    Abstract

    The survey is designed to collect, analyze, and disseminate demographic and health data pertaining to the Palestinian population living in the Palestinian Territory, with a focus on demography, fertility, infertility, family planning, unmet needs, and maternal and child health, in addition to youth and the elderly. The 2010 survey includes new sections and elements, such as basic health and socio-economic information on different groups within the population: ever married woman less than 55 years and children aged less than five years, child labor in the age 5-14 years, child discipline 2-14 years, person education 5-24 years, youth aged 15-29 years, and elderly people over the age of 60.

    Target Population The target population of the survey consists of all the following groups: 1- All Palestinian households normally residing in the Palestinian Territory. 2- Females aged 15 - 54 years. 3- Elderly people aged 60 or over. 4- Children aged 0 - 14 years and divided into the following categories: 0-5 years, 2-14 years, 5-14 years, with parts of the questionnaire customized for each group. 5- Youth aged 15 - 29 years and divided into the following categories: 15-24 years, 25-29 years, with parts of the questionnaire customized for youth.

    Sampling Frame We relied on sampling frames established in PCBS and basically comprising the list of enumeration areas. (The enumeration area is a geographical area containing a number of buildings and housing units of about 120 housing units on average.)

    The total frame consists of the following two parts:

    1- West Bank and Gaza Sampling Frame: containing enumeration areas drawn up in 2007. In the West Bank: each enumeration area consists of a list of households with identification data to ascertain the address of individual households. In Gaza: each enumeration area contains a list of housing units with addresses to ascertain the address of individual households, plus identification data of the housing units.

    2- Jerusalem Sampling Frame (inside checkpoints): contains enumeration areas only, geographically divided with information about the total number of households in these areas. However, there is no detailed information about addresses inside enumeration areas and the size of the enumeration area can be ascertained without the ability to identify the addresses.

    Design Strata In the survey, two variables were chosen to divide the population into strata, depending on the homogeneity of parts of the population. Previous studies have shown that Palestinian households may be divided as follows: 1- Governorates: there are 16 governorates in the Palestinian Territory: 11 governorates in the West Bank and 5 in the Gaza Strip. 2- Locality Types: there are three types : urban, rural and refugee camps. All the available frames contain the strata variables. Sample Size We use the following formula to estimate the sample size:

    Where: - n: sample size requested for the main indicator or main estimate - 4: is a factor to achieve a 95 percent level of confidence - r is the predicted or anticipated prevalence (coverage rate) for the indicator - being estimated - 1.15 is the factor necessary to raise the sample size by 20 percent for non-response - f is the design effect - 0.07r is the margin of error to be tolerated at the 95 percent level of confidence, defined as 7 percent of r (7 percent represents the relative sampling error of r) - p is the proportion of the total population upon which the indicator, r, is based - nh is the average household size

    To estimate the sample size of the survey we rely on the percentage of children under 5 years who suffer from stunting. We consider it as the main indicator for the survey (r) and it equals 10.2% (from MICS3 data -2006). Also, by returning to census data in 2007 we find the percentage of children aged 0 - 4 years =14.1%. Finally, the sample size = 15,355

    Sample Design and Type After determining the sample size, which equals 15456 households, we selected a probability sample - a multi-stage stratified cluster sample as follows: 1- First stage: selecting a sample of clusters (enumeration areas) using PPS without replacement method to obtain 644 enumeration areas from the total enumeration area frame. 2- Second stage: selecting 24 households from each selected enumeration area of the first stage and using the systematic sample method. When reaching households, we enumerate all the targeted individuals from the groups: women (15-54) years, elderly aged 60 and more, children aged 0-5 years. 3- Third stage: selecting one child of age group 2-14 years for part of the questionnaire and one young person from the 15-29 age group to answer the youth attachment in the questionnaire. We use the Kish table to select one person at random.

    Research instrument

    The design of the survey complied with the standard specifications of health surveys previously implemented by PCBS. In addition, the survey included indicators of MICS4 to meet the needs of all partners.

        1.  Main questionnaire with the following parts:
         · Household questionnaire: Covers demographic and educational characteristics, chronic disease, smoking, discipline of children (2-14 years), child labor (5-14 years), education of children (5-24 years) and housing characteristics.
    
         · Health of women (15-54 years) regardless of marital status, awareness about AIDS, anemia in women (15-49 years).
    
         · Ever married women (15-54 years): Covers general characteristics of qualified women, reproduction, child mortality, maternal care, reproductive morbidity, family planning, and attitudes towards reproduction.
    
         · Children under age of 5: Covers children's health, vaccination against childhood diseases, early childhood development, chronic disease, and anemia.
    
    
     2. Attached questionnaires
        ·  Youth questionnaire (15-29 years): Covers general characteristics, awareness and perception of family planning, health status, awareness about sexually transmitted diseases and reproduction.
    
        ·  Elderly questionnaire (60 years and over): Covers general characteristics, social relations, activities, time-use, health status, and use of mass media.
    

    Cleaning operations

    Data editing took place at a number of stages through the processing including:

    1. office editing and coding
    2. during data entry
    3. structure checking and completeness
    4. structural checking of SPSS data files

    Response rate

    The survey sample consists of about 15,355 households of which 13,629 households completed the interview; whereas 8,740 households from the West Bank and 4,889 households in Gaza Strip. Weights were modified to account for non-response rate. The response rate in the West Bank reached 90.5% while in the Gaza Strip it reached 94.8%. The response rate in the Palestinian Territory reached 92.0%.

    Data appraisal

    Different methods were applied in the assessment of the survey data, including: 1. Occurrences of missing values and answers like "other" and "do not know". 2. Examining inconsistencies between the various sections of the questionnaire, including within record and cross-record consistencies. 3. Comparability of data with previous surveys 2000, 2006 and showed logical homogeneity in the results. The results of these assessment procedures show that the data are of high quality and consistency.

The design is comprised of two phases Random sample of 384 enumeration areas (178 in the West Bank and 206 in Gaza Strip) Systematic random selection of 50 households from each enumeration area in the West Bank and 25 random households from each selected enumeration area in Gaza Strip

In addition, there are sections on the background characteristics of emigrants, motives for emigration, emigrants' social relations abroad, the date on which emigrant started to work abroad, the desire to return, impressions of emigrant's experience abroad, as well as emigrant's money transfers

    Returned Emigrant's Questionnaire: this questionnaire includes questions regarding date of return for emigrants who came back since 1990 and were returned 15 years or above, motives for emigration, emigration networks, emigrant's social relations outside the Palestinian Territory, date of work, motivates behind return, perceptions about the experience of emigration, and the money transfers of returnees during their stay abroad, and date of returne

    Non-immigrant's Perception Towards External Migration: This questionnaire includes questions about temporary and past emigration as well as the desire and motives to emigrate. One person within the age group (15-59) years was selected from each sampled household using Kish table

    Cleaning operations

    Data Processing Both data entry and tabulation were completed by using the ACCESS and SPSS software programs. Data entry was organized into two files, corresponding to the main parts of the questionnaire. Data entry template was designed to reflect an exact image of the questionnaire, and included various electronic checks: logical check, range checks, consistency checks and cross-validation.

    Abstract

    The energy statistics program has implemented seventeen rounds of the Household Energy Survey during 1999-2010.

    Because of the importance of the household sector and due to its large contribution to energy consumption in the Palestinian Territory, PCBS decided to conduct a special Household Energy Survey to cover energy indicators in the household sector. To achieve this, a questionnaire was attached to the Labor Force Survey.

    This survey aimed to provide data on energy consumption in the household sector and to provide data on energy consumption behavior and patterns in the society by type of energy.

    The survey presents data on energy indicators pertaining to households in the Palestinian Territory. This includes statistical data on electricity and other fuel consumption by households covering type of fuel for different activities (cooking, baking, conditioning, lighting, and Water Heating).

    Sample Frame The sample is a two-stage stratified cluster random sample.

    Sampling Frame The sampling frame is a master sample from the overall sample that was updated in 2003 for the households that were visited a third or fourth time in the Labor Force Survey, while the households to be visited for the first and second time were chosen from the Master Sampling frame of the Population, Housing and Establishment Census 2007. The sampling frame consists of a list of enumeration areas used as PSU's in the first stage of selection, and the households frame was used to choose households in the second level.

    Sampling Design The sample of this survey is a sub-sample of the Labor Force Survey (LFS) sample, which is conducted periodically since September 1995. The sample of LFS is distributed over 13 weeks. The sample of the Household Energy Survey occupies six weeks of the first quarter of 2010 of the LFS.

    Stratification: In designing the sample of the LFS, three levels of stratification were made: Stratification by governorate. Stratification by place of residence which comprises: (a) Urban (b) Rural (c) Refugee camps Stratification by locality size.

    Sample Unit: In the first stage, the sampling units are the enumeration areas (clusters) from the master sample. In the second stage, the sampling units are households.

    Analysis Unit: The unit of analysis is the household.

    Sample Size: The sample size is comprised of (3,312) Palestinian households in the West Bank and Gaza Strip, where this sample was distributed according to locality type (urban, rural and refugee camps).

    Research instrument

    The design of the questionnaire for the Household Energy Survey was based on the experiences of similar countries as well as on international standards and recommendations for the most important indicators, taking into account the special situation of the Palestinian Territory.

    Cleaning operations

    The data processing stage consisted of the following operations: Editing and coding before data entry: All questionnaires were edited and coded in the office using the same instructions adopted for editing in the field.

    Data entry: At this stage, data was entered into the computer using a data entry template developed in Access. The data entry program was prepared to satisfy a number of requirements such as: · To prevent the duplication of the questionnaires during data entry. · To apply integrity and consistency checks of entered data. · To handle errors in user friendly manner. · The ability to transfer captured data to another format for data analysis
    using statistical analysis software such as SPSS.

    Response rate

    During fieldwork 3,312 households were visited in the Palestinian Territory. 2,876 questionnaire were Completed in the Palestinian Territory.

    Sampling error estimates

    It includes many aspects of the survey, mainly statistical errors due to the sample, and non statistical errors referring to the workers and tools of the survey. It includes also the response rates in the survey and their effect on the assumptions. This section includes:

    1. Sampling Errors These types of errors evolved as a result of studying a part of the population and not all of it. Because this is a sampled survey , the data will be affected by sampling errors due to using a sample and not the whole frame of the population. Differences appear compared with the actual values that could be obtained through a census. For this survey, variance calculations were made for average household consumption and total consumption for the different types of energy in the Palestinian Territory.

    2. Non Sampling Errors These errors are due to non-response cases as well as the implementation of surveys. In this survey, these errors emerged because of (a) the special situation of the questionnaire itself, which some parts depend partially on estimation, (b) diversity of sources (e.g., the interviewers, respondents, editors, coders, data entry operator, etc).

    The sources of these errors can be summarized as: Some of the households were not in their houses and the interviewers could not meet them. Some of the households did not give attention to the questionnaire.
    Some errors occurred due to the way the questions were asked by interviewers. Misunderstanding of the questions by the respondents. Answering the questions related to consumption by making estimations.

    Abstract

    The Palestinian Central Bureau of Statistics (PCBS) strives to keep abreast of developments on the domestic and international arenas and to provide official statistics in all areas pertinent to Palestinian society. The survey of Democratic Governance is a new area in the Palestinian official statistics that came to meet the needs of users and to provide comparable statistics on the regional and international levels.

    The Palestinian Central Bureau of Statistics has decided to include Democratic Governance in its program as part of PCBS' efforts to provide comprehensive statistical indicators in specialized subjects. Statistics on Democratic Governance has become one of the main requirements of the development of societies and will serve the needs of users including decision and policy makers.

    Statistical indicators on Democratic Governance cover many aspects of social, economic, and environmental life, and go in line with the indicators of the Millennium Development Goals. These indicators provide the basis to monitor the status of human rights and governance in any country as well as support the national social and economic system.

    This report addresses the most important results of the Democratic Governance survey that was carried out by the Palestinian Central Bureau of Statistics during the period from 09/02/2010 till 03/05/2010. . The report presents relevant results related to the rule of law in the Palestinian Territory, public office, and election. The results also covers the performance of the Palestinian Legislative Council (PLC), the government, and civil society. In addition, the report presents relevant indicators on the freedom of opinion and expression, freedom of press, access to information, and the freedom to affiliate with and form political parties. In addition, the results cover women's rights, the right to education, health, and labor.

    The Palestinian Central Bureau of Statistics hopes that the findings of this report will be effectively utilized to enable decision and policy makers to identify required policies and procedures for further improvement and development and to better serve the Palestinian citizen.

The design is comprised of three phases: 1. Random sample of 150 enumeration areas 2. Selection of (20) household from each enumeration area, selected in phase one, using systematic random manner 3. Selection of a person (aged 18 years or more) in the field from the selected households; and KISH TABLES were used in the selection of persons (alternating one male and the next female) to ensure indiscriminate selection.

    Research instrument

    The survey questionnaire on Democratic Governance is the main instrument for data collection, and thus its design took into consideration the standard technical specifications to facilitate the collection, processing and analysis of data. Because this type of specialized surveys is new to PCBS, relevant experiences of other countries and international best practices were thoroughly reviewed to ensure the contents and design of the survey's instruments are within international standards. The survey's questionnaire includes the following basic components:

    Identification data: The identification data constitutes the key that uniquely identifies each questionnaire. The key consists of the questionnaire' serial number, locality code, and governorate code. The classification of localities is according to the Standard Administrative Classification that was adopted by a national committee composed of representatives of various national institutions, and applied by PCBS in the Population, Housing and Establishment Censuses 2007.

    Data quality control: A set of quality controls were developed and incorporated into the different phases of the survey including field operations, office editing, office coding, data processing, and survey documentation.

    Survey's main indicators: The first section of the questionnaire includes identification data about the geographical location and the population. Other sections include data about: the rule of law, the right to access public office, election, the performance of the Palestinian Legislative Council (PLC), government and civil institutions, freedom of opinion and expression, the press and the right to information, freedom to affiliate with and form political parties, the right to education, health, employment and housing.

    Data processing phase includes many interdependent activities that aim to electronically capture the collected data to be ready for analysis. These activities are: 1. The purpose of this activity was to ensure that the questionnaires had no consistency errors, and no uncompleted questionnaires. 2. Programming and data entry stage: This stage included preparation of the data entry programs, setting up the data entry control rules to avoid data entry errors, and validation queries to examine the data after its being electronically captured.

    Sampling error estimates

    1. Statistical Errors: Sampling rather than comprehensive enumeration has been used to collect data in this survey. Therefore it is liable to two types of errors affecting the quality of survey data, sampling (statistical errors) and non-sampling errors (non-statistical errors). Statistical errors mean the errors resulting from sample designing and this is computed simply. Variance and effect of sample design has been computed for the Palestinian Territory, the West Bank and Gaza Strip.

    2. Non-Statistical Errors: Non-statistical errors, on the other hand, could not be determined easily, due to the diversity of sources from which they may arise, e.g., the interviewer, respondent, editor, coder, and data entry operator.

    Abstract

    The Jerusalem Household Social Survey 2010 is one of the most important statistical activities that have been conducted by PCBS. It is the most detailed and comprehensive statistical activity that PCBS has conducted in Jerusalem. The main objective of the Jerusalem household social survey, 2010 is to provide basic information about: Demographic and social characteristics for the Palestinian society in Jerusalem governorate including age-sex structure, Illiteracy rate, enrollment and drop-out rates by background characteristics, Labor force status, unemployment rate, occupation, economic activity, employment status, place of work and wage levels, Housing and housing conditions, Living levels and impact of Israeli measures on nutrition behavior during Al-Aqsa intifada, Criminal offence, its victims, and injuries caused.

    The Sample Frame Were estimated sample size of Jerusalem by 2,075 family, including 1,200 families in the Area J1, and 875 families in the Area of J2 has been the establishment of Sample Frame to Jerusalem (J2) of the General Census of Population and Housing, and Establishment, which was carried out by the PCBS at the end of 2007. And the frame is a list of counting areas, and these areas are used as units an initial preview (PSUs) in the first stage of the process of selecting the sample. Stratified cluster random sample of regular two phases: Phase 1 was selected a stratified random sample of enumeration areas from Jerusalem (J1) and Jerusalem (J2). The number of enumeration areas that have been chosen counting area 75 divided into two Areas : 40 the count of Jerusalem (J1), 35 the count of Jerusalem (J2). Phase 2 Is to choose a random sample (in a field) of the households of the selected enumeration areas are selected so that 30 families from each of the complete count has been selected in the first phase of Jerusalem (J1) and 25 families are selected at random from each Areas regularly count has been selected in the first phase of Jerusalem (J2) on the completion of the data that are a minimum of 20 families from each Areas counted in Jerusalem (J2).

    Target Population It consists of all Palestinian households and persons who are normally residents in the Palestinian Territories during 2010.

    Sample Frame The sampling frame consists of all enumeration areas which were enumerated in 2007; each numeration area consists of buildings and housing units with average of about 124 households in it. These enumeration areas are used as primary sampling units PSUs in the first stage of the sampling selection, then the households' frame for the chosen enumeration area in the first stage is used in selecting the households in the second stage

    Sampling design The sample is stratified cluster sample with two stages: First stage: selection of a systematic random sample of 502 enumeration areas, excluding enumeration area that contain less than 40 households. Second stage selection of a random area sample of average 16 households from each enumeration area selected in the first stage, then selection of 16 households from each Enumeration Area that contain 80 households or more and then selection of 8 households from each EA that contain less than 80 households

    Tourism statistics are traditionally considered to be an important field of official statistics, serving as a significant input in economic and market analysis of the tourism sector in Palestine.

    The Palestinian Territory is an attractive area for tourists due to the presence of many valued religious and historical sites. The tourism sector is one of the leading sectors in the Palestinian economy and makes a significant contribution to GDP. For this reason, PCBS established a statistical program to supervise and implement the production of reliable and timely statistics on the main indicators of tourism activity. This program began in 1995 with the implementation of the hotel survey in order to provide periodic data on accommodation statistics.

    the Domestic and Outbound Tourism Survey 2010 as an additional component of tourism statistics on internal tourism. The main objective of this survey is to provide basic information about the demand aspect of tourism for use in the Tourism Satellite Accounts system in the Palestinian Territory.

Variance was calculated for the most important indicators: the variance table is attached with the final survey. There is no problem with the dissemination of results at national and regional level (North, Middle and South of West Bank and Gaza Strip) However, the indicator of average expenditure during a trip shows a high variance, as explained in the statistical tables

    The sampling frame consisted of a master sample of enumeration areas (EAs) selected from the Population Housing and Establishment Census 2007 The master sample consists of area units of relatively equal size (number of households, about 150 housing units), and these units has been used as primary sampling units (PSUs).

    Sample Size The sample size 7,500 households located in 300 enumeration areas in the Palestinian Territory, distributed by 5000 households in West Bank and 2500 in Gaza Strip. The design considered dissemination on governorate level and the localities affected by the annexation wall.

    Sample design

    The sample is two stage stratified cluster sample with two stages: First stage: selection a stratified systematic random sample of 300 Enumeration Areas (200 in west Bank, 100 in Gaza strip). Second stage: selection a systematic random sample of 25 households from each enumeration area selected in the first stage. And then to choose a legible person aged 18 years and above to be the respondent of the questionnaire questions.

    Note: in Jerusalem Governorate (J1), 20 enumeration areas were selected; then in the second phase, a group of 25 households from each enumeration area were chosen using census-2007 method of delineation and enumeration. This method was adopted to ensure household response is to the maximum to comply with the percentage of non-response as set in the sample design.

    A special questionnaire was designed in accordance with UN standards and recommendations, the questionnaire include the identification data in addition to the quality control measures, it covers the following fields: Part one: Social data which include name, relation with head of household, sex, age, refugee status, place of residence, reasons of changing place of residence if happened, health insurance, difficulties, education, labor and marital status. Part two: that covers the housing unit data. Part three: that covers the agricultural data. Part four: that covers the data on assistants. Part five: that covers the data on coping strategies> Part six: that covers the income data. Part seven: that covers the data on expenditure and consumption. Part eight: that covers the nutrition and lack of food. Part nine: that covers the data on freedom of movement.

    Cleaning operations

    Both data entry and tabulation were completed by using the ACCESS and SPSS software programs. Data entry was organized into two files, corresponding to the main parts of the questionnaire. Data entry template was designed to reflect an exact image of the questionnaire, and included various electronic checks: logical check, range checks, consistency checks and cross-validation.

    Statistical Errors: Sampling rather than comprehensive enumeration has been used to collect data in this survey. Therefore it is liable to two types of errors affecting the quality of survey data, sampling (statistical errors) and non-sampling errors (non-statistical errors). Statistical errors mean the errors resulting from sample designing and this is computed simply. Variance and effect of sample design has been computed for the Palestinian Territory, the West Bank and Gaza Strip.

    Non-Statistical Errors: Non-statistical errors, on the other hand, could not be determined easily, due to the diversity of sources from which they may arise, e.g., the interviewer, respondent, editor, coder, and data entry operator.

    Sampling Frame

    The methodology was designed according to the context of the survey, international standards, data processing requirements and comparability of outputs with other related surveys.

    Target Population: All Palestinians aged 10 years and over living in the Palestinian Territory, excluding persons living in institutions such as prisons or shelters. Sampling Frame: The sampling frame consisted of a master sample of enumeration areas (EAs) selected from the population housing and establishment census 2007, the master sample consists of area units of relatively equal size (number of households) , these units have been used as primary sampling units (PSUs). Sample Design: The sample is a two-stage stratified cluster random sample.

    Stratification: Four levels of stratification were made: 1. Stratification by Governorates. 2. Stratification by type of locality which comprises: (a) Urban (b) Rural (c) Refugee Camps 3. Stratification by classifying localities, excluding governorate centers, into three strata based on the ownership of households of durable goods within these localities. 4. Stratification by size of locality (number of households).

    The sample size was about 7,770 households in the 56th round and 7,818 households in the 57th round, and 7,819 households in the 58th round and 7,772 households in the 59th round. The total number of the households was about 31,179 households. The number of completed questionnaires was about 27,514 questionnaires and this was considered appropriate to provide estimations on main labour force characteristics in the Palestinian Territory. The sample size in 1st quarter, 2010 consisted of 7,770 households, which included 29,999 persons aged 10 years and over (including 24,395 aged 15 years and over). In the 2nd quarter, the sample consisted of 7,818 households, which included 29,483 persons aged 10 years and over (including 24,118 aged 15 years and over). In the 3rd quarter, the sample consisted of 7,819 households, which included 28,479 persons aged 10 years and over (including 23,260 aged 15 years and over). In the 4th quarter the sample consisted of 7,772 households; which included 28,478 persons aged 10 years and over (including 23,288 aged 15 years and over).

    Sample Rotation: Each round of the Labor Force Survey covers all the 481 master sample areas. Basically, the areas remain fixed over time, but households in 50% of the EAs are replaced each round. The same household remains in the sample over 2 consecutive rounds, rests for the next two rounds and represented again in the sample for another and last two consecutive rounds before it is dropped from the sample. A 50 % overlap is then achieved between both consecutive rounds and between consecutive years (making the sample efficient for monitoring purposes). In earlier applications of the LFS (rounds 1 to 11); the rotation pattern used was different; requiring a household to remain in the sample for six consecutive rounds, then dropped. The objective of such a pattern was to increase the overlap between consecutive rounds. The new rotation pattern was introduced to reduce the burden on the households resulting from visiting the same household for six consecutive times.

    The LFS questionnaire consists of four main sections: Identification Data: The main objective for this part is to record the necessary information to identify the household, such as, cluster code, sector, type of locality, cell, housing number and the cell code. Quality Control: This part involves groups of controlling standards to monitor the field and office operation, to keep in order the sequence of questionnaire stages (data collection, field and office coding, data entry, editing after entry and store the data. Household Roster: This part involves demographic characteristics about the household, like number of persons in the household, date of birth, sex, educational level…etc. Employment Part: This part involves the major research indicators, where one questionnaire had been answered by every 15 years and over household member, to be able to explore their labour force status and recognize their major characteristics toward employment status, economic activity, occupation, place of work, and other employment indicators.

    The Domestic and Outbound Tourism Survey 2010 as an additional component of tourism statistics on internal tourism. The main objective of this survey is to provide basic information about the demand aspect of tourism for use in the Tourism Satellite Accounts system in the Palestinian Territory. This survey provides statistical data on domestic and outbound tourism, including expenditure during trips to tourist resorts, trips conducted by households, destination countries, and the facilities and services available in the resorts visited by resident households in the Palestinian Territory.

    Sampling procedure

    The sampling frame consists of all enumeration areas defined in the Population, Housing and Establishment Census 2007. Each enumeration area consists of buildings and housing units comprising an average of 124 households. These enumeration areas are used as primary sampling units (PSUs) in the first stage of the sampling selection. Sampling Design: The sample for this survey is the same as that of the Labour Force Survey (LFS), which has been conducted quarterly by PCBS since 1995. The Domestic and Outbound Tourism survey is attached with the LFS in the first quarter of 2011. Sample Strata: The population was divided by: 1- Governorate (16 governorates) 2- Type of Locality (urban, rural, refugee camp) Sample Size: The estimated sample size is 7,820 households in the West Bank and Gaza Strip.

    Research instrument

    The design of the questionnaire was based on the experiences of similar countries, as well as on international standards and recommendations for the most important indicators, taking into account the special situation of the Palestinian Territory.

    Cleaning operations

    The data processing stage consisted of the following steps: Editing and coding before data entry: All questionnaires were edited and coded in the office using the same instructions adopted for editing in the field Data entry At this stage, data was entered into the computer using a data entry template designed in Access. The data entry program was created to satisfy a number of requirements such as Duplication of the questionnaires on the computer screen Check on the logic and consistency of data entered Possibility for internal editing of replies to questions Maintaining a minimum of digital data entry and fieldwork errors User friendly handling Possibility of transferring data into another format to be used and analyzed using other statistical analysis systems, such as SPSS

    The response rate in the West Bank was 95% and in the Gaza Strip it was 97%.

    Sampling Errors Data from this survey may be affected by sampling errors due to use of a sample and not a complete enumeration. Therefore, certain differences are anticipated in comparison with the real values obtained via census. Variance was calculated for the most important indicators: the variance table is attached with the final survey. There is no problem with the dissemination of results at national and regional level (North, Middle and South of West Bank and Gaza Strip) However, the indicator of average expenditure during a trip shows a high variance, as explained in the statistical tables Non-Sampling Errors Non-sampling errors are probable at all stages of the project, during data collection, or processing. This is referred to as non-response errors, response errors, interviewing errors, and data entry errors. To avoid errors and reduce their effects, great efforts were made to train the fieldworkers intensively.     Abstract

    The central statistical offices in most countries place heavy emphasis on constructing sound databases for all activities within the Internal Trade sector. PCBS’ Internal Trade Statistics Program is part of the Economic Statistics Program, which is part of the larger program for establishing the System of Official Statistics for Palestine. PCBS initiated, in the reference year 1994, the economic surveys series. The series includes, in addition to Internal Trade survey, surveys on industry, Services, construction-contractors, and transport and storage sectors for the purpose of establishing a time series data base of economic activities in line with international recommendations specified in System of National Account (SNA) 93 and in the UN manual for Services Statistics. The sampling frame for the different economic surveys was based on the findings of the 2004 Establishment Census conducted by PCBS. The services survey provide data needed for:

    Objectives: The objective of the survey was to obtain data on:

    1. Number of enterprises and persons engaged in Internal Trade by activity and location.
    2. Value of output, intermediate consumption and stocks.
    3. Value added components.
    4. Payments and transfers.
    5. Capital formation.
    6. Contribution of the surveyed activities to the GDP and other National Accounts variables.

    Target Population

    PCBS depends on the International and Industrial Classification of all economic activities, version 3, (ISIC - 3) by the United Nation to classify the economic activities. All enterprises and establishments are classified according to the Establishments Census 2007, which works in agreement with (ISIC - 3).
    The Internal trade survey covers the following activities: 1. Sale & repair of motor vehicles . 2. Wholesale trade & commission trade . 3. Retail trade, repair of personal goods .

    To ensure the quality and consistency of data, a set of measures was introduced as follows: · Creation of a data entry program prior to the collection of data to ensure this would be ready. · A set of validation rules were applied to the program to check the consistency of data. · The efficiency of the program was pre-tested by entering a few questionnaires, including incorrect information, and checking its efficiency in capturing the incorrect information. · Well-trained data entry personnel were selected and trained for main data entry. · Weekly data files were received by project management to be checked for accuracy and consistency: correction notes were provided to data entry management for implementation.

    Sampling error estimates

    Statistical Errors: The findings of the survey are affected by statistical errors due to using sampling in conducting the survey for the units of the target population, which increases the chances of having variances from the actual values we expect to obtain from the data had we conducted the survey using comprehensive enumeration.. The variance of the key goods in the survey was computed and dissemination was carried out on the level of the Palestinian Territory for reasons related to sample design and computation of the variance of the different indicators.

    Non-Statistical Errors These types of errors could appear on one or all the survey stages that include data collection and data entry: Response errors: these types of errors are related to, responders, fieldworkers, and data entry personnel's. And to avoid mistakes and reduce the impact has been a series of actions that would enhance the accuracy of the data through a process of data collection from the field and the data processing.

    Data appraisal

    The data are compatible with ISIC-4 on economic activities, whereas previous reports published adhered to ISIC-3 of economic activities.
