Sadly, the trend of fatal police shootings in the United States seems to only be increasing, with a total 1,173 civilians having been shot, 248 of whom were Black, as of December 2024. In 2023, there were 1,164 fatal police shootings. Additionally, the rate of fatal police shootings among Black Americans was much higher than that for any other ethnicity, standing at 6.1 fatal shootings per million of the population per year between 2015 and 2024. Police brutality in the U.S. In recent years, particularly since the fatal shooting of Michael Brown in Ferguson, Missouri in 2014, police brutality has become a hot button issue in the United States. The number of homicides committed by police in the United States is often compared to those in countries such as England, where the number is significantly lower. Black Lives Matter The Black Lives Matter Movement, formed in 2013, has been a vocal part of the movement against police brutality in the U.S. by organizing “die-ins”, marches, and demonstrations in response to the killings of black men and women by police. While Black Lives Matter has become a controversial movement within the U.S., it has brought more attention to the number and frequency of police shootings of civilians.

Political opinions Not only are there differences in opinion between ethnicities on police brutality, but there are also major differences between political parties. A majority of Democrats in the United States thought that police officers were not held accountable for their misconduct, while a majority of Republicans that they were held accountable. Despite opposing views on police accountability, both Democrats and Republicans agree that police should be required to be trained in nonviolent alternatives to deadly force.

This graph presents the number of police violence cases recorded during the "yellow vests" movements in France between November 2018 and July 2019 according to the journal Mediapart, by type. It shows that the majority of recorded police violence cases were head injuries: 315 head injuries resulting from police violence have been reported since the beginning of the movement, while 164 cases of threats, insults or restrictions on freedom of the press were also recorded.

This rate stands at 2.8 per million for Hispanic people and 2.4 per million for white people.

This data is extracted by the Town of Cary's Police Department's RMS application. The police incidents will provide data on the Part I crimes of arson, motor vehicle thefts, larcenies, burglaries, aggravated assaults, robberies and homicides. Sexual assaults and crimes involving juveniles will not appear to help protect the identities of victims.

This dataset includes criminal offenses in the Town of Cary for the previous 10 calendar years plus the current year. The data is based on the National Incident Based Reporting System (NIBRS) which includes all victims of person crimes and all crimes within an incident. The data is dynamic, which allows for additions, deletions and/or modifications at any time, resulting in more accurate information in the database. Due to continuous data entry, the number of records in subsequent extractions are subject to change. Crime data is updated daily however, incidents may be up to three days old before they first appear.

The killing of Tyre Nichols in January 2023 by Memphis Police Officers has reignited debates about police brutality in the United States. Between 2013 and 2024, over 1,000 people have been killed by police every year. Some of the most infamous examples include the murder of George Floyd in May 2020 and the shooting of Breonna Taylor earlier that year. Within the provided time period, the most people killed by police in the United States was in 2024, at 1,375 people. Police Violence in the U.S. Police violence is defined as any instance where a police officer’s use of force results in a civilian’s death, regardless of whether it is considered justified by the law. While many people killed by police in the U.S. were shot, other causes of death have included tasers, vehicles, and physical restraints or beatings. In the United States, the rate of police shootings is much higher for Black Americans than it is for any other ethnicity, and recent incidents of police killing unarmed Black men and women in the United States have led to widespread protests against police brutality, particularly towards communities of color. America’s Persistent Police Problem Despite increasing visibility surrounding police violence in recent years, police killings have continued to occur in the United States at a consistently high rate. In comparison to other countries, police in the U.S. have killed people at a rate three times higher than police in Canada and 60 times the rate of police in England. While U.S. police have killed people in almost all 50 states, as well as the District of Columbia, New Mexico was reported to have the highest rate of people killed by the police in the United States, with 8.03 people per million inhabitants killed by police.

Background: “In 2006, the Seattle Police Department began surveying members of the public (customers) who had personal contact with an officer after calling 9-1-1. The surveys have been conducted two to four times a year, and a total of 44 surveys have been conducted to date. These surveys have been designed to assess customers’ experiences and satisfaction with the service provided by the Seattle Police Department, and the results of the surveys have been used to assess service delivery; examine differences between precincts; identify strategies and tactics to achieve specific service objectives; and provide feedback to officers, precinct captains, and watch lieutenants. This report presents the results of the September 2019 customer survey and compares the September 2019 survey results to results from the 13 other surveys conducted since March 2016.” Research Methods. “Similar to the previous surveys, 200 customers who called 9-1-1 and had an officer dispatched to provide assistance were interviewed by telephone for this survey. All of the customers interviewed had called 9-1-1 between August 21 and August 29, 2019, and were randomly selected from lists of 9-1-1 callers who had an officer dispatched to provide assistance, excluding sensitive cases such as domestic violence calls. The interviews were completed between September 3 and September 10, 2019. The interviews were approximately 10 to 12 minutes long. The questionnaire used in the interviews was developed with Department input and approval. During the course of this research, some questions have been added to or deleted from the survey questionnaire to reflect the changing information needs of the Department. However, questions about customers’ overall satisfaction with their experience with the Department after calling 9-1-1, experiences with and opinions of the officer who first visited after the call to 9-1-1, opinions of the Seattle Police Department overall, and satisfaction with the service provided by the 9-1-1 operator have been included in every survey. Since late 2006 and early 2007, the surveys also included questions about customers’ feelings of safety in Seattle.”

Since 2014, Eurostat and the UNODC have launched a joint annual data collection on crime and criminal justice statistics, using the UN crime trends questionnaire and complementary Eurostat requests

for specific areas of interest to the European Commission. The data and metadata are collected from National Statistical Institutes or other relevant authorities (mainly police and justice departments) in each EU Member State, EFTA country and EU potential members. The rate of civilians killed by police in the Venezuela is far higher than in comparable developed democratic countries, with 1,830 people killed by police per 10 million residents in 2025. This compares to 69 deaths per 10 million residents in Canada, and seven in Australia - perhaps the two most comparable countries to the United States in many respects. Country with the most prisoners The El Salvador is the country with the largest number of prisoners per capita. This suggests either that they have the most criminals, or that the police make more arrests and judges hand down jail as a more frequent punishment. Costa Rica has the highest burglary rate, seeing almost three times as many break-ins as in the United States, for example. Does weapon ownership contribute to higher number of violent attacks? Other factors may also be at play. One such factor may be gun ownership. If police shootings are more likely to happen in states with a higher number of registered weapons, one could argue that the threat of violence against police makes officers more likely to utilize deadly force. However, countries like Canada also have a high number of individual firearms licenses, indicating that this factor likely does not explain the entire effect. Social factors may also influence this statistic, such as the use of the death penalty. Still, each fatal incident is complex, and the full situation surrounding each involves many factors, meaning that a simple solution is unlikely.

In 2024, there were a total of 2,532 shootings registered in Rio de Janeiro, Brazil. March was the month with the most shootings in each of the given years, except for 2024 - in that year, there were 254 occurrences, or about 10 percent of the year's total. The lowest number of shootings in the given period occurred in August 2023 when 153 cases were recorded. Police violence in Rio In 2022, the Supreme Court ordered the state government of Rio de Janeiro to come up with a plan to reduce police lethality, as the level of violence in police actions was deemed unacceptable, due to high numbers of casualties and human rights violations. The number of civilians killed as a result of police intervention more than quadrupled between 2013 and 2019, reaching a record number of 1,814 that year. Despite the decrease in comparison to 2019, every year from 2020 to 2022 saw more than 1,200 civilians being killed. Furthermore, it is deemed that there is structural racism in the actions of security forces. For instance, 80 percent of the deaths caused by police interventions in the state during 2023 were of people of color. Shootings and massacres in Rio Civil society and public institutions have made proposals to alleviate this situation. One of them is the ADPF 635 (Allegation of Violation of a Fundamental Precept), also known as ADPF Favelas Case, presented by the Brazilian Socialist Party, and whose preliminary approval took place in June 2020. The measure restricted unplanned police operations in the favelas during the pandemic. Despite its frequent violations, it showed evident results. Shootings fell from 7,368 in 2019 to less than 3,000 in 2024. Over one third of documented shootings in 2024 were due to police operations, while 288 were motivated by murder or attempted murder, the second most common reason. In March 2022, the government of Rio de Janeiro published a plan to reduce deaths during police operations. That year, the State of Rio de Janeiro recorded 92 fewer deaths than the previous year, and the number has fallen every year since.

As of October 22, police in the United States had shot 23 unarmed people to death in 2024. The most common weapon for a victim of a fatal police shooting to be carrying is a gun. In 2023, 717 people carrying a gun were shot and killed by the U.S. police.

In the United States between 2005 and 2020, of the ** nonfederal police officers convicted following their arrest for murder due to an on-duty shooting, only **** ended up being convicted of murder. The most common offense these officers were convicted of was the lesser charge of manslaughter, with ** convictions.

The number of registered cases of alcohol abuse in Belgium was somewhat stable from 2011 to 2022. During this period, the number of offenses such as public drinking, illegal distilleries, or serving alcohol to a drunk person, was ranging from roughly 16,000 and 20,000 cases each year. Cases of alcohol abuse registered by the Belgian Federal Police peaked in 2019 and reached as low as 20,234 cases in 2015. In 2022, registered cases of alcohol abuse in Belgium amounted to 19,900 offenses.

Alcohol abuse in Flanders, Wallonia, and Brussels-Capital

In terms of registered cases, the country faced strong regional differences in 2018. From a regional perspective, the number of alcohol abuse cases was much higher in Flanders than in the other parts of the country. Indeed, offenses reached over 12 thousand cases in Flanders whereas Wallonia registered less than half the number of such offenses. Furthermore, the Belgian Federal Police registered even fewer cases in the Brussels-Capital Region than in Wallonia. That being said, Belgium’s population was unequally spread in its three regions. To this day, Flanders was the most populated region of Belgium, followed by Wallonia, and Brussels-Capital.

Alcohol consumption in Belgium

In 2016, liquor consumption was higher in Belgium than in the Netherlands or Luxembourg. Although alcohol consumption continues to hold an important role in social engagement, it is linked to numerous negative outcomes. Indeed, alcohol consumption is notably linked to dependence, diseases, various health impacts, and road incidents. As can be seen, alcohol is also involved in many crimes. If alcohol consumption becomes a source of concern, Belgium, like many other countries, always offers anonymous and free help.

In 2023, the FBI reported that there were 9,284 Black murder victims in the United States and 7,289 white murder victims. In comparison, there were 554 murder victims of unknown race and 586 victims of another race. Victims of inequality? In recent years, the role of racial inequality in violent crimes such as robberies, assaults, and homicides has gained public attention. In particular, the issue of police brutality has led to increasing attention following the murder of George Floyd, an African American who was killed by a Minneapolis police officer. Studies show that the rate of fatal police shootings for Black Americans was more than double the rate reported of other races. Crime reporting National crime data in the United States is based off the Federal Bureau of Investigation’s new crime reporting system, which requires law enforcement agencies to self-report their data in detail. Due to the recent implementation of this system, less crime data has been reported, with some states such as Delaware and Pennsylvania declining to report any data to the FBI at all in the last few years, suggesting that the Bureau's data may not fully reflect accurate information on crime in the United States.

Between 2019/20 and 2023/24 there have been 47 homicide cases in the Glasgow City local authority area of Scotland, the most of any Scottish local authority in that time period. The City of Edinburgh had the second-highest number of homicides, at 24, while there were zero homicides in the Outer Hebrides.

In 2023/24, the homicide rate among UK jurisdictions was highest in Scotland, at **** homicides per million people, and lowest in Northern Ireland, which had a homicide rate of ***. Uptick in violent crimes since the mid-2010s In 2002/03, there were ***** homicides in England and Wales, but by 2013/14, this had fallen to just ***, with similar declines also evident in Scotland and Northern Ireland. Unlike in the latter two jurisdictions, however, there was a noticeable uptick in homicides in England and Wales from 2016/17 onwards, with *** recorded in 2019/20. Additionally, there has been a surge in violence against the person offences in England and Wales, rising from around ******* in 2012/13 to more than *********** ten years later in 2022/23. It is unclear what exactly is driving this trend, but in an attempt to reverse it, the UK government has started to increase the manpower and funding available to UK police forces after several years of cuts. Struggles of the UK justice system Recent boosts to police funding come after almost a decade of austerity was imposed on most public services. Although some government departments were protected from this, the Ministry of Justice saw its budget decline from *** billion pounds in 2009/10 to just **** billion pounds in 2015/16. Although the Justice Budget has also increased recently, there are several signs that the system as a whole is under pressure. There is a significant backlog of cases at Crown Courts in England and Wales, with serious offences taking an average of almost***************** to pass through the court system. Meanwhile, prisons are struggling with severe capacity issues along with upticks in violence and self-harm.
