    Free-roaming dog populations ensue from irresponsible dog ownership and abandonment. The Society for the Prevention of Cruelty to Animals (SPCA) in Hong Kong SAR offers practical solutions to control dog population growth by providing a range of different birth control programs. We present the first results of a trial Trap Neuter Return (TNR) program in Hong Kong SAR; with a free-roaming dog population on Cheung Chau Island (southwest). During the 3-year study, the SPCA undertook surveys to assess population size and trapped, desexed, and, where possible, rehomed free-roaming dogs. We report that a total of 182 dogs were encountered during the period. We estimate that an average of 75% of the population was desexed, reaching the threshold for successful TNR studies. The results of our study show that TNR can assist with free-roaming dog population control and provide guidance for future programs, in Asia and Hong Kong SAR.

    Description

    GENERAL NOTES : The Territorial Population and Employment Data Matrix (TPEDM) is compiled by the Planning Department (PlanD) and updated regularly in about every two to three years to tie in with the updated population projections. The 2014-based TPEDM was completed in late 2016 by adopting the Census and Statistics Department's projections of territorial population released in September 2015 as the control totals. It includes data on projected territorial distributions of population and employment. As the primary purpose of TPEDM is to serve as a basis for strategic transport modelling, the data is compiled by Planning Data Zones/Districts which have been delineated following the recommendations of Transport Department’s “Comprehensive Transport Study Model Enhancement – Feasibility Study”. The current set of TPEDM contains population and employment data broken down into 26 Planning Data Districts and further consolidated into 5 Sub-regions, as shown on Map 1. The data includes the population and employment estimates for the base year (i.e. 2014) and the projections for two future years (i.e. 2021 and 2026). The estimates and projections of the 2014-based TPEDM are compiled using different assumptions regarding future territorial population, employment structure, economic growth as well as the planned and latest known development proposals of relevant Government departments, quasi-government bodies and the private sector. The assumptions on future development may be subject to change. SPECIAL NOTES : Population Coverage The population of 2014-based TPEDM refers to land-based Hong Kong Resident Population (HKRP). HKRP comprises “Usual Residents” and “Mobile Residents”, and foreign domestic helpers are included. - “Usual Residents” refers to two categories of people: (i) Hong Kong Permanent Residents who have stayed in Hong Kong for at least three months during the six months after the reference time-point, regardless of whether they are in Hong Kong or not at the reference time-point; and (ii) Hong Kong Non-permanent Residents who are in Hong Kong at the reference time-point. - “Mobile Residents” are Hong Kong Permanent Residents who have stayed in Hong Kong for at least one month but less than three months during the six-months before or at least one month but less than three months during the six months after the reference time-point, regardless of whether they are in Hong Kong or not at the reference time-point. Geographical distribution of population is generally made on the basis of place of residence. Accordingly, population of a particular area is made up of persons who live there. Employment Coverage Employment refers to the total number of full or part time jobs with establishments in Hong Kong. Positions taken up by working proprietors, self-employed, temporary employees as well as foreign domestic helpers are included. Jobs with establishments outside Hong Kong are excluded. Employment is measured by the number of jobs held. Thus, a person holding more than one job will be counted separately. On the other hand, job vacancies are excluded. Geographical distribution of employment is generally made on the basis of place of jobs. Accordingly, employment of a particular area is made up of number of jobs there. Geographical Demarcation Systems This version of 2014-based TPEDM presents estimates and projections of population and employment distribution at two levels of a geographical demarcation system, namely Planning Data District and Sub-region. Planning Data District (PDD) At the PDD level, a total of 26 PDDs are delineated (see Map 1). As the TPEDM has been compiled primarily for the purpose of strategic transport planning, the geographical demarcation system was drawn up mainly taking into account the accessibility of road and public transport, anticipation of changes in land use or transport network and the homogeneity of activities/predominance of one land use. The compatibility with the geographical demarcation system adopted in population censuses (i.e. Tertiary Planning Unit and Street Block) was also considered so as to facilitate the use of census results in the compilation. However, the boundaries of PDDs neither match those of the District Council Districts (which are electoral boundaries) nor those of the New Towns (which were developed by the Civil Engineering and Development Department and PlanD for new town development purposes). Sub-region The whole territory of Hong Kong can also be divided into five Sub-regions, namely Metro Area, Northwest New Territories (NWNT), Northeast New Territories (NENT), Southeast New Territories (SENT) and Southwest New Territories (SWNT). Each of the Sub-regions is formed by grouping a number of PDDs. The conversion between these five Sub-regions and 26 PDDs is given below. Reference could also be made to Map 1. Conversion between Sub-regions and PDDs - Metro Area includes the PDDs of Hong Kong Island (i.e. Central and Western, Wan Chai, Eastern and Southern), Kowloon (i.e. Yau Ma Tei, Mong Kok, Sham Shui Po, Kowloon City, Kwun Tong and Wong Tai Sin) and New Towns (i.e. Tsuen Wan, Kwai Chung and Tsing Yi); - NWNT includes the PDDs of New Towns (i.e. Tuen Mun, Yuen Long and Tin Shui Wai) and Rural area (i.e. Rural NWNT); - NENT includes the PDDs of New Towns (i.e. Sha Tin, Ma On Shan, Tai Po, Fanling/Sheung Shui) and Rural area (i.e. Rural NENT); - SENT includes the PDDs of New Town (i.e. Tseung Kwan O) and Rural area (i.e. Rural SENT); and - SWNT includes the PDDs of New Town (i.e. North Lantau) and Rural area (i.e. Rural SWNT). DISCLAIMER Many detailed working assumptions are involved in compiling the 2014-based TPEDM, changes to which may yield very different results. Although the Planning Department has endeavoured to adopt the best assumptions and data sources available at the time of producing the projections of the 2014-based TPEDM, persons making reference to the projection data should decide on the applicability of the projection data to any specific purpose or use. The Government is not to be held liable for any consequences arising from using the projection data.
