· suivi de la situation de l'accès des populations à l'eaupotable et à l'assainissement 2020 · proposer des valeurs cibles atteignables des indicateurs sur la période 2018-2020 sur la base des méthodes appropriées ; · élaborer une méthodologie et des outils de collecte, de traitement et d'analyse des données des différents indicateurs qualitatifs et quantitatifs de la phase 1 du PROSEHA; · élaborer un guide de remplissage des outils de collecte de données auprès des ménages et des communautés ; 1.2. L'enquête PROSEHA est une enquête statistique par sondage qui a porté sur un échantillon représentatif à l'échelle nationale et régionale.
La procédure retenue pour le tirage de l'échantillon était aléatoire et stratifiée à deux (2) degrés. Au premier degré, 222 ZDs (à enquêter dans les strates) ont été tirées de manière aléatoire et proportionnellement à la taille de chaque ZD (en termes de nombre de ménages).
Au second degré, 20 ménages ont été tirés aléatoirement dans chaque ZD après un dénombrement exhaustif. Ces 20 ménages tirés ont fait l'objet d'interviews avec un questionnaire ménage. Parallèlement à ces interviews directes auprès des ménages, des tests sur la qualité de l'eau ont été effectués dans les ménages et au niveau des sources d'eau. Dans chaque ZD échantillon, un test à blanc (qui sert à tester les outils), deux tests de la qualité de l'eau des sources (les plus fréquentées) et trois tests de la qualité de l'eau des ménages (sélectionnés aléatoirement parmi les 20 ménages à enquêter) ont été effectués.
Au Il convient de rappeler que les indicateurs utilisés pour la détermination de la taille de l'échantillon sont ceux issus de l'enquête sur la situation de référence réalisée en 2018. Il s'agit de la proportion des personnes ayant accès au service de l'eau potable gérée en toute sécurité (service optimal), la proportion de la population utilisant des sources non améliorées de l'eau, la proportion de la population utilisant des installations élémentaires de lavage des mains. L'indicateur retenu est celui qui maximise la taille de l'échantillon. La taille de l'échantillon devant assurer la représentativité pour chaque région, pour l'ensemble du Niger et selon le milieu de résidence (ensemble milieu urbain et ensemble milieu rural).
La détermination de la taille de l'échantillon est basée sur la formule suivante :

n est le nombre de ménages à sélectionner (voir tableau N°1 suivant); est le quantile d'ordre) de la loi normale réduite centrée, au carré (ici t=1,96) ; est la marge d'erreur absolue associée au niveau de confiance ( associée à l'estimation p ; (m=0,05) p est la prévalence de l'indicateur à mesurer (voir annexes) ; d est l'effet imputable à la conception de l'échantillon (1,5)et est le taux de non-réponse (5%). L'échantillon issu de cette formule a été majoré de sorte à tenir compte des éventuelles pertes (ou non réponses) tout au long de la période de collecte. Globalement, le taux de couverture de l'enquête est de 97%, ceci signifie que sur les 4 568 ménages attendus, 4 429 ont pu être enquêtés avec succès dans les huit régions du Niger. Le tableau ci-dessous présente la répartition de ce taux selon les régions.
