    Click here for research on the effects of land use planning and gentrification on Portland’s communities of color and other vulnerable populations. Economic Vulnerability Assessment:This map identifies census tracts in Portland where residents are more vulnerable to changing economic conditions, making resisting displacement more difficult. These areas have residents who are more likely to:Be "housing cost-burdened", meaning they pay 30% or more of their income on housing costs.Belong to communities of color, particularly Black and Indigenous communities.Lack college degrees, andHave Lower Incomes.This dataset provides an update to the vulnerability risk analysis that Dr. Lisa Bates prepared for the Bureau of Planning and Sustainability in 2012.This latest dataset includes the following changes in methodology:Low income households were replaced with a size-adjusted median household income. This helps account for how different household sizes experience living with different incomes.Renter households were replaced with households that are housing cost-burdened (pay 30%+ on housing costs). This acknowledges that homeowners who pay a high percentage of their income on housing can be vulnerable to displacement as well.A new variable, Black and Indigenous population, was added to better incorporate past harms to these communities.The vulnerability score was rescaled from 0 to 100. A score of 60 or greater is considered a vulnerable tract.Data sources: U.S. Census Bureau, 2022 ACS 5-year estimates, Tables B25106, B25010, B03002, B19013, B15002.     This set of data files was acquired under USDOT FHWA cooperative agreement DTFH61-11-H-00025 as one of the four test data sets acquired by the USDOT Data Capture and Management program.The freeway data consists of two months of data (Sept 15 2011 through Nov 15 2011) from dual-loop detectors deployed in the main line and on-ramps of a Portland-area freeway. The section of I-205 NB covered by this test data set is 10.09 miles long and the section of I-205 SB covered by this test data set is 12.01 miles long The data includes: flow, occupancy, and speed.

    Vegetation patches larger than 1/2 acre. Based on information from reference data sources including 6" resolution aerial photos, Parks and Recreation natural area assessments, and vegetation surveys along the banks of the Willamette and Columbia rivers. Vegetation patches area classified as forest, woodland, shrubland, or herbaceous. The mapping area includes all land within the City of Portland and the unincorporated parts of Multnomah County that are administered by the City of Portland.

    --Additional Information: Category: Environmental Purpose: For analyzing vegetation within Portland's riparian and upland areas. Developed as an input to the Bureau of Planning's GIS model for identifying significant natural resources.

    The key goals of the vegetation mapping project were 1) refine the location of vegetation "patches" of areas previously mapped by Metro; 2) incorporate vegetation maps generated by other agencies such as Portland Parks and Recreation and the Portland Bureau of Environmental Services and refine and improve that information where necessary; 3) map vegetation patches meeting Portland’s criteria for inclusion in the natural resource inventory a 1/2 acre minimum patch size versus the 1 to 2 acre patch size used by Metro for the regional dataset; 4) map all vegetation within a 1/4 mile of a surface stream, wetland, or regionally significant habitat resources included in Metro’s inventory; 5) classify the vegetation into four NVCS classes: forest, woodland, shrubland, and herbaceous; 6) further classify vegetation as either "natural/semi-natural" or "cultivated"; and 7) update, refine and improve the vegetation data annually as new aerial photos become available.     Description

    This linear feature class is part of the Bureau of Transportation’s sidewalk system (the entire system consists of sidewalk, corners and curbs). Curbs not only provide the edge for the pedestrian network but they also channel water to the drainage system which helps preserve the street pavement. This dataset contains five types of curbs under the attribute CurbType. These first three types are actual curbs, most commonly constructed of concrete: Blockface (3110), Corner (3120) and Island (3130). The dataset also includes Shoulders (3140), which graphically indicate the edge of pavement where there is no structural curb, and Parking Blocks (3150), which are generally short lengths of flexible curb used as an extra safety barrier, such as in bicycle corral configurations. Attribution includes width, style and drainage information.

    --Additional Information: Category: Transportation - Assets Purpose: To provide location and configuration information for the curb portion of the City of Portland's sidewalk network. Locations arenot mapped with high precision but every effort is made to continually improve accuracy.
