Die Einwohnerzahl von Portugal beträgt im Jahr 2023 rund 10,4 Millionen Personen. Für das Jahr 2024 wird eine Gesamtbevölkerung Portugals von ebenfalls etwa 10,4 Millionen Einwohner:innen prognostiziert. Das Land ist vom demographischen Wandel besonders stark betroffen. Beispielsweise ist Portugal im Ranking der Länder mit dem höchsten Durchschnittsalter (Altersmedian) vertreten. Warum gibt es so wenig junge Menschen in Portugal? Im Vergleich der Altersstruktur in den Mitgliedstaaten der EU zeigt sich das besonders ungünstige Verhältnis zwischen Jugendlichen (wenige) und Senioren (viele) in Portugal. Der Hauptgrund für diese unvorteilhafte Altersstruktur ist die massive Auswanderung der jungen Bevölkerung. Portugal ist stark von der Finanz- und Wirtschaftskrise betroffen gewesen. Dies spiegelt sich auch in den Migrationssalden von Portugal wider. Portugal wäre dringend auf eine relativ hohe Nettomigration angewiesen, um die geringe Geburtenrate kompensieren zu können. Erst in den Jahren 2017 bis 2020 verzeichnete das Land wieder positive Wanderungssalden, nachdem im Zeitraum 2011 bis 2016 jährlich mehr Menschen Portugal verließen als einwanderten. Die Zahlen haben sich zwar analog zur wirtschaftlichen Erholung des Landes verbessert mit der Corona-Pandemie dürften die Auswanderungszahlen jedoch wieder deutlich ansteigen. Mehr als jeder zehnte Portugiese lebt im EU-Ausland Üblicherweise verlassen gerade junge, mobile Menschen in der Krise das Land, um im Ausland eine Arbeit aufzunehmen. Industrieländer benötigen im Allgemeinen eine Geburtenrate (Fertilitätsrate) von durchschnittlich 2,1 Kindern je Frau, um den Bestand der Population konstant zu halten (Bestandserhaltungsniveau). Für ein positives Bevölkerungswachstum wird dementsprechend eine höhere Geburtenrate oder ein positiver Migrationssaldo benötigt.
