    Description

    This study aims to understand how the State has contributed to sustainable development through their purchasing power, more precisely, when comparing practices and regulations in the Brazilian states of São Paulo and the ones of the South region. Regarding the method of research, bibliographical and documental research was conducted in the legislation and notices of the above states, through the years 2011-2013. It was found that the advancements are limited to environmental issues and social dimension. Advances, although in a soft way, strengthen the organizational models which are not focused on profit maximization, turned to social inclusion, distributive justice, environmental balance and well-being of the community, which are basic prerogatives of the solidarity economy, social enterprises and popular cooperatives, which may be particularly leveraged.

    Public procurement plays a vital role in stimulating sustainable and inclusive European growth through innovation. Moving beyond primary goals of service improvement and cost reduction, innovation procurement practices of public agencies can pursue secondary goals such as innovation and sustainability. However, an increased focus on core competences has reduced internal capacity to conduct innovation procurement at a time when doing so is even more critical for cost-savings and growth. This dissertation examines open innovation for knowledge sourcing and revealing by public agencies practicing innovation procurement, focusing on tools of standards and standardization, collaboration, and intermediation. It begins with an introduction which gives an overview of key policy issues, theoretical underpinning, and research gaps. The second chapter examines conceptualizations of standardization according to eco-innovation procurement modalities, through a comprehensive qualitative literature review and synthesis including demand-setting, standards/standardization, and trajectories of products and services procured. The third chapter conducts an empirical and quantitative cluster analysis to identify the different practices of innovation procurement across Europe, testing and building upon taxonomies from literature. The fourth chapter presents a comprehensive case study of a pilot project by the Dutch Ministry of Defense, using constant comparative analysis to identify roles for different types of intermediation in innovation procurement for sustainability transitions. The fifth chapter focuses instead on the factors influencing competitiveness of German manufacturing firms in procurement competitions, finding that those conducting product innovation, as well as those engaged in standardization, are more likely to win such contracts. Through these in-depth analyses, this dissertation provides a contribution to the field of innovation procurement by delving deeply into open innovation processes. It concludes that mechanisms of standards, collaboration, and intermediation that can be leveraged to promote European growth through innovation procurement are inherently processes of consensus. This dynamic process is shaped by the motives, knowledge, and skillsets of participants shared through interactions, and structured by organizations and institutions. A concluding chapter highlights relevance for policy, practitioners, academia and industry, and presents opportunities for further research in innovation procurement and open innovation.

    Description

    Public procurement is an important bridge between public demand and market supply and may affect corporate behavior. However, in the advocacy of sustainable development, the extant research has rarely combined sustainable public procurement (SPP) with corporate ESG performance, to explore whether governments have contributed to the development of sustainable corporate performance through their sustainable procurement activities. This paper fills in the gap by matching the actual implementation of SPP of 42,369 projects in China over 2015~2020 with 20,125 corporate ESG performance data, to analyze the relationship between SPP implementation and corporate ESG performance. The results show that the implementation of SPP has a significant positive impact on corporate ESG performance. Further heterogeneity analysis reveals that the impact is stronger in China’s eastern and central regions than in other regions, and corporates at a mature stage are more likely to follow the government sustainable behavior. In addition, the implementation of SPP has a long-term effect on corporate ESG performance. The above findings have important policy implications: firstly, there is a better role for government to play as the “invisible hand”, to participate in the market economy; Specifically, SPP policy should be added to government policy tool box to improve corporate ESG performance in addition to disclosure requirement, and the SPP policy employed should in particular attend to the “missing sectors” of sustainability in SPP for the good of corporate ESG; secondly, the government should implement differentiated policies tailored to the region’s economic development conditions and corporate development characteristics; thirdly, a long-term evaluation mechanism should be established so that the government can play a more long-term demonstration and leading role.
