effects: Does KC increase household consumption? Does KC increase labor force participation?
    2. Governance Effects: Does KC increase government leader responsiveness to community needs? Does KC reduce corruption and increase transparency?
    3. Community Empowerment Effects: Does KC increase participation in local governance? Does KC increase collective action and contribution to local public goods?
    4. Social Capital Effects: Does KC build groups and networks? In what ways are these networks applied? Does KC enhance trust?

    In order to isolate KC's effects, a randomized control trial evaluation design was chosen. The impact evaluation sample consists of 198 municipalities (with 33 to 69 percent poverty incidence), spread over 26 provinces and 12 regions. The 198 municipalities were paired based on similar characteristics (99 pairs) and then randomly assigned into treatment and control groups through public lotteries. The sample size is large enough to be able to detect MCC's projected eight percent change in household income as well as other smaller effects. As part of the impact evaluation, baseline quantitative data were collected in the study area from April to July 2012. The quantitative data came from 5,940 household surveys in 198 barangays (one from each municipality) and 198 barangay surveys implemented in these same barangays

    National coverage: The sample consists of 5,940 households in 198 barangays in 198 municipalities in 26 provinces in 12 regions. The sample is representative of the KALAHI-CIDSS target population across the nation.

    The study population consists of barangays (villages) from the Philippines' poorest provinces. Survey respondent were barangay captains (village captains) and randomly selected households (30 randomly selected per barangay) from the sample of 198 barangays (villages).

    Sampling procedure

    The impact evaluation focuses on municipalities with between 33-69% poverty incidence. A total of 198 eligible municipalities were matched on poverty incidence, population, land area, and number of barangays. The paired municipalities were then randomly assigned into treatment and control groups through public lotteries. This resulted in the final sample of 198 municipalities (when determining the number of treatment and control municipalities, we used sample size of 30 households per municipality, ensuring an 8% (positive) change in income would be detectable at 95% significance and 80% power). The large number of municipalities included in the evaluation will provide a sufficient level of precision to estimate KC's impacts nationwide in municipalities with a poverty incidence between 33-69%. One barangay within each of the 198 municipalities participating in the evaluation was randomly chosen, with a weighted probability favoring barangays with the highest poverty rates. Within each municipality, IPA divided barangays into quintiles based on poverty and dropped the quintile with the lowest poverty incidence. For each municipality, the barangay to be surveyed for the sample was then randomly selected from the remaining barangays. Within each barangay, 30 households were randomly selected from among all households to comprise the household surveyed sample.

    The baseline study included a barangay (village) questionnaire and a household questionnaire implemented in the following four different languages: Tagalog, Bisaya, Cebuano, llongo and llocano.

    1. Household questionnaire: This questionnaire was composed of modules on education, labor income sources, household assets and amenities, expenditures, social networks, and other topics.

    2. Barangay questionnaire: The barangay captains (village leaders were the principal respondents. The questionnaire collected data on the barangay's development projects, budget, demographics, the relationship between the existing barangay captain and its previous leadership, and other topics.

    Cleaning operations

    In the field, the field supervisor and data editor checked the questionnaires before the first data entry. The survey firm then conducted the second data entry in the main office and then checked the discrepancies between the first and the second data entry. The data cleaning process implemented by the survey firm included the following: 1. Naming and labelling the data 2. Checking the unique identifiers 3. Range checks and setting variable bounds 4. Check skip patterns and misisng data 5. Check logical consistency 6. Standardize string variable coding

    After receiving the clean datasets from the survey firm, IPA conducted a second stage of data cleaning needed to construct variables for the analysis. This process involved carefully creating, summarizing and cross-checking key indicators.

    The enterprise is the unit of enumeration in the LTS and it has for its sampling domain 18 major industry groups (1-digit) based on the 2009 PSIC. The coverage of the survey was limited to business enterprises in Metro Manila due to budget constraints and in line with the instruction of DOLE officials to conduct a quick/timely assessment of the labor market activity through a sample survey with manageable sample size. Metro Manila accounts for one-third of the country's gross domestic product and about two-thirds of the total large business enterprises in the Philippines.

    The sampling frame was extracted from the top 25,000 corporations in the Philippines as compiled by the Securities and Exchange Commission (SEC). The frame contains the names of 15,600 enterprises in Metro Manila listed in order of their gross revenue and sales in 2012.

    For LTS 2013, the population size was 15,660. Since the proportion of the initial sample size to the population size is not negligible, a revised estimate of the sample size is obtained to take into account the finite population correction. To ensure the precision of estimates in each domain, the sample size (763) was allocated in each domain using Kish's allocation formula. The sample enterprises in each domain were drawn through simple random sampling.

    A replacement of a sample enterprise was done when the sampled enterprise fell in one of the following situations during the field operation: cannot be located; refuse to answer; temporarily closed; duplicate of another sample enterprise; permanently closed; or on strike.

Upon collection of accomplished questionnaires, enumerators perform field editing before leaving the enterprise to ensure completeness, consistency and reasonableness of entries in accordance with the Field Operations Manual. The forms were again checked for data consistency and completeness by field supervisors. The designated personnel undertook the final review, coding of information on classifications used, data entry and validation and scrutiny of aggregated results for coherence. Questionnaires with incomplete or inconsistent entries were returned to the establishments for verification, personally or through phone interview.

    The results were validated with the previous year results in particular, the trend and patterns of data distribution across industry.

    Results were also checked in terms of their coherence with the results of the National Acounts, i.e, gross domestic product (GDP). It has been observed that the pattern of movement in the LTS data series closely follow that of GDP. This could be because NCR accounted for a sizeable share of GDP. The "rule of thumb" in LTS validation is that a high GDP is associated with a positive turnover rate and vice versa.

    Sampling procedure

    Statistical unit: The statistical unit is the establishment. Each unit is classified to an industry that reflects its main economic activity---the activity that contributes the biggest or major portion of the gross income or revenues of the establishment.

    Survey universe/Sample frame: The sampling frame used for the survey was taken from the List of Establishments of the National Statistics Office. On a partial basis, this is regularly updated based on the responses to other surveys of the BLES, establishment reports on retrenchments and closures submitted to the Regional Offices of the Department of Labor and Employment and other establishment lists.

    Sample design: Establishments are stratified by 3-digit industry level (except for industries observed to be heterogeneous within their 3-digit level and therefore requires further breakdown at the 4-digit classification) and by employment size. Geographical location was not considered in the stratification since some components of labor cost may not be available specific to a sample establishment that is a branch of a parent company or head office.

    The sampling formula used to determine the sample size of an industry group in each size category was based on establishment population; the estimated variance of labor cost and the expected coefficient of variation of average labor cost. The sample size for each cell was adjusted to build-in replacement, e.g. sample size divided by 0.8 as expected retrieval rate is 80 percent.

    Sample size: For 1998 LCS, the sample size was 7,562, of which 5,537 were found to be eligible sampling units.

    Sampling deviation

    Due to the inadequacy of the frame used, during field operations there are reports of permanent closures, non-location, duplicate listing and shifts in industry and employment outside the survey coverage. Establishments that fall in these categories are not eligible elements of the population and their count is not considered in the estimation. In addition to non-response of establishments because of refusals, strikes or temporary closures, there are establishments whose questionnaires contain inconsistent item responses that are not included in the processing as these have not replied to the verification queries by the time output table generation commences. Such establishments are also considered as non-respondents.

    Research instrument

    The questionnaire has four parts:

    Cover Page - This contains information on the purpose of the survey, coverage, reference period, collection authority, authorized field personnel, confidentiality clause, due date, availability of results and assistance available.

    Part A: General Information - This portion inquires on the main economic activity, major product/s, goods or services, number of employees and their hours worked and paid for; and number of working owners, managerial staff remunerated predominantly by a share of profits and unpaid workers in the establishment.

    Part B: Data on Labor Cost - This section requires data on the cost incurred in the employment of labor and its details.

    Part C: Certification Portion Remarks - This space is provided for the respondent's explanations on the given information and comments/suggestions on the survey.

    Contact Person - This space is provided for the name, position, telephone/fax numbers and e-mail address of the person responsible for filling out the form and the date the questionnaire was accomplished.

    Do Not Fill (For office use) - This contains names of enumerator/supervisors (field personnel), and reviewers (BLES staff) and dates of completion.
